2017 – 2019 Multi Year Training and Exercise Plan
The Multi-Year Training and Exercise Plan (TEP) is the roadmap for counties and state agencies to support each other and maximize efforts. It is also a pathway for the state of Ohio to follow in accomplishing the priorities described in the State of Ohio State Homeland Security Strategy, and is linked to the State Preparedness Report. The TEP is a living document that is reviewed and updated on an annual basis. This tool creates an avenue for counties and agencies to partner in training and exercise initiatives. The TEP is also intended to help strengthen relationships with potential partners in preparedness and response. In all, 74 county EMAs and six state agencies participated this year. This is a large increase from previous years. Grants Update
There have been a few prominent issues that sub-recipients are working through lately. We, in the Preparedness Grants Branch, would like to remind sub-recipients (to keep them from falling into a similar situation) that:
1) Food for executive board/commission meetings to oversee the EMA is not allowable through EMPG. 2) All costs submitted toward any grant must be for a project that begins and ends within the period of
performance. 3) Classes with less than 15 students require pre-approval from the Preparedness Grants Branch to be
paid through any Preparedness Grant. If the class attendance goes below 10 students then it may not be allowable. Approval is contingent on how reasonable the cost of the course remains.
We’d like to remind all sub-recipients, per the Policy Statement Regarding Inventory Records and Required Certifications dated January 16, 2015, any sub-recipients who purchase equipment from any Preparedness Grant Programs are required to submit an annual inventory certification along with a current master inventory listing to the Preparedness Grants Branch no later than January 31 of each year. Although federal inventory requirements remain in effect for the life of the qualifying equipment, sub-recipients are required to submit the certification and master inventory listing to Ohio EMA for three years after the close of the grant in which the qualifying equipment was purchased. This policy applies to the federal fiscal year 2014 grant programs and beyond.
Counties that do not comply with the above federal policy may not be able to draw down funds until the requirement is met. Please work with your Grants Specialist if you have any questions or need technical assistance.

Upcoming Rural Domestic Preparedness Consortium Course
AWR 147 Rail Car Incident Response (8 hour Course)
County EMA Directors and Training Partners, the Rural Domestic Preparedness Consortium (RDPC) has additional funding for their rail car incident response training (would you be interested in hosting this training in any of your rural areas?) The University of Findlay developed this instructor-led awareness-level course to increase the knowledge of first responders in recognizing and characterizing the different types of rail cars, potential leaks, and courses of action to be taken based on initial site assessment. The course will increase participants' knowledge of safety and hazardous conditions that may exist at the scene; and it will allow them to become familiar with safe practices adopted by the railroad industry. G191 ICS/EOC Interface Course, April 10, 2017, North East Ohio Regional Sewer District Course Description: This course is designed for personnel associated with On-Scene Incident Command,
EOCs and Multiagency Coordination (MAC) System entities. The goal of the course is to provide state and local emergency management officials with the knowledge and skills they need to operate an Emergency Operating Center (EOC) and interface it with an Incident Command System (ICS) field operation. It enables the participants to begin developing an ICS/EOC interface for their community by applying Incident Command System (ICS) principles. The course reviews ICS and EOC responsibilities and functions and depends heavily on exercise and group discussions to formulate the interface. This is a “Required” course in the FEMA Advanced Professional Series (APS) G288 Local Volunteers and Donations Management, April 27 – 28, 2017, Brecksville, Ohio Course Description: This free training event supports local governments and their emergency management
partners in preparing for, responding to, and recovering from disaster events at the local level. The course is designed to strengthen the abilities of local jurisdictions to successfully prepare for and handle volunteer and donations management issues that may arise. The course content and activities may also serve as a template, thereby enhancing uniformity in addressing areas of donated unsolicited goods, unaffiliated volunteers, and undesignated cash. This training also provides information regarding the state’s volunteer and donations management responsibilities, which are designed to help build relationships between government and non-governmental organizations. This is an “Elective” course in the FEMA Advanced Professional Series (APS) G272 Warning Coordination, May 2-3, 2017, Licking County Regional Communications Center Course Description: Severe weather is on the way … how do you effectively work with the National Weather
Service and your local media to develop and discriminate effective warnings your community? This 2 day course is the latest in the hazardous weather series of courses produced in partnership with the National Weather Service (NWS). This course is intended to help facilitate that process. Course topics include: The Social Dimensions of Warning Response; Developing Effective Warning Messages; Developing an Effective Community Warning Process; and Working with the News Media to Create a Weather Warning Partnership. In addition to lecture and discussion, the course includes case studies, exercises, and an opportunity for interaction with representatives of the local news media. Target Audience: Emergency management personnel, municipal and corporate, who share some responsibility for or play a role in planning for a disaster. This is an “Elective” course for the FEMA Advanced Professional Series (APS) L449 Incident Command System (ICS) Train-the-Trainer Course, May 2 - 5, 2017, Ohio EMA Course Description: L-449 Incident Command System (ICS) Curricula Train-the-Trainer (MGT906) prepares
participants to deliver EMI's ICS curricula. Enhance your instructional skills and prepare to deliver FEMA's Incident Command Systems (ICS) curriculum. While ICS-100 and ICS-200 courses are addressed, the major emphasis is on ICS-300 and ICS-400. Students will learn from training professionals how to use adult-learning techniques to get the best out of the classes you teach. Students will develop and deliver a training module during the course. This course is 32 hours (four days) and is scheduled through the State Administrative Agency in cooperation with the Emergency Management Institute. OH197 Planning for Access and Functional Needs in Emergencies, May 10-11, 2017, Ohio EMA Course Description: This 2-day course provides participants with the information necessary to utilize disability and access and functional needs-inclusive practices during emergency planning. Course objectives include:
•Define access and functional needs and disabilities and how they differ. •Define key terms related to inclusive planning. •Identify appropriate resources to assist in planning for, and with, adults and children with disabilities and others with access and functional needs.

OH278 Benefit Cost Analysis (BCA) Workshop, May 10-11, 2017, Ohio EMA Course Description: Ohio EMA is hosting a Federal Emergency Management Agency (FEMA) Benefit Cost Analysis (BCA) Workshop. The workshop goal is to educate participants on the software and information needed to perform a BCA on a potential mitigation projects using FEMA’s current BCA software (version 5.2.1). This course will assist participants in developing quality BCAs to use when developing grant applications for the FEMA Hazard Mitigation Assistance (HMA) grant programs. Individuals that are considering applying for HMA funds this year are strongly encouraged to attend this course. robust understanding of the duties, responsibilities, and capabilities of an effective FSC on an All-Hazards Incident Management team. These responsibilities fall into two categories: FSC duties (1) managing the Finance/Administration Section personnel and (2) managing the finances and administrative responsibilities during an incident. Exercises, simulations, discussions, and a final exam enable students to process and apply their new knowledge. Please note: ICS-400 is not required for this course. L110 National Emergency Management Basic Academy (TtT), May 22 - 26, 2017, Ohio EMA Course Description: The Federal Emergency Management Agency (FEMA) recognizes the need to tie
training programs to an established set of emergency management competencies and to a career development program through a progressive training and education system that includes the foundational-level Basic Academy. The Basic Academy provides a structured and progressive framework for acquiring the knowledge, skills and abilities to meet the challenges of an ever-changing emergency management environment. L962 Planning Section Chief (PSC) Course, June 12 - 15, 2017, Cincinnati, Ohio 45248 Course Description: This 4 day course design provides local and state-level emergency responders with a
robust understanding of the duties, responsibilities and capabilities of an effective Planning Section Chief (PSC) on an All-Hazards Incident Management Team. These responsibilities fall into two categories: PSC duties (1) managing the planning cycle and (2) tracking resources and incident status. Exercises, simulations, discussions and a final exam enable students to process and apply their new knowledge (there is no charge to attend this course). L950 Incident Commander Course, June 19 - 23, 2017, Ohio EMA Course Description: This 5 day course provides local- and state-level emergency responders with a robust
understanding of the duties, responsibilities and capabilities of an effective Incident Commander (IC) on an All-Hazards Incident Management Team (AHIMT). These responsibilities fall into two categories: (1) responding to the incident and command needs of the incident, and (2) effectively fulfilling the position responsibilities of an IC on an All-Hazards ICS IMT. Exercises, simulations, discussions and a final exam enable participants to process and apply their new knowledge.

Emergency Management Institute Virtual Tabletop Exercise Program Fiscal Year 2017 REVISED
Purpose: Provide the planned dates and scenarios of the Fiscal Year (FY) 2017, Virtual Tabletop Exercise (VTTX) program to the emergency management community of practice. Background: The VTTX is a series of discussion-based exercises offered by the Emergency
Management Institute (EMI). In FY 2016, the VTTX program collaborated with over 400 community-based groups to train more than 5,000 participants through these 4 hour training events. General: EMI conducts a series of VTTX using a video teleconference (VTC) platform to reach
community-based training audiences around the country and provide a virtual forum for disaster training. The VTTX process involves key personnel from the emergency management community of practice reviewing a pre-packaged set of exercise materials, then convening for a four-hour tabletop exercise discussion of a simulated disaster scenario with a total of 10-15 individual sites. The event allows the connected sites to assess current plans, policies, and procedures while learning from the other connected sites, as they provide their perspective and practice while exercising a similar situation. A VTC system is required for participation, but there is no cost for this program. Exercise Goals: The VTTX enable the participants to exercise their knowledge, skills, and abilities to conduct prevention, protection, mitigation, response and recovery actions.
1.) Prepare participants for a disastrous event affecting their organization or community using a distinct VTTX scenario.
2.) Enable participants to better coordinate their operations with counterparts from federal, state, local, tribal and territorial governments, private sector organizations, and non-governmental agencies.
3.) Provide a virtual and experiential education environment. Exercise Design:
VTTX are designed to engage the participants in a no fault, hazard-specific exercise discussion. The lead facilitation will occur via VTC from the EMI campus, and will be complimented by a dedicated local agency facilitator at each VTC site. The VTTX will be supported by an Exercise and Coordination Facilitation Guide, which will include all required logistical information (room layout, connection instructions, etc.), as well as facilitation and “hot- wash” instructions. Local agencies can adjust generic questions/objectives into SMART objectives for self- evaluation, using HSEEP Exercise Evaluation Guides

FY 2017 VTTX Dates and Scenarios:
Participation Requirements: The VTTX will be limited to approximately 10-15 locations per exercise. Participants must have an appropriate site equipped with VTC capability (not web-based) that can access the Federal Emergency Management Agency (FEMA) VTC site (connection information will be provided by EMI). Participating locations will be responsible for local exercise logistics, and should designate an exercise coordinator to implement the logistical requirements for the exercise. In addition, the location must provide a person capable of facilitating the on-site portion of exercise. Electronic copies of the related exercise materials (Situation Manual) will be provided in advance by EMI. To Apply: Locations interested in participating in the VTTX series should submit an email request to participate in the exercise to Douglas Kahn at [email protected], phone (301) 447-7645, with preferred date of participation. Your email is your program application. When applying, please provide a central point of contact from your organization to work all VTTX issues. Each location will receive a notice from EMI and will be provided with relevant logistical information and exercise materials to set up and facilitate the exercise locally. The FEMA Form 119-25-2 is not required to be submitted until the VTTX is completed.
