This report includes the most recent information available. The annual report seeks to provide virtual charter school stakeholders with a summary of key data in the areas of academic performance, organizational capacity, and financial responsibility. The Oklahoma Charter School Act requires authorizers to provide charter school oversight based on an established Performance Framework. This annual report reflects data for Year 1, the baseline year, and for Year 2 of the charter contract term (70 O.S. § 1-137). Enrollment is the starting point for analysis. It puts in perspective the width and breadth with which other information is presented and analyzed. Oklahoma Virtual Charter Academy (OVCA)

In an effort to provide transparency in its oversight practices, the Statewide Virtual Charter School Board (SVCSB) provides an annual report for each charter school it authorizes. This report includes the most recent information available. The annual report seeks to provide virtual charter school stakeholders with a summary of key data in the areas of academic performance, organizational capacity, and financial responsibility. The Oklahoma Charter School Act requires authorizers to provide charter school oversight based on an established Performance Framework. This annual report reflects data for Year 1, the baseline year, and for Year 2 of the charter contract term (70 O.S. § 1-137). Enrollment is the starting point for analysis. It puts in perspective the width and breadth with which other information is presented and analyzed.

English Language Arts (ELA) and Math

Based on highest score, OVCA students from the Graduating Class of 2019 averaged a composite score of 19.0 on the ACT compared to a composite score of 18.9 from the Oklahoma Graduating Class of 2019 with 186 OVCA students participating. The on-time graduation rate for the Graduating Class of 2019 for the State of Oklahoma and Oklahoma schools is not yet published. OVCA’s 2018 graduation rate was 48% compared to the Oklahoma graduation rate of 86%. In 2017, OVCA’s graduation rate was 43% compared to a state rate of 83%. In 2020 OVCA reported 90% of its eligible seniors graduated within the school year. OVCA reported college and career readiness opportunities for the 2019-2020 school year in the following areas:

• Fifty-six students participating in concurrent enrollment, • Thirty students in eleven Oklahoma Career Technology Centers participated in various training

programs, and • Three students entered military commitments.

An additional indicator of academic performance and career and college readiness is the college remediation rate. The chart below indicates the three-year average remediation rate of high school graduating classes 2016 through 2018 for Oklahoma and OVCA students. This rate includes college freshmen taking at least one remedial course in math, English, science, or reading.

Organizational Performance Organizational Structure In the OVCA Application for Renewal of Authorization, the following school design elements are outlined: 1) K12 Curriculum and Services; 2) Targeted, Data-driven Instruction; 3) Synchronous Instruction; and 4) Wrap-around services that includes a tiered system of support.

1) K12 is the major provider of curriculum and services with additional support unique for students receiving instruction through special education or alternate standards.

2) Instruction is delivered in 6-8 week instructional cycles based on data and aligned to state standards through curriculum maps.

3) In addition to asynchronous, independent course sessions, synchronous instruction also occurs in sessions where the student and teacher are online together. Newrow provides the synchronous classroom for Class Connect classes.

4) In the 2019-2020 school year, OVCA reports serving every student through the Community Family Advisors. Community Family Advisors provided additional tier 2 and tier 3 support to 600 students.

Appropriate policies and procedures appear to ensure student access, equity, and safety. OVCA also appears to have adhered to state and federal laws and regulations and to the terms of the charter contract over the course of the school year.

Governance OVCA maintained stability in membership, meeting at least quarterly as required in Oklahoma statute. Compliance with the Open Meeting Act was observed in records and in meetings attended. The OVCA governing board membership is listed on page 1 of this report. Record of Compliance OVCA appears to have maintained records of compliance through the year with the reporting requirements of the State Department of Education (SDE) and SVCSB. High school transcripts were examined during this annual reporting period. The records of 172 first year students in grades 10, 11 and 12 were examined on September 4, 2019. Of those 172 new enrollees, 30% of students were credit deficient and 54% were off graduation plan. No transcript errors were found. Accreditation OVCA received accreditation from the SDE with no findings of deficiency at the district, elementary, middle, or high school levels. Attendance The percentage of students considered in good attendance during the 2018-2019 school year as compared to the State percentage of 85.97%: Elementary School 99.85% Middle School 99.61% High School 99.60% Student Support In addition to the support students receive from traditional education support services, OVCA provided the following information related to additional student support systems: All students in one family are assigned to a single Community Family Advisor who serves as the first point of contact. The Community Family Advisor provides information about important dates and school events. The Community Family Advisor helps families set up schedules, teaches families how to navigate the online school and monitors progress/attendance. The Community Family Advisor helps students build connections at the school by organizing local in-person community events and hosting online social or study sessions. Due to COVID, Community Family Advisors found resources for families in community who may have been in need. During this time in person activities were moved to online activities. State-certified teachers are an essential component of the educational program at OVCA. In the Elementary School, students are assigned a homeroom teacher who provides instruction and remediation. In the Middle and High School, courses are taught by teachers specifically experienced in their respective subjects, so the student has a different teacher for each subject. These course teachers are responsible for reviewing all student work and providing instructional feedback.

OVCA offers a multi-faceted support system. Students and families can find help on the K12 website 24/7 at www.help.k12.com. This site offers a place for families to request help online, view how to videos and find other school information. Students and families can get assistance 24/7 from K12 customer service. Performance Framework School Goals Goal 1: Increase rigor in instruction as measured by an average score of Level 3 “Applying” on the Marzano Focused Model. In 2019-2020, the baseline average is 2.25. Goal 2: Develop targeted professional development tracks as measured by the development of at least five tracks over the course of the charter contract term. In 2018-2019, two tracks were developed: Increasing Student Engagement and Time Management. In 2019-2020, two more tracks were added: Using Data to Differentiate Instruction and Targeted Instruction. Goal 3: Increase participation in college and career readiness programs as measured by at least 33% of 11th and 12th grade students participating (i.e., Advanced Placement courses, concurrent enrollment, work-based internships or apprenticeships, industry certifications). In 2019-2020, 86 students participated in these types of programs. Financial Performance For the 2018-2019 school year, OVCA’s financial audit was conducted by Jenkins & Kemper, Certified Public Accountants, P.C. The audit, presented to and approved by the OVCA governing board on November 9, 2019, contained a summary of auditor’s results that states, “No significant deficiencies relating to the audit of the financial statements are reported in the Schedule of Findings and Questioned Costs.” In 2019-2020, OVCA submitted quarterly financial reports to the SVCSB. These reports are signed and verified by the school’s treasurer and indicate appropriate cash flow of the school.

Management Company OVCA is contracted with K12 Virtual Schools LLC (K12), a private, for-profit company, for products and services including but not limited to: K12 curriculum; online school and learning management systems; teacher training, recruitment and management; financial and school administration services; and technology services. For these provisions, K12 invoices the school for up to fifteen percent (15%) of program revenue for an Administrative Services Fee and up to seven percent (7%) of program revenue for a Technology Services Fee, in addition to payroll and other program expenses. The contract between the school and the management company was initially approved by the OVCA governing board upon the school’s inception at the July 1, 2014, board meeting. The contract has been reapproved each year and remains in place.
