1. INTRODUCTION
The word Administration can be defined as the act of
managing duties, responsibilities and rules of an organization.
Administration plays a pivotal role in redesigning policies and
procedures to achieve new goals and purposes.
The major role of Administration Department of Oil India Limited lies in managing the
state of affairs of its territory to maintain a balance within organization and also a harmonious
relationship with external environment. The various other responsibilities of the department
includes prompt administrative support to attend the burgeoning day to day field operation
related problem(s) arising out of issues/ grievances of specific locality within operational
vicinity and local people’s increasing expectation as and when required, support and service
to line and service department(s) of the organization.
2. SCOPE OF ADMINISTRATION DEPARTMENT
The role of Administration Department is multifunctional and encompasses various
activities like Field & Township Administration, Guest house management, Planning and
Budgeting, School Management, Passage, Dispatch, Event Management, Executive
benefits, claims, welfare measures and various miscellaneous activities.
2.1 Township Administration Maintaining a clean and hygienic environment and addressing infrastructure related
issues pertaining to the Duliajan Township; maintaining a conducive law and order
situation in coordination with Security Department, Local Police and CISF; management
of OIL’s estate and preventing issues like encroachment on Company premises,
unauthorized occupation of Company bungalows etc. can be summarized as the myriad
range of activities carried by the Department in regard to Township Administration.
2.2 Field Administration The following functions are performed as under:
Liaison with District Administration, Police/Security Authority, Govt. and Non Govt.
Official/organization etc. for smooth operation of Drilling, Production and other
activities of OIL.
Ensure adequate allocation of resources across all activities pertaining to field
operations.
Provide support required by all departments for any administration related issues in
the field.
Participate in identified forums and provide inputs on issues related to Administration
Department (esp. Field Operations).
Attend to public complaints, grievances and field related administrative matters and
matters in respect to Associations and Unions.

Administrative assistance to all 3 (Three) Assets and all Field/project camps.
Arrange Meetings (bipartite/tripartite) and carry out negotiations, discussions with
various bodies/Govt. etc. in connection with field matters.
Administrative coordination during any “Bandh” calls, ER problems, strikes,
disturbances in OIL operational areas.
Holding security review meetings with the District Administrations of Dibrugarh and
Tinsukia for preparedness of gas supply to BCPL’s gas cracker project at Lepetkata.
Administrative assistance and formalities in any accidents involving company
executives while in operational duty and elsewhere.
2.3 Establishment Section
2.3 a) Guest House Management Oil India Limited leaves
no stone unturned to provide
the best kind of hospitality to
its guests and company
officials who visit Field
Headquarter Duliajan.
Untiring efforts are being
made by the Department for
up gradation and improvement
of the services and facilities
being delivered at the guest
houses. The guest houses
being managed by
Administration Department at
Duliajan are Zaloni Annexe
Guest House, Percy Evans House, F32, VVIP Bungalow F1, F14, F34 and DPS guest
house. In addition to OIL’s own guest houses it have tie up with other hotels and lodges
in Duliajan, Dibrugarh and Tinsukia to accommodate guests as and when required.
Besides the aforesaid guesthouses, Administration Department also manages the Holiday
home in Gangtok (Chumbi Residency) and the Executive Guest House at Mumbai.
2.3 b) Planning and Budgeting The main functions of this section are to
ensure adequate allocation of resources across all
activities of Administration Department.
This section also monitors execution,
completion and closure of the departmnetal
budget.

2.3 c) Passage Section The main function of this section is to ensure
timely travel services including travel, stay, advance
and foreign exchange in case of foreign travel to the
OIL executives while on tour. Other activities like to
monitor VIP duties, timely processing of vehicle bills
hired by Administration Department, providing
vehicles to District Administration etc.
Moreover this section provides support
services to conduct various meetings mainly in R&D
Complex, RCE’s Office and Fields Conference Room.
2.3 d) Dispatch Section The main function of this section is to manage all
incoming and outgoing mails of the Company and to
ensure timely delivery of all mails.
2.3 e) School Management Oil India H.S. School, Duliajan and Moran is
fully owned & financed by the company. The
Company is extending facilities to the extent
possible for education of its employee’s
children, as well as to the children of nearby
localities. Besides OIHSS, OIL also finances the
Kendriya Vidyalaya, Duliajan and Delhi Public
School, Duliajan. The company monitors the
functioning of these two schools through its
representatives in the Management Committee.
2.3 f) Events Administration Department is responsible for management of all official functions and
events, dignitaries’ visits, seminars and conferences etc.

2.3 g) Executive benefits and welfare measures:
2.3 b) i) Executive Accommodation
The following are the activities carried by the Department regarding executive
accommodation in Duliajan:
• Allotment of bungalows to the executives.
• Maintenance and upkeepment of all bungalows of the township with the help of Civil
Engineering, Electrical Engineering and Field Engineering Departments.
• Maintenance of SAP HR Master Data pertaining to various allowances related to
Accommodation, Transfer grant, Leave maintenance etc.
• Ensuring accommodation to the newly recruited Executives.
• Catering to the needs and requirements of Bachelor Accommodation and leased
accommodation.
• Maintenance and upkeepment of the Company hostels (Ladies and Gents).
2.3 b) ii) Loans and Benefits
Administration Department processes various
types of loans and benefits such as Vehicle loan
(Four wheeler and Two wheeler), Furniture loan,
House Building loan, Children Education Loan,
Medical Benefits, Laptop Scheme, Transfer grants
etc. to name a few.
2.3 b) iii) Medical Benefits
This section of Administration Department
deals with the medical benefits and processing of all
medical claims (as specified in Medical Attendance
Rules) of serving, retired executives and CISF. This
section is also initiated up-dation of OIL Attendance
Medical Policy and awaiting its approval.
2.3 b) iv) Socio Religious Assistance
The Administration Department monitors and supervises Socio Religious Assistance
those were being provided by the Company as per policy.
2.3 b) v) Tour Claim
The Department processes tour claims of both domestic
and overseas official travels of the Executives posted at Fields
Headquarter.

4.7(d) Farewell Administration Department successfully organized farewell functions of the Director,
EDs and GMs who retired during the year.
The farewell functions of Shri Sudhakar Mahapatra Ex. Director (Exploration &
Development), Shri Jayanta Kumar Borgohain Ex RCE, Shri Anup Kumar Gogoi. Ex.
Executive Director (PSS), Shri Nabin Chandra Deka, Ex. Executive Director (HR &A) etc. to

5.3 Future projects • Renovation and refurbishment of IT Conference Room, Fields Conference room.
• Renovation and refurbishment of the Old and Extended Zaloni Annexe Guest House.
6. INITIATIVES OF ADMINISTRATION DEPARTMENT
6.1 Establishment Section:
Some of the initiatives towards smooth settlement of medical claims/ medical referral
cases of separated Executives (superannuated, deceased, early retirement etc.) are as under:
1) The processing times of medical claims for the Retired Executives are done within 3
working days of receiving the same by the section.
2) The Medical Policy for Mentally & Physically Challenged Children was introduced
vide letter Ref. No. OIL/70/6/A-093 dated 01.02.15. The procedure to implement
aforementioned Policy was taken up accordingly and processing of the First case of a
disabled child of a deceased executive, who had retired way back in 2010, is being initiated.
3) The anomaly in the deceased medical policy was rectified vide letter Ref. No.: ED
(HR&A)/31/412 dated 30.06.2016 & ADMN3 (F)/385 dated 01.04.2017. Accordingly the
spouses of the deceased executives were informed and few cases as such of Late Shri
Mothilal, Late Shri Amal Phukan, and Late Shri Pawan Kumar Neog etc. were corrected.

4) Some data of retired/ deceased Executives were not available in SAP and therefore
their spouses were unable to submit their claims. With the help of Personnel Dept, the records
were created in SAP_HR module.
5) A system has been created in the section, wherein now, the medical cards towards
separated Executives are issued immediately after separation from service of the company.
6) An initiative has been taken to allow change/ modification of Medical processing of
retired Executives for other sphere also to avoid inconvenience, considering the location and
processing sphere of the separated executive.
7) In line with Digital India initiatives, most medical claims are now settled through
NEFT with the help of Finance Department.
8) The portal for OIL’s retired Executive is updated with the help of IT Department.
6.2 Township Administration:
1) Electrification/ Illumination of OIL Housing Area where the same has not been
covered earlier.
2) Construction of Perimeter Wall/ Fencing for OIHSS, Duliajan.
3) Re-construction of broken boundary wall surrounding DZ 17 to DZ 40.
4) Construction of boundary wall at D+ vicinity.
5) To construct Toilets at KV, Duliajan.

6.3 Field Administration:
The function of Administration- Field Administration section is to ensure smooth
operation in Field areas in Dibrugarh, Tinsukia and Chariadew District of Assam and
Changlang District of Arunachal Pradesh. Apart from regular bundh and blockade in
operational area, some of the important incident during the last financial year in which Field
Administration played a major role are as follows:
1) Obstruction of OIL’s operation in Tinsukia and Dibrugarh Districts by various
organizations for non selection of their listed candidates in the unskilled category of Oil India
Limited.
2) Dharna by various organizations including All Assam Students’ Union (AASU)- in
front of Peepal Tiniali (near General Office) in protest against Man Management Contract,
Privatization of Coil Tubing Unit and privatization of Tank Farm.
3) Obstruction by local people of Liana Gaon, Bazaloni in laying of Oil Pipeline from
2nd
February,2016 to 21st October, 2016 demanding blacktopping of village road.

4) Frequent blockades at Loc: MFJ, Moran by local people demanding compensation for
sound pollution, blacktopping of village roads and other unjustified demands.
5) Obstruction of OIL’s operation at OCS-2, Mohmari by members of Dibyajyoti Mahila
Samitee, Mohmari and local peoples demanding street lights for village road, protective
railing in Gabhoru Bridge and blacktopping of road.
6) Indefinite strike called by hired bowser drivers after local people of North Balijan
Area manhandled one of the bowser drivers as because the bowser on its way to loc: TAI,
Chabua met with an accident and injured a lady.
7) Blockade at Barekuri EPS, Barekuri by local people demanding immediate settlement
of land sale issue.
8) Satyagraha program staged by All Assam Students’ Union (AASU) in front of Main
Industrial Gate in protest against Central and State Government’s decision to auction 12 nos
of marginal oil fields of Assam.
9) Obstruction of OIL’s operation at Makum#50 by local people demanding land and
surface compensation for laying of pipe r`track. However, with the help of district
administration, the issue has been fast tracked for a satisfactory result with cooperation from
the local people.
Note:
a) During all bandhs/blockades, initiatives are taken Administration (Field
Administration Section) in coordination with Production, Drilling, Logistics, Security and
Employee Relations department for smooth movement of company employees to respective
locations and well sites.
b) As a preventive measure, Administration-Field Administration section constantly
liaises with District Administration to address the problems in field areas of Oil India
Limited.
c) Field Administration also provides support to District Administration during natural
calamities like floods in OIL’s operational areas.
d) Apart from the above field activities, Field Administration has also under taken few
projects for development of OIL Township:
- Construction of Heavy Vehicles Parking Yard and alternate exit from the Main
Industrial Area (behind Materials Department) to avoid traffic congestion in the
township, is in progress.
- Up gradation of road from Duliajan Railway Crossing to Tipling Tiniali is in
progress.
- Up gradation of road from Jayanagar Tiniali to Tipling Tiniali via Duliajan College
including drainage system and footpath is in progress.

8. ACKNOWLEDGEMENT
We are grateful to CMD and the functional Directors for their support, guidance and
valuable advices from time to time. Our heartfelt thanks and gratitude to RCE for his advices,
help and continued support in our endeavor towards delivering different assignments on time.
We also sincerely acknowledge the help and co-operation extended by the various
Departments in dispensing the Administrative functions on time and effectively. We hope
that our accomplishments to create a congenial atmosphere of work life balance which would
further strengthen our resolution to take service delivery and solving field related problems to
higher levels in the years that lie ahead which in turn will help in facing various challenges
by employees of OIL while striving for enhancement of production of crude oil and natural
