BACKGROUND OF AGENDA ITEM:
The meeting will be called to order by the Chairperson, or designee, of the Oklahoma City Public Schools Board of Education.
The Board Clerk, or Deputy Board Clerk, will call the roll, recording which voting Board members are in attendance and taking
note whether a quorum exists, or not. A quorum consisting of a majority of the current sitting board membership shall be
necessary to conduct business at a meeting of the Oklahoma City Public Schools Board of Education. In the event that a quorum
is not present, a Board meeting cannot be convened, thus the meeting shall be canceled.

BACKGROUND OF AGENDA ITEM: Keith Sinor, Director of Athletics, will recognize the Frederick A. Douglass High School Boys Basketball Team. The Trojans
captured the Class 4A State Championship with a 57-45 win over Ft. Gibson. The 2016 Championship was the Trojans 6th
championship in 7 years, becoming the only team in state history to accomplish this feat.

Deisy Escalera, Comm unity Relations Manager , will recognize two Classen School of Advanced Studies students for being
named 2016 Young Talent in Oklahoma Senior Portfolio Winners. Genevieve Gordon was awarded 1st place and Zane
Wegrzyn was awarded 7th place.
Young Talent in Oklahoma is an annual statewide high school art exhibition (grades 9-12) and high school senior portfolio
competition. The top 10 senior portfolios earn scholarships and prizes. This year’s Young Talent in Oklahoma competition
attracted more than 1,300 artwork entries from 33 high schools in Oklahoma, displaying some of the top talent that the state has to

BACKGROUND OF AGENDA ITEM:
Deisy Escalera, Commun ity Relations Manager, will recognize this month’s art recognition program winner. Each month a
selected student’s artwork will be displayed at the front of the school board auditorium. The winning student artist will be
recognized and presented with a $50 reward from the Teacher’s Credit Union for their efforts. The artwork would hang for up to
1 month before it is returned to the student. This month we will recognize Angie Santi ll ian , 8th grade student at Belle Isle
Enterprise Middle School. Her work is titled “The Orchids.”

BACKGROUND OF AGENDA ITEM:
Public comments will be heard only during the designated Public Comments portion of the Agenda at all regularly scheduled
meetings of the Oklahoma City Public Schools Board of Education (hereafter referred to as "Board").
Public Comments shall not be heard at emergency, or special, meetings of the Board.
Citizens of the district, including delegations or individuals, have the right, and are encouraged, to attend meetings of the Board
and to listen to and observe its deliberations. In the interest of orderly conduct of Board meetings, spontaneous discussion fromthe floor shall not be permitted. The individual dignity of Board members, district employees, students, and all persons in
attendance at Board meetings shall be respected; accordingly, no persons in attendance at Board meetings shall be subjected to
abuse through these proceedings.
Citizens are requested to seek resolution of specific problems at the school site or most appropriate central office level. Persons
are encouraged to write to the Board or the superintendent with general questions, concerns, suggestions or to obtain information
about the district. Each person will receive notice of the receipt of his or her written correspondence, which may include a
response.
In order to maintain open lines of communication, the Board provides time for citizen comments during regular monthly business
meetings.
Individuals who w ish to speak at a Regularly Scheduled Board meeting are required to complete a Public Comm entsSign-up Form before the Board meeting convenes.
An Oklahoma City Pub lic Schools staf f m em ber w il l be at a tab le in the foy er outs ide the meeting auditor ium with
Public Comm ent Sign-up Forms between 5:00 p.m. and 5:30 p.m. on the day of the m eeting. This is the only tim e
forms m ay be submitted to request to make public comments at Board meetings .
Any person who is a resident, employee, or an official representative of a recognized group or organization of this school district
may address the Board for a maximum of three (3) minutes, when granted permission by the Board Chairperson. Where several
people and/or delegations wish to address the same subject, a spokesperson must be selected. Unless otherwise provided for,
Public Comments will only be allowed during periods specifically allotted for that purpose.
All persons who speak at Board meetings are to meet all provisions of this policy. School board policies, state law and federal law
have established separate and distinct procedures and forums for collective bargaining issues, and for the resolution of employeegrievances, employee complaints, employee suspensions and terminations, complaints against individual employees, pupil
suspensions and appeals, political campaigns, and litigation. To avoid circumvention of those separate proceedings and ensure
fairness to all parties concerned, no person will be allowed to speak regarding the following: (1) an issue subject to collective
bargaining; (2) an issue in a pending lawsuit, complaint or investigation filed with an outside agency, wherein the school district,
employee(s) or the Board is party; (3) a pending grievance; (4) pending employee complaint filed with the school district or an
outside agency; (5) complaint against individual employee(s); (6) employee disciplinary action, suspension, or termination; (7)
pupil suspension or appeal which may ultimately reach the Board of Education; or (8) a solicitation for business for the District to
buy a product or service. Additionally, no person who has publicly announced or filed as a candidate for public office may speak
during this session. All meetings of the Board of Education shall be open to the public, and any regular meeting shall include an
opportunity for the public to address the Board. Presentations under “Public Comments” are limited to three (3) minutes. The
Board Chairperson may interrupt and terminate any presentation that is not in accordance with any of these criteria.
Board members may not respond to speakers’ comments. The superintendent is expected to provide a written response to the
speaker and to inform Board members of the response.

The Board of Education of Independent School District Number 89 of Oklahoma County, Oklahoma, met in regular session
in the Board Room of the Administration Building at 900 North Klein, Oklahoma City, Oklahoma, in said School District, on the 25th
day of April, 2016, at 5:30 o'clock P.M.

County, Oklahoma for the calendar year 2016 having been given in writing to the County Clerk of Oklahoma County, Oklahoma at
8:02 o'clock a.m., on the 15th day of November, 2015, and REVISED 2016 Schedule of Regular Board of Education Meetings
having been given in writing to the County Clerk of Oklahoma County, Oklahoma at 8:21 o'clock a.m., on the 18th day of February,
2016, which was more than 10 days prior to this meeting, and public notice of this meeting, setting forth the date, time, place and
agenda was posted at the office of the Board of Education in said School District in prominent view and open to the public
twenty-four (24) hours each day, seven (7) days each week at ___ o'clock p.m., on the ___ day of April, 2016, being twenty-four

A RESOLUTION FIXING THE AMOUNT OF GENERAL OBLIGATION BONDS OF 2016 TO MATURE EACH
YEAR, FIXING THE TIME AND PLACE THE BONDS ARE TO BE SOLD, ESTABLISHING OTHER DETAILS OF THE
BONDS AND AUTHORIZING THE CLERK TO GIVE NOTICE OF SAID SALE AS REQUIRED BY LAW.
WHEREAS, on the 9th day of October, 2007, pursuant to notice duly given, an election was held in Independent School
District Number 89 of Oklahoma County, Oklahoma, for the purpose of submitting to the registered qualified electors of such
District as Proposition No. 1, the question of the issuance of the general obligation bonds of said District in the sum of
$212,000,000 to provide funds for the purpose of acquiring or improving school sites, constructing, repairing, remodeling and
equipping school buildings and acquiring school furniture, fixtures and equipment for the School District and more particular for the
financing of School Facilities as described in a Resolution calling the election approved by the Board of Education of the District
on August 6, 2007; and
WHEREAS, as shown by the canvass of the returns by the County Election Board of Oklahoma County, Oklahoma, at said
election there were cast on Proposition No. 1 by the registered qualified electors of said School District 14,266 votes, of which
11,187 were in favor of and 3,039 were against the issuance of said bonds, and in addition there were 52 mutilated, spoiled or not
voted ballots; and
WHEREAS, a lawful majority of the registered qualified electors voting on said Proposition No. 1 cast their ballots in favor
of the issuance of said general obligation bonds for School Facilities and the issuance thereof has been duly authorized; and
WHEREAS, on the 9th day of October, 2007, pursuant to notice duly given, an election was held in Independent School
District Number 89 of Oklahoma County, Oklahoma, for the purpose of submitting to the registered qualified electors of such
District as Proposition No. 2, the question of the issuance of the general obligation bonds of said District in the sum of
$21,000,000 to provide funds for the purpose of acquiring or improving school sites, constructing, repairing, remodeling and
equipping school buildings and acquiring school furniture, fixtures and equipment for the School District and more particular for the
financing of Technology equipment and improvements as described in a Resolution calling the election approved by the Board of
Education of the District on August 6, 2007; and
WHEREAS, as shown by the canvass of the returns by the County Election Board of Oklahoma County, Oklahoma, at said
election there were cast on Proposition No. 2 by the registered qualified electors of said School District 14,160 votes, of which
11,085 were in favor of and 3,075 were against the issuance of said bonds, and in addition there were 118 mutilated, spoiled or
not voted ballots; and
WHEREAS, a lawful majority of the registered qualified electors voting on said Proposition No. 2 cast their ballots in favor
of the issuance of said general obligation bonds for Technology equipment and improvements and the issuance thereof has been
duly authorized; and
WHEREAS, on the 9th day of October, 2007, pursuant to notice duly given, an election was held in Independent School
District Number 89 of Oklahoma County, Oklahoma, for the purpose of submitting to the registered qualified electors of such
District as Proposition No. 3, the question of the issuance of the general obligation bonds of said District in the sum of $7,300,000
to provide funds for the purpose of acquiring Transportation Equipment for the School District and more particular for the financing
of Transportation equipment described in a Resolution calling the election approved by the Board of Education of the District on
August 6, 2007; and
WHEREAS, as shown by the canvass of the returns by the County Election Board of Oklahoma County, Oklahoma, at saidelection there were cast on Proposition No. 3 by the registered qualified electors of said School District 14,129 votes, of which
11,006 were in favor of and 3,123 were against the issuance of said bonds, and in addition there were 149 mutilated, spoiled or
not voted ballots; and
WHEREAS, a lawful majority of the registered qualified electors voting on said Proposition No. 3 cast their ballots in favor
of the issuance of said general obligation bonds for Transportation equipment and the issuance thereof has been duly authorized;
and
WHEREAS, on the 9th day of October, 2007, pursuant to notice duly given, an election was held in Independent School
District Number 89 of Oklahoma County, Oklahoma, for the purpose of submitting to the registered qualified electors of such
District as Proposition No. 4, the question of the issuance of the general obligation bonds of said District in the sum of $8,000,000

11,083 were in favor of and 3,020 were against the issuance of said bonds, and in addition there were 175 mutilated, spoiled or
not voted ballots; and
WHEREAS, a lawful majority of the registered qualified electors voting on said Proposition No. 4 cast their ballots in favor
of the issuance of said general obligation bonds for Safety, Security and Equipment improvements and the issuance thereof has
been duly authorized; and
WHEREAS, $202,000,000 of such Proposition No. 1 general obligation bonds for School Facilities have been heretofore
issued; and
WHEREAS, all of such Proposition No. 2 general obligation bonds for financing Technology equipment and improvements
have been heretofore issued; and
WHEREAS, all of such Proposition No. 3 general obligation bonds for Transportation equipment have been heretofore
issued; and
WHEREAS, all of such Proposition No. 4 general obligation bonds for financing Safety, Security and Equipment
improvements have been heretofore issued; and
WHEREAS, the staff has determined and the Board of Education hereby declares that there is a need at this time to issue
the remaining $10,000,000 of the Proposition No. 1 general obligation bonds to finance a portion of the School Facilities
improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF INDEPENDENT SCHOOL DISTRICT
NUMBER 89 OF OKLAHOMA COUNTY, OKLAHOMA:
SECTION 1. That the remaining $10,000,000 of the $212,000,000 Proposition No. 1 School Facilities bonds to be
designated "General Obligation Bonds of 2016 of Independent School District Number 89 of Oklahoma County, Oklahoma", voted
on the 9th day of October, 2007, shall be offered for sale at the office of the Board of Education on May 16, 2016, at 11:00 o'clock
A.M., and awarded on that same date at 5:30 o'clock P.M., said Bonds to become due as follows:

municipal Corporation, Oklahoma City Public Property Authority, a City-beneficiary Public Trust and Oklahoma City Public Schools
for the MAPS 3 Senior Health and Wellness Center No. 2, Project M3-H003. Property is located south of Capitol Hill High School
at 4021 South Walker Ave., Oklahoma City Oklahoma 73109.
The term of this lease shall begin on April 5, 2016 and continue approximately fifty (50) years through December 31, 2066. This
lease may be extended upon the mutual written agreement of the parties.

As consideration for this fifty (50) year lease of the lease premises to Lessees, the City agrees to demolish the currently existing
tennis courts located on the property legally described on Exhibit B attached hereto and incorporated, and construct six (6) new
tennis courts on that same property.

The SAP system verifies that a purchase order is on file and that purchase requisitions preceded the purchase order. The system
has been configured to check for appropriate codes and approvals. The system checks every purchase order. I will certify that the
system is working and accomplishing the above mentioned verifications for the 2015-2016 School Year. I will also conduct
periodical random checks on requisitions/purchase orders.

After a thorough examination of reading, literature, and world languages textbooks by curriculum coordinators, principals, and both
elementary and secondary reading, literature, and world languages teachers throughout the district, the OKCPS Textbook
Adoption Committee recommends the titles listed in the attached for adoption beginning with the 2016-2017 school year and
expiring in 2022.

At the April 25, 2016, Board meeting, District Administration will recommend the Board consider granting approval of the contract
with Scholastic, Inc., for the District's Leveled Reading Program, in accordance with RFP # 9764.
Leveled reading in every elementary classroom will provide: access for students in any grade level to independent and
instructional levels needed to accelerate reading achievement and offer explicit lessons for teachers during the varied Guided
Reading groups as well as provide assessment strategies to facilitate small group instruction and follow-up activities. Successful
independent reading is a direct precursor to better skills acquisition, superior grades, and desirable life related to income,
profession, employment and other attributes. (USDE,2005)
Scholastic will prov ide: Leveled Book Room, Classroom Leveled Libraries, Customized Book Rooms and Classroom Libraries
for Elementary Schools in the Oklahoma City Public School District. Delivery and set-up for the 2016-2017 school year. Trainingand Professional Development will also be provided.

Oklahoma City Public Schools ("District") currently authorizes Santa Fe South's ("SFS") middle and high schools through separate

SFS has requested that the District also authorize the elementary school and combine all three schools (i.e., elementary, middle
and high schools) under one charter school contract.

INFORMATION AGENDA ITEM: This item is being presented to the Board for information only. No action will be requested from

The administration has entered into an agreement with the Oklahoma State School Boards Association ("OSSBA") to convert to its
policy format and services. OSSBA submitted the first draft on March 17, 2015. After a brief presentation from OSSBA, the draft
policies were given to the various departments to review and suggest revisions. The suggested revisions were then submitted to
OSSBA. After several discussions, the administration and OSSBA settled on the final revisions. These draft policies will appear
on each information agenda until July 1, 2016, at which time the administration will request approval by the Board.
The OSSBA policy format differs from the District's current format in several ways, including how the policies are labeled andgrouped. For example, the first letter of each policy will indicate which section the policy belongs to, and the individual policies are
then labeled with an alphabetical system rather than numerical. However, the administration proposes keeping in place the
current labeling system for individual policies (e.g., A-01, A-02, etc.), as we believe it is easier to follow. (The OSSBA labels will
appear in each policy for maintenance purposes.) Also, the policies will be divided into fewer sections, as follows:
A - school district legal status
B - board operations
C - business/support services
D - facilities
E - community relations
F - personnel
G - students
Another advantage of this system is that, when a change in law requires new or revised policies, the District will receive those
new/revised policies from OSSBA.
The administration will share a Google Doc with the Board containing the new draft policies, and the drafts will soon be made
available to the public.
