Growing Economy coupled with Increased Petroleum Products consumption has

uplifted India one notch up to become the 3rd Largest Oil Consumer in the World. India

accounts about 4.5% of Worlds Crude Oil Consumption. But the domestic production

of crude oil and natural gas are not growing at a rate to cope up with the increasing

demand which makes the country heavily import dependent.

Exhibit 1: Crude Oil Imports in India - MMT

ILLUSTRATIVE

The growth of Indian upstream sector was plagued mainly by poorly explored sedimentary basin, declining private and foreign participation,

lack of proper technology and non- transparent policies. In order to reduce the import dependence of the country, the government has taken

many measures to ramp up domestic production like introduction of HELP, 100% FDI in upstream, auctioning of 67 Small Oil and Gas Fields

with newly introduced investor friendly terms, Pricing freedom of gas produced from difficult fields etc. In the case of Midstream many new

pipelines are coming up across different states to provide an unbiased access of hydrocarbons to meet their energy demand. For downstream,

the deregulation of Petrol and Diesel prices along with the increase of automobile population attracts private players who are existing as well

as new to the Indian Fuel retailing segment. The anticipated increase in fuel demand as well as government initiatives like increasing the

customer base of LPG Consumers, Upgradation of automobile fuel from BS-IV to BS-VI by 2020,etc. calls for many green and brown field

refinery projects. The expected futuristic growth of Indian Oil and Gas Sector holds immense conventional as well as novel opportunities for

the investors to explore.

Business Case

Indian Oil and Gas Sector is about to witness a revolutionary change with the changing investment climate as

well as shifting of global demand centers to the country. The recent trend reveals the tendency of many foreign

as well as local private players to venture into Indian Oil and Gas Sector which may expose the industry to huge

investment opportunities in the near future.

Indian Upstream Segment has witnessed many new policies as well as administrative

initiatives from the current central government like introduction of HELP, Marketing as well as

pricing freedom for gas produced from difficult fields, Possible relaxation and extension in

PSC for early monetization of Hydrocarbon Discoveries. Along with these the Recent

Discovered Small Oil and Gas Fields Auction -2016 and government’s target to reduce the oil

imports by 10% holds enormous opportunities for the existing as well as new players in

Indian Oil and Gas Sector.

Upstream

Indian Midstream Segment was dormant in the recent past. But it is expected to

have a revival in the near future mainly with the realization of projects like natural

gas grid across the country, Smart Cities and CGD Projects. This hold huge

opportunities in creating as well as the utilization of the pipeline network.

Midstream

Indian is witnessing double digit growth in fuel sales. This is attracting

many foreign as well as domestic private players to venture into fuel

retailing business. The expected increased demand of fuel and the

regulatory mandates to curb pollution like switching over to Euro VI

calls for many brownfield as well as green field projects in refinery as

well as fuel retailing. The efforts of government to move to a gas

based economy is encouraging the usage of natural gas which entails

huge opportunities in setting up as well as de-bottlenecking of

existing LNG Import Terminals

Downstream

“India is set to contribute

more than any other

country to the projected

rise in global energy

demand, around one-

quarter of the total: even

so, energy demand per

capita in 2040 is still 40%

below the world average”

- IEA
