Article 1. Uniforms of immigration inspectorsshall be prescribed as shown in the AnnexedTable.

Article 2. The uniforms, accessories thereof and. others as prescribed in accordance with the

preceding Article (hereinafter referred to as"the uniforms, etc.") shall be either loaned orallowed in kind.

2 The procedure of loaning or allowing in kindof the uniforms, etc. shall be prescribed by theDirector of the Immigration Agency (hereinafterreferred to as "the Director").

\v3 The Director shall, in case he has prescribedthe procedure of loaning or allowing in kind ofthe uniforms, etc., pursuant to the provision ofthe preceding paragraph, forthwith inform theMinister for Foreign Affairs thereof.

Supplementary Provision :This Ministerial Ordinance shall come into force

as from the day of its promulgation.

Annex

Uniforms of Immigration InspectorsCap Stuff Woolen cloth or cloth of dark blue

or iron blue or a similar color.Form A round cap with a black leather

visor and a gold-braided chin-strap. The end of the strap isfixed to each side of the cap with

# a golden button. The cap has aband of close parallels of blackor a color similar to that of the

the Regulations governing Uniforms of Immigra-tion Guards shall be established as follows:

Ministerial Ordinance "for Partial Amend-ment to the Regulations governing

Uniforms of Immigration Guards

Regulations governing Uniforms of ImmigrationGuards (Ministry of Foreign Affairs OrdinanceNo. 17 of 1951) shall be partially amended asfollows :

In Article 2 paragraph 1, "the uniforms" shallbe amended as "the uniforms, accessories thereofand other (hereinafter referred to as " the uniforms,etc."); in paragraph 2 and' paragraph 3 of thesame Article, "of uniforms" shall be amended as"of uniforms, etc."; and "the Director of the Im-migration Agency (Shutsunyugoku Kanricho Cho-kan)" shall be amended as "the Director of theImmigration Agency (Nyugoku Kanricho Chokan) ".

In the annexed table showing uniforms of Immi-gration Guards, in the column of Form of Coat,in the sub-column of Collar-Badge, "I. G." shallbe amended as "I. O." and in the sub-column ofSleeve-Badge, "IMMIGRATION GUARD" shallbe amended as "IMMIGRATION CONTROL OF-FICER".

In the sub-column of Stuff of Cap, "woollencloth of dark blue" shall be amended as "woollencloth of dark blue or drab cloth"; in the sub-column of Form thereof, "In summer, a celluloidframe is inserted to support about the center ofthe crown from inside, and a white cloth cover isfixed over the cap" shall be amended as "In sum-mer, the gore is hooked inside so that the crownfitted therewith may be removed from the joint.No black leather visor edged with black parallels isattached." ; in the sub-column of Badge, "a silverysun insignia" shall be amended as "a golden suninsignia"; and in the column of Form, next to "awhite cloth cover is fixed over the cap" shall beadded "In summer, the cap has drab close parallelsbut no braided stripes and golden lines."

In item (1) and item (2) of Notes, "the Directorof the Immigration Agency (ShutsunyugokuKanricho Chokan)" shall be amended as "theDirector of the Immigration Agency (NyugokuKanricho Chokan)", and next to item (2) thefollowing one item shall be added :

(3) Figures in the illustrations show the sizesin terms of millimeters.

In the illustrations, those of Collar-Badge and

Sleeve-Badge shall each be revised as shown in theAnnex and that of Summer Cap shall be deleted.

Establishment Order (Cabinet jOrder No. 320 of1951), the Regulation concerning the Organizationof the Immigration Agency shall be established asfollows :

(Purpose)Article 1. The purpose of this Instructions is to

provide for the detailed matters concerning theorganization and the scope of functions of theImmigration Agency, in order to enforce the Im-migration Agency Establishment Order (CabinetOrder No. 320 of 1951).

(Subdivision of the Director's Secretariat)Article 2. There shall be established a Secretariat. Section in the Director's Secretariat.2 The Secretariat Section shall have an Accounting

Room and a Liaison Room.

(Affairs under the Charge of the SecretariatSection)

Article 3. The Secretariat Section shall takecharge of the affairs pertaining to :(1) Confidential matters;(2) Supervision of matters under jurisdiction;(3) Public enlightenment and information; *(4) Liaison with the Diet;(5) Organization of the Agency including the

establishment, abolition, and subdivision of aDivision and others ;

(6) Protocol matters;(7) Liaison matters including translation and

others ;(8) Receipt, despatch, compilation, and custody

of official documents ;(9) Making of fair copies of official documents;(10) Custody of the official seals of the Director

and the Agency;(ll) Collection, arrangement, custody, and utili-

zation of books and publications;(12) Announcement in the Official Gazette;

(17) Sanitation, medical treatment, and recrea-tion and welfare of the personnel ;

(18) The mutual aid society of the personnel;(19) Compilation of budget estimates and settle-

ment of accounts;(20) Drawing up of appropriation plan of

estimated expenditures and working manage-ment thereof ;

(21) Auditing of accounts;(22) Acts pertaining to expenditures and attest-

ation thereof ;(23) Collection of incomes, payment, and receipt

and disbursement of cash ;(24) Procurement of office supplies and others ;(25) Custody of administrative property and

commodities, and disposition of unnecessaryproperty ;

(26) Appointment of officials in charge of obli-gations, and of defrayment, and accountants,and designation of revenue collectors and obli-gation certifying officials ;

(28) Control over the businesses of obligationsand disbursements ;

(34) Account laws and ordinances;(35) Except those comprehended the preceding

items, matters under the jurisdiction of theImmigration Agency, and not belonging to anyother division or section.

! The Accounting Room shall take charge of theaffairs under item (19) to item (34) inclusive ofthe preceding paragraph.

(Subdivision of the Enforcement Division)Article 4. The Enforcement Division shall have

the First Section, the Second Section, and theThird Section.

(Affairs under the Charge of the First Section)Article 5. The First Section shall take charge of

the affairs pertaining to :(1) Planning and drafting of policy concerning

immigration control and insurance of enforce-ment of the policy adopted;

(2) Overall coordination and adjustment ofefforts in effecting immigration control betweenthe Agency and other administrative organsconcerned ;

(3) Protection and repatriation of alien victimsof disasters at sea;

(4) Requests for presentation of aliens' pass-ports, landing permits or registration certi-ficates ;

(5) Investigation of cases of suspected contra-vention of provisions of law pertaining to entry,landing or residence ;

(6) Issuance and execution of written detentionorders ;

(7J Examination of persons under the cases ofsuspected contravention ;

(8) Issuance and execution of written deporta-tion order;

(9) According of rescission of provisional releaseto the detainees- under written detention ordersor deportation orders ;

(10) Liabilities of masters and carriers concern-ing deportation ;

(ll) Furnishing of information concerning thosepersons believed to fall under deportationcharges and payment of money to informantsin reward for such service;

(12) Guarding of immigration centers, detentionhouses and other facilities ;

(13) Treatment of the detainees under writtendetention or deportation orders ;

(14) Carrying and use of weapons by immigra-tion inspectors and immigration control officers ;

(15) Discipline, and duties and responsibilitiesof immigration control officers.

(Affairs under the Charge of the Second Section)Article 6. The Second Section shall take charge of

the affairs pertaining to :(1) Inspection of aliens in regard to landing;(2) Permission for landing of aliens;(3) Permission for reentry of aliens;(4) Departure of all classes of persons;(5) Repatriation to Japan of Japanese nationals ;(6) Liabilities of masters of vessels and carriers

concerning cooperation, reproting and preven-tion from landing.

(Affairs under the Charge of the Third Section)Article 7. The Third Section,shall take charge of

the affairs pertaining to :(1) Registration of aliens under the Ordinance

for Registration of aliens ;(2) Supervision over the governors of To, Do,

Fu and prefectures, mayors of cities and towns,and headmen of villages and wards in respectof the affairs under the preceding item;

(3) Return of registration certificates of aliensdeparting from Japan;

(4) General treatment of the aliens residing inJapan,

(Subdivision of the Adjudication and Researchdivision)

Article 8. The Adjudication and Research Divisionshall have the First Section, the Second Section,and the Third Section.

2 The Third Section shall have a Research Room.

(Affairs under the Charge of the First Section)Article 9. The First Section shall take charge of

the affairs pertaining to :(1) Liaison with the organs concerned in respect

of the administrative litigations relating to theaffairs under jurisdiction ;

(2) Liaison between the Immigration Agencyand other organs concerned in relation to legalquestions, both criminal and civil, arising inconnection with the enforcement of laws andRegulations relating to immigration control ;

(3) Collection and compilation of laws, order,and regulations relating to immigration control ;

(4) Interpretation of laws and regulationsrelating to immigration control ;

(5) Hearings and filings of objections concern-ing the landing and deportation of aliens;

(6) Special permission for landing and residence ;(7) Posting, return, and confiscation of bonds.

(Affairs under the Charge of the Second Section)Article 10. The Second Section shall take charge

of the affairs pertaining to:(1) Change of status of residence of, aliens;(2) Extension of period of stay of aliens;(3) Admission for permanent residence of aliens ;(4) Status of residence of aliens other than those

mentioned under the preceding items.

(Affairs under the Charge of the Third Section)Article ll. The Third Section shall take charge

of the affairs pertaining to :(1) Classification and custody of the following

records :(a) Records concerning the landings and

reentries of aliens ;(b) Records concerning the departures of

aliens;(c) Records concerning the status of residence

and period of stay of aliens;

(d) Records concerning the admission forpermanent residence of aliens ;

(e) Records concerning the registration ofaliens;

(f) Records concerning the denial of landingand deportation of aliens;

(g) Records concerning the deportation ofthose persons having permanent domicile inNanseishoto South of 30° North Latitude ;

(h) Records concerning the entries and re-patriation of Japanese nationals.

(2) Preparation of digests of the records underthe preceding item;

(3) Research of immigration affairs at homeand abroad ;

(4) Preparation of statistics concerning im-migration contol.

2 The Research Room shall take charge of theaffairs under item (3) and item (4) of thepreceding paragraph.

(Immigration Service Training Institute)Article 12. The interior organization of the Im-

migration Service Training Institute shall be asprescribed by the Regulations for Organizationof the Immigration Service Training Institute(Immigration Agency Instructions No. 5 of 1951).

(Immigration Centers)Article 13. The interior organization of the im-

migration center shall be as prescribed by theRegulation for Organization of the ImmigrationCenter (Immigration Agency Instructions No. 7of 1951).

(Local Stations of the'Agency)Article 14. The interior organization of the Local

Station of the Agency shall be as prescribed bythe Regulation for Organization of the LocalStation of the Immigration Agency (ImmigrationAgency Instructions No. 4 of 1951).

Supplementary Provisions :

1 This Instructions shall come into force as fromthe day of its promulgation.

2 The Regulation for Organization of the Im-migration Agency (Immigration Agency Instruc-tions No. 1 of 1950) shall be abolished.

the Immigration Agency Establishment Order, theRegulation for Organization of the ImmigrationService Training Institute of the ImmigrationAgency shall be established as follows:

Article 1. The interior organization of the Im-migration Service Institute of the ImmigrationAgency (hereinafter referred to as "the Train-ing Institute") under the provision of Article 14paragraph 4 of the Immigration Agency Estab-lishment Order (Cabinet Order No. 320 of 1951)shall be as prescribed by this Instructions.

Article 2. There shall be in the Training Institutea Chief and staff members.

2 The Chief and staff members shall be appointedby the Director.

Article 3. The Chief shall administer and controlthe affairs of the Institute under the-directionsof the Director.

Article 4. The staff members shall take chargeof the assigned affairs of the Institute underthe directions of the Chief.

Article 5. There shall be instructors in the Insti-tute to engage in the instructions and trainingof the trainess.

2 Instructors shall be appointed from among thestaff members.

Article 6. There shall be a dormitory-inspector toengage in the affairs concerning the managementof the dormitory of the trainees.

2 The dormitory-inspector shall be appointed bythe Director from among the staff members.

Article 7. There shall be in the Institute a busi-ness secretary and an executive secretary.

2 Both the business secretary and executive secre-tary shall be appointed by the Director fromamong the staff members.

3 The business secretary shall attend to accountsand general clerical matters by order of superiorofficer.

4 The executive secretary shall attend to mattersconcerning education and training by order ofsuperior officer.

Article 8. Those who are pursuing their studiesin the Institute shall be called trainess and shallbe so appointed by the Director.

2 Trainees shall pursue their studies under theguidance and supervision of the Chief and in-structors.

Article 9. Except under special circumstances, theChief, staff members and trainees shall notengage in any duties other than those of the

Institute.Article 10. Training and study shall be divided

into lecture, practical [exercise, and study by-way of observation.

Article ll. Lectures and lessons at the Institutemay be given by staff members and by officialsof the Immigration Agency and also by persons,of erudition and experience outside of the

Agency.

Article 12. The Chief may establish detailedregulations necessary for the operation of theInstitute in addition to those under the presentRegulation, subject to the approval of theDirector.

Supplementary Provision :

This Instructions shall come into force as fromthe day of its promulgation.

Immigration Agency Instructions No. 3

November 1, 1951To: Omura and Yokohama Centers of the

Immigration AgencyIn accordance with the provision of Article 15

paragraph 4 of the Immigration Agency Establish-ment Order (Cabinet Order No. 320 of 1951), the-Regulation for Organization of the ImmigrationCenter of the Immigration Agency shall be estab-lished as follows :

(Purpose)Article 1. The purpose of this Regulation is to

provide for the interior organization of theImmigration Center of the Immigration Agency(hereinafter referred to as "the Center").

(Personnel)Article 2. The Center shall have immigration

inspectors, immigration control officers, and other"necessary staff members.

(Chief)Article 3. The Center shall have a Chief. The

Chief shall be appointed by the Director of theImmigration Agency (hereinafter referred to as"the Director").

2 The Chief shall administer and control theaffairs of the Center and exercise direction andsupervision over the personnel, under the direc-tion and supervision of the Director.

(Deputy Chief)Article 4. The Center shall have a Deputy Chief.

The Deputy Chief shall be appointed by theDirector.

2 The Deputy Chief shall assist the Chief inadministering and controling the affairs of theCenter and in the Chief's absence act for him.

(Omura Center)Article 5. The Omura Center shall have a General

Affairs Division, an Accounts Division, an Im-migration Control Division, an ExaminationRoomand a Medical Treatment Room.

2 Each division or room shall have a chief.

3 The division chief shall attend to the affairs ofhis division and exercise direction and supervi-sion over each section chief of the division, byorder of the superior in charge.

4 The room chief shall attend to the affairs ofhis room by order of the superior in charge.

(Subdivision of the General Affairs Division andAffairs under its Charge)

Article 6. The General Affairs Division shall havea First Section and a Second Section.

2 Each section shall have a chief.3 The section chief shall attend to the affairs of

his section by order of the superior in charge.4 The First Section shall take charge of affairs

pertaining to :(1) Planning and drafting concerning the opera-

tion of the Center and coordination betweenthe affairs of each Division;

(2) Custody of official seals;(3) Personnel matter and payment for staff

members ; •E(4) Cultural education and training for staff

members ;(5) Liaison matters;(6) Receipt, dispatch, adjustment and custody

of official document ;(7) Receipt, dispatch, adjustment and custody

of communication by wire or wireless;(8) Excepting those mentioned in the preceding

items, such portion of the affairs within thejurisdiction of the Center as are not under thecharge of other divisions, sections and roomsof the Center.

5 The Second Section shall take-charge of 'mat-ters pertaining to the following affairs :

(1) Equipment, maintenance and control oftransportation facilities and trasportation ;

(2) Equipment, maintenance and control ofcommunication facilities ;

(3) Provision of meals for detainees and mattersincident thereto ;

(4) Operation of boilers and kitchens;(5) Guarding within the center.

(Subdivision of the Accounts Division and Affairsunder its Charge)

Article 7. The Accounts Division shall have a FirstSection and a Second Section.

2 Each section shall have a chief.3 The section chief shall attend to the affairs of-

his section by order of the superior in charge.4 The First Section shall take charge of affairs

pertaining to :(1) Budget estimates, settlement of accounts,

and accounting in consequence thereof ;(2) Cash accounting other than that under

annual expenditures and revenues ;(3) Certification of obligations for procurement

of materials ;

(4) Welfare and National Public Service MutualAid Association of staff members.

5 The Second Section shall take charge of affairspertaining to :(1) Procurement of materials (including obliga-

tions therefor), custody and receipt anddisbursal thereof ;

(2) Establishment, repair, maintenance andcontrol of the building and facilities of theCenter ;

(3) Custody and disposition of confiscated arti-cles, etc.;

(4) Supply and management of uniforms, equip-ments, etc. of immigration inspectors.

(Subdivision of the Gurding Division and Affairsunder the Charge thereof)

Article 8. The Guarding Division shall have theFirst, Second, Third and the Fourth Section.

2 Each section shall have a chief.3 The section chief shall, by order of the superior

in charge, take charge of affairs under thecharge of his section.

4 The First section shall take charge of theaffairs pertaining to :(1) Miscellaneous affairs in general of the

Division ;(2) Training, discipline, equipments (including

supply and management thereof) , assignment,and duties and responsibilities of immigrationcontrol officers ;

(3) Carrying and employment by immigrationinspectors and immigration control officers ofweapons, and custody thereof;

(4) Collection and adjustment of data concern-ing detainees ;

(5) Liaison and negotiation with other gurdingorgans.

5 The Second Section shall take charge of affairspertaining to :(1) Gurding in the Center, and security therein;(2) Taking delivery of detainees;(8) Examination of the body, personal effects

or- clothes of the detainee, and taking chargeof personal effects or clothes kept in custody;

(4) Management, examination, sanitary treat-ment and disinfection of things loaned todetainees ;

(5) Inspection of communications dispatched orreceived by detainees ;

(6) Operation of a bathhouse for detainess;(7) Isolation of detainees;

(8) Collection of information necessary forguarding of the Center;

(9) "Visits and giving of presents to detainees.

6 The Third Section shall take charge of theaffairs pertaining to :(1) Taking of finger-prints and photographs of

detainees ;

(2) Investigation regarding the circumstancesof. those.subject to deportation, and makingreport thereof ;

(3) Filling up of investigation cards regardingdetainees, and custody thereof.

7 The Fourth Section shall take charge of theaffairs pertaing to :(1) Escort of detainees, and making of deporta-

tion plans, and execution thereof;(2) Liabilities of captains and carriers for

deportation.

(Affairs under the Charge of the ExaminationRoom)

Article 9. The Examination Room shall takecharge* of the affairs pertaining to :

(1) Granting or rescission of provisional releaseof detainees ;

(2) Release of deportees whose deportation isfound impossible ;

(3) Posting, return, and confiscation of bonds.

(Affairs under the Charge of the Medical Treat-ment Room)

Article 10. The Medical Treatment Room shalltake charge of matters pertaining to :(1) Medical treatment, prevention of epidemics

and sanitary care in the Center;(2) Receipt and disbursement of medical appli-

ances and sanitary articles, and custodythereof.

(Yokohama Center)Article ll. The Yokohama Center shall have the

General Affairs Section, the Accountants' Section,the Guarding Section, the Examination Sectionand the Medical Treatment Room.

2 Each section and room shall have a sectionchief and a room chief respectively.

3 The sectiem chief or the room chief shall, byorder of the superior in charge, take charge ofaffairs under the charge of his section or room.

4 The General Affairs Section shall take chargeof the affairs under Article 6 (excluding thoseunder paragraph 5 items (3) and (4).

5 The Accounting Section shall take charge ofthe affairs under Article 6 paragraph 5 items(3) and (4), and Article 7.

6 The Guarding Section" shall take charge of theaffairs under Article 8.

7 The Examination Section shall take charge ofthe affairs under Article 9.

8 The Medica Treatment Room shall take chargeof the affairs under Article 10.

(Rules for the Discharge of Office Routine)Article 12. In addition to those provided for by

this Regulation, the Chief may prescribe therules for the discharge of office rutine, subjectto the Director's approval.

In accordance with the provision of Article 16paragraph 4 of the Immigration Agency Establish-ment Order (Cabinet Order No. 320 of 1951), theRegulation for Organization of the Local Stationof the Immigration Agency shall be established asfollows :

(Purpose)Article 1. The purpose of this Regulation is to

provide for the interior organization of theLocal Station of the Immigration Agency (here-inafter referred to as "the Station").

(Personnel)Article 2. The Station shall have immigration

inspectors, immigration control officers, and othernecessary staff members.

(Chief)Article 3. The Station shall have a Chief.2 The Chief shall be appointed by the Director

of the Immigration Agency (hereinafter referredto as "the Director"). He shall administer andcontrol the affairs of the Station and exercisedirection and supervision over the personnel,under the direction and supervision of theDirector.

(Deputy Chief)Article 4. The Station may have a Deputy Chief.

The Deputy Chief shall be appointed the Direc-tor.

2 The Deputy Chief shall assist the Chief inmanaging the affairs of the Station and, in theChief's absence, act for him.

(Supervising Immigration Inspector)Article 5. The Station shall have one supervising

immigration inspector. The supervising immi-gration inspector shall be appointed by theDirector from among the immigration inspectorsof supervisory rank.

2 The supervising immigration inspector shalltake charge of the affairs pertaining to:(1) Granting of permission for provisional

landing ;

(2) Issuance of written detention orders andextension of period of detention ;

(3) Processing of objections filed in regard tolanding and deportation ;

(4) Issuance of written deportation orders andexecution thereof ;

(5) According of provisional release to thosedetained under written detention or deporta-tion orders or rescission of provisional release ;

(6) Posting, return, and confiscation of bonds.

(Special Inquiry Officer)Article 6. The Station shall have a special in-

quiry officer. The special inquiry officer shall bedesignated by the Director from among immi-gration inspectors.

2 The special inquiry officer shall conduct hear-ings.(Internal Subdivision of the Station)

Article 7. The Station shall has a General Af-fairs Section, an Examination Section, and aGuarding, Section.

2 Each section shall have a chief.3 The section chief shall attend to the affairs of

his section under the directions of the Chief ofthe Station.

(Affairs under the Charge of the General Af-fairs Section)

Article 8. The General Affairs Section shall takecharge of the affairs pertaining to :(1) Custody of official seals;(2) Acceptance, dispatch, adjustment, and cus-

tody of official documents ;(3) Receipt, transmission, adjustment, and cus-

tody of messages, by wire or wireless;(4) Personnel affairs, pay, recreation and wel-

fare, and the Mutual Aid Socity of the per-sonnel ;

(5) Culture and training of the personnel;(6) Matters concerning liaison;(7) Enlightenment and public information ;(8) Discipline within the Station;(9) Budgetary estimates, settlement of accounts,

and keeping of accounts ;(10) Obligations and certification thereof;(ll) Collection of incomes, making of payments,

and handling of cash;(12) Custody of administrative property and

commodities, and disposition of disused prop-erty;

(13) Equipment, custody and maintenance oftransportation facilities ;

(14) Equipment, custody and maintenance ofcommunication facilities ;

(15) Establishment, repair and remodelling,and custody and maintenance of facilities suchas an office and a detention house;

(16) Supply and custody of uniforms and equip-ments designed for the use of immigration

inspectors and immigration control officers ;(17) In addition to those listed in the preceding

items, such part of the affairs under thejurisdiction of the Station as does not proper-ly belong to any other Section.

(Affairs under the Charge of the ExaminationSection)

Article 9. The Examination Section shall takecharge of the affairs pertaining to:(1) Overall coordination and adjustment of ef-

forts between the Station and other officialagencies concerned in effecting immigrationcontrol within the area under jurisdiction ofthe Station;

(2) Liaison with the interested agencies regard-ing judicial suits against the Government ;

(3) Examination of landing requirements,status of residence, and granting of permis-sion for admission for residence in respect ofaliens;

(4) Granting of permission for change of statusof residence, extension of period of stay, ad-mission for permanent residence, etc. ;

(5) Entries and departures of aliens;(6) Granting of permission for reentry of

aliens;(7) Departures and entries of Japanese nation-

als;(8) Examination of those charged with cases

of contravention ;(9) ! Issuance of written detention and deporta-

tion orders ;(10) According of provisonal release to those

detained under written detention or deporta-tion orders (including those whose deportationis found impossible) or rescission of provision-al release;

(ll) Hearings and objections concerning thelanding and deportation of aliens ;

(12) Posting, return and confiscation of bonds;(13) Payment of money in reward for the in-

formation furnished in respect of the aliensbelieved to fall under the charges for deporta-tion;

(14) Liabilities of masters of vessels and car-riers;

fl5) Registration and fingerprinting of aliensunder the Ordinance for Registration ofAliens ;

(16) Return of registration certificates of aliensdeparting from Japan ;

(17) Records, researches, and statistics concern-ing immigration control.

(Affairs under the Charge of the GuardingSection)

Article 10. The Guarding Section shall take chargeof the affairs pertaining to:(1) ^Requests for presentation^;ofjljjpassports,

permits for landing or registration certificatesof aliens ;

(2) Investigation of cases of suspected contra-vention of provisions of law in relation toentry, landing or residence of aliens (includingthose of the suspects under Article 10 of theOrdinance for Registration of Aliens, andArticle 10 of the Cabinet Order for Temporary Measures concerning the Restriction onSailing of Those Persons Having PermanentDomicile in Nanseishoto South of 30° NorthLatitude.) ;

(3) Execution of written detention and deporta-tion orders (apprehension, detention, escort,and deportation of those subject to such exe-cution.) ;

(4) Furnishing of information regarding thosebelieved to fall under charges for deportation ;

(5) Training, discipline, assignment duties andresponsibilities of immigration control officers ;

(6) Carrying and employment of weapons byimmigration inspectors and immigration controlofficers, and custody thereof ;

(7) Treatment of detainees;- (8) Guarding of detention houses or other facil-

ities;(9) Protection and repatriation of aliens rescu-

ed from disasters at sea;(10) Other matters concerning guarding.

(Rules for the Discharge of Office Routine)Article ll. In addition to those provided for by

this Regulation, the Chief may prescribe therules for discharge of office routine, subject tothe Director's approval.

Regulation governing ImmigrationControl Pocket-books

Article 1. The Immigration Pocket-books carriedby immigration inspectors and immigration con-trol officers in performing their functions (here-inafter referred to as "the Pocket-book") shallbe as prescribed by this Regulation.

Article 2. The form of the Pocket-book shall befixed as follows :

The cover shall be made of black leather and120mm. in length and 80mm. in width. Onthe upper part of'-the middle of the cover theinsignia, and there under the letters of "Nyugo-ku Kanri Techo", on the left side thereof theletters of "Nyugoku Kanricho", and acrossthe lower part of th*e cover the English lettersof "IMMIGRATION AGENCY" shall be in-dicated in golden color.

On the back of the Pocket-book, is attached apencil-holder on the lower end of which is fixeda black string. A card-case is attached to theinside of the cover.

The form shall be as shown by the annexedillustration.

A pad of paper designed for recording shallbe replaced by the new one when used up, shallbe 114 mm. in length and 65 mm. in width, andconsist of 100 sheets.

Article 3. The identification card of the immigra-tion inspector or the immigration control officershall be at all times inserted in the inside of thecover of the Pocket-book.

Article 4. In case it is necessary, in the executionof his duties, to show that the person is an im-migration inspector or an immigration controlofficer, his identification card shall be presented.

Article 5. The Pocket-book shall be handled withgreat care and carried at all times by its owner.

Article & In the Pocket-book shall be entered thematters pertaining to duties and such entriesshall be brief and to the point and insequenceof date.

Article 7. In case there is ^eft no margin in thePocket-book to write on, a new pad of recordingpaper shall be given subject to the inspection ofthe superior in charge and the former one shallbe kept in custody by each person concerned fora period of one year.

Article 8. Loaning and restoration, of the Pocket-book, and other matters concerning the handlingthereof shall be regulated by the ImmigrationControl Pocket-book Regulation Book.

Article 9. In case the cover of the Pocket-book,orthe identification card has ceased to stand prop-er use, it may be restored subject to the inspec-tion of the superior in charge and instead a new

cover or the new identification card may beloaned.

Article 10. Upon the retirement or death of itsbearer, the Pocket-book and the identificationcard shall be restored.

Article ll. The Pocket-books or identificationcards which have been restored pursuant to theprovision of Article 9 or the preceding Articleshall be respectively filed in the order of restora-tion and kept in custody for a period of oneyear. •E •E

Article 12. The superior in charge shall inspectthfe Pocket-books on the date fixed therefor and

ensure the appropriate handling thereof.Article 13. In the card-case attached to the Pocket-

book shall at all times be kept more than fivename-cards of the bearer.

2 The name-card under the preceding paragraphshall be prepared in the form as indicated inthe annexed illustration.

Supplementary Provisions :

1 This Instructions shall come into force as fromthe day of its promulgation.
