1. INTRODUCTION

The European Volleyball Confederation is pleased to open the registration procedure for the second edition of the 2019 CEV U16 Women / U17 Men Volleyball European Championship.

We are still looking for organisers for the Men’s and Women’s Final Round. However both Finals are scheduled to take place around July 2019.

This Championship will be managed and processed through the CEV database and therefore we ask all National Federations to apply the necessary accuracy while working with it.

It remains the sole responsibility of the NFs to respect all Communications, Regulations, Guidelines and institutional decisions to guarantee the delivery of correct, accurate and complete data at any time that these are required.

2. REGISTRATION PROCEDURE AND DEADLINE

The registration for this edition will be done through the CEV Database using the following form:

The registration deadline for closing and sending the above mentioned form is:

Monday June 4, 2018 at 23:59 CET

After closing the form on-line, National Federations must click ‘Print Form’ and then sign and stamp the paper copy and send it by registered letter to the CEV Office.

This must also be sent with a post mark dated on or before the above mentioned deadline for the registration to be valid.

On this form there are tick boxes to inform CEV if the respective National Federation intends to apply to organise one of the 2nd Round qualification tournaments.

However, the definitive application forms and required procedure for applying to organise a tournament will be sent to all NFs after the registrations are confirmed in Official Communication No. 2.

3. COMPETITION FORMATS AND DATES

The 2019 competition will be structured as follows:

1ST ROUND (ZONAL)

The 1st round will be organised in each of the six CEV Zonal Associations. Following the registration, CEV will inform each about the exact number of National Federations from their respective zone who have registered for participation.

Moreover, further to a decision made by the CEV Board of Administration last year in Moscow, a minimum of 40% of the respective National Federations have to register for participation in order for the zonal event to count as a 1st round qualifier for the European Championship.

If one or more Zonal Associations fail to fulfil this requirement, depending on the total number of teams registered for participation in the championship, their teams might:

- have to join those from another zone to compete in the first stage of the qualification process

- join a qualifying round including teams from different zones put together as per the results of a Drawing of Lots

- move on straight to the 2nd Round organised by the CEV, with a maximum of 20 teams per gender participating in this round.

Each Zonal Association shall organise their qualification stage according to the calendar set by CEV for this round (i.e. before 15th January 2019).

In each tournament, the first placed team qualifies directly to the Final Round.

2ND ROUND

The 2nd round is organised with a maximum of 20 National Federations who competed in, but did not qualify from the 1st round to the Final round.

Such number is reduced to 16 in case the Organiser of the Final round is composed of 2 National Federations.

COMPETITION FORMAT:

The 2nd Round will be played using the single round robin tournaments format (i.e. one tournament “one against each other”).

Each 2nd Round tournament will be played with minimum three and maximum four teams.

The teams in each 2nd Round pool will play one tournament over three competition days with two matches per day.

Each of the four National Federations involved has the right to apply for the organisation of the tournament.

Should more than one National Federations apply for the organisation, the organisers will be drawn by the CEV.

Should less than one National Federations apply for the organisation, the organiser will be drawn by the CEV.

In each pool, the first best placed team qualifies to the Final round.

In case of a vacancy in the Final round, the next best placed of all pools qualifies to the Final round.

4. 1ST ROUND FORMAT AND DATES

Following the receipt of the confirmed list of registered teams, each Zonal Association must confirm to CEV their competition structure and dates by Monday 11th June 2018 at 23:59 CET.

5. 2ND ROUND DRAWING OF LOTS

Following the completion of the 1st Round, CEV will confirm the teams qualified to the 2nd round.

For the 2nd round, the Drawing of Lots shall be combined with a seeding of National Federations, also considering geographical proximity. This will take place in the CEV Office in January 2019.

6. 2ND ROUND ORGANISATION APPLICATION

Forms to apply to organise 2nd Round tournaments will be sent to all participating teams after the 15th January 2019.

7. AGE LIMIT

According to the Official Regulations, the 2019 CEV U16/U17 Volleyball European Championship will only be open to:

Female players (U16) must be:

Born on 1st January 2004 or thereafter

Male players (U17) must be:

Born on 1st January 2003 or thereafter

As there were only four teams (CYP, FAR, ISL and IRL) registered for the Small Countries Association,

it has been decided that they shall compete with another zones instead (FAR, ISL and IRL in NEVZA,

as CYP will play in the MEVZA tournaments, which host will be defined later). The Small Countries

Association Final Round slot will increase the total 2nd Round qualification vacancies instead.

2. COMPETITION SYSTEM

The competition system of each CEV competition is now communicated through the Official

Communications.

The competition system is as follows:

2.1 General provisions

According to the number of registered National Federations, the CEV will determine the number of pools

in the 2nd Round.

According to the number of registered National Federations, each CEV Zonal Association will determine

the following:

The number of pools in the 1st Round,

The competition method of the 1st Round.

National Federations not qualifying to further rounds or phases are eliminated from the CEV competition.

2.2 1st Round

The 1st Round is composed of the different qualification stages organised by each CEV Zonal

Association. A CEV Zonal Association shall organise their qualification stage according to the calendar

set by the CEV.

A qualification stage is organised with a minimum of 40% registered National Federations from the

organising Zonal Association. From the last stage, the first best placed team from each Zone qualifies

to the Final Round.

If one or more Zonal Associations fail to fulfil this requirement, depending on the total number of teams

registered for participation in the championship, their teams might:

Move on straight to the 2nd Round organised by the CEV, with a maximum of 20 teams per gender

participating in this round.

2.3 2nd Round

The 2nd Round is organised with a maximum of 20 National Federations not qualified from the 1st Round,

if any. Such number is reduced to 16 in case the Organiser of the Final Round is composed of two

National Federations.

National Federations are allocated to pools composed of 3 to 4 National Federations. In each pool, the

first best placed team qualifies to the Final Round.

In case of a vacancy in the Final Round, the next best placed of all pools qualifies to the Final Round.

2.4 Final Round

The Final Round is organised with the 12 following National Federations:

The Organiser, directly qualified,

11 National Federations, qualified from the 1st and 2nd Rounds.

The above-mentioned number is reduced to 10 when the Organiser is composed of two National

Federations.

The 12 National Federations are allocated equally in 2 Preliminary pools. In each Preliminary pool, the

4 best placed qualify to the Semifinals.

The Semifinals are played as follows:

(Match 31) 4th best placed team of Pool 1 vs 3rd best placed team of Pool 2,

(Match 32) 4rd best placed team of Pool 2 vs 3rd best placed team of Pool 1,

(Match 33) 2nd best placed team of Pool 1 vs 1st best placed team of Pool 2,

(Match 34) 2nd best placed team of Pool 2 vs 1st best placed team of Pool 1.

The other matches are played as follows:

(Match 35 for 7th and 8th places) loser Match 31 vs loser Match 32,

(Match 36 for 5th and 6th places) winner Match 31 vs winner Match 32,

(Match 37 for 3rd and 4th places) loser Match 33 vs loser Match 34,

(Match 38 for 1st and 2nd places) winner Match 33 vs winner Match 34.

3. ALLOCATION OF TEAMS

For the 1st Round, each CEV Zonal Association decides about the allocation of National Federations in

its qualification stage.

For the 2nd Round, the drawing of lots is combined with a seeding of National Federations and is

performed so National Federations are drawn according to their geographical proximity.

For the Final Round, the drawing of lots is combined with a seeding of National Federations and is

performed according to the following principle:

National Federations are drawn in the following order: Organiser, National Federations qualified

from the 1st Round and National Federations qualified from the 2nd Round.

4. ORGANISATION OF THE FINAL ROUND

The appointment of the Organiser of both final rounds is still pending.

National Federations are invited to submit their application; in accordance with the candidature

application guidelines that will be released soon.

1. ORGANISATION OF THE FINAL ROUND

The appointment of the Organisers of Final Rounds were approved during the last CEV Board of

Administration meeting, the Final Round organisations were granted as follows:

- 2019 CEV U16 Women Volleyball European Championship Final Round

in ITALY and CROATIA between July 13-21, 2019 (exact venues and dates TBC)

(players born on 1st January 2004 or thereafter)

- 2019 CEV U17 Men Volleyball European Championship Final Round

in Sofia (BUL) between July 13-21, 2019

(players born on 1st January 2003 or thereafter)

The Final Round is organised with the following twelve National Federations:

The Organiser(s) are directly qualified, i.e. Bulgaria (men) and Italy and Croatia (women)

The five winners from the 1st Round (if one of the Final Round organisers wins the 1st Round of

its Zone, the runner-up from that Zone qualifies in that case)

The five pool winners from the 2nd Round, and for the U17 Men’s competition also the best 2nd

placed team across all five pools will qualify.

As mentioned above, the winner of each zonal qualifier will directly qualify to the Final Round. As the

BVA already played their 1st Round tournament and Bulgaria won the U17 Men tournament, and with

Bulgaria now granted the Final Round organisation, the 2nd placed team from BVA, i.e. Turkey, qualifies

to the Final Round directly.

In the U16 women’s competition, Croatia decided to compete in the 1st Round qualification, but in case

they win that qualifier, also the 2nd placed team from their zonal tournament (MEVZA) will qualify to the

Finals.

2. 2ND ROUND VACANCIES

The 2nd Round is organised with a maximum of 20 National Federations not qualified from the 1st Round.

Due to the fact the SCA (Small Countries Association) will not organise their Zonal qualifiers the number

of teams competing in the 2nd Round for U16 women was increased to 20 and not 16 teams as

communicated earlier.

National Federations are allocated to pools composed of 3 to 4 National Federations. In each pool, the

first best-placed team qualifies to the Final Round. In the U17 men’s competition, also the best 2nd

placed team among all five pools will qualify to the Final Round.

The vacancies of teams to be qualified per various Zones to the 2nd round has been calculated based

on each Zone’s contribution to the total number of registered teams, that means:

3. 2ND ROUND U17 MEN: POOLS AND VENUES

The European Sports Organising Commission (ESOC) finalised the 2nd Round qualification pools by Drawing of Lots, according to the number of the teams playing in the 2nd Round.

The organisers of the 2nd Round pools were drawn, as there were more applications to host than actual pools.

The remaining six open spots for the Final Round will be filled with the winners of each second-round qualifier plus the best 2nd ranked team across all pools.

Social media play a very important key role in the promotion of our sport and this competition. The players, seen their age, are the most active users of social media and organisers / participating teams should use social media as intensively as possible in order to promote Volleyball with these age groups. As you will be aware, CEV now operates on four social media platforms, namely:

social side of players and staff, which can be re-tweeted or shared further on by the CEV.

o Provide CEV with additional content to distribute on social media: the best promotion comes from the players themselves.

o These are European Competitions; please adjust content so that it can be comprehensive for fans across all participating countries: dominantly in English. Use multilingual posting to have bigger reach with own fan base.

o Strive for quality and comprehensiveness of both photos and video footage suitable for social media platforms.

o Produce additional video material, such as mixed zone interviews in English, for publishing across social media channels,

o Engage with the CEV and other participating federations on social media by liking, sharing, reposting, following, retweeting, favouriting content.
