MMCA I am very happy to report there were 38 attendees (seven more than last year) at the February 2017 Master Municipal Clerk Academy held in San Jose, CA. The attendees were comprised of City/Town Clerks, Special District Clerks and two Clerk of the Board of Supervisors. In attendance were 17 first time attendees, 8 second time attendees, 9 third time attendees, 2 fourth time and 2 fifth time attendees! The program was strong and high marks and very positive feedback were received. A hearty THANK YOU to Miller Management & Consulting Group – and to all of the trainers that make the academy possible. I hope to see many of you in April at the Annual Conference! Don’t forget to set your clocks forward one hour on March 12! The League of Califor-nia Cities held its quar-terly Board meeting last week on February 23-24, 2017. Below is a brief recap of the meet-ing highlights. Given the volume of the relevant documentation provid-ed to the Board, please contact me directly if you would like addition-al information on any of these items and I will be happy to share.

Strategic Goals Update – The Board received an update on the following strategic priorities for 2017.

1. Increase Funding for Critical Transportation and Water Infrastructure. Provide additional state and federal funding and local financing tools — such as reducing the vote threshold for local initiatives — to support California’s economy, transportation (streets, bridges, trade corridors, active transportation and transit) and water related needs (supply, sew-er, storm water, flood control, beach erosion, etc.) including maintenance and construction. Support appropriate streamlining of storm water regulations and CEQA to avoid duplica-tion and reduce litigation.

2. Develop Realistic Responses to the Homeless Crisis. Increase state and federal funding and support to provide additional shelter and ser-vices to California’s homeless, and advance the recommendations of the CSAC-League Homelessness Task Force.

3. Improve the Affordability of Workforce Hous-ing and Secure Additional Funds for Affordable Housing. Increase state and federal financial support, reduce regulatory barriers, and pro-

vide additional incentives and local financial tools to address the affordability of workforce housing and increase the availability of afforda-ble housing.

4. Address Public Safety Impacts of Reduced Sen-tencing Laws, Protect Local Priorities in the Implementation of AUMA, and Preserve City Rights to Deliver Emergency Medical Services. Provide tools and resources cities need to respond to recent changes in statewide crimi-nal sentencing policies. Protect local priorities during development of regulations and legisla-tion to implement the Adult Use of Marijuana Act. In addition, continue to preserve city rights to deliver emergency medical services (Health and Safety Code 1797.201).

Federal Update and Priorities – The Board approved its federal priorities for 2017 and re-ceived an update regarding federal issues associat-ed with immigration, budget/appropriations, tax reforms and transportation/infrastructure funding. Specifically on the issue of immigration, the League issued a press release indicating that the League’s mission is to preserve local control for cities, it’s up to each city how best to manage their local affairs (including how best to allocate their local law enforcement resources), and because immigra-tion is the responsibility of the federal government, a comprehensive, balanced and bipartisan approach to immigration reform is desired. Legal Advocacy – The Board received an update from Legal Counsel regarding the League’s efforts related to litigation and providing amicus support.

Pension Reform – The Board received a presen-tation regarding the current status of CalPers, op-portunities for additional pension reform, the po-litical landscape associated with the same, and an-ticipated future efforts from the CalPers Board, Legislature and the Governor’s Office.

Greetings and thank you for electing me to represent CCAC Region 11 (Los Angeles County), I am truly honored. I am fortunate that when I reached out for volunteers to help me with Regional activities, I had the good fortune of receiving many offers to join the regional committee. The Region 11 Committee of volunteers are: Miriam Gutierrez, San Fernando; Lisa Pope, Santa Monica; Maria Decanay, Santa Monica; Sheryl Garcia, La Puente; Janet Martinez, Santa Fe Springs; Laura Nie-to, Irwindale; Heather Glaser, Malibu; Tania Moreno, La Cana-da Flintridge; Melissa Crowder, West Hollywood; Cristal McDonald, Carson; Mari Hernandez, Calabasas; and Genoveva Rocha, Pomona. Hello from Region 5 – the Desert Mountain Region! I hope the New Year has started rolling smoothly for each of you and that you, unlike me, have been able to keep that

New Year’s Resolution! (UGH…)

I have been settling in to my new position as Ridgecrest’s City Clerk which I was appointed to in November 2016. I was the Deputy City Clerk prior to November 2016 sup-porting the Clerk’s office along with my other duties; now I am responsible for EVERYTHING clerk related in Ridge-crest … and I LOVE IT! Last year I was the Central Divi-sion Chair for CCAC and I was hesitant about remaining on the CCAC Board as the Region 5 Director because of my, at that time, hopeful appointment to City Clerk. Now, I am so glad that I remained on the Board! I have learned so much and it is one of the best ways to stay involved in OUR organization and affect the future of City Clerks.

When I realized that as a Region Director one of my duties would be to write an article for the Official Word, I have to admit - I was a bit taken back. I have never been a great writer and thought ‘this is going to be the worst part of being a Region Director’ … WOW was I wrong. Thoughts, ideas, and words are coming to my mind with ease. All I had to do was meet the other wonderful city clerks of Region 5 which consists of Adelanto, Apple Val-ley, Barstow, Big Bear Lake, Hesperia, Lake Arrowhead, Lancaster, Leona Valley, Mammoth Lakes, Needles, Palmdale, Ridgecrest, Rosamond, Twentynine Palms, Vic-

torville, and Yucca Valley. I can’t believe what an inspira-tion they have ALL been to me! Every time I send out an email I get the instant and informative responses (this shouldn’t have surprised me - City Clerks ROCK!)

So Region 5 and I set off on a journey to schedule our first training for the Desert Mountain Division and I was over-whelmed at the support that came rolling in. I immediately had two city clerk’s offer to host – Bishop and Hesperia – and we were off to the races in putting on a GREAT train-ing. We ultimately chose Hesperia to host and Maureen Kane and her daughter, Maura Kane, taught us everything we wanted to know about “Recognizing And Understanding Threats And Potential Attacks, When You Wonder If That Per-sons Will SNAP!” I think the best part about attending any training, other than the topical related knowledge you gain, is the networking – to hear from other clerks that you are not alone and that they face the same challenges provides support in ways everyone needs to experience! I encour-age all City Clerks out there to do anything you can to attend training opportunities, no matter the topic, because getting together with your colleagues is well worth it!

I would like to thank Melinda Sayre, City Clerk in Hesper-ia, for hosting the training, feeding us and making sure eve-rything went smoothly. Thank you to Mayor Paul Russ of Hesperia for taking time out of his busy day to great the group and share some words. Thank you to Tom Diebert of NetFile for sponsoring our training and making the ‘short’ drive. Melinda, her staff and the City of Hesperia did an AWESOME job representing Region 5!

I just want to leave you with a final thought … “Happiness is having a large, loving, caring, close knit family in another city” - George Burns. This is definitely how I feel about the Fab-ulous City Clerks in California!

Tom started his second government career ten years ago, after a long career and subsequent re-tirement with the University of California. In June of 2006, he stopped into the office of his friend and future mentor, Leslie Cook, MMC, City Clerk of the City of Santa Cruz. On a whim, Tom asked if she had any openings in her office. She said she didn’t, but that the Planning Department was looking for a Planning Commission clerk, and that it would be a good way to get into the Clerk’s Office in a year or two. Tom was offered the job, and about a year and a half later transferred into the City Clerk’s Department as the new Deputy City Clerk. In 2010, the former City Clerk left Santa Cruz, and Tom became the Interim City Clerk Adminis-trator for a few months, but was unhappy with the position being downgraded from a Department Head to just a part of the City Manager’s office, so he left for a position as District Clerk at Union Sanitary District in Union City. It was a difficult decision, since Santa Cruz is Tom’s hometown, but he realized that if he stayed he would remain unhappy, so he left for Union Sanitary District in Union City.

In the end, though, the commute got the best of him. He was still living in Santa Cruz, and after six months, he started to realize he couldn’t continue to drive over 100 miles a day to and from work. Fortunately, San Jose had a position open as the Assistant City Clerk, the #2 in an office of about 16 people, working with the wonderful Toni Ta-ber, City Clerk and her wonderful staff. It was a great job, and one that Tom felt he was well-suited for. But, after about two years, Tom left once again for a better opportunity – this time in Hollister, CA to become the City Clerk, replacing the irreplaceable Geri Johnson. Shortly after leaving Santa Cruz, Tom earned his CMC certification, and six years later, his MMC. Being able to work with the very best people in their field, from Maureen Kane to Byron Pope, and Jose Jasso to Dawn Abrahamson, Rod Diridon to Colleen Nichol – has been absolutely wonderful. Tom is happily working in Hollister, with an easy commute each day from Watsonville, where he now makes his home with his husband, Jim, and their two rescue dogs, Ollie and Blanca.
