Part of the Ordinance No. 474 of 1945 shall beamended as follows:

"Not later than one yeat from the enforcement

of the present Ordinance" shall be deleted, and the

proviso shall read ." In this case the officialconcerned

may be kept outside the full strength of the staff not

later than six months from his appointment."

The following paragraph shall be added to the

Ordinance:

"The application of the provisions concerning the

qualificationfor the appointment to civilofficialsis not

prejudiced by the preceding provisions."

In the Supplementary Provision "shall come into

force " shall read " shall come into force and shall re-

main in force tillAugust 15, 1947."

Supplementary Provisions:

The present Ordinance shall come into force as

from the day of its promulgation.

Of officialsholding officeoutside the full strength

in accordance with the Imperial Ordinadce No. 474 of

1945, those who have already held officefor sixmonths

from his appointment at the time of the enforcement

of this Ordinance, and those who will have held office

for six months from his appointment within two months

after the enforcement of this Ordinance, may be kept

outside the full strength not later than two months

from the time of the enforcement of the present Ordi-

nance. >

hereby requested to take the following proceedings to

the Mayor of the said City not later than January 3i;"

1947 for making anew the same:

1. Persons who had made notice, application for

correction, report, or request concerning house re-

gistration or removal from the register to the said

Mayor by July 28, 1945 shall report anew the

same particulars.

2. Mayors of Cities and Heads of Towns and Vil-

lages who had forwarded to or received front the

said Mayar the written notice, the written appli-

cation for correction, the written report, the

written request concerning house registration or

removal from the register, or the written informa-

tion of the entry in the register shall make and

forward anew the copies thereof.

3. Persons who have got the copy or abstract of

the register or that of the removal from the re-

gister or the certificate of Art. 14-b of the Law of

House Registration for those persons who have

been domiciled in the said City shall present the

same.

4. Persons who are domiciled temporarily at the

said City or those who are domiciled at other

places leaving the said City shall report anew the

The following amendments are made to the Regula-

tions governing the Organization of the Ministry forHome

Affairs:

In the portion of tne provisions of Administration

Section of Local Bureau, "1. Affairsconcerning educa-

tion oflocal government and municiapl officialsand treat-

ment of municipal officials" shall be eliminated, and,

after the provisions of Financial Section of the same

Bureau, the following provisions shall be added:

Personnel Section

1. Affairs concerning appointment, limitation and

payment of municipal officials.

1. Affairsconcerning the investigation of qualifica-

ion of the members of Imperial Diet, Metropolitan and

Prefectural Assemblies, Municipal Assemblies, Town

Assemblies and Village Assemblies.

After the portion of Public Works Bureau the fol-

lowing provisions shall be added:

1. General Affairs Section.

1. Affairs concerning the summary of liaison busi-

ness in connection with the affairsunder the charge of the

Ministry for Home Affairs.

1. Affairs concerning receipt and custody of the

articlesto he returned to the Imperial Government from

the Supreme Commander for the Allied Powers.

1. Affairs concerning the matters which are not

under the charge of other Sections.

First Section
