CONDITIONS OF APPROVAL
PROJECT DESCRIPTION
I. This Special Use Permit Revision is based upon and limited to compliance with the projectdescription, the Staff Report exhibits marked Exhibits E through F and conditions of approvalset forth below. Any deviations from the project description. exhibits. or conditions must bereviewed and approved by the County tor conformity with this approval. Deviations mayrequire approved changes to the permit andlor further environmental review. Deviationswithout the above described approval will constitute a violation of pcnnit approval.
Special Usc Permit S64-0012 allows the following:
Addition to existing building ttl!" radio beam site and for general service administrationpersonnel for computers.
This revision to Special Usc Permit S64-00 12-R allows the following:
The removal of four (4) omni antennas and the installation of six (6) new panel antennas. Thenew mounts shall be painted to match the existing lattice structure and existing building andshall not exceed the height of the existing mounts. The new panels shall match the color of theexisting panels and shall not exceed the height of the existing panels. Any new equipment shallbe contained in the existing building.
No increase in height of the 29.7 foot lattice structure shall be authorized hy this permitrevision.

The grading, development, use, and maintenance of the property, the size, shape. arrangement.and location of structures, parking areas and landscape areas, and the protection andpreservation of resources shall conform to the project description above and the hearingexhibits and conditions of approval below. The property and any portions thereof shall be sold,leased or financed in compliance with this project description and the approved hearingexhibits and conditions of approval hereto. All plans must be submitted for review andapproval and shall be implemented as approved by the County.

b. Hold a public hearing to detenninc whether to modify the conditions of approval in order toreduce identified adverse impacts; or initiate proceedings to revoke the special usc penn it.requiring the facility's removal if it i. no longer an integral part of the wireless communicationssystem.
By operation of this condition. it is the intent of County to reserve the right to modify or addnew conditions. consistent with the language specified above. The failure of the County toconduct or complete a five-year review in a timely fashion shall not invalidate the Special UsePermit. 9. Prior to commencement of any use authorized by this permit. the applicant shall provide awritten description. together with appropriate documentation, showing conformance of theproject with each condition imposed as part of the project approval. The applicant shall alsoschedule an inspection by Planning Services for verification of compliance with applicableconditions of approval. The operator shall pay Planning Services for the time spent reviewingthe site on a time and materials basis. 10. The operator (lessee) and property owner (lessor) are responsible for complying with allconditions of approval contained in this Special Use Permit. Any zoning violations concerningthe installation, operation. and/or abandonment of the facility arc the responsibility of theowner and the operator.Ih 11 . II I I III II
II. All Development Services fees for processing this application shall be paid in full priorissuance of a Building Permit.

In the event of any legal action instituted by a third party challenging the validity of anyprovision of this approval, the applicant and landowner agrees to be responsible for the costs ofdefending sueh suit and shall hold County harmless from any legal fees or costs County mayincur as a result of such action.
The applicant and land owner shall defend. indemnity. and hold harmless EI Dorado Countyand its agents. officers. and employees from any claim, action, or proceeding against EI DoradoCounty or its agents. officers. or employees to attack, set aside. void, or annul an approval of EIDorado County concerning a Special Use Pennit.

General SummaryVerizon Wireless has contracted Waterford Consultants , LLC to conduct a Radio Frequency ElectromagneticCompliance assessment of the proposed modification of the Mount Aukum site located at 6780 Tower Road.Somerset. California. This report contains information about the radio telecommunications equipment to beinstalled at this site and the surrounding environment with regard to RF Hazard compliance. Thisassessment is based on Installation designs and operational parameters provided by Verizon Wireless.
The compliance framework is derived from the Federal Communications Commission (FCC) Rules andRegulations for preventing human exposure in excess of the applicable Maximum Permissible Exposure("MPE") limits. At any location at this site, the power density resulting from each transmitter may beexpressed as a percentage of the frequency-specific limits and added to determine if 100% of the exposurelimit has been exceeded. The FCC Rules define two tiers of permissible exposure differentiated by thesituation in which the exposure takes place and/or the status of the individuals who are subject to exposure.General Population / Uncontrolled exposure limits apply to those situations in which persons may not beaware of the presence of electromagnetic energy, where exposure is not employment-related, or wherepersons cannot exercise control over their exposure. In situations where Ihe predicted MPE exceeds the General Population threshold in an accessible area as aresult of emissions from multiple transmitters. FCC licensees that contribute greater than 5% of theaggregate MPE share responsibility for mitigation.
Based on the computational guidelines set forth in FCC OET Bulletin 65, Waterford Consultants, LLC hasdeveloped software to predict the overall Maximum Permissible Exposure possible at any particular locationgiven the spatial orientation and operating parameters of multiple RF sources. These theoretical resultsrepresent worst-case predictions as emitters are assumed to be operating at 100% duty cycle.
For any area in excess of 100% General Population MPE, access controls with appropriate RF alertingsignage must be put in place and maintained to restrict access to authorized personnel. Signage must beposted to be visible upon approach from any direction to provide notification of potential conditions withinthese areas. Subject to other site security requirements. occupational personnel should be trained in RFsafety and equipped with personal protective equipment (e.g. RF personal monitor) designed for safe work inthe vicinity of RF emitters. Controls such as physical barriers to entry imposed by locked doors, hatches andladders or other access control mechanisms may be supplemented by alarms that alert the individual andnotify site managemenl of a breach in access control. Waterford Consultants. LLC recommends that anywork activity in these designated areas or in front of any transmitting antennas be coordinated with allwireless tenants.
AnalysisVerizon Wireless proposes to replace six (6) antennas, install two (2) new antennas and install four (4) 2100MHz Remote Radio Head units with A2 Backpacks. The antennas are mounted on antenna supportstructures 12 and 26 feet above the main roof level antennas oriented toward O. 90, 180 and 270 degrees.Verizon Wireless operates an 11 GHz microwave mounted at 12 above the main roof level and orientedtoward 65 degrees. From this site, Verizon Wireless will enhance voice and data services to surroundingareas in licensed 700, 850 and 2100 MHz bands. The Effective Radiated Power (ERP) in any direction willnot exceed 8,639 Watts. No co-located antennas are known to be operating at this site.
Power density decreases significantly with distance from any antenna. The panel-type antennas to beemployed at this site are highly directional by design and the orientation in azimuth and mounting elevation,as documented , serve to reduce the potential to exceed MPE limits at any location other than directly in frontof the antennas. For accessible areas at ground level, the maximum predicted power density level resultingfrom all operations is 5.234% of the FCC General Population limits. For accessible areas at the roof level.the maximum predicted power density level resulting from all operations is 16.1913% of the FCCOccupational limits (80.9565% of the FCC General Population limits). The Verizon Wireless operationproposed herein Will not expose members of the General Public to hazardous levels of RF energy ataccessible areas on the ground or on the roof.
Waterford Consultants, LLC recommends posting contact information and RF Guidelines signage at the roofaccess point that informs personnel entering the site of basic precautions to be followed when workingaround antennas. These recommendations are depicted in Figure 1. Any work activity in front of transmittingantennas should be coordinated with Verizon Wireless.
