ANNUAL CONFERENCE Our 44th Annual CCAC Confer- ence will be held at the recently renovated DoubleTree by Hilton Hotel Golf Resort Palm Springs on April 11-14, 2017. You don’t want to miss this opportunity to learn and network with your fellow col- leagues. The hotel block at the host hotel has been sold out. The next hotel that has been secured for us is the Embassy Suites, Palm De- sert. You will need to call the hotel directly at 760-340-6600 and reference California City Clerk Association when making your reservations to receive the dis- counted negotiated group rates. Depending on the numbers of folks at the overflow hotel, shuttle services may be arranged between the hotels. If you have not registered, please do so immediately and come join us! The course content and the activities planned for all of you are top-notch. CCAC President’s Message Cont.

As your CCAC 2nd Vice President, I serve as the Membership Chair for our organization. Now that we’re a full 90-days into 2017, I’ve got some good news and I’ve got some bad news. The good news is that just over 500 members have officially renewed their CCAC membership for 2017 and paid their dues.

The bad news is that we have over 1050 active mem-ber profiles and we are still 50% unpaid. CCAC uses our membership dues to fund scholarships for the Technical Track for Clerks and the Master Municipal Clerks Academy, provide Regional educational pro-grams, and promote ongoing professional develop-ment through the annual Conference and other training options.

The Association prepares its annual budget based on our membership numbers. As we all know from our agencies’ own budget cycles, whenever revenue drops below budgeted projections, services have to be cut in order to balance expenditures against in-come. While we’re not at that point and CCAC enjoys a healthy fund balance at this time, it remains important that every member take the time to not only renew their membership each January, but fol-low through and pay their annual dues.

Membership has many benefits beyond potential scholarships. Members who are current with their dues pay a reduced rate for the Annual Conference and other trainings, such as TTC and the MMCA. In addition to providing leadership and management training opportunities, enhancing levels of service responsive to the growing demands within our or-ganizations, fostering proactive programs to promote effective legislation, and promoting networking among members, the objectives of the CCAC are to:

Promote the interests of City Clerks. Promote professional administration and educa-

tion of City Clerks' offices. Promote uniform standards for administering

City Clerk duties. Promote improved standards of efficiency for

City Clerks. Promote better municipal government through

increased cooperation with other municipal officials.

Promote legislation which supports the goals and objectives of the organization.

I don’t know about you, but any organization willing to do all of that to help me succeed deserves my support. If you aren’t sure if you’ve paid your 2017 dues, please feel free to contact me. I can let you know your status, as well as provide a link to login and pay your dues online.

I’ve made some lifelong friends. Another highlight of the trip was a personal inside tour of the City of Seattle Council office by Past IIMC President Monica Simmons; thank you Monica for your hospitality! Safe travels to everyone going the Cathedral City conference this year!

IIMC Athenian Leadership Society The Athenians were leaders who invented the idea of political democracy, philosophy, logic and rheto-ric. They left the world enriched with their ideas. The choice of Athenian in the title of the Leadership Society signals the value of this culture from 2,500 years ago. To be an Athenian Fellow is to hold knowledge and the quest for knowledge in high es-teem. Municipal Clerks at their best exemplify Athe-nian values. The California Athenian Dialogue Committee is working hard to bring you quality educational oppor-tunities that improve our leadership skills, create opportunities for networking and brainstorming, and facilitating a high level of professional leadership. can apply to be a member of the Athenian Leader-ship Society as a Fellow? This is a great achievement and recognition from IIMC. Region 10 Director’s Message - Denise Basham, MMC Greetings from Region 10 (Orange County)! Region 10 consists of all the cities in Orange County along with many special districts. Our first CCAC Regional Training on Thursday, March 2, 2017 was a huge success! A big thank you to our host Kelly Lore, Clerk of the Board for the Orange County Sanitation District in Fountain Valley. Forty attendees (yes, 40!) partic-ipated in a program titled “When You Wonder if That Per-son Will Snap…Recognizing and Understanding Threats and Potential Attacks” presented by Maureen Kane and Dr. Maura Kane. A very sobering but necessary topic presented by two experts on the subject. Thank you Maureen and Maura for spending the morning with us. I would also like to thank Tom Diebert from Netfile who attended as a spon-sor. It is always a pleasure to have him at our meetings. Our next training is scheduled for September 2017. More details will be provided once a date and topic have been decided. See you at the CCAC Annual Conference in Ca-thedral City!

Region 15 Director’s Message - Margaret Wimberly, MMC Spring has definitely sprung in Region 15! The hills are finally back to the deep green hues that we haven't seen in years due to the drought! For me, spring means more time outdoors (after a healthy dose of my allergy meds of course!) and during work hours it means spring cleaning in the office. With the much-needed hand from my administrative assistant, Jen-nifer Schultz, I've been busy organizing

files and boxing up records that have reached the end of their life cycle and getting ready for our City-wide records destruction. Region 15 is not only my birthplace, but also my home for most of my adult life. The Region has such an amazing group of cities that encompass Contra Costa and Alameda Counties, and is

home to some fantastic venues for theater, concerts, my three favorite sports teams (for now), waterways, and amazing open spaces for hiking. One of my favorite cities, Walnut Creek, hosted our Region's education workshop. I can't begin to thank Suzie Martinez and her staff enough for all of the organization they put into it. Dr. Maura Kane, Psy.D, and Maureen Kane, BSN, RN, TTC Institute Director, presented one of the best sessions I have been to in years: When you Wonder if That Person Will Snap…Recognizing and Understanding Threats and Potential Attacks. The security of our workplaces and identifying those who may provide a threat to us and our co-workers is an issue that is often overlooked until there is an incident. Region 15 will host its next education workshop this summer; details are expected to be available in late June.

Did you know that Antoinette’s experience en-compasses both the public and private sectors and focused on Records Manage-ment for a majori-ty of her career? Antoinette fondly has been called a “records geek”! In 1995, Antoi-nette joined the

City of Thousand Oaks as the Records Management Supervisor, working for venerated City Clerk Nancy Dillion. Prior to joining Thousand Oaks, Antoinette’s worked for Occidental Petroleum Cor-poration and Lockheed Corporation. Antoinette has a BS in Business Admin-istration from CSU Northridge and earned her CRM (Certificated Records Manager) credential in 1995.

As the Records Management Supervisor, Antoinette was responsible for the City-Wide Records Management program. A transforming program enhancement oc-curred in 1997, when Antoinette co-led the Imaging System implementation pro-ject (Laserfiche) to replace the mi-crographics operation. Antoinette was assigned additional City Clerk duties and in 2000 obtained her CMC.

REGION 12 In 2001, Antoinette left Thousand Oaks and joined Ictus Consulting. From 2001-2010, Antoinette worked with multiple special districts developing retention schedules and writing Records Manage-ment policies and procedures. Consult-ing allowed her to spend more “mom” time with her children, Cassandra and Christopher.

In 2010, Antoinette re-joined Thousand Oaks as the Deputy City Clerk and was thrilled to work with esteemed City Clerk Linda Lawrence. A career mile-stone was upgrading Laserfiche and de-veloping a custom Laserfiche workflow for the agenda process (2014 Run Smart-er Laserfiche Award recipient). “It was so exciting to receive the Run Smarter award for my agenda workflow and speak at the 2015 Empower Conference, shar-ing my project details and experience with my colleagues,” Antoinette said. Antoinette is a CCAC mentor and is involved with ARMA, where she frequently speaks. In 2015 , Anto inette earned her MMC and started her Master’s in Public Policy and Ad-ministration at Califor-nia Lutheran Universi-ty.

On June 20, 2016, Antoinette joined the City of Ventura (San Buenaventura) as the City Clerk. Antoinette is very eager to begin implementing the Electronic Document Content system (OnBase) which will include an automated agenda process. The retention schedule is in need of updating, so she is looking for-ward to modernizing the schedule format and conducting legal research. Antoi-nette envisions implementing more tech-nology improvements to allow her de-partment of three to be more efficient, which will include updating the Council Chambers equipment and moving from voice voting to electronic voting.

Antoinette and husband Allan (her high-school sweetheart) live in Simi Valley and will be celebrating their 27th anniversary this year. They both enjoy spending time as a “family” and recently added a son-in-law. In her spare time, Antoinette loves baking, relaxing with a glass of wine, and traveling. Antoinette is very grateful for

all of the training, men-toring and advice her colleagues and friends have provided over the years. “Thank you for molding me into being a proud and knowl-edgeable City Clerk!” she says.
