Background to the Victorian Women’s Cricket Association The Victorian Women’s Cricket Association has been organising cricket for girls and women since 1905. The first recorded match however was played many years earlier. It was between the “Eleven Blues” and the “Eleven Reds” on April 7th, 1874 at Bendigo. Since then the VWCA has grown to over 45 teams competing in the metropolitan area and in Ballarat, Gisborne and Geelong. Victoria is the largest women’s cricket state in Australia. The VWCA competition is divided into five grades with two of those divided into geographical zones.

Cricket Victoria State Championships The State Championship Program continues to grow each year and offer young cricketers a tournament to develop their skills, experience the enjoyment of the game and represent their region. Square Leg Umpiring There may be occasions where you may be called on to act as a Square Leg Umpire. This position is equally as important as the main umpire, and involves a number of duties, which we list below for your information. Please read carefully: 1. Count the balls bowled in each over and confer with partner by way of a pre-
arranged signal. 2. Watch for, then call and signal any short runs at your end. 3. Give descriptions on appeals for: (a) Hit wicket (b) Stumped (c) Run out (at your end) 4. Call the signal No Ball when: the wicketkeeper does not remain wholly behind the
wicket until the ball delivered by the bowler touches the bat or person of the striker, or passes the wicket or the striker attempts a run.
5. Check there are no more than two fielders behind the line of the popping crease on
the on-side at the moment of delivery. 6. Observe position of batters with regard to their having crossed when a catch,
overthrows, illegal fielding or lost ball seems likely. 7. Watch for all forms of unfair play. 8. Call and signal “dead ball” when applicable. 9. Be ready to give advice to partner in instances where he/she may have been
unsighted.

The Spirit of Cricket Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. 1. There are two Laws which place the responsibility for the team’s conduct firmly on the
captain. Responsibility of captains: The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player’s conduct: In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player’s captain, and instruct the latter to take action.
2. Fair and unfair play
According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required.
3. The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair
4. The Spirit of the Game involves RESPECT for:
Your opponents Your own captain and team The role of the umpires The game’s traditional values
5. It is against the Spirit of the Game:
To dispute an umpire’s decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice, for instance:
a) to appeal knowing that the batsman is not out b) to advance towards an umpire in an aggressive manner when appealing c) to seek to distract an opponent either verbally or by harassment with persistent
clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side

6. Violence There is no place for any act of violence on the field of play.

GLOSSARY OF TERMS:
“VWCA” Victorian Women’s Cricket Association Inc.
“Board” Victorian Women’s Cricket Association Board
“Club Administrator” Club Administrator employed by Cricket Victoria and responsible
for the administration of VWCA competitions and other duties
directed by the VWCA Board
“Council” VWCA Council
“VWCUA” Victorian Women’s Cricket Umpires Association Inc.
Match Rule 1 THE SEASON The season shall commence on the first weekend in October, unless otherwise
deemed by Council. No Competition Matches shall be played on Christmas
Day or Good Friday.
Match Rule 2 GENERAL PROVISIONS
In this Rule This Rule contains the following sections:

2.1 Laws of Cricket – variations to the (2000 Code 4th
Edition-2010)
Matches shall be played under The Laws of Cricket (2000 Code 4th Edition-
2010) except as hereinafter modified:
Delete Law 2.6 – Player returning without permission.
Replaced with:
Captains must inform the Umpire (s) of any player (s)
failing to take the field, leaving or
returning to the field at any time.
Players may only return to the field with the controlling
Umpire(s) permission
Delete Law 42.9 (b) (i) and (ii) – Time wasting by the fielding side. Replace
with the following:
(i) Inform the captain of the fielding side notification of the breach will be
made to the Club Administrator.
Delete any reference to five (5) run penalties in the Laws of Cricket (2000
Code 4th Edition-2010) except:
• Law 41.2 (Fielding the ball)
• Laws 41.3 (Protective helmets belonging to the fielding side)
And note the provisions under Law 41.4 (Penalty runs not to be awarded).

2.2 Balls
a. New Ball
In all matches:
• A new ball shall be used for the innings of each team.
• The ball shall be provided by each fielding team.
b. Type of Ball
All balls used in any one match shall be 142 g leather balls of a brand
approved by the Pennant Committee:
• Kookaburra (AG Thompson)
• Platypus (Dave Brown)
• Buffalo
• County
2.3 Teams Forfeiting
a. Requirements of teams forfeiting matches
If giving a forfeit, clubs must notify the appointed umpire(s) and the opposing
team at least 4 hours prior to the scheduled starting time. In the event of a
forfeit not being advised or being given after the Umpires are in attendance
full fees must be paid by the team giving the forfeit.
b. Forfeit of a match by a club with multiple teams
Should any club forfeit a match on a weekend it shall be the match in which
its lowest graded side is drawn to play. For gradings of teams, refer By-Law
3.1 (g).
c. Multiple forfeits
Any team forfeiting two matches in succession, or three matches in total, must
present a written submission to the Board.
The submission:
• must be received by the Club Administrator no later than 4 pm on the
Tuesday following the second successive (or third in total) forfeit.
• shall outline reasons for the forfeits and justification for the team
remaining in the competition.
Should the team be granted approval from the Board to remain in the
competition, conditions, such as continuing to play but receiving no further
points, may be imposed. Alternately the team may request to withdraw from
the competition.
2.4 Teams withdrawing from the competition
a. Withdrawal of team – multi team clubs
Any club wishing to withdraw a team from any grade or zone of the VWCA
must withdraw its lowest graded team unless deemed otherwise by the Board.
b. Notification of re-draw
Any redraw which is undertaken must be notified to clubs at least seven (7)
days prior to the redraw commencing to allow clubs sufficient time to notify
players of any changes to the fixture

Match Rule 3 MATCH FORMAT
3.1 Matches shall have one day allocated to them, as determined by the Board
3.2 Where it is necessary that teams play each other more than once in home and
away games, the return game shall be played at the opposite ground to the
previous game wherever possible
3.3 Match dates and format may only be amended with the permission of the
Pennant Committee.
Any team wishing to amend the
dates or format of a match
must:
first apply in writing to the Pennant
Secretary at least 10 days prior to the
match commencing, setting out
reasons for the application
The Pennant Secretary will: inform the Club Administrator of the
Pennant Committee’s decision.
The Club Administrator will: then inform all teams and umpire(s)
involved at least seven (7) days prior
to the match commencing

4.1 Nomination of team
a. Team list
A maximum of twelve (12) players may be named on the team list. The team
list, identifying any underage players (Refer Match Rule 7) must be provided
to the opposing captain and appointed Umpire(s) prior to the toss. When
twelve players have been nominated:
• No more than eleven (11) players may bat.
• No more than eleven (11) players may be on the field at anytime,
however, unrestricted interchange of the twelve (12) named players when
fielding is allowed provided it causes no playing time to be lost and the
umpires are informed.
• The bowling restrictions under Law 2.5
shall.. ..to a nominated player returning to the field
not apply to interchange another nominated player
apply for whom a substitute other than one of the
nominated twelve (12) players has been used
• All (12) twelve players are permitted to bowl.
Note: A player not nominated on the team list may only participate in the
match as a sub-fielder. If a player not nominated does participate in the match
in any other way, points gained from the match for the team will be lost.
b. Alteration to team list
No alteration to the team list is permitted after exchange, except in accordance
with Match Rule 9. Any alteration of the team list, not consistent with the
Match Rules, will result in the team forfeiting all points awarded for that
match.
c. Player nominated on team list
A player whose name appears on a team list shall be deemed to have played in
that game. However should the match proceed, any player that fails to attend
the match shall have her name erased from the team list by the umpire/s.
Captains must be notified.
d. Players present
Both teams must have at least seven players named on the team list present to
be permitted to commence and/or continue the match
4.2 Request for Substitute players
Any team not having a full team shall be permitted to ask the opposing
Captain to provide up to two (2) substitutes. The opposing captain has the
right to refuse the request. If the request is granted the Umpire(s) must be
notified.
4.3 Overs
a. Composition
An “over” shall consist of six balls bowled over-arm and defined as legal
within the Laws of Cricket.
b. Completion of Final Over
On any day, in any match, another over shall be started provided the Umpire:
• walking at his/her normal pace
• has arrived at his/her position behind the stumps at the bowlers end
• before the scheduled time for the end of the day’s play has been reached.

The over shall be completed unless weather or light conditions prevent further
play or an innings is compulsorily closed during the over.
4.4
No-balls
a. Non turf pitches
The law governing no-balls shall be followed as set out in the Laws of Cricket
except that on non-turf pitches a no-ball shall be called if the ball pitches off
the edge or clear of the playing surface.
b. Full pitched deliveries -Definition If the striker is

c. Umpires call/signal
In the case of a full pitched delivery as outlined in Match Rule 4.4 (b)., the
Umpire at the bowler’s end, or if two officially appointed Umpires are in
attendance, either Umpire, shall call and signal “no ball”. Any cautionary or
other action is to be implemented by the bowler’s end Umpire as required.
Club representatives acting as square leg umpire are not permitted to call “no
ball”.
4.5 Requisite Period
a. Definition
The requisite period commences when an innings is due to start and does not
include tea or other specified intervals. The requisite period is 140 minutes as
prescribed in Match Rule 12.3
b. Notification to Captains
Before each innings and any resumption after delays or interruptions, the
Umpire[s] shall inform both captains:
In a One Day
Match
• of the requisite period and its expiry time
• limitations for bowlers
• and how the match shall be played - overs or time
whichever comes first
In a
Twenty20
Match
• of the overs to be bowled
• limitations for bowlers
• fielding restrictions
• the requisite period and its expiry time
c. Penalty
A penalty of 0.2 Premiership Points (Semi-Finals and Finals $20.00) shall be
applied to each over of the required or reduced required minimum not

commenced before the end of a requisite period.
d. Application of Penalty
The penalty applies to matches played under Match Rule 12
This rule shall not apply to an innings terminated prior to the end of a
requisite period.
e. Exemption from Penalty
A penalty shall not be imposed in respect of any over not commenced within
the time period required which:
• Could not be commenced because of the earlier termination of an innings
or of play through bad weather or light.
• would have been commenced but for circumstances of an extenuating
nature.
f. Extenuating Circumstances
Circumstances to be considered when determining if exemption from penalty
is warranted shall include the following:
• that the normal flow of play was not needlessly or wilfully impeded.
• bona fide illness or injuries to players.
• necessary replacement of the ball or equipment.
• cleaning and drying of the ball because of weather conditions.
• frequency, towards the end of the innings, of the fall of wickets
• frequency of ball retrieval.
• excessively hot weather.
g. Apportionment of Penalty
A record shall be kept throughout play, of unfair or unnecessary time wasted
by either side, and of time lost through extenuating circumstances. This will
be taken into consideration, at the rate of one (1) over for each three (3)
minutes or part thereof, when determining the number of overs to incur
penalties and apportionment between sides. The number of overs may be
apportioned, in full overs, between the batting and bowling sides.
The Umpire(s) shall be:
• the sole judges of which side was responsible for required overs not being
bowled as prescribed, and their decision shall be final.
If no Umpire is present:
• a decision will be made by the Pennant Committee.
At the conclusion of the match the Umpires shall inform the Captain and
Scorer for each side of the penalties applied. The number of overs incurring
penalties, and the apportionment thereof shall be noted on the Umpire’s
Match report.
4.6 Late Starting
a. Allowable delay in start of match
The visiting team only will be allowed fifteen (15) minutes grace from the
time stipulated for commencement of play. (Note: Play to be extended by the
difference between the stipulated start of play and when the match
commences). In extreme circumstances, and subject to approval of the
opposing team, play may commence and/or continue after fifteen (15)
minutes, but not later than thirty (30) minutes after the time stipulated for

commencement of play. Overs will be reduced, calculated at one over for
each full seven (7) minutes for the time lost between 15 and 30 minutes.
Should the Captains disagree, the final decision regarding play shall be made
by the Umpires
b. Loss of match due to late start
Should any team, because of late starting, cause opponents to lose the match,
the Pennant Committee may, on report from Umpires or opposing team, deal
with the matter. The penalty may be:
• The loss of one run for every minute the team is late
or
• Loss of the match.
c. Forfeit of the match
Should play on any day of the match not start within the time limit allowed,
the late team shall forfeit the match.
Match Rule 5 GROUNDS AND PITCHES

5.1 Playing surface
All matches must be played on turf or any synthetic surface. The grounds and
pitches of any team shall be liable to inspection by any duly appointed
representative of the Council, and if not approved, alterations must be made
by the Club concerned before any matches will be played on its ground.
5.2 Grounds
a. Change of ground
Matches during the home and away season will be played on the nominated
grounds as per club affiliation forms. Grounds may only be amended with the
permission of the Pennant Committee.

5.3
Ground preparation – Home team
The home team shall be responsible for preparing the ground for each day’s
play. Home teams must provide (Note: Failure to comply will incur a fine of
$10.00):
• sawdust (except where a letter has been received by the Club
Administrator from the ground’s controlling body)
• at least one (1) broom on request by the Umpire.
5.4 Requirements for Turf pitches
Where games are played on turf, clubs must abide by the ground’s controlling
body regarding the preparation of the wicket. The Club Administrator
requires a letter from the ground’s controlling body stating their conditions of
ground use. After provision of the letter, Clubs are required to advise the
Club Administrator only if conditions change.
5.5 Covering of pitches – Turf
a. Prior to Match day
Covers shall be laid by sunset (as published in the daily press) on the day
preceding the match. The use of underlay material is optional. At all other
times the Curator shall be permitted to use the cover at his /her discretion to
obtain the best possible conditions for play on match day.
b. Removing the covers on Match day.
In good conditions the covers shall be removed no later that 8.30 am.
Otherwise removal shall be at the discretion of the Curator or Ground
Manager having regard to prevailing weather conditions and may be re-laid if
necessary.
c. Control of the covers
The Umpire(s) shall assume control of the covers 30 minutes before the
scheduled start of each day’s play and shall make all decisions regarding the
use of covers until the end of the day’s play. At all intervals or interruptions
they shall directly supervise the laying and removal of the covers, where
necessary, and report any failure of either side to comply with Match Rule
5.5 (d)

d. Labour for laying or removal of covers
Until the scheduled starting time for playing the Home side shall provide any
labour required for laying or removal of the covers. After that time, both
sides will assist in the laying and removal of the covers.
e. Incorrect use of covers
If a team considers the provisions of Match Rule 5.5 have been breached, it
may appeal to the Pennant Committee. The Pennant Committee may impose
the following penalties:
• A fine of up to one hundred dollars ($100)
and/or
• Total or partial loss of points.
5.6 Boundaries
a. Marking of Boundaries
All grounds, whether having a fenced boundary or not, shall be marked by
plastic markers, rope or white line. Where fenced the boundary markers must
be at least three (3) metres from the fence, gutter or kerb or any fixed objects
(eg. goal posts) within the playing area.
b. Measurement of Boundary
The boundary, where possible, shall be not less than 45 metres and not more
than 70 metres from the centre of the pitch. If plastic markers are used
(minimum 20), all boundaries shall be taken as a straight line between the
plastic markers

6.1 Heat conditions
a. Decision to play
In the event of forecasted temperatures for the day of play being 38°C or
above, a decision to proceed with the match will be made at 10.00 am on the
morning of the match. The match may be abandoned if the temperature stated
on the radio bulletin on ABC Local Radio 774 AM or the Bureau of
Meteorology (BOM) website www.bom.gov.au (if using the BOM website the
temperature will be determined by the Melbourne City observation or relevant
regional centre) at 10.00 am exceeds 34°C.

6.4 Improvement of Conditions
Before commencement of play on any day the Umpire(s) shall see all
necessary steps are taken to improve the ground or pitch, with a view to
expediting play. Stumps shall not be drawn until the hour fixed by the Match
Rules for the conclusion of the day’s play, unless the Umpire(s) is satisfied
there is no possibility of play.

6.5 Adverse weather – Result of match
If adverse conditions cause a cessation of play, the result of the match will be
taken on the state of the game when play finally ceased. If there is no play
due to adverse conditions, the result shall be a “drawn game”
Match Rule 7 UNDER AGE PLAYERS

A player’s age shall be determined as of 1st September in the current season

Players under the age of 19 must wear a cricket helmet with a faceguard:
• when batting
• fielding in-close (defined as closer than 10 metres to the stumps except
slips, gully and wicketkeeper)
• when wicket keeping up to the stumps
7.3 Over restrictions
a. Number of overs
Under Age Bowlers of medium pace or faster (broadly defined as those to
whom the wicket keeper would normally stand back) are restricted to a
maximum number of consecutive overs in any one spell and a daily quota:

• At the end of a bowling spell a bowler shall not resume bowling until a

permitted in a spell may resume bowling prior to the necessary break, but
any subsequent overs shall be considered an extension of the same spell.
The maximum spell limit for that underage player shall still apply. Following
completion of the extended spell, the normal break between spells shall apply

Should there be an equality in aggregate points the team higher on the ladder

b. Calculation of team average
• The batting average for a team shall be obtained by dividing the total
number of runs scored by the total number of wickets lost.
• The average against such teams shall be obtained by dividing the total
number of runs scored against it by the total number of wickets taken.
• The former shall be divided by the latter.
c. Determination of wickets lost
In any innings which has been declared, only the wickets fallen shall be
considered as lost. Any innings compulsorily closed under Match Rules 12
& 13 shall be deemed to have lost the number of wickets, which have actually
fallen.
8.3 Determination of Semi Finalists and Finalists
a. Determination of Season ladder
In all grades at the conclusion of the season’s Home and Away matches teams
will be ranked on the ladder from the points gained in all matches (One Day
and Twenty20 matches). Where teams are equal on points their relative
positions shall be determined by team averages.

In all grades the points gained in Twenty20 matches will be used to rank

The term “representative player” shall include any player, manager, or other
official appointed to a representative team by the VPSSA, Cricket Victoria,
any other state cricket association or Cricket Australia.
9.2 Application
a. Replacement player
Where more than one “representative player” is selected, this replacement rule
shall apply to all “representative players” so selected, and the same number of
replacement players may be named as there are “representative players”
selected. Each replacement player shall be specifically paired with a
particular “representative player”.
b. Participation of replacement player in matches
In the case where a player is not available for a match as a result of her
selection as per Match Rule 9.1, her club shall be permitted to name a player
who may or will participate in a lower grade on the same weekend, thereby
allowing her to play in more than one game during a given round

9.3 Lower grades
When a replacement for a representative player is from a team in a lower
Grade which is playing on the same day as the Grade in which she is to be a
replacement, then this player is to be treated as a representative player as in
Match Rule 9.1.
Match Rule 10 PROTESTS
10.1 All protests and disputes arising out of matches shall be decided by the
Pennant Committee
10.2 All protests to the Pennant Committee must be lodged:
• with the Pennant Secretary in writing
• on or before the Tuesday following the dispute
• with a deposit of Twenty Dollars ($20).
The opposition club affected must be furnished with a copy of the protest
within twenty-four hours of receipt by the Pennant Secretary.
10.3 Deposits will be forfeited if protests are deemed frivolous.
10.4 Protests against Pennant Committee decisions shall be made to the Appeals
Committee (refer to By-Laws).
Match Rule 11
CODE OF BEHAVIOUR

11.1 Definition
All matches shall be conducted in the true spirit of the game of Cricket. Club
Officials, Coaches, Spectators, Umpires, Captains and Players are requested to
adopt this code.
11.2 Players and officials
a. Requirements of Players and Officials
No player or official shall, during any match, whether on or off the field of
play, engage in conduct unbecoming to the game of cricket.
Players and Officials shall:
• Respect the Umpire and opponents.
• Not verbally or physically abuse any Umpire.
• Not dispute the Umpire’s decision nor react in a threatening or
disapproving manner.
• When given out, move immediately from the field.

• Generally assist the Umpires in carrying out their duties.
• Not indulge in “sledging” of opposition players.
• Not verbally or physically abuse opposition players or officials.
• Not use discriminatory or offensive language.
• Clubs shall place all team(s) under control of a responsible person.
• No alcohol or drugs (prohibited under CA Rules) shall be consumed by
players or match officials during the hours of play.
• Smoking on the playing field during the progress of a match is strictly
prohibited.
• Players shall maintain a standard of dress consistent with Match Rule 17.
b. Failure to comply with Umpires instructions
In the event of a player or official failing to comply with the instructions of
Umpires, criticising their decisions by words or action, or showing dissent, or
generally behaving in a manner which might bring the game into disrepute,
the Umpire concerned shall either:
i. Report the player or official immediately, advising the player or official
concerned, the other Umpire and the player’s Captain as soon as possible.
The Umpire shall report the incidents as soon as possible to the Executive
of the player’s or official’s team and to the Disciplinary Committee who
shall take any further action which is considered appropriate against the
player/s or official/s concerned.
Or
ii. Caution the player or official concerned and report the matter to the other
Umpire and to the Player’s Captain requesting the latter take action. If
this proves ineffective, the Umpire shall report the incident as soon as
possible to the Executive of the Player’s or Officials team and to the
Disciplinary Committee who shall take any further action which is
considered appropriate against the Player/s or Official/s concerned.
iii. Where an Umpire has occasion to speak to a player about her behaviour,
but does not consider it to be so serious as to warrant reporting under
Match Rule 11.2b (i) or (ii), the Umpire shall inform the player that it is
a caution only, but that it will be officially recorded for the attention of the
Pennant Committee. The Umpire shall note the caution on the Umpires
Match Report. Should the player have three (3) cautions recorded by the
Umpires during the same season, she will be called before the
Disciplinary Committee to explain her behaviour and be liable to incur a
penalty as provided by the VWCA Rules
11.3 Umpires
No Umpire shall, during any match, whether on or off the field of play,
engage in conduct unbecoming to the game of cricket.
• Umpires shall respect players.
• If in the opinion of both captains, the umpire engages in conduct
unbecoming to the game of cricket, the attendance of the umpire will be
dispensed with.
• Both captains shall forward a report to the Club Administrator by 4 pm on
the following Tuesday.
• The Club Administrator shall refer the reports to the VWCUA Executive.

11.4 Captains
Captains shall:
• Instruct players to avoid time wasting.
• Ensure that incoming and outgoing batters pass on the field of play.
• Instruct bowlers to return to the start of their run-up quickly and be ready
to bowl without time wasting.
• Instruct all fielders to move quickly between overs and whenever required
to change position, i.e. field setting and changes undertaken without time
wasting.
• Instruct batters that other than in exceptional circumstances they must
always be ready to take strike when the bowler is ready to start her run up.
• Ensure players conduct themselves in a manner that conforms to the
traditional image of the game of cricket.

or equal to the score of the team batting first, or passes the score of the team
batting first.

possible of the advanced time loss shall be recouped by further advancement
up to 6.30 pm
c. Suspension of Play
If play is not in progress at the adjusted cessation time as calculated by
Match Rule 12.6b, then play shall end.
12.7 Determination of Result
a. Completed match
Except as provided for in Match Rule 12.2 or 12.6b, the winner shall be the
side scoring the greater number of runs, irrespective of wickets lost. If both
sides score an equal number of runs, the result shall be a tie, irrespective of
wickets lost

shall be calculated using 40 overs.
iv. Where the recalculated overs for the team batting second are fewer than
20 completed overs the Target Score shall be calculated on a minimum of
20 overs.
v. The result shall be a draw if the batting team does not achieve the Target
Score nor the bowling team dismiss the batting team if the recalculated
overs is less than 20
vi. In the second innings play shall continue for the maximum number of re-
calculated overs remaining (if less than 20) if either side decides there is
a chance of a result.

12.8 Number of Overs per Bowler
a. Uninterrupted match
In a 40 over match -
• Maximum of ten (10) overs for two bowlers
• Maximum of eight (8) overs for two bowlers
Note: If only one, or no Bowler, bowls the maximum of 10 overs then the
remaining overs may be divided in any format ensuring a minimum of five
bowlers are used.
b. Interrupted match – team batting first
In a match where there is a delay to the start, or an interruption to play in the
first innings causes the reduction of the number of the allotted overs for both
teams to less than 40, overs will be reduced:
• Between one and four overs lost, proportionally from bowlers allowed ten
(10 overs).
• Between five and fifteen overs, lost, proportionally from the bowlers
allowed ten (10 overs) and the bowlers allowed eight (8) overs
Example:
The innings of Team A batting first is interrupted for 49 minutes, thus
meaning each innings is reduced to 33 overs
• One Bowler may now bowl no more then (8) overs
• Three bowlers may bowl no more then seven (7) overs
Note: When the number of overs is revised during the first innings so both
teams have the opportunity to face the same number of overs, and one or more
bowlers have already exceeded the revised limit, the same number of bowlers
in the second innings may match these overs.
c. Interrupted match – team batting second
Where the number of overs is revised after the conclusion of the first innings,
Match Rule 12.8b shall apply to the second innings.
d. Bowler unable to complete an over
In the event of a bowler for any reason being unable to complete an over,
another bowler will bowl the remaining balls from the same end. Such part
of an over will count as a full over as far as each bowler's limit is concerned.
The bowler completing this over will not be allowed to bowl the next over,
nor will she have bowled the previous over.
12.9 No Balls and Wides
a. Definition and allowance – fast short pitched delivery
A bowler shall be allowed to bowl one fast short pitched delivery per over. A
fast short pitched delivery is defined as a ball that would have passed above
the shoulder height of the batter standing upright at the crease, but not clearly
above the batter’s head.
b. No-ball
In the event of the bowler bowling more than one fast short pitched delivery
in an over, the umpire shall call and signal a no ball regardless of whether the
batter hits the ball. The penalty shall be one run for the “No Ball” plus any
runs scored from the delivery. Any cautionary or other action is to be
implemented by the bowler’s end umpire. Note: This is not a substitute for
Law 42.6 which umpires may apply at the time.

c. Wide
i. Any delivery which, after pitching, passes or would have passed over the
head height of the striker standing upright at the popping crease shall be
called a wide. Such a delivery shall be counted in the fast short pitched
limit of one allowed as in 12.9 [a] ii. If a bowler delivers a ball not being a “no ball”, the umpire shall adjudge
it a wide if any ball passes wide at the popping crease. As a guide:
• From off stump 91.5 cm - (3 ft.)
• From leg stump 76 cm (2 ft 6 inches)
Note: It is understood that, in some instances these margins may be
outside the playing surface.
If the umpire adjudges a delivery to be a wide he shall call and signal
Wide ball as soon as the ball passes the striker’s wicket.
d. Restriction of fielders on leg side
At the instant of the bowler’s delivery there shall not be more than five (5) on
the leg side. In the event of infringement of this law the officially appointed
Umpire shall call and signal No Ball.
12.10 Allowable Deliveries per over
Overs shall be a maximum of eight (8) balls, regardless of the number of
illegal deliveries, however the final over of each innings shall be completed
by six (6) legal deliveries
12.11 Declaration
At any time during a match either side may declare its innings closed
12.12 Semi Finals
a. General Conditions
The match shall be played in accordance with Match Rule 12
b. Play abandoned on first day
If no play takes place on the first day of the weekend of the Semi Final match,
play shall be rescheduled for the following day.
c. Tied Match or Drawn Result
Should a result of a match be a tie or draw, then the side which finished in a
higher position on the ladder at the conclusion of the Home and Away
matches shall proceed to the final.
d. Substitute fielder
In semi finals matches, any team requiring a substitute fielder may only use a

12.13 Finals
a. General Conditions
The Final will be played by the teams as determined in Match Rule 8.3c.
• All final matches will be played in accordance with Match Rule 12
• One reserve day shall be scheduled
If play does not commence (i.e. if no ball is bowled) on the scheduled day,
play will be rescheduled to the reserve day
b. Change of ground
The ground may be changed with the agreement of the Board and consent of
both captains.
c. Result
i. Should the result of the final match be a draw or abandoned without play
the higher ranked team at the conclusion of the home and away series shall
be declared the winner.
ii. Should the result of the final match be a tie, the premiership shall be
shared.
d. Equipment in Finals
Teams in all finals to organise and supply their own equipment – e.g. stumps,
bails, boundary markers/fielding restriction/crease marking paint.
e. Substitute fielder
In finals matches, any team requiring a substitute fielder may only use a
registered member of that club.

13.2 Intervals
Intervals between innings will be of twenty (20) minutes duration. No drinks
intervals are permitted.
13.3 Extra time
No extra time will be permitted to make up for any time lost unless in the
opinion of the Umpire(s) there has been extenuating circumstances to cause
loss of time, and there is sufficient time taking into consideration the
conditions of the ground, weather and light so that both teams may safely
complete the quota of overs
13.4 The Match

b. Uninterrupted match - Penalty for not bowling overs
The team batting will receive an additional six (6) penalty runs for each over
which was not bowled by the fielding side in the scheduled time.
c. Delayed or interrupted match
Should the innings of either team be delayed or interrupted, and a
recalculation of overs or playing time occur, the umpire/s shall advise both
captains of the new playing conditions.
d. Team batting first
i. Interruption to the innings of the team batting first
In the event of a delayed start or interruption to play during the innings of
the side batting first, the Umpire (s) shall reduce the number of overs to be
bowled by each side, that number remaining the same for each team. The
overs to be bowled in each innings shall be reduced by one over for each
seven (7) complete minutes of the time lost. The amount of time allocated
for each innings shall be reduced by half the time lost.
ii. Constitutes a match: If delays, or interruption to play, in the innings of
the team batting first exceeds 90 minutes, then the interval shall be
reduced to 10 minutes, leaving both teams a minimum of 35 minutes each
[if available] to bowl 10 overs
e. Interruptions to the innings of the side batting second
In the event of an interruption to play which prevents the team batting second
from receiving the same number of overs as the team batting first, the Umpire
(s) shall reduce the number of overs to be faced in the second innings by one
over for every three and one half (3 ½) complete minutes of time lost
f. Match abandoned
Prior to the completion of the innings of the team batting first should a re-
calculation in an interrupted match result in less than 10 overs being available
to each team the match shall be abandoned.
13.5 Bowling Restrictions and Procedures
a. Over allocation per bowler (uninterrupted match)
No bowler may bowl more than four (4) overs.
b. Allowable Deliveries per over
Overs shall be a maximum of eight (8) balls, regardless of the number of
illegal deliveries, however the final over of each innings shall be completed
by six (6) legal deliveries
c. Over allocation per bowler (interrupted match)
In a match where there is a delay to the start, or an interruption to play in the
first innings causes the reduction of the number of the allotted overs for both
teams to less than twenty (20), no bowler may bowl more than one fifth of the
allotted overs. When the overs are not divisible by five, an additional over
shall be allowed to the minimum number of bowlers necessary to make up the
balance. eg. In a twelve (12) over match, two bowlers may bowl three (3)
overs, and no other bowler may bowl more than two (2) overs. When the
number of overs is revised during the first innings such that both teams have
the opportunity to face the same number of overs, and one or more bowlers
have already exceeded the revised limit, the same number of bowlers in the
second innings may match these overs. eg. The revised limit is two (2) overs,

but one bowler has bowled four (4) and another three (3). In the second
innings one bowler may bowl four (4) overs and another may three (3), no
other may bowl more than two (2)
d. Bowling procedures
Overs are to be bowled in five (5) over blocks from one end, alternating
between ends. At the end of each five (5) over block the batters and
Umpire(s) remain at the same end.

• The bowling procedures shall apply irrespective of any reduction in overs.
• At the end of each over only the batters and the Umpire(s) change ends.
• Apart from the normal field position changes, the fielders only change

Note: The normal Laws of Cricket re. bowlers apply (ie. No bowler may bowl
consecutive overs).
13.6 Fielding restrictions
a. Boundary and Fielding restriction circle - dimension
The boundary will be marked, where possible at no more than 45 metres from
the centre of the pitch. Two semi circles shall be drawn on the field of play
with a radius of 23 metres from the middle stump at either end of the pitch.
The ends of the semi circle shall be joined to the other by a straight line drawn
on the same side of the pitch.
b. Marking of boundary and fielding restriction circle
The boundary shall be marked as per Match Rule 5.6. The fielding
restriction circle shall be clearly marked by a white line, white discs or white
dots. The discs/dots shall be a minimum of 25 in number and no less than
about seven (7) metres apart
c. Fielders on the leg side
At the instant of delivery there shall be no more than five (5) fielders on the
leg side. In the event of infringement of this law the officially appointed
Umpire shall call and signal No Ball.
d. Restrictions on the placement of fielders
The number of fielders allowed outside the fielding restriction circle in each
innings is as follows (irrespective of any reduction in overs):

13.7 Timed out
Law 31 will apply. The incoming batter must be in position to take guard or
for her partner to be ready to receive the next ball within one and one half
(1 ½) minutes of the fall of the previous wicket. The incoming batter is
expected to be near the boundary and to jog to the wicket.
13.8 No-balls and Wides
As per Match Rule 12.9.
13.9 “Free Hit”
a. No ball foot fault– free hit
The delivery following a no-ball called for a foot fault (Laws of Cricket 24.5)
shall be a “free hit” for whichever batter is facing. If the delivery for the free
hit is not a legitimate delivery (any kind of no ball or a wide ball), then the
subsequent delivery will become a “free hit” for whichever batter is facing it.
The Umpire will advise the on strike batter of the “free hit”
b. Foot fault no-ball
Should a foot fault no ball occur on the 8th delivery of an over the
requirement for this no ball shall be invoked immediately and the bowler shall
bowl a further 9th ball in that over. Should another illegal delivery (wide or
no ball) occur the over shall continue until the free hit has been utilized
c. Dismissed from a “free hit”
For any free hit the striker may only be dismissed under the circumstances
that apply to a no ball, even if the delivery for the “free hit” is called a wide
ball
d. Field changes
Field changes will only be permitted for a “free hit” delivery where a different
batter is on strike for the “free hit” delivery
13.10 Result
a. Teams receiving equal overs
When there is no interruption after play has commenced and when both sides
have had the opportunity to bat for the same agreed number of overs, the team
scoring the higher number of runs (including penalty runs as per Match
Rule 13.4b) shall be the winner. The result will be a tie, irrespective of
wickets lost, if the same number of runs have been scored
b. Team batting second receiving less overs than team batting first
Where there is a reduction of overs so that the team batting first faces a
minimum of ten (10) overs and the number of overs in the second innings is
reduced to less than ten (10) and both captains agree a win is not possible, the
match shall be declared a “no result”
c. Target Score
i. In a Match where an interruption to the innings of the team batting
second occurs, a Target Score, relevant to the allowable overs shall be
determined. To win the match, the team batting second must achieve the
Target score.

i. Advertising logos may be worn on players’ shirts/pullovers for the
regulation uniform:-
• the Club’s major sponsor logo may be worn on the one location, being
either the upper sleeve or collar of players’ shirts/pullovers
• Each commercial logo shall measure a maximum of 10 square inches
(64.5 cm2).
ii. Clubs may have the ability to place one (1) Club sponsor’s logo without
restriction as to size or placement, on coloured uniforms, however, all
logos must be submitted to the Club Administrator for approval.
iii. The Club’s sponsor logo must not be in conflict with the Association’s.
17.5
Responsibility of Captain and Umpire
It is the responsibility of Captains to ensure their players are in correct
uniform. Umpires are instructed to record any player not in regulation
uniform on any day of cricket
17.6 Requirement to wear Standard uniform
Players who have not been registered with the VWCA within the previous two
years have until their third game to be in regulation uniform
17.7 Players out of Regulation uniform
Clubs will be fined ten dollars ($10.00) per player not in regulation uniform
with the exception of Match Rule 17.6. Players who deliberately play with
shirts out and tuck up shirt sleeves are considered incorrectly dressed and are
subject to a fine of ten dollars ($10).
17.8 Protective equipment
• Both batting pads and both gloves must be worn during all matches and
practices.
• It is strongly recommended that helmets and mouthguards are worn when
appropriate
• It is advisable that a hat or cap (with the peak worn forward) and long
sleeve shirt be worn during all matches.
• Thigh pads - if worn must be under pants

Match Rule 19 INJURY CODE

19.1 Injury where bleeding is involved
Where a player or Umpire, during the course of a game, suffers an injury
which causes bleeding
• that person shall immediately retire from the game until such First Aid has
been administered to prevent further bleeding.
• The injured person shall not resume her/his part in the game until either
the bleeding has stopped or the wound is securely covered to prevent
blood seepage.
19.2 Injury to batters
a. Batter unable to return
A batter who is injured and has temporarily retired under Match Rule 19.1,
and who is unable to return after the fall of the ninth wicket, shall be deemed
“Retired hurt” and the innings of the batting team shall be deemed closed.
b. Injury to batter involved in tenth wicket partnership
Where an injury occurs to a batter involved in the tenth wicket partnership, a
maximum of five minutes will be allowed in order for the batter to obtain
treatment. If the injury occurs within 30 minutes of the scheduled tea interval,
the interval will be taken immediately. If the batter is unable to resume after
five minutes or after the early interval, the batter will be recorded in the
scorebook as “Retired Hurt” and the innings shall end.
19.3 Reduction in overs
There shall be no reduction in the number of overs to be bowled when time is
lost due to injury.
19.4 Injury to an Umpire
Where an injury occurs to an Umpire necessitating the Umpire leaving the
field, a competent person, on agreement between the Captains, shall be
nominated to officiate if the Umpire is unable to resume after five minutes.
19.5 Prior Permission to use a runner i. A player who has an injury or disability who requires the use of a
permanent runner to continue to participate in VWCA matches may seek
permission by applying to the VWCA Board, refer By-Law 3.1 (s). To
be considered the application must:
• Cover the coming season or the season in progress
• Be accompanied by a medical certificate which is descriptive in
detailing the capacity in which the player may compete.

ii. If approved the application will stand for the coming season or season in
progress only, and must be renewed each subsequent season unless
otherwise advised by the VWCA Board.

Umpires’ fees will be that determined at the end of each season and prior to
the next season by the Board in conjunction with the Executive of the
VWCUA.
b. Payment of fees
Fees must be paid to Umpires not later than at the end of the tea adjournment.
c. Fees - Play abandoned after arrival at the ground
In the event of play being abandoned before a ball is bowled, Umpires in
attendance shall receive half fees.
20.3 Only one Professional Umpire in attendance
If only one Umpire is in attendance a substitute Umpire may, with the
approval of both Captains, be appointed with full umpiring powers
20.4. No Professional Umpire in attendance
If there are no Umpires in attendance, the Captains can agree to appoint
substitute Umpires for such time as necessary.
20.5 Match Procedures
a. Start of play
Umpires must:
• check their watches with the scorers’ watches before play commences.
• notify both Captains and take the field five (5) minutes before
commencement of any period of play irrespective of whether teams are
ready.
Note: If no official Umpire(s) is in attendance, each Captain must notate and
sign the actual starting time of play in the opposing team’s scorebook.

b. Scorebooks
Umpires must check and sign the scorebooks at the end of each day’s play.
20.6
Umpire’s Match Reports
All Umpires must send reports of matches to the Club Administrator no later
than the Wednesday following the completion of each match.
These reports shall
• record any players not in uniform. Note: Umpires are not empowered to
order such player from the field
• record the time the match commenced on each day of play
20.7 Umpires uniform
a. Uniform
The VWCUA approved umpiring shirt with suitable logo and when necessary,
the VWCUA approved all weather jacket, are to be considered as part of the
uniform. Hat and footwear must be clean and white, trousers or skirt black.
b. • The Association logo (s) may be worn on one location on the approved
umpiring shirt, either the chest, pocket or the sleeve.
• The VWCUA sponsor logo may be worn on one location on an upper
sleeve
20.8 Team supplying a Square Leg Umpire
When a team is required to supply a Square Leg Umpire, this umpire
• must be conversant with the Laws of Cricket
• must be easily distinguishable from members of the fielding side by
wearing a different colour
• must wear appropriate covered footwear
• shall not hold a broom or bat.
• may hold a drink container on days of extreme weather conditions for the
use of all players and umpires
• must not take upon the role of coaching whilst acting as Square Leg
umpire
Match Rule 21 CHANGES TO MATCH RULES
These rules can only be deleted, amended or added to for the betterment and
convenience of match play.
Changes to Match Rules for the forthcoming season shall be made at the May
Council meeting prior to that season. Such deletions, amendments or
additions can only be made by the Council, fourteen days written notice
having been served to all members.

GLOSSARY OF TERMS:
“VWCA” Victorian Women’s Cricket Association Inc.
“Board” Victorian Women’s Cricket Association Board
“Club Administrator” Club Administrator employed by Cricket Victoria and responsible
for the administration of VWCA competitions and other duties
directed by the VWCA Board

1. THE COUNCIL
1.1 Powers
Subject to Rule 23 of the Rules of Incorporation, the Council shall perform the
following duties in pursuit of the proper management of the business and affairs of
the VWCA.
(a) Lease, hire or otherwise acquire real and personal estate and to construct, maintain
and alter any house and buildings and to furnish and equip the same in such manner
which may be deemed necessary or convenient for any purpose of the VWCA and to
construct and maintain grounds necessary or convenient for the purpose of the
VWCA.
(b) Buy, supply, sell and deal in all kinds of apparatus and all kinds of provisions, liquid
and solid required or used by members of the VWCA or other persons frequenting the
grounds, club-house or premises of the VWCA.
(c) Borrow or raise money by mortgage or otherwise and in such manner as the VWCA
may think it.
(d) Subscribe or contribute to any charitable benevolent or hospital object of a public
character.
(e) Acquire, establish, print and publish newspapers, periodicals, books and leaflets or
other literary work that the VWCA may think desirable for the promotion of its
objects.
(f) Levy all affiliated Associations or affiliated Clubs if necessary, but such levy must be
made with the majority of the Council present at the meeting at which the resolution
shall be moved to make such levy. Notice of the proposal to make such levy and the
date by which payment shall be made must be given to every affiliated Club and
affiliated Association before the meeting.
(g) Delete, amend or add to the Match Rules in accordance with Match Rule 21, Rules
of Incorporation and the By-Laws.
(h) Recommend a person to the Annual General Meeting for life membership of the
VWCA.
(i) Admit strangers to its meetings or to exclude them there from, but no stranger shall
have the right to vote.
(j) Ensure that the income and property management of the VWCA wheresoever derived
shall be applied solely towards the promotion of its objects.

2.2 Representation by Clubs
(a) No affiliated club shall have more than one representative elected at the AGM to
the following committees:
(i) Board(except Officers of the VWCA)
(ii) Appeals
(iii) Disciplinary
(b) If, after the Annual General Meeting of the VWCA vacancies still exist on these
Committees, a club may be represented by more than one member. However, the
total number representing one club must be less than the quorum for the
particular Committee.
2.3 Representation by Individuals
No representative of any affiliated club shall be an elected member of:
(i) the Board and the elected member of the Appeals committee

3. THE BOARD
3.1 Powers
Subject to the provisions of the Rules of Incorporation, the Match Rules and these
By-Laws and without prejudice to any resolution passed in a General Meeting and to
the powers of the Council, the Board shall exercise a general control over the affairs
of the VWCA, and in particular, shall:
(a) investigate and report to Council all applications for membership and for affiliations
of Associations and Clubs.
(b) prepare fixtures for all matches for the approval of the Council.
(c) discuss and act upon all correspondence and accounts.
(d) have authority to deal with any matters requiring attention between meetings of the
Council.
(e) appoint representatives from their number to attend all meetings of Committees in an
ex-officio capacity, between such committees and the Board.
(f) take all reasonable steps to implement Council resolutions.
(g) Place teams in grades highest to lowest according to standard. Wherever
advisable/possible the Board shall promote two teams and demote two teams.
(h) be responsible for the organisation of official tours, championships and other Special
Events.
(i) pay all accounts to meet all approved commitments of the VWCA.
(j) recommend to Council the imposition of fines from time to time.
(k) negotiate the purchase of the appropriate Insurance Cover for each season.
(l) ratify the Advisor(s) for the VWCA panel of Umpires.
(m) control, dispose of, extend or invest and direct the investment, of the assets and funds
of the VWCA.
(n) appoint special sub-committees as may be necessary.
(o) approve the performance of such other duties as may from time to time be required
for the proper management of Women’s Cricket in Victoria.
(p) appoint persons to act in specific roles.
(q) employ or contract persons or companies to carry out specific duties on behalf of the
Council.
(r) periodically inspect all grounds before and during the season and advise clubs of the
assessed standard of their pitch and if upgrading is recommended.
(s) discuss and act on an application from a player re. special consideration for using a
runner. To be considered an application conforming to the requirements of Match
Rule 19.5 must be provided.
(t) To deal with applications by current or former international and/or state open
representatives to play in lower grades (grades as nominated by the Board)

4. PENNANT SECRETARY
4.1 The Pennant Secretary shall be elected in each year by the VWCA at the Annual
General Meeting
4.2 Duties
(a) Receive all correspondence regarding:
(i) disputed clearance applications and eligibility permits
(ii) disputes arising out of, or in connection with any matches (other than possible
breaches requiring referral to the Disciplinary Committee)
(iii) all umpires reports
(b) Upon receipt of this correspondence the Pennant Secretary, in conjunction with the
Club Administrator, shall convene a meeting to hear any such dispute. The committee
hearing the dispute shall be known as the Pennant Committee and shall comprise the
Pennant Secretary, the Match Result and Registration Secretary and one member of
the Board. Should any of these people be a member of the club involved in the
dispute they become ineligible and shall be replaced by another member of the Board.
(c) Inform the Club Administrator, in writing, of the Pennant Committee’s decision
regarding disputes. The Club Administrator will then inform all parties concerned.
(d) File all umpires’ reports and have them accessible at the request of the Council or the
Board
(e) Refer any matters in the umpires’ reports to the Club Administrator for further action
as deemed appropriate by the Board.
(f) Provide appropriate assistance to the Appeals Committee with respect to the
resolution of disputes regarding clearances
(g) In conjunction with the Match Results & Registration Secretary, shall determine
percentages and correctly place teams in position at the termination of home and
away matches, and report these positions to the Club Administrator.
4.3 The Pennant Secretary may verbally grant a permit or clearance approval in an
emergency under By-law 19.8.
4.4 Emergency ground approval
The Pennant Secretary may grant permission for a change of ground in an emergency
under Match Rule 5.2 (b).

5. PENNANT COMMITTEE
5.1 Composition
The Pennant Committee shall comprise the Pennant Secretary, Match Result &
Registration Secretary and one member of the Board, appointed as required for each
meeting
5.2 Duties
(a) To deal with all disputes regarding clearances and eligibility permits
(b) To settle all disputes arising out of or in connection with any matches (other than
possible breaches requiring referral to the Disciplinary Committee)
(c) To provide the appropriate assistance to the Appeals Committee with respect to the
resolution of disputes regarding clearances.
(d) To deal with applications for changes to match dates and format.
(e) To approve/refuse clearance applications by current open age state squad members.
5.3 Appeals
(a) An appeal against a decision of the Pennant Committee may be made to the Appeals
Chairperson (c/- VWCA) within 7 days of receiving advice of that decision. A copy
of the letter of Appeal must also be sent to the Pennant Secretary at the same time by
the person or club making the appeal. The Pennant Secretary, on receipt of this letter,
will send a copy of all correspondence and the reasons for making the decision to the
Club Administrator within 5 days of receipt of this letter. The Club Administrator
will forward this information to the Appeals Chairperson
6. APPEALS COMMITTEE
6.1 Com position
(a) the President or Vice President (or if deemed necessary, the President shall appoint a
person who must be a member of the VWCA)
(b) one member of the Board, appointed as required for each appeal.
(c) one elected member not being a member of Board or Pennant Committee, and who
shall be known as the Appeals Chairperson.
6 .2 Duties
The Appeals Committee shall deal with:
(i) appeals from either party against a decision of the Pennant Committee in regard
to clearances and eligibility permits.
(ii) appeals against decisions of the Pennant Committee in regard to match protests.
(iii) appeals from affiliated clubs regarding the imposition of fines and penalties as
outlined by the By-Laws.
(iv) appeals from clubs against a decision of the Match Results and Registration
Secretary/Board in regard to “permit player” nominations.

6.3 Referral
Notification of an appeal must be made to the Appeals Chairperson (c/- VWCA)
within 7 days of receiving advice of the decision which is to be appealed.
6.4 Procedures
(a) The Club Administrator, after consulting with the Appeals Chairperson is to convene
the meeting (if at all possible) within 10 days of receiving the appeal. The Appeals
Chairperson is to invite all parties involved in the dispute to this meeting either in
writing or by telephone.
(b) The Appeals Chairperson is to advise the Club Administrator of the decision in
writing within 5 days of hearing the appeal. The Club Administrator will then advise
all parties, including the Pennant Secretary, or, if applicable, the Match Results and
Registration Secretary, of the decision
(c) The appeal outcome is to be reported to Council as part of the Board Report.
(d) Minutes are to be kept by the Appeals Chairperson of all Appeals Committee
proceedings.
(e) Appeals against loss of points for late registration shall only be dealt with if the
registration has been sent by certified or registered mail, faxed with proof of
transmission or hand delivered
(f) Any person using insulting language or displaying contemptuous behaviour either
prior to, during or after an Appeals Committee hearing shall be reported to the
Disciplinary Committee.
(g) The decision of the Appeals Committee shall be final.
6.5 No Legal Representation will be permitted at meetings of the Appeals Committee
7. RULES COMMITTEE
7.1 Composition
The Rules Committee will comprise a representative from the VWCUA, a
representative from the Board and one elected member.
7.2 Duties
(a) To recommend to the Board and Council amendments to Match Rules, By-laws or
Rules of Incorporation.
(b) To examine and advise Council on the merits of proposed changes to Match Rules,
By-laws or Rules of Incorporation as proposed by members of the VWCA

8. DISCIPLINARY COMMITTEE
8.1 Composition
The Disciplinary Committees shall consist of five elected members.
8.2 Duties
The committee shall consider all cases to it relating to breaches of Match Rules,
breaches of the By-laws where not related to the administration of the VWCA and
breaches of the Code of Conduct.
8.3 Referral
(a) All complaints shall be referred to the Disciplinary Committee within 7 days from the
date of the report for action at the request of:
(i) the Council
(ii) the Board
(iii) the Pennant Committee
(iv) the Umpires
(v) the Appeals Committee
(b) In the first instant, a verbal notification of a referral is to be lodged with the Club
Administrator by telephone, within 24 hours of the complaint. Referrals shall be in
writing and include adequate details and contact addresses and phone numbers if
available. To expedite Disciplinary Committee meetings, all reports should be
forwarded directly to the Disciplinary Committee Chairperson. If during a
Disciplinary Committee meeting a complaint arises which was not listed on the initial
referral, the Disciplinary Committee has the power to investigate that complaint/s and
take any action deemed appropriate.
8.4 Reports by umpires resulting from complaints arising from matches
8.4.1 In the case of complaints arising from matches, persons shall be considered under the
jurisdiction of the Disciplinary Committee, from the time of arrival at the playing
venue until the time of leaving the venue
8.4.2 Reported Player May Elect to Forego Hearing and Accept Suspension
A player against whom a charge has been brought may elect to have the charge
determined without a hearing by the Disciplinary Committee and to accept a penalty of
suspension from playing in one VWCA match.
8.4.3 Election Procedure
An election to accept a penalty of suspension from playing in one VWCA match shall be
lodged in writing with the Club Administrator not later than 12.00 pm on the day after the
Club Administrator has caused the reported person or the Club of the reported person to
be notified that a charge has been laid against the reported person.
8.4.4 Umpires or Disciplinary Committee Chairman May Disallow Election
If any or all of the reporting Umpires or Disciplinary Committee Chairman considers that
the circumstances of the caution warrant a hearing of the charge the Club Administrator
shall disallow the election.

8.4.5 Hearing of the Charge if Election Disallowed or if Election Not Lodged in Time
If the notice of election is not lodged in the time frame stipulated in By Law 8.4.2 the
Disciplinary Committee shall hear and determine the charge.
8.5
(a) The Disciplinary Committee shall meet (wherever possible) within 14 days from the
time of a report or a complaint being received by the Disciplinary Committee
Chairperson.
(b) The Club Administrator shall notify all persons directly concerned and request their
attendance and invite them to bring any evidence or witness which may assist the
Disciplinary hearing. Notice by certified post will be considered sufficient notice.
(c) Any person correctly notified, that fails to attend a meeting of the Disciplinary
Committee without reasonable cause, cannot participate in any VWCA sanctioned
game until the case is heard.
8.6 The quorum for the Disciplinary Committee shall be three (3). Members of the
Disciplinary Committee must absent themselves in the case of a conflict of interest
whereby a committee member is from the same club as a person involved in the
complaint. In the event of a quorum not being reached, the Board shall appoint one
or more of its members to adjudicate for that hearing.
8.7 No legal representation will be permitted at meetings of the Disciplinary Committee,
however under special circumstances, defendants may be allowed representation at
the Disciplinary Committee’s discretion. Any request for representation must be
made in writing prior to the relevant Disciplinary Committee meeting and if the
request is granted, that any other parties involved in the incident be advised and
offered the opportunity to be represented also.
8.8 All Disciplinary meetings shall be held in camera with only witnesses and nominated
representatives (as in By-law 8.7) being able to attend.
8.9 Procedures
8.9.1 The evidence of the person making the complaint, the person against whom the
complaint has been made, and other witnesses, shall be given in the presence of the
person making the complaint and the person against whom the complaint has been
made and shall be subject to cross-examination by the person making the complaint
and the person against whom the complaint has been made and the Disciplinary
Committee
8.9.2 Where possible decisions shall be given at the conclusion of the hearing or by phone
the following day and then forwarded in writing to the Club Administrator of the
VWCA within 7 days of the hearing
8.9.3 The Disciplinary Committee has the power to request all forms, Score Books, team
lists or any other thing they deem necessary to assist the Committee.
8.9.4
(a) There shall be no appeal against the decision of the Disciplinary Committee unless
the appellant can show there is additional evidence that was normally not available at
the time of the initial hearing.
(b) This appeal must be lodged with the Disciplinary Committee Chairperson with a copy
to the Club Administrator of the VWCA within seven days of being advised of the

Disciplinary Committee’s decision and the Chairperson of the Disciplinary
Committee if satisfied of the nature of the additional evidence, shall decide if, when
and where the Disciplinary Committee shall hear that appeal.
8.9.5 The Chairperson shall have a casting vote as well as a deliberate vote where
necessary
8.9.6 Any person using insulting language or displaying contemptuous behaviour either
prior to, during or after a Disciplinary Committee meeting, or who gives false or
misleading evidence may be dealt with under By-law 8.2
8.9.7 Any person who attempts to influence any member of the Disciplinary Committee
may be dealt with under By-law 8.2.
8.9.8 The Disciplinary Committee, subject to the By-laws, may by resolution:
(a) Expel an Affiliated Club, player or club official from the VWCA
(b) Suspend an Affiliated Club or player or club official from membership of the VWCA
for a specified period or specific number of matches, and may in consider in that
suspension, in addition to home and away matches, finals, official VWCA
Tournaments, State Matches, National Matches or combination thereof.
(c) Fine an Affiliated Club, or player, or club official
8.9.9 A resolution of the Disciplinary Committee under sub-clause 8.9.8:
(a) Takes effect immediately in the case of an expulsion or fine, and from the persons
next match in the case of a suspension
(b) Where the Affiliated Club or player exercises a right of appeal to the Disciplinary
Committee within seven days of being advised of the Disciplinary Committee’s
decision, the resolution does not take effect unless this Committee confirms the
resolution in accordance with this clause after hearing the appeal.
(c) Where the Disciplinary Committee passes a resolution under sub-clause 8.9.8, the
Disciplinary Committee shall, as soon as practicable, cause to be served on the
Affiliated Club or player or club official a notice in writing –
(i) setting out the resolution of the Disciplinary Committee and the grounds on
which it is based
(ii) notice by certified mail will be considered sufficient notice
(iii) details of the resolution must also be sent to the Club Administrator of the
VWCA, Match Result and Registration Secretary and the body who referred the
complaint

9. COMMITTEE MEETINGS
9.1 Procedures
(a) At the first meeting of members of a committee (other than the Board) held after the
Annual General Meeting of the VWCA the members of such committees shall elect a
chairperson for the ensuing season.
(b) In the absence of the Chairperson from any meeting of a committee, a Chairperson
shall be elected from the members present.
(c) Each committee shall meet at such time and place as each committee may from time
to time determine.
(d) Special meetings of a committee may be summoned by the Chairperson on her/his
own account or at the request of any two members.
(e) Should any member of the Board miss two consecutive meetings of the committee
without reasonable excuse, that person shall cease to be a member thereof. Should a
replacement be necessary it shall be treated as a Casual Vacancy.
(f) All Committees will report to the Board
9.2 Voting
(a) On all VWCA Committees (except the Board) elected members shall have one vote,
except in the event of an equality of votes where the Chairperson will have a casting
vote.
(b) Persons chairing meetings by virtue of their ex-officio capacity shall only have a
casting vote.
(c) (i) On the Board each Officer of the VWCA and each elected member shall have
one vote except in the event of an equality of votes where the Chairperson will
have a casting vote.
(ii) Only a maximum of two representatives from the same affiliated club can vote
on the Board except in the event of an equality of votes where the Chairperson
will have a casting vote.
10. VICE PRESIDENTS
10.1 Composition
There shall be no more than three (3) Vice-Presidents
10.2 Seniority
The seniority of the Vice Presidents shall be determined by the number of years they
have held this office. If no order of seniority can be established this will be decided
by vote.

11. CLUB ADMINISTRATOR
11.1 Duties
The Club Administrator shall be responsible for:
(a) The custody of the papers belonging to the VWCA including cheque book, bank
books and books of accounts
(b) Carrying out all directions delegated to her/him by the VWCA, Board, and Council.
(c) Presenting the next meeting of Board copies of all minutes, correspondence and
copies of letters written by her/him on behalf of the VWCA
(d) Writing for VWCA on all official matters.
(e) Preparing in conjunction with the President, the Annual Report of the VWCA.
(f) Such other duties as Council or Board may decide.
(g) Making all payments exceeding ten dollars by cheque.
(h) Ensuring that each cheque is signed by any two of the following – President, Club
Administrator, a Vice President
(i) Seeking Board approval before making any payment exceeding $200 unless the
amount is for a commitment already approved by Board.
(j) Advising clubs as may be required by Council, of any outstanding monies owing to
the VWCA.
(k) Preparing the accounts of the VWCA up to the 30th of June in each year for audit by a
qualified auditor
(l) Resolve any disputes arising from the submission of results to the Competition
Management System in conjunction with the Match Result and Registration
Secretary.
11.2 Expenses
The Club Administrator shall sign an employment agreement which shall include
details of remuneration and expenditures.

Duties of the Match Result and Registration Secretary shall be:
(a) To keep a register in which registration of VWCA members are recorded and to have
this register accessible at the request of Council, Board or the Club Administrator.
(b) To inform the Council and the clubs concerned playing unregistered players
(c) To receive Match results and record them in a register designed for this purpose.
(d) To determine whether match results have been achieved in accordance with the
Match Rules and, if not, to make any appropriate amendments to the result.
(e) To inform the Council of teams not reporting match results
(f) To present the total points of all teams at each Council meeting
(g) To determine percentages, with the Pennant Secretary and correctly place teams in
position at the end of the home and away matches.
(h) To notify secretaries (or nominated representatives) of clubs in the Final Four in each
grade by Wednesday following the termination of the last home and away match.
(i) To report to the Board.
(j) To review players nominated by CV Premier First Clubs as eligible to represent a
lower grade club when an alignment has occurred between two clubs according to
By-Law 20 – Permit System, and refer these names to the Board for ratification.
(k) Resolve any disputes arising from the submission of results to the Competition
Management System in conjunction with the Club Administrator.
12.2 The Match Result & Registration Secretary may verbally grant a permit or clearance
approval in an emergency under By-law 19.8
12.3 The Match Results and Registration Secretary may verbally grant a permit for a
player from a CV Premier Firsts Club to play with its aligned lower grade club
according to By-Law 20.
13. DELEGATE TO CRICKET VICTORIA
(a) A member of the VWCA Board shall be the VWCA delegate to Cricket Victoria.
(b) The VWCA Delegate (or in his/her absence, a nominated delegate from the Board)
shall:
(i) attend meetings of Cricket Victoria
(ii) present any formal motions on behalf of the VWCA
(iii) present a written report to the Board after Cricket Victoria meetings.

14. UMPIRES’ ADVISOR (S)
14.1 Appointment
The Umpires’ Advisor shall be appointed by the Board on the recommendation of the
Victorian Women’s Cricket Umpires’ Association
14.2 Duties
The duties of the Umpires’ Advisor shall be:
(i) To examine and assess Umpire performance reports
(ii) To attend meetings of the Umpires’ Association and instruct on Laws, Rules
and technique.
(iii) To consult with and advise individual Umpires on matters requiring
clarification.
(iv) To liaise with the Pennant Secretary on specific complaints or such other
matters as may be necessary.
(v) To liaise with the Club Administrator regarding appointment of Umpires to
VWCA matches
(vi) Other duties as specified by the Board.
15. AD HOC APPOINTMENTS
The Council and the Board shall have the power to appoint other officials of the
VWCA as the need arises.
16. MEETINGS
16.1 Annual General Meeting
The Annual General Meeting of the VWCA shall be held during the first fortnight in
August.
16.2 Council Meetings
(a) Council meetings shall be held in September, February and May.
(b) A Special Council meeting additional to the scheduled Council meetings maybe
called, if required, as outlined in the Rules Of Incorporation.
16.3 Attendance
If any delegate member of the VWCA shall be absent from three consecutive
meetings of the Council without consent of the Council, her/his membership of the
Council may cease if so decided by Council
16.4 Replacement of Delegate
In such case the Council may request an Office Bearer of the affiliated club to
nominate, in writing, another delegate in her/his stead and such nominee, if approved
by Council shall become a member of Council

16.5 Proxy
If a delegate cannot attend a Council Meeting she/he may appoint a proxy. Each
proxy delegate must hand the Club Administrator a letter at the start of the meeting
advising of her/his proxy status.
16.6 Fine for non attendance
(a) Any affiliated club not represented by a delegate or proxy at any Council meeting
shall be fined fifty dollars ($50.00)
(b) Affiliated Associations will be encouraged to send a delegate wherever possible or
appoint an observer to attend.
16.7 Casual Vacancies
(a) In the event of any vacancy occurring in any office or committee, such vacancy shall
be filled by the Council and the chosen member shall hold that office for the balance
of the then current term.
(b) A vacancy which exists after the AGM will be notified to council with the minutes of
that meeting. Any nominations are to be received by the Club Administrator within 7
days of the next Council meeting and any voting required will take place at that
meeting
17. AFFILIATION/MEMBERSHIP
17.1 Affiliation & Fee
(a) The Council will annually ratify the Board’s recommendation of the amount to be
paid as the Affiliation Fee at the May Council meeting.
(b) By the 31st of July each year each club wishing to be affiliated for the coming season,
must complete an affiliation form and pay such annual fee set as per By-Law 17.1 (a).
(c) New teams admitted to the VWCA after the AGM must pay their affiliation fee
immediately upon being accepted by the Council.
(d) By the 30th of October an Association wishing to be affiliated for the coming season,
must complete an affiliation form and pay such annual fee set as per By-Law 17.1 (a).
(e) Each new club or Association on first joining the VWCA shall be given a copy of the
Rules of Incorporation, By-Laws and Match Rules of the VWCA. Any applications
for admission by a new club or Association shall contain the consent of the new
member to be bound by these documents.
17.2 Procedure
(a) New Clubs and clubs seeking re-admission
Applications for admission by a new club, or readmission by a former club must meet
the following criteria:
(i) Submission of an Application for Membership form containing names and
addresses of fourteen (14) players. No more than four (4) of these players may
be from any one club presently affiliated with the VWCA without consultation
and approval of the Board.
(ii) Attendance at a meeting, if requested by the Board, of no less than ten (10) of
the players named

(b) All Clubs
To become an Affiliated Club a club must:
(i) complete the appropriate application procedure as set out in the By-Laws of the
VWCA.
(ii) be formally accepted by the VWCA, and
(iii) pay any fees due and payable as stipulated by the VWCA.
17.3 Insurance (a) As a condition of affiliation, each club shall take out an insurance policy as arranged
or otherwise approved by the VWCA Board.
(b) If a club arranges its own policy, it must provide documentary evidence of such a
policy at the time of affiliation. In addition, documentary evidence must be provided
to the VWCA within seven (7) days of any subsequent renewal.
(c) The Board shall from time to time review the conditions and benefits of the VWCA ‘s
insurance arrangements.
17.4 Club and Affiliated Association Responsibilities:
Clubs and Affiliated Associations are responsible for:
(i) the compliance of their members with the Rules and By-Laws and Policies of
the VWCA.
(ii) the behaviour of their players, coaches and spectators.
the condition of their playing fields and equipment.
(iii)
18. REGISTRATION PROCEDURE
18.1 Playing Members
(a) All players in every match must be:
(i) Current financial members of the club they represent. Former International
and/or State open representatives must be granted prior approval by the Pennant
Committee before they may compete in lower grades (grades as nominated by
the Board). A written application, which must set out in detail the reason for
seeking such approval, must be received by the Club Administrator no later
than the Wednesday preceding the first match for which approval is sought
(ii) registered with the VWCA as described in sections (c & d) below
(b) No player shall be a registered player of any other competitive women’s cricket
association except as allowed for in By Law 19.1.
(c) All players
All players must be registered via MyCricket no later than midday Monday following
the first match of the season in which each player is involved.

(d) New Players
Any new players, or players being cleared from other clubs who have been granted a
clearance or permit:

be fined twenty dollars ($20.00) and lose any points gained in the match in which it
played unregistered players. However, its opponents will not gain the points
forfeited.
(g) Each season any non playing club members may become registered members of the
VWCA by submission of their name to the Club Administrator. All delegate
members of the VWCA must be registered as a member of a club.
(h) Players with monies outstanding to the VWCA after the AGM will be ineligible to be
registered for the forthcoming season until such monies are paid.
18.2 Individual Members
(a) Natural persons, not being members of an affiliated club, wishing to apply for
Individual Membership of the VWCA must apply in writing to the Club
Administrator.
(b) The name of each applicant will be submitted to the Annual General Meeting or a
scheduled meeting of Council which shall decide whether to admit the applicant. The
annual fee for individual Membership will be $2.20(inc GST) which must be paid
immediately upon acceptance by the meeting.
(c) Individual Membership will normally be granted to those applicants who have
previously been affiliated members of the VWCA but who no longer are members of
an affiliated club.
(d) Individual members will be eligible to stand for office but shall not be automatically
members of the council or voting members of the VWCA.
18.3 Life Members
(a) Nominations for Life Membership outlining the special services to the VWCA shall
be submitted to the VWCA by 30th March each year.
(b) Life Member nominations shall be ratified at the Annual General Meeting.
18.4 Honorary Members
Honorary members may be appointed by Council or the Board from time to time to
fulfil a specific role for a specific period
18.5 Timing
No registrations will be accepted after the March Board meeting.

18.6 Rights (a) Registered members of clubs (playing or non-playing) and individual members of the
VWCA may stand for election.
(b) Only delegate members and persons appointed to an office and Life Members are
members of the Council and VWCA.
19. CLEARANCES AND PERMITS
19.1 Inter Association Permits/Clearances (a) Visitors from Other Countries (Permit)
Visitors from other countries may be given permission to play in competition matches
in Victoria if the Board unanimously agrees
(b) Other States
A player who is or has been a registered member of an interstate cricket association
must fulfil the requirements of a clearance as outlined in By-Law 19.2
19.2 Requirements
(a) All players who have been registered players with any club must have a duly certified
clearance form in order to be cleared from that club.
(b) Any player, whether registered or not, who has not played in a match in the last two
seasons may play with any club without a clearance form.
(c) Any player having played four matches with her club in one season, shall not request
a clearance from the club in the same season unless under exceptional circumstances
and cannot request a clearance after 31st of December. Any such clearance and the
subsequent registration must be approved by the Pennant Committee.
(d) No player may request a clearance between the end of the home and away matches
and 30th June (inclusive) in any year.
(e) Any team naming a player on the team list who has not obtained a completed
clearance form will be fined ($10.00) and lose any points gained in the match, protest
being unnecessary by the opposing team. However, the opposing team will not gain
the points lost.
(f) Approval of a clearance for current Open Age State Squad player (excluding rookies)
is by the Pennant Committee
(g) Clearance procedure
(i) The player’s new club must request a clearance via MyCricket.
(ii) The player’s old club will receive notification of the clearance request via email
and must action the request as per By-Law 19.4
(iii) The VWCA Club Administrator will either approve the clearance request or
refer the matter to the Pennant Committee.
(h) A player must not play with her intended club until notified of her clearance approval
by the VWCA Club Administrator or Match Results & Registration Secretary (i) The rules in regard to clearing players from one club to another, or one team to
another team or the same club in the same grade, shall be taken to commence at the
beginning of each season, each season being unto itself.

19.3 Disbanded Clubs
A member of a disbanded club must apply to the Match Results & Registration
Secretary for a permit to play with another club. Her share (10%) of any money
owing to the VWCA by the disbanded club must be paid before any permission is
granted.
19.4 Clearance Procedure
(a) Any player desiring a clearance from the club she is registered with must:
(i) comply with that club’s rules.
(ii) keep a copy of her application
(b) The club must grant or refuse the application and give written notification to the
player regarding that decision within 10 days of receipt of the application.
19.5 Granted
It is the responsibility of the player to forward the application to the Match Results &
Registration Secretary. The completed form must be lodged with the Match Results
& Registration Secretary who will advise the player that her clearance has been
approved.
19.6 Non Granting by Club
(a) If the club the player wishes to leave fails to act in accordance with By law 19.4 (b)
within 10 days, the player may forward a copy of her clearance application to the
Match Results & Registration Secretary.
(b) If the club refuses a clearance, reasons for refusing the clearance should be forwarded
in writing to the player. The player, on receipt of refusal, may then send a copy of the
application and the club’s letter to the Match Results & Registration Secretary.
(c) The Match Results & Registration Secretary shall investigate the application which
has been refused or not acted upon within 10 days and present all information to the
Pennant Committee at the next meeting or within 7 days whichever shall be sooner
(d) Pennant Committee is to advise all parties of their decision in writing within 5 days of
that meeting
19.7 Appeals against Pennant Committee Decisions
(a) Unless an appeal is lodged by either party within 7 days of notification of the
decision, the decision shall stand
(b) Any appeal by either party must be received by the Appeals Chairperson within 7
days of notification of the Pennant Committee’s decision. A copy of the letter of
Appeal must also be sent to the Pennant Secretary at the same time by the person or
club making the appeal.
(c) In the case of an appeal the player may not play in any further match until the appeal
has been settled.
(d) The appeal will be dealt with by the Appeals Committee where all parties involved in
the dispute will be asked to attend a meeting of this committee.
(e) This meeting must be held (if at all possible) within 10 days of the receipt of the
written appeal letter.
(f) All correspondence in an appeal against non-granting of clearance must be sent by
registered mail or delivered by hand, in which case a receipt must be obtained

19.8 Emergency Clearance Approval
The Match Results & Registration Secretary or the Pennant Secretary has power to
verbally grant clearance or permit approval in emergency, but such clearances or
permits shall not be valid unless the player forwards the clearance or permit
application to the Match Results & Registration Secretary to be received within 5
days of verbal approval being given. Note: if post marked prior to the due date the
form shall be accepted
19.9 Permits for Multi Team Clubs
(a) Clubs fielding more than one team may register all players together as a club for the
ensuing season. Any player can be called upon by a team of her Club in any grade of
cricket for the Home and Away Matches excluding semi-finals and finals matches.
(b) Clubs fielding more than one side in the same grade, except where they are in
different zones, shall have these sides styled No. 1 and No. 2 side and the above rule
shall apply as if the said sides were in different grades, except that any player can be
called upon by Side 1 or Side 2 of her club until she has either batted or bowled in 3
matches with either Side 1 or Side 2. She then becomes a playing member of that
side and cannot play with the other side without permission from the Pennant
Secretary or Match Result & Registration Secretary
(c) A player is not permitted to be named in more than one game in any round, i.e. play
for Team 1 on Saturday and Team 2 on Sunday except in CV Premier Firsts when CV
Premier Firsts are drawn to play 2 games on the same weekend, and except as
allowed for in Match Rule 9.
19.10 Eligibility for Semi-Finals and Finals
(a) For all grades – A player must have represented her club in at least 3 matches during
the season to be eligible for Semi-Final matches but the Pennant Committee may
grant an eligibility permit (where 3 matches have not been played) in order to avoid
teams being short of players for Semi-Final and Final matches.
(b) At the end of Home and Away matches a player that has played more than half of the
number of matches fixtured in a higher grade of cricket becomes a member of that
team, and cannot transfer, back to a lower grade without a permit from the Pennant
Secretary or Match Result & Registration Secretary. Note: Any matches played in a
higher grade, as a representative player replacement (as per Match Rule 9) shall not
be included in the calculation of qualification.
(c) If a Club has more than one team in consecutive grades playing in semi-finals and
final matches, players may represent their Club in any designated team. Once a team
has been eliminated from finals then the normal Home and Away qualifications apply
for that club.
(d) Under no circumstances will such a permit be granted to a team that has eleven
players available who have played the required number of matches during the season.

19.11 Eligibility for First Round after Christmas
After the Christmas break where Grades commence playing on different dates, the
following eligibility to play will follow for clubs with two or more teams when the
higher grade starts back on a later date.
(i) Players who have played the majority of games prior to Christmas in this higher
grade cannot play in a lower grade in this round without permission from the
Match Result & Registration Secretary.
(ii) The Match Result & Registration Secretary may grant an eligibility permit in
order to avoid teams being short of players for the game.
(iii) Under no circumstances will such a permit be granted to a team which has
eleven eligible players who are available to play.
19.12 Eligibility for Senior State representatives playing in grades lower than Premier
Seconds
Members of the Victoria Spirit Squad (excluding rookies) are only permitted to play
in Premier Firsts and Premier Seconds grades, unless granted permission to
participate in other grades by the VWCA Board in exceptional circumstances. A
written application, which must set out in detail the reason for seeking such approval,
must be received by the Club Administrator no later than the Wednesday preceding
the first match for which approval is sought
20. INTERCLUB PERMIT SYSTEM
20.1 Clubs competing in grades lower than CV Premier Firsts shall be allowed to align
themselves with a CV Premier Firsts Club. The CV Premier Firsts club shall not
have teams in the same grade as the lower grade club. A written request from the
lower grade club shall be submitted to the Club Administrator no later than
September 10 each season.
20.2 Players from the lower grade club shall be permitted to play for their aligned
CV Premier Firsts club during a season without requiring a clearance
20.3 Players from the CV Premier Firsts club shall be permitted to play for the lower grade
club during the season without requiring a clearance
20.4 Nomination of Players
(i) Prior to the commencement of the season the CV Premier Firsts club shall
nominate players to be eligible to represent the lower grade club with which
they have become aligned
(ii) The Match Result and Registration Secretary shall review these nominations
and shall refer the names to the Board for ratification. Should any player from
the CV Premier Firsts Club not be approved to play for the aligned lower grade
club the Club Administrator shall inform the club in writing within 3 days of the
Board meeting. Unless an appeal is lodged by a club within 7 days of
notification, the decision shall stand.
(iii) Players that register with the CV Premier Firsts club during the season can
receive a verbal permit from the Match Results and Registration Secretary to be
eligible to represent the lower grade club and which shall be ratified by the
Victorian Women’s Cricket Association – By-Laws

Board according to By-Law 20.4 (ii) at the next Board Meeting.
(iv) In the case of an appeal the player may not play in any lower grade match until
the appeal has been settled.
(v) Any appeal must be received by the Appeal’s Chairperson within 7 days of
notification of the Board’s decision. A copy of the letter of Appeal must also be
sent to the Club Administrator at the same time by the club making the appeal.
(vi) The appeal will be dealt with by the Appeals Committee where a representative
of the Club involved in the dispute will be asked to attend a meeting of this
committee.
(vii) This meeting must be held (if at all possible) within 10 days of the receipt of the
written appeal letter.
(viii) All correspondence in an appeal must be sent by registered mail or delivered by
hand, in which case a receipt must be obtained.
20.5 If at the end of the home and Away matches, a player (from either the CV Premier
Firsts or lower grade club) has played more than half the number of matches fixtured
in a higher grade of cricket she then becomes a member of that team and cannot
transfer back to a lower grade without a permit from the Pennant Secretary or Match
Results and Registration Secretary.

21. MATCH RESULTS
21.1 Submission of Results
(a) Following the completion of a match, both the Home team and Away team captains
shall sign the score book of the opposition team, once the score book has been
completely filled out and has been deemed to be a correct account of the match.
Each captain shall sign her name and print her name next to the signature. Each
captain shall also write down the date of the match and the result of the match.

(c) Where a match result or the batting figures, bowling figures or any catches,
stumpings or run-outs are in dispute the Club Administrator will notify the affected
Clubs. A copy of the signed score sheet from each club is to be submitted by fax or
post within 48 hours of being notified. The Club Administrator will resolve the
dispute in consultation with the Match Result and Registration Secretary and will
notify the clubs of the resolution of the dispute
(d) If a team receives a forfeit or its second or third bye it is responsible for listing the
players who would have played in this match on the Competition Management
System, but a players list for the opposition is not required. In the case of a washout,
both teams are responsible for a players list of their own team on the Competition
Management System. Note: Do not list players who were named in other teams for
the Club in the same round.

21.2 Newspaper Results
(a) The home team playing Saturday or Sunday is responsible for phoning in results
before 7.00pm on the day of play.
(b) The Penalty for failing to phone in these results is ten dollars ($10.00)
21.3 Submission of Umpire’s Report
(a) Home Captains are responsible for forwarding a report on the Umpire(s) to the Club
Administrator. The report must be on the official Umpire Report Form.
(b) If the Captain of either side fails to sign the Umpire’s Report, the team failing to
provide a signature shall be fined ten dollars ($10.00).
(c) Umpire’s Report forms can either be faxed or sent by mail to the Club Administrator.
Forms must be received at the latest, by 4.00pm on the Tuesday following completion
of the match. The Club Administrator will then forward the Umpire’s Report forms to
the Umpires’ Advisor. If postmarked prior to the Tuesday forms shall be accepted.
The Penalty for late submission of Umpire’s Report is ten dollars ($10.00)
(d) If the second week of a two day match is washed out or forfeited it is the
responsibility of both teams to forward an Umpire’s Report Form. Method of
submission of these forms as per By-Law 21.3©. Under these circumstances either
team failing to forward its Umpire’s Report Form shall be fined ten dollars ($10).

22.3 Deadline for Payment and Penalties incurred
(a) Any club or person owing money to the VWCA from before the previous AGM will

(b) Date of payment of all fines and penalties shall be postmarked date of the envelope
containing payment or the date received.
(c) All monies owing the VWCA as from the AGM are payable as follows:

the minutes of each Council Meeting.
(e) Any fines incurred at or after the February Council Meeting must be paid by the due
date specified on the invoice
(f) No member of a club or individual owing money to the VWCA may vote at the AGM
or stand for election.

22.4 Eligibility for Semi Finals
(a) All fines and penalties owing to the VWCA invoiced to clubs by 31 January and
outstanding accounts forwarded by the Club Administrator will be payable no later
than the February Council Meeting. Failure to pay these accounts will result in a
Club being ineligible to play in any Semi Final matches
(b) Unfinancial teams shall forfeit Semi Final matches. The opposing team, providing it
is financial, shall progress into the Final.
22.5 Disbanded Clubs
Members of disbanded clubs must pay 10% of what the disbanded club owes to the
VWCA before permission will be granted to play with another club. Refer By-Law
19.3
22.6 Appeal of Fines and Penalties
Notification of an appeal against the imposition of fines and penalties must be made
in writing to the Appeals Chairperson (c/o VWCA) within seven (7) days of advice of
the fine or penalty.
23. SEMI-FINAL / FINAL MATCHES
23.1 Semi-Finals
(a) The Match shall be played at a ground provided by the team which finished in the
higher position on the ladder at the conclusion of the season’s Home and Away
matches, subject to the approval of the Pennant Secretary.
(b) Both teams shall be responsible for sharing the duties of preparing the ground for
each day’s play.
23.2 Finals
(a) Finals Match (CV Premier Firsts and Premier Seconds) to be played on grounds to be
booked and named by the Club Administrator as the most appropriate ground
available, whether these grounds are neutral or not. In all other grades the Final will
be played on the Home ground, or a ground provided by the team which finished
higher on the ladder than its opponent at the conclusion of the Home and Away
games subject to approval of the Pennant Secretary. Should the team that finished
higher on the ladder be unable to provide a ground, the opportunity will given to its
finals opponent to provide a ground. An emergency ground shall be booked and kept
available for finals matches if required. (Subject to approval of the Pennant Secretary)
(b)
23.3
Both teams shall be responsible for sharing the duties of preparing the ground for
each day’s play.
Women’s Cricket World Cup
In a season where the Women’s Cricket World Cup is played in Australia, Semi Final
and Finals matches for all grades will be played on the most appropriate ground
available, whether these grounds are neutral or not.

24. AMENDMENTS TO THE BY-LAWS
During the Season
The By-Laws can only be deleted, amended or added to for the betterment and
convenience of the VWCA. Notice of motion regarding these deletions or
amendments must be sent to all members of the council 14 days before the meeting at
which the changes will be considered.

1. The name of the incorporated association is Victorian Women’s Cricket VWCA
Incorporated (in these rules called “the VWCA”).
2.
2.1 In these rules, unless the contrary intention appears:-
− “Council” means the controlling body of the VWCA
− “Board” means the committee of management of the VWCA
− “Financial Year” means the year ending on 30 June
− “General Meeting” means a meeting of the members of the VWCA
− “Member” is a member in accordance with Rules 3, 4, 5 & 6.
− “Affiliated Club” is a member in accordance with Rule 3
− “Delegate Member” is a member appointed in accordance with Rule 5.1
and is to represent the Affiliated Club/Association at Council Meetings
− “Individual Member” is a member in accordance with Rule 5.3
− “The Regulations” mean Regulations under the Act
− “The By-Laws” means the By-Laws of the VWCA
− “The Act” means the Association’s Incorporation Act 1981.
2.2 In these rules, a reference to the Executive Officer of the VWCA is a reference -
a. where a person holds office under these rules as Executive Officer of the
VWCA - to that person; and
b. in any other case, to the public officer of the VWCA.
2.3 Words or expressions contained in these rules shall be interpreted in accordance
with provisions of the Acts Interpretation Act 1958 and the Act as in force from
time to time.
QUALIFICATION OF MEMBERSHIP
3. Affiliated Clubs
The VWCA may grant affiliation in the manner prescribed in the By-Laws to
cricket clubs wishing to play in the VWCA’s competition.
4. Affiliated Associations
4.1 The VWCA may grant membership in the manner prescribed hereunder to one
representative of each affiliated Women’s Cricket Association playing within
Victoria.
5. Members
5.1 A Natural person who:
a. is a member of an Affiliated Club and/or Affiliated Association,
b. has paid the fees stipulated by the VWCA, and
c. has been nominated by an Affiliated Club or Association in the prescribed
manner as set out in the By-Laws becomes a delegate member of the
VWCA.

5.2 A Natural person who
a. is a member of an Affiliated Club and/or Affiliated Association,
b. has paid the fees stipulated by the VWCA, and
c. has been elected as an office bearer or officer of the VWCA in the
prescribed manner becomes a member of the VWCA.
5.3 Natural persons not being members of Affiliated Clubs may apply for Individual
Membership of the VWCA by
a. applying in writing to the Executive Officer of the VWCA
b. completing the required Application Form, and
c. Paying the prescribed fees, and
d. being accepted by the Council for membership of the VWCA.
5.4 A person who is not a member of the VWCA at the time of the incorporation of
the VWCA (or who was such a member at that time but has ceased to be a
member) shall not be admitted to membership unless she/he applies as provided
in Rule 5 (1) or (3) above.
6. Life Members
The Council may –
a. nominate Honorary Life Members of the VWCA in consideration of
special services rendered to the VWCA, such nominations to be bought
before the Annual General Meeting of members, which alone shall have
the power of electing Honorary Life Members.
b. elect Honorary Members as it sees fit,
c. Honorary Life Members shall be entitled to all privileges conferred by
these rules upon members.
7. Applications as Affiliated Clubs & Affiliated Associations
7.1 An application for membership of a club or Association:
a. shall be in writing on the Application for Membership Form
b. shall be lodged with the Executive Officer of the VWCA or her
designated deputy.
7.2 As soon as is practicable after the receipt of an application the Executive Officer
shall refer the application to the Council.
7.3 Upon an application being referred to Council, the Council shall determine
whether to approve or to reject the application in accordance with the By-Laws.

8. Affiliation and Registration Fees
8.1 The annual Affiliation and Registration Fees shall be:
a. determined by the Council from time to time,
b. due and payable by the date stipulated by the Council.
9. Register of Members
The Executive Officer or her/his designated representative shall keep and
maintain a register of affiliated, life, individual and Honorary members in which
shall be entered the full name of the body to which she/he belongs, address and
date of entry of each member and the register shall be available for inspection
by members at the address of the a Public Officer or her/his designated
representative.
10. Cessation of Membership
A right, privilege or obligation of a member:
a. shall cease upon non renewal of membership
b. is not capable of being transferred or transmitted except in the case of
delegate members,
c. terminates upon cessation of the membership whether by death or
resignation or otherwise,
d. shall cease upon expulsion under the provisions of Rule 11.1 (a) below.
11. Expulsion, suspension or fining of members
11.1 Subject to these rules, if the Board is of the opinion that a member has refused
or neglected to comply with the Rules, or has been guilty of conduct
unbecoming a member or prejudicial to the interests of the VWCA, the Board
may by resolution:
a. fine that member; or
b. Suspend that member from membership of the VWCA for a specified
period or specific number of matches, and may consider in that
suspension, in addition to home and away matches, Finals, official
VWCA Tournaments, State Matches, National Matches or combination
thereof, or
c. expel that member from the VWCA
11.2 A resolution of the Board under sub-clause (11.1) does not take effect unless:
a. at a meeting held in accordance with sub-rule (11.3), the Board confirms
the resolution; and
b. if the member exercises a right of appeal to the Council under this rule,
the Council confirms the resolution in accordance with this rule.
11.3 A meeting of the Board to confirm or revoke a resolution passed under sub-rule
(11.1) must be held not earlier than 14 days, and not later than 28 days, after
notice has been given to the member in accordance with sub-rule (11.4).

11.4 For the purposes of giving notice in accordance with sub-rule (11.3), the
Executive Officer must, as soon as practicable, cause to be given to the member
a written notice:
a. setting out the resolution of the Board and the grounds on
b. which it is based; and
c. stating that the member, or his or her representative, may address the
Board at a meeting to be held not earlier than 14 days and not later than
28 days after the notice has been given to that member; and
d. stating the date, place and time of that meeting; and
e. informing the member that he or she may do one or both of the following:
i. attend that meeting;
ii. give to the Board before the date of that meeting a written statement
seeking the revocation of the resolution;
f. informing the member that, if at that meeting, the Board confirms the
resolution, he or she may not later than 48 hours after that meeting, give
the Executive Officer a notice to the effect that he or she wishes to appeal
to the Council in general against the resolution.
11.5 At a meeting of the Board to confirm or revoke a resolution passed under sub-
rule (11.1), the Board must:
a. give the member, or his or her representative, an opportunity to be heard;
and
b. give due consideration to any written statement submitted by the member;
and
c. determine by resolution whether to confirm or, to revoke the resolution.
11.6 If at the meeting of the Board, the Board confirms the resolution, the member
may, not later than 48 hours after that meeting, give the Executive Officer a
notice to the effect that he or she wishes to appeal to the Council in general
meeting against the resolution.
11.7 If the Executive Officer receives a notice under sub-rule (11.6), he or she must
notify the Board and the Board must convene a general meeting of the VWCA
to be held within 21 days after the date on which the Executive Officer received
the notice.
11.8 At a general meeting of the VWCA convened under sub-rule (11.7):
a. no business other than the question of the appeal may be conducted; and
b. the Board may place before the meeting details of the grounds for the
resolution and the reasons for the passing of the resolution; and
c. the member, or his or her representative, must be given an opportunity to
be heard; and
d. the members present must vote by secret ballot on the question whether
the resolution should be confirmed or revoked.

11.9 A resolution is confirmed if, at the general meeting, not less than two-thirds of
the members vote in person, or by proxy, in favour of the resolution. In any
other case, the resolution is revoked.
12. Grievance Procedure (as per Model Rules)
12.1 The grievance procedure set out in this rule applies to disputes under these
Rules between:
a. a member and another member; or
b. a member and the VWCA
12.2 The parties to the dispute must meet and discuss the matter in dispute, and, if
possible, resolve the dispute within 14 days after the dispute comes to the
attention of all of the parties.
12.3 If the parties are unable to resolve the dispute at the meeting, or if a party fails
to attend that meeting, then the parties must, within 1 0 days, hold a meeting in
the presence of a mediator.
12.4 The mediator must be:
a. a person chosen by agreement between the parties; or
b. in the absence of agreement:
i. in the case of a dispute between a member and another member, a
person appointed by the committee of the VWCA; or
ii. in the case of a dispute between a member and the VWCA, a
person who is a mediator appointed or employed by the Dispute
Settlement Centre or Victoria (Department of Justice).
12.5 A member of the VWCA can be a mediator.
12.6 The mediator cannot be a member who is a party to the dispute.
12.7 The parties to the dispute must, in good faith, attempt to settle the dispute by
mediation
12.8 The mediator, in conducting the mediation, must:
a. give the parties to the mediation process every opportunity to be heard;
and
b. allow due consideration by all parties of any written statement submitted
by any party; and
c. ensure that natural justice is accorded to the parties to the dispute
throughout the mediation process
12.9 The mediator must not determine the dispute.

12.10 If the mediation process does not result in the dispute being resolved, the
parties may seek to resolve the dispute in accordance with the Act otherwise at
law.
13. Annual General Meeting
13.1 The VWCA shall in each calendar year convene an annual general meeting of
its members.
13.2 The Annual General Meeting shall be held on such a day as the Council
determines in accordance with the By-laws.
13.3 The Annual General Meeting shall be specified as such in the notice convening
it
13.4 The ordinary business of the Annual General Meeting shall be
a. to confirm the minutes of the last proceeding Annual General Meeting
and of any general meeting held since that meeting,
b. presentation of the Annual Report,
c. report and Statement of Receipts and Expenditure,
d. election of Office Bearers,
e. election of Officers of the VWCA requiring to be elected, pursuant to the
rules and the by-laws,
f. (election of members of committee requiring to be elected at the Annual
General Meeting,
g. appointment of Auditor and payment of any fee,
h. admittance of new Associations, Clubs, a Life Member and Individual
Members.
13.5 The Annual General Meeting may transact special business of which notice is
given in accordance with these rules.
13.6 The Annual General Meeting shall be in addition to any other general meeting
that may be held in the same year.
14. Special General Meetings of the VWCA
14.1 All meetings of the VWCA other than the Annual General Meeting shall be
called Special General Meetings.
14.2 The President may whenever she/he thinks fit convene a Special General
Meeting.
14.3 The Executive Officer shall on the requisition in writing of Members
representing not less than 10% of the total number of Members convene a
Special General Meeting of the VWCA.

14.4 The requisition for a Special General Meeting shall state the objects of the
meeting and shall be signed by the Members making the requisition and be sent
to the address of the Executive Officer and may consist of several documents in
a like form each signed by one or more of the Members making the requisition
14.5 If the Executive Officer does not cause a Special General Meeting to be held
within one month after the date on which the requisition is sent to the address of
the Executive Officer, the Members making the requisition or any of them may
convene a Special General Meeting to be held not later than 3 months after that
date.
14.6 A Special General Meeting convened by Members in pursuance of these rules
shall be convened in the same manner as nearly as possible as that in which
those meetings are convened by the President and all reasonable expenses
incurred in convening the meeting shall be refunded by the VWCA to the
persons incurring the expenses.
15. Notice of Special General Meeting
15.1 The Executive Officer of the VWCA shall at least 14 days before the date fixed
for holding a Special General Meeting of the VWCA cause to be sent to each
Member or Life Member at the address appearing in the Register a notice by
prepaid post, stating the place, date and time of the meeting and the nature of
the business to be transacted at the meeting.
16. Procedure
16.1 All business that is transacted at a Special General Meeting and all business that
is transacted at the Annual General Meeting with the exception of that
specifically referred to in these rules as being the ordinary business of the
Annual General Meeting shall be deemed to be general business.
16.2 No item of business shall be transacted at any General Meeting of the VWCA
unless a quorum of members entitled under these rules to vote is present during
the time when the meeting is considering that item.
16.3 50% of members personally present (being members entitled under these rules
to vote at a General Meeting) constitute a quorum for the transaction of the
business of a General Meeting of the VWCA.
16.4 If within half an hour after the appointed time for commencement of a General
Meeting of the VWCA a quorum is not present, the meeting if convened upon
the requisition of members shall be dissolved and in any other case shall stand
adjourned to the same day in the next week at the same time (unless another
place is specified by the Chairperson at the time of adjournment or by written
notice to Affiliated Clubs given before the day to which the meeting is
adjourned).

16.5 At the same place and if the adjourned meeting the quorum is not present
within half an hour after the time appointed for the commencement of the
meeting, the meeting shall be dissolved and the business shall lapse.
17. Chairperson
17.1 The President or in her/his absence a Vice-President in order of seniority shall
preside as Chairperson in the Annual General Meeting or Special General
Meeting of the VWCA.
17.2 If the President and the Vice-Presidents are absent from a General Meeting, the
members present shall elect one of their number to preside as Chairperson
during the meeting.
18. Adjournment
18.1 The Chairperson of a General Meeting of the VWCA of which a quorum is
present may with the consent of the meeting adjourn the meeting from time to
time and place to place, but no business shall be transacted at an adjourned
meeting other than business left unfinished at the meeting at which the
adjournment took place.
18.2 Where a meeting is adjourned for 14 days or more, a like notice of the
adjourned meeting shall be given as in the case of the General Meeting.
18.3 Except as provided in sub-clause (1) and (2), it is not necessary to give notice
of an adjournment of the business to be transacted at an adjourned meeting.
19. Voting
Except where otherwise specified in these rules, all voting at a General Meeting
of the VWCA shall be determined on a show of hands and unless before or on
the declaration of the show of hands a secret ballot is demanded, a declaration
by the Chairperson that a resolution has, on a show of hands, been carried or
carried unanimously or carried by a particular majority of lost and an entry to
that effect in the Minute Book of the VWCA is evidence of the fact without
proof of the numbers or proportion of the votes recorded in favour of or against
that resolution.
19.1 At any General Meeting of the VWCA each Affiliated Member has only one
vote.
19.2 All votes shall be given personally
19.3 At any General Meeting of the VWCA each member shall be entitled to appoint
another member of an Affiliated Club or VWCA to attend in person her/his
proxy delegate by notice given to the Executive Officer before the time of the
meeting in respect of which the proxy is appointed

19.4 In the case of an equality of voting on a question, the Chairperson of the
meeting is entitled to exercise a second or casting vote.
20. Secret Ballot
20.1 If at a meeting a secret ballot on any question is demanded by not less than
three members it shall be taken at that meeting in such a manner as the
Chairperson may direct and the resolution of the ballot shall be deemed to be a
resolution of the meeting on that question.
20.2 Voting on matters of a personal nature shall always be by secret ballot
21. A poll that is demanded on the election of the Chairperson or on a question of
an adjournment shall be taken forthwith and a poll that is demanded on any
other question shall be taken at such time before the close of the meeting as the
Chairperson may direct.
22. A member is not entitled to vote at any General Meeting of the VWCA unless
all moneys due and payable stipulated by the VWCA have been paid.
23. Council Power
23.1 The affairs of the VWCA shall be managed by the Council constituted as
provided in Rule 25.
23.2 The Council -
a. shall control and manage the business affairs of the VWCA.
b. may, subject to these rules, the by-laws, the regulations and the Act
exercise all such powers and functions as may be exercised by the
VWCA other than those powers and functions that are required by these
rules to be exercised by General Meetings of the members of the
VWCA, and
c. subject to these rules, by-laws, the regulations and the Act has power to
perform all such acts and things as appear to the Council to be essential
for the proper management of the business and affairs of the VWCA.
24. Officers of the VWCA
24.1 The Officers of the VWCA shall be -
a. A President
b. Vice-Presidents (no more than 3)
c. An Executive Officer
24.2 The provisions of Rule 29 so far as they are applicable and with the necessary
modifications apply to and in relation to the elections of persons to any of the
offices mentioned in sub-clause (1).

25. Constitution of Council
The Council will consist of
a. The Officers of the VWCA
b. Match Result Secretary
c. Pennant Secretary
each of whom shall be ex-officio members and elected at the Annual
General Meeting of the VWCA each year, subject to the provision of
Rule 29.
d. Delegate Members
Each Delegate Member of the Council shall hold office until the next
Annual General Meeting or until the Affiliated Club or Association
which she/he represents advises the Executive Officer of her/his
replacement.
e. Life Members
26. Quorum and Procedure at Council Meetings
26.1 The Council shall meet at such place and such time as the Council may
determine
26.2 A simple majority of Members of the Council constitute a quorum for the
transaction of the business of a meeting of the Council.
26.3 No business shall be transacted unless a quorum is present and if within half an
hour of the time appointed for the meeting a quorum is not present the meeting
shall stand adjourned to the same place and at the same hour of the same day in
the following week unless the meeting was a Special Council Meeting in which
case it lapses.
26.4 At meetings of the Council
a. the President or in her/his absence the Senior Vice-President shall
preside, or
b. if the President and all the Vice-Presidents are absent, such one of the
remaining members of the Council as may be chosen by the members
present shall preside.
26.5 Questions arising at a meeting of the Council or any sub-committee appointed
by the Council shall be determined on a show of hands or if demanded by a
member by a poll taken in such manner as the person presiding at the meeting
may determine

26.6 Each Council member present at a meeting of the Council is entitled to one vote
and in the event of an equality of votes on any question, the person presiding
may exercise a second or casting vote.
26.7 Subject to sub-clause (2) the Council may act notwithstanding any vacancy on
the Council
27. Proxy Delegate
At Council and VWCA meetings each delegate member shall be entitled to
appoint another member of an affiliated club or VWCA to attend in person as
her/his proxy by notice given to the Executive Officer before the time of the
meeting in respect to which the proxy is appointed.
28. Casual Vacancies
In the event of a casual vacancy in any office or Standing Committee the
Council may elect any registered member of an Affiliated Club or Association
or Individual Member to the vacant office and the member so elected may
continue in office up to and including the conclusion of the Annual General
Meeting next following the date of her/his appointment.
29. Grounds for Termination of Office
For the purposes of these rules the office or an Officer of the VWCA or a
member of a Standing Committee or if a Delegate Member of Council becomes
vacant if the Officer or Member,
a. ceases to be a member of the VWCA
b. becomes an insolvent within the meaning of the Companies (Victoria)
Code,
c. resigns her/his office by notice in writing given to the Executive
Officer, or
d. in the case of a Delegate member if she/he is replaced by the Affiliated
Club or Affiliated Association which she/he represents.
30. Standing Committees
30.1 All members of the Affiliated Clubs and Associations, and the Individual
Members who are financial and not currently suspended or disqualified shall be
eligible for election as officers or officials of the Council or members of
Standing or ad-hoc committees,
30.2 Standing Committees as set out in the by-laws shall be elected at the Annual
General Meeting,

30.3 Nomination for the position of Office Bearers and Officers of the VWCA and
for the Standing Committees of the VWCA shall be
a. made in writing, signed by one delegate member from each of two
Affiliated Clubs of the VWCA and accompanied by the written consent
of the candidate (which may be endorsed on the form of nomination)
and
b. delivered to the Executive Officer of the VWCA and not later than one
calendar month before the Annual General Meeting.
30.4 If the number of nominations received is equal to the number of vacancies to be
filled the persons nominated shall be deemed to be elected.
30.5 If the number of nominations exceeds the number of vacancies to be filled a
secret ballot shall be held.
30.6 The secret ballot for the election of members or officers, Office Bearers and
Standing Committees of the Council shall be conducted at the Annual General
Meeting in such usual and proper manner as the Council may direct.
30.7 If no nomination for any particular office or committee has been received for
the Annual General Meeting nominations shall be required and shall be voted
on at the next Council meeting.
30.8 A vacancy which exists after the August Council Meeting will be notified to
Council with the minutes of that meeting. Any nominations are to be received
by the Executive Officer within 7 days of the next Council meeting and any
voting required will take place at that meeting
31. Minutes
The Executive Officer or delegate officer of the VWCA shall keep minutes of
the resolutions and proceedings for each Council meeting in books provided for
that purpose together with a record of the names of persons present at Council
meetings.
32. Executive Officer
32.1 The Executive Officer of the VWCA shall
a. Collect and receive all moneys due to the VWCA and make all
payments authorised by the VWCA, and
b. keep correct accounts and books showing the financial affairs of the
VWCA with full details of all receipts and expenditure connected with
the activities of the VWCA.

33. Removal of Council Members and Standing Committee Members
33.1 The VWCA in Special General Meeting may by resolution remove any member
of the Council and Standing Committees before the expiration of her/his full
term of office and appoint another member in her/his stead to hold office until
the expiration of the term of office and appoint another member in her/his stead
to hold office until the expiration of the term of the first mentioned member.
33.2 Where the member to whom a proposed resolution referred to in sub-clause (1)
makes representation in writing to the Executive Officer or President of the
VWCA (not exceeding a reasonable length) and requests that they be notified to
the members of the VWCA, the Executive Officer or President may send a
copy of the representation to each Affiliated Club or Affiliated Association of
the VWCA or if they are not so sent the member may require that they be read
out at the meeting.
34. Signing of Negotiable Instruments
All cheques, drafts, bills of exchange, promissory notes and other negotiable
instruments shall be signed by two officers of the VWCA
35. Common Seal
35.1 The Common Seal of the VWCA shall be kept in the custody of the Executive
Officer
35.2 The Common Seal shall not be affixed to any instrument except by the
Authority of the Council and the affixing of the Common Seal shall be attested
by the signature either of two officers of the VWCA or of one officer of the
VWCA and of the Public Officer of the VWCA
36. Alteration of Statement of Purposes and Rules
These Rules and the Statement of Purposes of the VWCA shall not be altered
except in accordance with the Act.
37. Service of Notices
37.1 A notice may be served by or on behalf of the VWCA upon any member either
personally or by sending it by post to the member at her/his address shown in
the Register of Members.
37.2 Where a document is properly addressed, prepaid and posted to a person as a
letter, the document shall unless the contrary is proved be deemed to have been
given to the person at the time at which the letter would have been delivered in
the ordinary course of post.

38. Winding Up
In the event of the winding up or the cancellation of the incorporation of the
VWCA the assets of the VWCA shall be disposed of to an organisation or
organisations of similar purpose designated by the Council
39. Custody of Books and Other Documents
Except as otherwise provided in these rules the Executive Officer or her/his
designated representative shall keep in her/his custody or under her/his control
all books, documents and other such sources as the Council determines.
40. Sources of Funds
The funds of the VWCA shall be derived from annual affiliation fees,
registration fees, donations and other such sources as the Council determines.
41. The accounts of the VWCA shall be audited at least once during each financial
year by a duly qualified Auditor who is not a member of the VWCA.
