(1) INTRODUCTION:
National Council for Promotion of Sindhi Language (NCPSL) was established as an Autonomous Registered Body under the
Department of Education, Ministry of Human Resource Development (HRD), Government of India under the Societies Act of 1860
(Section 21) on 26th May, 1994 under Registration No. 1085 Vadodra (Gujarat). The Headquarters of the Council is at Vadodra.
The Objectives for which the Council has been established are:
1. To promote, develop and propagate Sindhi Language.
2. To take action for making available in Sindhi language, the knowledge of Scientific and Technical Terminological
development as well as the knowledge of ideas evolved in the modern context.
3. To advise the Government of India on issues connected with Sindhi Language and having bearing on education as may
be referred to it.
4. To undertake any other activity for the promotion of Sindhi language as may be deemed fit by the council.

To gear up the academic & administrative operations and bring these in line with the objectives as mentioned in the

(4) PROGRAMMES:
1. Indo-Pak Sindhi Mahotsave was organized by the National Council for Promotion of Sindhi Language, Vadodra,
Sindhi Academy, Delhi and Sindhi Council of India from 16th September to 4
th October, 2005 at Delhi. 35 participants
attended the Mahotsave.
2. A Seminar organized by the National Council for Promotion of Sindhi Language, Vadodra, India International Center,
Delhi. Indo-Pak Sindhi Writers Seminar was also organized at Lucknow on 20th September, 2005 at Agra on 21
st
September, 2005 at Hyderabad on 23rd September, 2005 at Bangalore on 24th September, 2005at Mumbai on 25
th
September 2005, at Ahemdabad on 27th and 28
th September 2005, at Ajmer on 29 September 2005, at Jaipur on 30
September 2005, 1st and 2
nd October 2005.
3. “Sindhi Boli and Nayeen Tahi” National level seminar was organized by NCPSL on 20th November 2005 at Jaipur.
4. Gujarat Sindhi youth festival was organized by National Council for Promotion of Sindhi Language on 26th,27
th and
28th February, 2006 at Adipur (Kutchh).
(5) AWARD FUNCTION:
The Prizes Committee of NCPSL in its meeting held on June, 2005 at Mumbai approved introduction of two new “Life
Time Achievement Awards”, Sahityakar Samman & Sahitya Rachna Samman of Rs.50, 000/- each under the Scheme of
Award of Prizes to Sindhi writers. The Committee further approved five Awards for Rs.20, 000/- each under the Scheme of
Award of Prizes to Sindhi writers for literary books & five sponsored Awards of Rs.5, 000/- each Sponsored by: “Sangeet
Kala Mandir” under the Scheme of Award of Prizes to Young Sindhi writers/ Singers/ Artists etc. to promote Sindhi Language
in various parts of the Country as mentioned in Annexure III:
(6) PUBLICATIONS BY INDIVIDUALS WITH THE FINANCIAL ASSISTANCE OF NCPSL:
(A) The following publications have been brought out (during the year) with the financial assistance of NCPSL
(under the scheme of Financial Assistance for publication of books / manuscripts in Sindhi Language.)

(7) BULK PURCHASE OF BOOKS / MAGAZINES / AUDIO - VIDEO CASSETTES / CDS/ VCDS:
For the promotion of Sindhi Language & encouraging writing of books/ magazines/Audio-video Cassettes/CDs/VCDs etc.,
the Grants - in - Aids Committee of Council approved 46 books (as of Annexure I) under the scheme of Bulk Purchase of Books/
Magazines /Audio - Video Cassettes/CDs / VCDs, for free distribution to Schools / Colleges / Libraries / Educational Institutions.
(8) FREE DISTRIBUTION OF SINDHI BOOKS/ MAGAZINES/ AUDIO-VEDIO CASSETTES/ CDs / VCDs.
To promote Sindhi Language in various parts of the Country, the Books / Magazines / Audio - Video Cassettes / CDs/ VCDs
are distributed at free of cost to 150 approved Libraries of Schools / Colleges / Educational institutions.
46 books were distributed at free of cost under the scheme of free distribution of books to libraries of various Schools / Colleges
/ Educational institutions / public libraries etc.
(9) SINDHI LANGUAGE LEARNING COURSES:
Sindhi Language Learning Courses (Certificate & Diploma) were run in different parts of the country in association with 20
Sindhi NGO’s, Educational Institutions, Social Organizations, Panchayats, and State Academies etc. (ANNEXURE –II)
(10) FINANCIAL POSITION:
(i) Balance Sheet for the financial year 2005-2006
(ii) Income & Expenditure Account for the financial year 2005-2006
(iii) Receipt & Payment Account for the financial year 2005-2006
(B) REPORTS:
(i) Revised Budget Estimates for the year 2005-2006, Budget Estimate for the year 2006-2007 & Performance Budget for
the year 2005-2006 were submitted in time.
(ii) Annual Report for the year 2004-2005 was submitted to the Ministry.
(iii) Other Scheduled reports were submitted to the Ministry in time.
(12) AUDIT OF THE NCPSL:
The Audit of accounts of the Council for the year 2005-06 has been conducted by AG office Delhi.
Under Section 20(1) of the CAG’s (DPC’s) Act 1971.
The Audit Report of the year 2004-05 is enclosed.

SCHEDULE 10: SIGNIFICANT ACCOUNTING POLICIES:
1. ACCOUNTING POLICES:
The financial statements are prepared on the basis of historical cost convention and on the accrual method of accounting except
expense on account of salary and other payment to employees.Which is accounted on cash basis.
2. GOVERNMENT GRANT:
Grant received from Central Government is recognized in Income and Expenditure Account amount of grant utilized for
purchase of fixed assets is credited to capital reserve.
3. FIXED ASSETS
a) Fixed assets are stated at historical cost less depreciation.
b) Depreciation is provided on written down value method at the rates specified in the income-tax Act.1961.
SCHEULE:11 CONTINGENT LIABLITIES AND NOTES ON ACCOUNTS:
1. Contingent liability is Nil.
2. Council has sanctioned budget for financial assistance to publisher/writer of Rs. 194296/- on account of which advance of
Rs. 97000/- is paid up to 31-03-2006.
No. provision is made in the accounts in respect of claim of expenditure.
3. Ministry of Human Resource Development, Dept. of secondary and Higher Education, Language –Division appointed
Govind Ballabh Pant Social Science Institute to carry out Peet Review of Council. Final Report on same has been received. A
provision of Rs.50, 000/- for the Review charges Payable has been made in account. Pending final approval of
H.R.D.Ministry.
4. Council has created employees Group Gratuity cum Cash Accumulation Fund with LIC of India for payment of Gratuity
Expenditure on account of Gratuity represent contribution made during the year to this fund.
5. The classification of heads and the financial statements have been prepared as per formal and guidelines given by the
Ministry of Finance for Central Autonomous Bodies vide their D.O letter no. CDN/MF-CGA/98/99 dated 31-08-2000.and
2892/JS & FA (HRD)/3/2002 dated 15.3.2002.
6. Previous year figure are re-cast whenever necessary to make them comparable with current year.
