IN OUR ADIPEC issue, we focus on safety, fire safety and security in the oiland gas sector. We look at the importance of selecting fire-safe materialsand materials with good reaction-to-fire properties to prevent small fires fromstarting and developing with serious consequences (p27). We also look atstrategies to counter oil and gas cybersecurity threats as the ongoingdigitalisation of the industry introduces a new set of safety and securityconcerns (p28), and flame-retardant fabrics (p21). These and other issues willno doubt come under the spotlight at ADIPEC; we hope to see you there!

FIRE SAFETYThe General Directorate of CivilDefence in Dubai (DCD) hasteamed up with Avaya andConnectIt on a digitaltransformation project toenhance fire response times. Inparticular, the project will allowDCD to upgrade its response andfire prevention capabilities toavoid allocating time andresources unnecessarily to false alarms.The project highlights the

importance of collaborationbetween government and theprivate sector to provide value-added services to citizens, and ispart of DCD’s ongoing efforts tosupport Dubai’s wider SmartCity strategy.Colonel Expert Ali Hassan Al

Mutawa, assistant director,General of the Dubai CivilDefence for Prevention andProtection, said, “With people’ssafety being our top priority, westrive to stay abreast of theindustry’s latest technologyinnovations to deliver exceptionaland efficient services. Ourcollaboration with Avaya will

enable us to improve ourresponsiveness to fire alarms andthus enhance citizens’ satisfactionand happiness.”Sheikha Na’amah Al Qassimi,

Occupational health andworker wellbeing received astrong focus. Giving the keynoteaddress on wellbeing inworkplaces via occupationalhealth services, Prof. MohamedKamel commented, “A healthy workplace is where

workers and managerscollaborate to use a continualimprovement process to protectand promote the health, safetyand well-being of all workers andthe sustainability of theworkplace…a healthy workforceis a prerequisite for sustainabledevelopment and social wellbeingand a major social determinant ofhealth and equity.” He gave sometips on achieving worker healthand wellbeing and concluded,"You cannot be a safe worker ifyou are not a healthy worker.”Other eminent speakers on the

Dr. Ivan Ivanov,from the WHO Headquarters,Geneva, addressed the criticaltopic of Global Initiatives onHealth, Safety and Environmentfor achieving the SustainableDevelopment Goals. Dr. ShaikhaAlfajjam, Head of the ShauibaIndustrial Center, Kuwait spokeabout protecting workers fromclimate change effects. The paneldiscussion, with the theme“Respect the unexpected”stimulated participation from allthe attendees.

The two-day exclusive forumfeatured an exhibition whichshowcased innovations in safety,security and evacuation, withsponsors including Safety FireExperts Co, KARAM, Evac+ChairInternational and G4S Kuwait.Delegates commended the high

standard of the presentations andpanel discussions as well as the“outstanding” networkingopportunities.“It was a great information

platform, the event was wellmanaged and the selection oftopics was good,” commentedone delegate. “It was a great experience… a

The construction market is akey driver of the UAE’seconomy. Despite a slump

in the oil and gas price for the lastfew years, the sector has remainedresilient due to a strong miningindustry across the country andhas been fuelled by spending onmega infrastructure projectsacross the UAE; as a result thequarrying and aggregates industryhas continued to grow year-on-year. With this growth, newregulations have been imposed toensure that quarries are investingin the latest solutions to ensure aminimal impact to theenvironment and surroundingcommunities. Health and safety is a priority

sector in the UAE owing torapidly evolving industries likeconstruction, oil and gas, mining,shipping and commercial. In 2017, the UAE released the

new health and safety diktat tohelp improve workplace safety aswell as ensure fewer job-relatedaccidents. It would be safe to saythat the country has long been thefrontrunner of ensuring higheststandards of workplace safetycombined with world-classtechnology on par with other

countries globally. As capital Abu Dhabi and the

financial capital Dubai continueto build their standards of HSE,the Fujairah Government is alsojoining the leaders to bring insafety compliance to boost bothworker wellbeing as well asrevenue generation. Located in the eastern coast,

Fujairah has gained prominencein the Middle East for trading,storage and bunkering of goodsfrom across the globe, making italso the second largest bunkeringport in the world. This is whatmakes health and safety so muchmore important in Fujairah.Fujairah, in particular, is

endowed with abundant naturalresources such as copper,magnesium, chromite andlimestone. Recently, the UAEFederal Government announcedthe investment of US$913mn forthe mining and quarrying sectionacross the country, 85 per cent ofwhich has been allocated toFujairah Natural ResourcesCorporation (FNRC). Health, Safety & Security

Review Middle East spoke withDr Hithame Elkhodry, IMSadvisor and HSE engineer at

FNRC about both the federal andemirate’s government support toboost the mining sector. The FNRC was established as an

independent entity by EmiriDecree No. 1 of 2009, issued by theRuler of Fujairah, and is thesupervisory body for Fujairah’smining and quarrying industry. Italso conducts studies andgeological surveys to develop rockand mineral sectors and exploit thenatural resources of the emirate.Created to oversee the mining

activities in the emirate andsupport the sector with technicalknow-how from experts, DrElkhodry said that the Fujairahgovernment and the Ruler havesince given full support to buildthe mining sector with the latesttechnologies and with utmostimportance to health and safety inthe sector. For the emirate, mining plays a

significant role in its economyand with many investmentopportunities that the sectorprovides, the health challengesthat come with it cannot beunderestimated.

“Mining can play a detrimentalrole in the environment. Forinstance, one such problem is the

And the exposure todust in mining and quarryingcontinues to be a major risk to thehealth of workers. At FNRC, wemonitor this hazard 24/7 and ourcompetent advisors findimmediate solutions to face these impacts.”FNRC takes HSE very seriously

and this is supported by the latesttechnological advancements thatthe organisation adopts. One such is the use of drones

to monitor the dust hazards.Designed and manufacturedlocally in the emirate, FNRC alsouses the drones for firefightingoperations. “This is the first timeanybody is using drones in

firefighting operations. I believewe are leading the way.”FNRC is not only responsible

for HSE practices in the emiratesbut the organisation alsosupports and encouragescompanies and other localgovernment departments to

monitor and create safetyinitiatives across Fujairah. DrElkhodry stated that with clearHSE rules for the mining sector,FNRC helps local andinternational companies monitorand operate in a safe way.FNRC also regularly conducts

training programmes for itsemployees and quarryingcompanies for managingenvironmental concerns in thesector. As an HSE advisor inFNRC, Dr Elkhodry plays aninstrumental role in advising onall the HSE aspects regardingmining and related sectorsincluding strategies foremergency and evacuation plansand methods.Technology has played a

massive role in aiding FNRC’soperations across the emirate.“We cannot undermine thattechnology has helped developthe mining sector as well asimproved HSE standards in theemirate. We have technology torescue people, monitor hazards,and defend the nation.” �

HSSRME: Can you provide anoverview of workplace safetycompliance in the UAE?Daryl Wake (DW): Both at afederal and emirate level, thereare workplace health and safetyregulations in the UAE. These arethe minimal requirements fororganisations to meet and tocomply with these standards andorganisations are required toprovide appropriate awarenessand support. Furthermore, to raise standards manycompanies in UAE endeavour toimplement internationalstandards such as ISO45000(formerly OSHAS 18001).From our 20 years’ experience

in the GCC region, we see thatmany organisations have theabsolute intent to be compliantbut sometimes there is a lack of

understanding of the safetyleadership skills needed to movebeyond compliance tocommitment.Forced compliance is not the

solution. Willing compliance andcommitment is the desiredoutcome and this is achieved byauthentic leadership at all levelsincluding frontline supervisors. Ittaps into personal values andone’s personal motivations toexhibit care for others and for thework being done. In essence, ithinges on front line workersexhibiting helpful safetybehaviours because ‘around here,it’s just who we collectively are…even when we know no one islooking’.Willing compliance and

commitment is possible toachieve by line managers rolling

up their sleeves and spendingtime observing the work beingdone and giving feedback on itdirectly in the moment (be itsuccess or guidance feedback).

HSSRME: What are some ofthe common workplaceproblems in the UAE and howhas DEKRA helpedorganisations to overcomethese?DW: The most commonworkplace challenges affectingsafety performance which wenormally encounter are –Leadership, Culture andEmployee engagement.After 40 years of safety research

actively supportive of outstandingsafety performance — a culturewhich “makes it easy for people todo the right things”. To create sucha culture, leaders must personallyand purposefully take action toinfluence the organisation’sEnabling Safety Systems (HSEManagement Systems) andSustaining Organisational Systems(HR / People Systems) toeliminate exposure to hazards atthe working interface (e.g. thesharp end – coal face). As anexample, an organisation can havea great policy such as “If anemployee gets injured, the linegets stopped.” It may even be inthe performance goals forsupervisors that the line getsstopped. But if the culture is suchthat everyone knows you don’tstop the line if it’s minor… Theline is not going to be stopped.Culture overrides everything. Ourphilosophy is that leaders ownand create the culture.Our normal approach when

working with our clients is to firstunderstand what is either helpingor hindering their organisation.One of the solutions that we offeris the Organisational CultureDiagnostic Instrument (OCDI)that is predictive of safetyperformance. OCDI scores allowthe organisation’s leaders tobenchmark how theirorganisation ranks in comparisonto hundreds of organisations andidentify appropriate targets forimprovement.Additionally, we support leaders

HSSRME: What is meant by‘Behaviour Based Safety Isn'tDead (it’s just completelydifferent)’ and how so?DW: There are those that say‘BBS’ has run its course or it hasbeen misused and such. There istruth is that BBS has beenmisused at times, however recentindependent research undertakenby the University of Cambridgehas proved that a behaviouralapproach, and in particularDEKRA’s Behavioural AccidentPrevention Process™ (BAPP™)technology is a robust way fororganisations to reduce theexposures that cause injuries.While we did the work to put thedata together, we have been veryexcited to have the independentverification of the University ofCambridge.We have learned that a

behavioural approach amplifiesimprovement in injuryperformance when:• Observations are coached, anda strategy of focusedobservations based on exposure

and historical data is used• Rather than everyone in theorganisation undertakingobservations, the group ofobservers should be big enoughto have impact but smallenough to keep highlyfunctional

• Observers are highly effective inthe conversation they have andthe data they gather

• Organisations rotate the groupof observers to keep themrefreshed and energised

• Organisations have observerswho specialise in areas wherethey know the job and theexposures (e.g. it is best to haveelectricians observing electricaltasks)

• High-quality details arecollected and data is used toremove problematicbehavioural issues

In consolidating these findings,the vision for excellence in‘Exposure Based Safety’ (EBS) isto have a small, rotating andspecialised group of ‘firefighters’(Observers) who are of a size thatthe organisation can support,coach, and mentor to keep theEBS process effective in removingexposure, reducing injury ratesand bring about cultureimprovements.

HSSRME: What are some ofthe interventions that canhelp prevent serious injuriesand fatalities (SIF) in theworkplace?DW: A fundamental concept inoccupational safety for manydecades has been Heinrich’sSafety Triangle. This simply saysthat the frequency of injuriesgoes down as severity goes up –i.e, there are more medicaltreatment cases than lost timecases, and more lost time casesthan fatalities. The Heinrich

Safety Triangle has beeninterpreted by the safetycommunity as telling us that if wereduce the number of less severeinjuries, we will reduce thenumber of more severe injuries aswell – ‘shrink the bottom of thetriangle and you shrink the top’.However, national data over the

past 10 years shows medicaltreatment injuries steadilydeclining, but fatalities remaininglevel. This is inconsistent withhow the Heinrich Triangle hasbeen interpreted and raisesquestions about its validity.Recent DEKRA led studies have

concluded that there are severalvery specific SIF interventionsthat really can make a difference.Some of these being:• Life-Saving Rules (LSR’s) –Organisations should bejudicious about which rulesthey select and how many areselected for the organisation as‘one list does not fit all’.

• Infield verification of CriticalControls – Atul Gawandemakes a compelling argumentin his book ‘The ChecklistManifesto’ that breaking downcomplex, high-pressure tasksinto small steps can radicallyimprove everything fromairline safety to heart surgerysurvival rates.

of making the UAE among thesafest nations in the world, theMinistry of Interior isimplementing a fire and safetymonitoring system where morethan 150,000 vital buildings andfacilities in the country directlylinked to a smart fire safetysystem of the Civil Defencedepartment, where fire warningswill be sent automatically to anoperations room, round the clock.The unique system identifies

the specific type of emergencyand its exact location, and alsoprovides critical buildingintelligence. These features enablethe Civil Defence to deploy the

right personnel and equipment tothe right place, in the shortesttime possible. It is based on apublic-private partnership modelbetween the UAE Ministry ofInterior and Injazat DataSystems. To ensure that thesystem achieves maximumimpact, it requires the widerprivate sector to support withadequate innovation whilstensuring building safety, andprotecting life and property. In most buildings across the

world, conventional fire detectionsystems are constrained by smokedetection technologies. They mayfeature several other tools such asspot-type ionization andphotoelectric detectors,aspirating smoke detectors andlinear projected beam-typesmoke detectors. However, whatreduces their effectiveness is thetime required for the smoke toreach the detector.

Environmental factors such asdust and humidity can createfalse alarms or clog the detector.This is where applying video-based detection technologies,which use intelligent videoanalytics, is critical in the earlydetection of flames – as thecamera can detect a fire as soonas the smoke enters its field ofview and thus does not requirethe smoke to physically makecontact with the sensor.Using video pre-empts the

need to install and operate opticalflame detectors. As a result oftheir dual benefits, videomonitoring systems will deliversignificant time and cost savingsby reducing false alarms. Choose right,prevent fireAnne Steen-Hansen and Karolina Storesund from Bloomsbury Fire Security discuss theimportance of fire-safe materials, and the use of materials with good reaction-to-fireproperties, to prevent small fires from starting and developing with serious consequences.

Bloomsbury has developed guidelines andrecommendations for appropriate fire safetydocumentation requirements for materials coveringvarious products and applications within the industry.

The consequences of fire in thepetroleum industry can be very large.Fires on offshore facilities can start in

several types of equipment and sites. Ananalysis of the 985 fires registered in theNorwegian Petroleum Safety Authority’sdatabase between 1997 and 2014 showed thatapproximately 67 per cent of the incidentswere registered as fires or explosions that didnot involve hydrocarbons. About one-third ofthe fires happened in the ancillary systems,which cover a wide range of functions. Six ofthe 985 events were categorised with thehighest severity level, with a great potentialfor serious accident or fatalities – three ofthose occurred at offshore facilities. Sixty-sixof the fires took place in living quarters. This shows that serious incidents related to

fires do not occur very often. However, someof the reported incidents could havedeveloped into fires with disastrousconsequences. This stresses the need forcontinued efforts to increase the safety and tofocus on the barriers that prevent escalatingevents. The right choice of materials incomponents, construction and furnishing isan important barrier to prevent the fires fromstarting, and prevent small fires fromdeveloping into larger fires that will be

difficult to control. The HSE regulations in the Norwegian

petroleum sector are primarily performance-based. The materials used on the Norwegiancontinental shelf must meet the fire safetyrequirements given in the facilities regulations.These regulations give requirements to theperformance of materials and the relatedguidance documents describe acceptablemethods for documentation of reaction-to-fire properties. The facilities regulationsdescribe important principles in the selectionof materials in or on plants, and the guidelinesspecify which test methods should be used todocument the fire properties. This list of testmethods has not been updated in many years,it contains several outdated methods, andseveral of the references do not set criteria forapproval of products. RISE Fire Research AS (former SINTEF

NBL AS and SP Fire Research AS) publishedrecommendations about how to interpret theregulations and other specifications (e.g. theNORSOK standards) in 2008, which havebeen frequently used within the industry.These recommendations for testing anddocumentation are now updated. Theyinclude references to new and updated teststandards and are published in English. The

recommendations can also be useful for otherindustrial applications of combustiblematerials all over the world, both for on andoffshore plants. RISE Fire Research AS is in close dialogue

with industry and suppliers about thedocumentation, test methods and criteria tobe used for installations in the North Sea. Ithelps the parties to meet the regulations, andto maintain a satisfactory level of fire safety. Itis up to operators to determine whichdocumentation they will require for differentproducts, based on requirements given in thefacilities regulations and the NORSOK-standards. The company has developedguidelines and recommendations forappropriate fire safety documentationrequirements for materials covering variousproducts and applications within theindustry. The recommendations are based onan assessment of the fire risks in differentareas of offshore installations, combined withour knowledge of materials’ reaction-to-fireproperties, as well as knowledge of howselected test methods can be used sensibly. each year in unanticipateddowntime, and that number isprojected to increase sharply.When a plant shuts downunexpectedly, it takes three tofour days to get everything startedup again. These are soberingbusiness continuity-related lostrevenue numbers.The more connected nature of

oil & gas operations, driven inlarge part by the IndustrialInternet of Things (IIoT) andrelated digitalisation trends,although beneficial to bottomlines, introduces an element ofcyber-risk that should be addressed.Cybersecurity is now a cost ofdoing business. The question is,what is the optimal approach?When considering the issue of

cybersecurity and its impact onbusiness continuity, several typesof threats come into play. Thefirst is the exposure of employeesto outside emails. More than 400businesses every day are exposedto email “spear-phishing”schemes draining US$3bn frombusinesses over the last threeyears. The percentage of emailsthat contain potential businessdisrupting malware today standsat one in 131, the highest rate infive years. A second issue involves attacks

by organised groups on criticalinfrastructure. Oil & gas facilitiesare increasingly consideredcritical national infrastructure. Assuch, they are targeted not onlyby malevolent individuals butalso by organisations that usecyberattacks as weapons to beused to weaken nation states andother global institutions.A third element to consider is

the proliferation of mobiledevices. Cell phones, tablets,laptops and thumb drives in thehands of practically every oil &gas industry employee worldwidecreates a need for thedevelopment of more modernand robust security policies. Theadded connectivity of thesedevices makes it easy foroutsiders who guess or stealpasswords to penetrate thecontrol environment.Fortunately, there are several

steps that oil & gas companiescan pursue in order to minimisethe threat to cyberattack-drivendisruptions to business continuity:• Building firewalls to keepoutsiders from entering thecorporate network and gainingaccess to control systems. Thiswill work in environmentswhere entry points into thesystem are somewhat limited.However, in an IIoT world,cybersecurity will need to bebuilt into every control system

hardware and softwarecomponent, protecting everynode that has computingcapability.

• A gradual approach tostrengthening cybersecurityinfrastructure. Responsiblecontrol systems manufacturersare now designingcybersecurity into everymodule they build and deliverso that clients don’t have toconcern themselves withbuilding in cybersecurity afterthey purchase a new product.

• The education of employees. Acybersecurity-aware cultureneeds to be developed withinoil & gas organisations to helpemployees understand orappreciate the main risks, sothat operations can be run in asecure manner (including basicpassword management orchangeover management).

Such an environment shouldaudit and enforce cybersecuritybest practices on a consistent andeffective basis, utilising availablesupervision and detection tools,so that exposure to risk can beminimised. The priorities of theIT and industrial controldepartments need to be aligned.Employees and vendors comingin need to be aware of the securitypolicies or risk being deniedaccess to sensitive equipment andoperations software. �

transport test flight of a fullyassembled subsea capping stackfor the first time.The newly demonstrated

expertise has the potential tosignificantly reduce capping stackmobilisation times, and representsthe realisation of a major objectivefor OSRL and all those involved inits Subsea Well InterventionServices (SWIS).Matt Clements, OSRL’s director

of SWIS, said, “At OSRL, part ofour mission is to constantlyidentify new ways to bettersupport our members and adaptto their changing requirementsthrough new technology,equipment and processes. Fromour leading role working with theSubsea Well Response Project(SWRP), to the recent developmentof our Offset Installation Systemfor subsea wells, to today and therealisation of another majorachievement, we are continuing tolead and demonstrate the value weprovide to our members and the

Subscribers Technical AdvisoryForum (STAF) to understandmembers’ requirements, lookingat various options to reducecapping stack mobilisationresponse times, including anassessment of existing alternativeair freight capping stacks andnew-build proposals. A STAF working group, led by

BP, was established to investigateand develop the best technicalsolution for the AFCS project withOSRL. The recommendation from

the STAF’s investigation conveyedthat expediting mobilisation ofthe existing best-in-class OSRLCapping stacks, developed underthe SWRP, was the preferredsolution. Key for the members wasthe compatibility of the OSRLcapping stacks with the extensivesuite of tooling, including theContainment Solution and OffsetInstallation System, also offeredthrough OSRL.After an extensive logistics study

by Chapman Freeborn, looking atthe members’ areas of operations,the AN-124 was chosen as the

most suitable airframe due to itspayload, self-loading / off-loadingcapabilities and availability on theEuropean spot market.To facilitate the movement of

the capping stack in a singleoperation, OSRL worked withL+M to design and fabricate abespoke frame, with support fromTrendsetter as the originalequipment manufacturer (OEM)for the capping stacks. BothAntonov Airlines and Volga Dneprreviewed and approved thecombined skid/capping stackdesign and physical load for flight.Chris Lund, technical manager

for OSRL’s SWIS team, added,“When every minute counts, thenumber one priority is stoppingthe flow of hydrocarbons asquickly as possible. The ability totransport a fully assembledcapping stack by air is a criticaldevelopment for the industry. Seatransport remains the most likelymobilisation option for themajority of well sites, which is whywe have four capping stacksstrategically located in keyupstream regions – fullyassembled at storage bases withdirect quayside access.
