SUMMARY OF TESTIMONY
All witnesses testified to amend and approve Bill 616.
Ms. Cruz requested to amend the appropriation of $800,000 to $1,552,322. Earlier testimony in 1989 supported that $800,000 would be sufficient to complete the project. However, the bids they have been receiving are way over their A & E estimates. A summary of breakdown of expenditures appropriated under P.L. 19-15 and projected costs is attached.
When questioned, Ms. Cruz replied that this appropriation is needed in addition to the $800,000 which was appropriated in 1988. The $800,000 appropriation would take care of the Merizo and Talofofo housing, which are soon to be completed. The $1.5+ Million Dollars being requested would take care of the Agat and Dededo projects.
She noted that these are time sensitive projects. As long as the contractors are not in the projects: 1) construction cost may change in three to four months; 2) they may not be able to convince the contractors who have pulled out to stay on; and 3) vandalism would continue.
Chairperson Mailloux offered that he has done a lot of research regarding this project and concluded that the request of $1.5+ Million Dollars is true and justified. He would like also to include a provision that the Federal Government forgive the buildup interest if the money to complete the GHURA 82 is appropriated by the Legislature.
The Committee finds that the Guam Housing and Urban Renewal ~uthority (GHURA) needs the $1,552,400 to complete the 82 elderly housing units in Agat, Dededo. The previous $800,000 appropriation in 1988 is being used to complete Merizo and Talofofo projects. Due to bids received being over the A&E estimates, GHURA is requesting for additional funding to complete the GHURA 82 project.
The Committee recommends Bill 616, as Amended, be passed by the Twentieth Guam Legislature.

M r . Chairman and members of the Housing and Community Develop- ment Committee. I am Pilar A. Cruz, Executive Director of Guam Housing and Urban Renewal Authority and I am here to testify on Bill No. 616.
We support the intent of the Bill, which is to provide funding for the completion of the GHURA-82 Elderly Housing Project.
Our earlier testimony on March 30, 1989, supported the inclusion of $800,000, under Bill No. 439, for the GHURA-82 Elderly Housing Project. At that time, it was our belief that the addi- tional $800,000 would be sufficient to complete the project.
Since that time, however, conditions affecting the costs for completion of the project have surfaced. The current climate in the construction industry has had a major impact on our project costs.
A s of April, 1989, our additional funding requirements to com- plete the project by February of 1990 amount to approximately $1,552,322.00, which is $752,322.00 over the amount currently proposed under Bill No. 616. A breakdown on expenditures of funds appropriated under Public Law No. 19-15 and projected costs 4 are reflected in the attachment.
We are requesting that Bfll No. 616 be amended to appropriate $1,552,322.00 for the GHURA-82 Elderly Housing Project.
