Old Town Village, Alexandria, Virginia 2015 Summer Issue Village Crier Old Town W elcome to the “Summer Edition” (June, July, and August) of the Crier! Please read it carefully for information on upcom- ing events in our busy and active community. The “Fall Edition” of the Crier will include September and October. We had a spirited and lengthy May board meeting with avid discus- sion on many topics, including a discussion about two of OTVOA’s important documents: (1) Policies, Rules, and Guidelines and (2) Use of Association Facilities. It became clear at the meeting that many of us need a refresher on already established rules for the community that address everything from renting the Roundhouse and bidding on contracts to pool rules and board and committee responsibilities. I encourage all residents to become familiar with all OTVOA policies, which are posted on the website under the OTV Owners’ Association tab of the main menu. I also encourage residents to attend and participate at board meetings. It’s the best way to let us know your thoughts, needs, and concerns. It’s also a good way to connect with your neighbors and with those who are making decisions that affect your daily life. The board also discussed important items that are necessary to the efficient running of our community, such as engaging our auditor and understanding the audit process, approving and signing the many contracts necessary for the upkeep of our community, and the importance of L&N providing timely financial information. This is our home and where we live, but it also requires skills and busi- ness acumen to keep the sidewalks and streets safe, the Round- house and amenities in tip-top shape, and our financials in the black. The next board meeting will be held on Monday, June 15, 7:00 pm at the Roundhouse. OTVOA committees have been doing superb work moving us from season to season, addressing issues, and finding solutions. I am pleased to see new families moving in and taking pride in their homes. It makes the hard work of running the community worth- while and it instills pride. Please thank our many community vol- unteers for their efforts when you see them and also think about volunteering. You are indeed needed and wanted! OTVOA - IT’S TMP SURVEY TIME AGAIN!!!!

The Transportation Management Plan (TMP) Sur-vey is an annual requirement for Old Town Village Owner’s Association from the City of Alexandria. This process was set up by the builder in order to obtain a Special Use Permit to build the community and maintain the pri-vate roads within the OTVOA footprint. The Annual TMP Survey determines the number of Single Occupancy Vehicles that are coming in and out of our community. The results are sent to the City for their records along with an annual report detailing what the community is doing to promote mass transportation. So, it’s important to complete the survey and get the results to the City.

The most expeditious means for completing and submitting the survey by July 8 is by clicking the link above, which will auto-matically forward your input to me. “Deck TLC”The Learning Channel may do some DIY programming, but in this case, the TLC that ARB is referring to is “Tender Loving Care.” And boy, does our neighborhood show signs of decks in need of TLC!

With the spring 2015 walk-through completed, the most common notation made by ARB was “Deck TLC.” We used this expres-sion to cover a range of issues needing attention such as railing repairs, replacing rotted wood, and applying a fresh coat of stain on exposed surfaces. OTVOA has specified Olympus brand stain and “Cumulus” color for all decks and fences.

Continuous exposure to the effects of weather is unavoidable. Homeowners should consider power-washing and re-staining deck flooring every 4-5 years for pressure treated lumber. If your deck has one or more of the following problems, a little time and effort now will significantly extend the life of your valuable out-door living space. • Top hand railings and guardrail posts detached from the

brick columns, or detached from each other, posing safety risks.

• Warped or cracked pickets and bottom railings; lack of stain causing wood grain to rise.

• Rusty lag bolts; nail heads popping out of place due to ex-pansion/contraction.

• Horizontal support beam with dark vertical water stains from years of rainfall. Beams must be stained on outer and bot-tom surfaces. Any TLC given to your deck beam is well worth it!

Also, ARB is pleased to report that many residents who were cited for needed repairs last year have completed those projects. And, as I write, contractor trucks are spread throughout OTV, which is encouraging to see because other common problems persist, including cracked/warped siding on dormer windows, deteriorated rake moldings, and light-tinted brick townhouses needing fresh paint. Over time, the dark bricks underneath have faded, and the yellow or white paint is showing through.

The distribution of new car decals and guest passes was a smashing success with a response rate over 90%. Kudos to Townhome residents and to Ron Purdy and the Legum & Nor-man staff!

The months of April and May have been quiet with little crime reported. The only exception, provided by Captain Wemple of the Alexandria Police Department at the May Town-home Board meeting, were cars re-ported to the police by our residents,

living on S. Payne Street, who noticed cars parked there not having been moved for days. The police are following up. More to follow.

This summer, the Finance Committee will be working on sev-eral fronts:

1. Meeting with our management company, Legum & Nor-man, to work on improving and documenting financial pro-cesses, procedures, and reports.

2. Conducting a mid-year review to examine actual and pro-jected operating expenditures relative to the 2015 budget. The year started with some unexpected snow removal costs and double counting of income in the budget, so fi-nances may be tight for the remainder of the year. The mid-year review will also examine reserve expenditures for both shared and OTVOA accounts relative to the re-serve study performed last year. The mid-year review will be useful in developing the 2016 budget.

3. Start-up of the 2016 budget pro-cess, which will begin this sum-mer. A community meeting will be held in the fall to review the pro-posed budget.

In response to community requests and approved by the board, L&N’s Financial Report & Analysis is being posted each month on the OTVOA website’s Financials page, which is under the OTV Owners’ Association tab on the main menu. The reports can be difficult to interpret, so the committee will be working with L&N to make the reports more understandable for com-munity use. The committee will work to provide information to the community on how to read and interpret the reports. The committee will continue to use OTVOA website as a repository of information. We welcome anyone interested in joining the committee. Con-tact any committee member if you have questions or would like to become involved.

OTV’s pool and spa have been reopened and the Management Committee hopes everyone will enjoy all the new and improved items. We especially ask you to try out the updated outside show-er, not just your first time to the pool, but every time you plan on entering the pool.

Safety is our highest concern, so please take time to read the rules that are posted on the blue sign outside the lifeguard’s door. In ad-dition, for the first time, the lifeguard will have immediate access to a defibrillator. The lifeguard is well trained in using this and studies have shown that the new models are easy to use and highly ef-fective. Please take the time to introduce yourself to the lifeguard.

The spa has undergone extensive work and you will notice that there is a new de-humidifier on the wall next to the windows. Keeping humidity down prevents mold and we expect this machine to be working hard 24/7 in this naturally humid room. Please notice that both doors in the spa area have springs that automatically close the doors. This is a new feature for the door leading to the pool, so it may sur-prise you after all these years of leaving that door open. For the de-humidifier to do its job, it is essential that the doors remain closed.

You will find a copy of the 2015 Facility Use Rules on the Town-home and Condominium websites, with a hard copy in the binder on the table to your right as you enter the Roundhouse. The text of the rules has not changed from last year. You will find new informa-tion about pool days and hours in the addendum to the rules and posted on the website’s Pool and Spa Rules under the Policies tab.

We are all looking forward to a summer of recreation and relaxation around the pool with all our neighbors and guests. The next Man-agement Committee meeting is scheduled for Wednesday, June 10, 7:00 at the Roundhouse.

Grounds and Services reports the following: ɶ Summer flowers have been put in all common areas. ɶ Detail cleaning of garden beds has been completed. ɶ Spot turf seeding has been completed. ɶ Turf has been treated with fertilizer and pre-emergent. ɶ Irrigation system has been turned on. Some electrical problems persist from last year. We are working with

the community electrical company to permanently fix. ɶ We are looking at doing some turf area drainage work where we have persistently wet areas.

Sewer Lines and Water Lines....Bad News...

Good News...!

In last June’s Crier we described a bro-ken water line beneath a homeowner’s garage floor. The resulting excavation cost a few thousand dollars. However, the owners had water line insurance

so they were spared the expense.

Recently, a homeowner had a sewer line backup that also result-

ed in a costly excavation to effect repairs and replace the pipe. Once

again the homeowners were spared a few thousand dollar ex-pense because, in this case, they had sewer line insurance.

At least three OTV homes have now had to repair/replace their sewer line…in two cases, all the way to the main sewer line in the alley. The cost of such repairs is the homeowner’s respon-sibility. Typically, homeowner’s insurance does not cover such repairs….although you should check with your insurer. If your homeowner’s policy provides coverage, it likely only extends to the property line. In that case, you’re still liable for any excava-tion/repairs from the property line to the main sewer line in the alley.

While several organizations provide such insurance, American Water Resources (888-207-5795), a subsidiary of Virginia Amer-ican Water, offers sewer line coverage up to $10,000 for $8.99 a month and will include the premium on your water bill. You likely receive periodic mailings from them.

The cost of “both” sewer line and water line insurance should run less than $20 a month. It’s worth your consideration…..it could save you Big Bucks!

New residents Linda and Jim Safran moved into their 312 S. Payne Street OTV Townhome in late May from the nearby Car-lyle area of Old Town.

Linda and Jim are happy to be in Alexan-dria near their daugh-ter, Lauren, son-in-law Matt, and new one-year-old granddaugh-ter, Jamison!

Linda is currently re-tired from her finance-related work and Jim, an engineer, is working in the health care in-dustry as his retirement approaches.

The Safrans were previously residents of Grosse Pointe, Michi-gan, for sixty years, but often visited DC while their daughters were in school. Please welcome them when you see them in the neighborhood!

Book ClubGeorge Bartman & Heidi Plott, Club Co-Chairs

May’s book was Still Alice by Lisa Genova, the fictional account of a high achieving Harvard professor stricken with early onset Alzheimer’s. While seeming like a book which could be a major downer, our group found it to be insightful and not overly sentimental. The author does a wonderful job of portraying Alice’s gradual mental de-cline in a realistic and compassionate manner.

The group rated the book 4 stars out of five (even our toughest critics rated it high).

June’s book is Little Bee by Chris Cleave on June 18.July’s book is Belle Cora by Phillip Margulies on July 16.There will be no meeting in August.

May 19 Board MeetingThe meeting opened with a briefing by James Bailey, an Account Representative, with Schindler Elevator Corpo-ration located in Beltsville, MD. Schindler currently ser-vices and maintains OTVC elevators. The board asked Schindler to send a representative to the meeting so that it could gather information regarding the life cycle of el-evators. The board’s interest stems from the fact the ele-vators appear in the Association’s Replacement Reserve Study as a very costly item if and when they need to be replaced. Mr. Bailey explained that the elevators are of a good quality and he estimates that it will be another 15 or so years before a major maintenance overhaul would have to be performed. It was his opinion that the eleva-tors themselves will not actually have to be replaced but will require a major renovation at that time. Obviously this is great news.

Capital Wemple of the Alexandria Police Department then gave his report. During his presentation he talked at length about the need for residents to be aware of the various forms of fraud that are committed including the use of the mail, online or via telephone.

It was reported that the Associations finances are strong and that it ended up having a $20,000 surplus for April. The board noted that it has received a preliminary copy of the Association’s Replacement and Re-serve Study from Miller Dodson Associates and that each member would need time to review it with a possible discussion about it at the June board meeting.

During the GHA Management report Carolyn Cornwell, the Association’s Portfolio Manager, reminded board members that resident/owners must have their dryer and bathroom vents cleaned by July 1 or show proof that it has been done sometime within the past two years. She also reported that the firm that has been selected to do the balcony work has recommended that the stenciling of the parking lots (both numbered and visitor parking spots) be postponed until after the balcony work is com-

pleted. The board agreed with the recommendation. Carolyn’s replacement while she goes on maturity leave in several weeks will be Jennifer Gromada. In the near future a notice will be sent to the community with Jen-nifer’s contact information. Finally it was reported that Trash Away, the company that picks up our trash and recyclables, would have to pay considerably more to dispose of our trash, which in turn will result in a 4% in-crease to the Association.

• Ratification of a vote to enter into a contract with J & M of Northern Virginia, Inc. (Landscaping).

At the board meeting Cheryl Van Coverden, Board President, made a special point of thanking John Prevar, Jerry Lipson and Andy Caldwell for the

exceptional amount of time they have spent in attending some rather long Management Com-

mittee meetings. Cheryl also thanked Jerry Lipson for representing the Association at a recent meeting with city officials regard-ing the City’s Transportation Management

Program, which administers the TMP fund. In conjunction with this Cheryl pointed out that

the board has asked the Grounds Committee to look at whether it would be possible to located a rather large and secured structure to house resident’s bicycles on OTVC property. It is believed that the City’s TMP Fund would pay for such a structure. In this regard, it was pointed out that it is very important that all residents fill out the City’s annual TMP survey by July 15th. Each resident/owner should have received a May 13 email notice regarding the survey from Carolyn Cornwell. a fine of up to $5,000.

As a result of a discussion at the April board meeting, Carolyn Cornwell also sent out a letter dated April 30 to all residents/owners discussing the need for everyone to get their dryer and bathroom vents cleaned at least once every two years. Included with the let-ter was a copy of a 2006 Board Resolution requiring owners to do so. Residents were able to take advantage of a rather substantial discount that was offered by Capital Air Care as enough residents signed up.

Joint Condominium - Townhome MeetingCheryl reported that a meeting was held on May 14, between her-self and Gary Jacob, OTV President, as well as the following two representatives from The Management Committee: John Prevar (OTVC) and Jim Larocco (OTV). During the meeting all acknowl-edged that improvements are needed to ensure that both the Man-agement Committee and the boards are provided with monthly-shared financial reports from both the Operating Shared Expenses Fund and the Replacement Reserved Shared Expenses Fund. Following the meeting the group took a tour of the Roundhouse so that the it could get a better idea of what future work might need to done on the structure.

Dear Neighbor: By now, you have no doubt heard that the OTVC Board of Direc-tors has decided to move forward with one of the last remaining unaddressed matters related to overall community facility improve-

ments – the repair and renovation of the rear wooden balconies in all five buildings in our community. With board approval, we have contracted with Reston Painting and Contracting, Inc., to complete this work.

The balcony work will involve inspecting, tight-ening, and – where necessary – replacing balcony railings and their attachments to the exterior walls (and replacing all screws with new, weather-resistant screws); removal of

all current wood decking boards and replacement with synthetic (composite) boards (which have an average life of as much as 30 years); wrapping the front and sides of each balcony with a fascia (protective covering), also designed to extend the life of the fascia and joists, as well as provide a new clean look to the entire commu-nity; replacing railing post shoe to deck board screwed connections where they currently exist; and painting the vertical wood posts to match the new fascia covering. Throughout the community there are decks that are safe, but are not up to code and need to be up-graded. Every deck will be evaluated, and our goal is to have every deck up to city code when done.

For those interested in getting a more detailed understanding of the kind of work to be preformed, they may go to the association’s web site at oldtownvillagecondos.org and scroll down on the homepage to the Building Envelope Consultants and Scientists LLC (BECS) report dated June 16, 2014 titled “Old Town Village Balconies Con-dition Survey Report.”

This significant project is expected to begin in several weeks and will likely last through the Fall, ending (hopefully) before Thanks-giving. During that time, workers will be accessing the balconies by use of a “cherry picker” or scaffolding, so it will not be neces-sary – except in unusual circumstances – for workers to access the balconies from individual units; this will only be done with the unit owner/resident’s approval and presence. The one thing we will need EVERY resident who has a wooden balcony to do is to remove all furniture, flower or plant holders, and all other equip-ment and furnishings from the balcony during the period when the workers will be working on your balcony. Our management com-pany staff and the on-site managers will strive to provide as much advance notice as possible to each and every resident prior to the commencement of work on his or her balcony. We ask and seek your full and complete cooperation in this regard.

One note: our Portfolio Manager, Carolyn Cromwell, will be on ma-ternity leave over much of this period. We will let you know who will be replacing her during this time as soon as we have that in-formation. As the summer sun begins to shine, the OTVC grounds are beginning to bloom. As you may know from the recent Condo-minium Board meeting, a flagstone walkway will be installed on the pathway next to Building 1. In addition, there will be some landscaping done in the area by Building 2 (nearest the gate) and certain plants damaged during our community renovation will be replaced.

In consideration of anticipated “ground activity” during the up-coming deck project, other new plantings and the re-stenciling of the OTVC parking spaces have been put on hold pending completion of deck installation.

In other news, the Grounds Committee is (re)exploring the potential for a bike rack or similar bike storage that hon-ors our green space require-ments and aligns with the use of TMP funding.

For those concerned about the plantings along our property line behind Building 3, GHA will photograph our existing flora and fauna so that our “current state” is documented prior to demolition / construction of the Majesty West (West-Parc) site. Regarding a long-standing concern about the historical trees across the property line behind Building 4, contact will be made with the City Arborist, who is responsible for monitor-ing their health and well-being.

Cemetery Work Party Thank You!

The spring work party to clean up the Wilkes St. cemeteries on May 2 was a huge community success. This was our 17th semi-annual event with a great turn-out. Twenty-eight volun-teers – 16 from the OTV Townhouses and Condominiums and the Duke working with members of Christ Episcopal Church – helped to clean up the Christ Church cemetery and three ad-jacent abandoned cemeteries. Together we contributed over 81 hours of work to beautify our surrounding neighborhood. Bit by bit, we are making a real difference in the cemeteries.
