Navdeep Deol-Johnson This member will serve a two-year term extending from May 1, 2019, through April 30, 2021. This is an addition to the existing CAC voting members previously approved by the LBUSD Board of Education whose terms expired on June 30, 2018, and replacements for those whose memberships have lapsed according to the Community Advisory Committee by-laws. 2. APPROVE LEARNING COMMUNITIES FOR SCHOOL SUCCESS GRANT Approve proposal for the Learning Communities for School Success Program grant, which will focus heavily on intervening with students who are on the cusp of chronic absenteeism and identifying the supports, such as mental health services, needed to return them to regular school attendance. The efforts of the All In Campaign, LBUSD’s proposal for the grant, includes 30 elementary, middle and high schools. The grant period is from July 1, 2019–June 30, 2022. RESOLUTION OF THE BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT SUPPORTING TEACHER APPRECIATION WEEK

WHEREAS, an informed, educated citizenry is the foundation for the success of

our democracy, our economy and America’s future, and

WHEREAS, thousands of dedicated teachers in the Long Beach Unified School District inspire, motivate and mold the minds of our future workforce and leaders, and

WHEREAS, no other profession touches the lives of so many individuals with

such a profound and lasting effect, and

WHEREAS, the effects of excellent teaching last a lifetime, grow in value through the years and pay dividends far beyond the classroom in terms of quality of life, and

WHEREAS, the Long Beach Unified School District regularly receives national

and international recognition thanks in large part to teachers who serve thousands of students in Long Beach, Lakewood, Signal Hill and Avalon.

BACKGROUND:

The County of Los Angeles Department of Auditor-Controller allows school districts to provide estimates of debt service payments if there is an expectation that bonds will be issued in the upcoming fiscal year. This allows the Auditor-Controller to place the appropriate tax levies on the annual tax rolls to cover the debt service requirements of the bonds.

If a school district expects to issue bonds in the upcoming fiscal year, the County Auditor-Controller requires that the Governing Board adopt a resolution by June 30, 2019 which indicates the date that bonds are expected to be issued, the estimated amount to be financed, that the amount is within its authorized but unissued bond allowance, and that the Superintendent or designee is authorized by the Board to provide a debt service estimate to the Auditor-Controller.

Staff is beginning preparations for a bond sale, preliminarily scheduled for August 2019, under Measures E and K in the amount of $450 million. Approval of the attached Resolution will facilitate the calculation of the appropriate tax levy to cover the new issuance.

At the time of issuance, the Board will be requested to adopt a resolution authorizing the sale of the bonds, as customary and required.

A RESOLUTION OF THE BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT REGARDING ITS INTENTION TO ISSUE BONDS IN FISCAL YEAR

2019-20 AND REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO ESTABLISH THE TAX RATES FOR BONDS OF THE DISTRICT EXPECTED

TO BE SOLD DURING FISCAL YEAR 2019-20, AND AUTHORIZING NECESSARY ACTIONS IN CONNECTION THEREWITH

WHEREAS, this Board of Education (the “Board of Education”) of the Long Beach Unified School District (the “District”), located in Los Angeles County (the “County”), California, is authorized to, and intends to, issue two series of its bonds for purposes authorized by the voters of the District on November 4, 2008 (“Measure K”) and November 8, 2016 (“Measure E”);

WHEREAS, the Board of Supervisors (the “Board of Supervisors”) of the County is required to take action approving a tax rate for payment of indebtedness of the District during Fiscal Year 2019-20, and it is the responsibility of the Auditor-Controller of the County to calculate the several tax rates for the Board of Supervisors’ action thereon;

WHEREAS, this Board of Education has determined that it is not possible or advisable to sell the District’s bonds in time to permit the Auditor-Controller of the County or other appropriate County official to calculate the tax rates necessary to pay debt service on such bonds in order that such tax rates may be reflected on 2019-20 property tax bills of taxpayers in the District;

WHEREAS, the Education Code of the State of California provides that the Board of Supervisors of each county shall annually, at the time of making the levy of taxes for county purposes, estimate the amount of money required to meet the payment of the principal of and interest on the bonds authorized by the electors of the District and not sold, and which the Board of Education of the District informs the Board of Supervisors in their belief will be sold before the next tax levy, and further provides that said Board of Supervisors shall levy a tax sufficient to pay the principal and interest so estimated; and

WHEREAS, this Board of Education deems it necessary and desirable to issue two series of the District’s bonds during Fiscal Year 2019-20, as authorized by the Government Code, and that the County levy a tax for payment on debt service estimated to come due on such bonds during Fiscal Year 2019-20, and believes that said bonds will be sold during Fiscal Year 2019-20.

NOW, THEREFORE, THE BOARD OF EDUCATION OF THE DISTRICT DOES HEREBY RESOLVE, ORDER AND DETERMINE AS FOLLOWS:

SECTION 1. The District hereby states its intention and reasonably expects to issue bonds authorized by Measure K in an estimated amount of $150,000,000 and bonds authorized by Measure E in an estimated amount of $300,000,000 in Fiscal Year 2019-20 on or about September 2019. Each of said amounts is within the District’s authorized but unissued bond authorization under Measure K and Measure E, respectively.

SECTION 2. The Superintendent of the District, the Chief Business and Financial Officer of the District and such other officer of the District as any of the foregoing officers may designate (each, an “Authorized District Representative”), are each hereby authorized and directed to prepare, or cause the municipal advisor to the District to prepare, an estimate of all payments of principal and interest which shall become due on the series of Measure K bonds of the District and the series of Measure E bonds of the District expected to be sold prior to the making of the tax levy for Fiscal Year 2019-20, and to cause the debt service schedule so prepared to be provided to the Board of Supervisors and the Auditor-Controller of the County and to any other officers of the County responsible for preparing the tax levy for bonds of the District and for levying said tax.

SECTION 3. The Board of Supervisors of the County is hereby requested, in accordance with Education Code Section 15252-15254, to adopt tax rates for bonds of the District expected to be sold during Fiscal Year 2019-20, based upon the estimated debt service schedule to be provided by or on behalf of the District, and to levy a tax in Fiscal Year 2019-20 on all taxable property in the District sufficient to pay said estimated debt service. The proceeds of such tax shall be deposited into the debt service funds of the District established pursuant to the Education Code for general obligation bonds of the District.

SECTION 4. In the event that the bonds of the District are not sold during Fiscal Year 2019-20, or sold in such amount and on such terms that the proceeds of the tax requested in Section 3 hereof, or any portion thereof, are not required for payment of debt service due on the bonds, or payment of other outstanding bonds of the District payable from the debt service fund of the District, this Board of Education hereby requests that the Auditor-Controller or other appropriate official of the County cause the remaining proceeds of the tax to be held in the respective debt service funds and applied to debt service on outstanding bonds of the District due in Fiscal Year 2020-21.

SECTION 5. The Clerk of this Board of Education is hereby authorized and directed to file forthwith a certified copy of this Resolution with the Clerk of the Board of Supervisors of the County, and to cause copies of this Resolution to be delivered to the Auditor-Controller and the Treasurer-Tax Collector of the County.

SECTION 6. The President of this Board, the Clerk of this Board, any Authorized District Representative or any other authorized representative of the District, shall be and they are hereby authorized and directed to take such additional actions consistent with the intent of this Resolution which any of them deem necessary and desirable to accomplish the purpose hereof.

SECTION 7. This Resolution shall take effect upon its adoption.
