INDUSTRY NEWSNew model for ATFs to use to assess the impactof new test timesAverage test guide times for the annual testing of heavy vehicles will be changing from 1 July 2014, as a result of the findings of a thorough, independently verified re-timing exercise of heavy vehicle annual testing. The work was carried out to understand the impact on test times of changing technology, test requirements and the migration of testing to an ATF-based delivery model. Nearly 80% of tests are now carried out at ATFs and, with the cessation of testing at DVSA sites continuing, we needed to be sure that the average test guide times remained fair and reasonable.

A total of 1,716 tests were timed at GVTSs and ATFs throughout the

country with the sample selected to include a variety of layouts: drive through, drive in/reverse out and so on. A representative sample of heavy vehicle tests, including trucks, trailers and passenger carrying vehicles of various configurations, were timed during a full test.

The findings showed that testing took no longer at ATFs than at DVSA sites and that average timings for all motor vehicles and the majority of trailers remained unchanged. For 3-axle trailers the average test time increased by 5 minutes and for all PSVs there is a reduction in the average test time of between 5 and 20 minutes dependant on sub class.

The new timings are as follows:

Remember that these are the average test times used to populate DVSA’s booking system and to help you generate an appropriate schedule.

Renew yourtax disc online

From 1 October 2014, the paper tax disc will no longer need to be displayed on a vehicle windscreen.

To drive or keep a vehicle on the road you will still need to get vehicle tax and DVLA will continue to send you a renewal reminder when your vehicle tax is due to expire.You can apply online to tax your vehicle using the 16 digit reference number from your vehicle tax renewal reminder (V11) or 11 digit reference number from your log book (V5C).

Renew onlineDVLA has been hard at work to make renewing your tax disc online a simpler, clearer and faster process.

At the end of February, they launched a public beta version of the Renew a tax disc service.

Now, beta has entered a new phase as DVLA prepares for it to become the main way to pay for Vehicle Excise Duty (the official name for the tax disc).They’ve al-ready started to see an increase in users and will be monitoring how well the beta service performs.

Use the beta service to renew your vehicle tax, and your experience will help DVLA to make this system simpler, clearer and faster to use.

INDUSTRY NEWSTransport manager responsibilitiesTransport managers have a unique role. You work for an operator to ensure that its vehicles are roadworthy and drivers comply with traffic and drivers’ hours rules. At the same time you are also responsible to the wider public, through the traffic commissioner, for ensuring that your operator is compliant. That’s why traffic commissioners value the role so highly and always remind operators how important you are.

The job can be demanding and looking after compliance standards for an operator’s fleet and their drivers is a challenge. So traffic commissioners know how hard transport managers are working when your operator gets a satisfactory visit from DVSA.

For some operators though, things can go badly wrong. When it does, their transport manager will also usually be called before the traffic commissioner at the public inquiry.

But Traffic Commissioner Nick Denton is finding that transport managers are sometimes failing to turn up to explain shortcomings, which almost inevitably makes things worse. Transport managers who haven’t turned up have given many excuses – including one who had ‘work commitments’, even though being at the public inquiry was vital to his duties as transport manager. Some don’t even give a reason. Traffic Commissioners are keen to promote the role and work of transport managers and tackle those who don’t meet the standards or who don’t spend the necessary time with their operators.

Traffic Commissioners have used their powers to take away the professional competence and good repute of

transport managers who flout the rules and ignore their obligations, preventing them from working in the whole of the European Union. Bans can range from a few months to an indefinite period. Commissioners can also tell transport managers to take specific action before they can work again – such as re-sitting their transport manager CPC examination.

To get an insight into the knowledge and responsibilities of the role, Mr Denton recently took the CPC exam and gained his standard international transport manager qualification.

Mr Denton was impressed by the large body of knowledge which transport managers are expected to master and apply.

no small part by strategically

utilising the business support

opportunities that the TOP

TRUCK Programme provides to

workshop businesses wishing

to expand.

One of the core opportunities that Waldron Commercials introduced early on was to align itself with the group by adopting its corporate image and branding, which allowed the business to retain its complete operational independence, but benefit from being part of a major European network.

Another practical benefit that the group provides to its workshops, and one which Waldron Commercials were quick to pick up on, is the business insurance package that the group has negotiated with Boswell Insurance. This agreement allows Top Truck workshops to purchase insurance cover at a far more competitive rate than they would

be able to as a stand alone business and that fact obviously helps the business with its overall market competitiveness.

Ensuring that the technicians on the workshop floor are fully proficient with the latest vehicle technology is a vital ingredient of running a successful and well respected service and repair business, but access to the training required to attain and maintain these skills is sometimes not as easy to find as it should be.

Through GROUPAUTO however, this stumbling block is also removed as it has developed a comprehensive training programme, which is delivered through highly respected

organisations and arranged on members’ behalf by their supplying G-Truck factor. This ensures that technicians have both the latest information and regular instruction, which is a major asset to the workshop and another benefit that Waldron Commercials has embraced whole-heartedly.

With the support of its Top Truck membership, allied to the clear entrepreneurial spirit within the business, Waldron Commercials has been able to develop and grow its business and as a result has recently invested £150,000 to have a VOSA authorised testing facility installed to enable it to carry out MOT testing.

The investment is expected to deliver a 30% plus increase in business turnover because pre-installation, profitable MOT work had to be redirected to the closest MOT facility, which was some way off. However, with the opening of an onsite MOT testing operation it is not only Waldron Commercials who receive the benefits. Clearly it has now gained access to substantial revenue generating opportunities, but the fleet and owner operators in the local area have also benefitted, as they no longer have to waste unproductive time and incur the cost of the fuel to visit an MOT facility elsewhere for their MOT test requirements.

Waldron Commercials has also invested in the IRTE (Institute of Road Transport Engineers) Workshop Accreditation scheme, which is another initiative that is supported by Top Truck.

IRTE believes in promoting competence, best practice and safety in the workplace, as well as recognising and addressing the needs of those working in the transport industry. As a result of this, IRTE and the Freight Transport Association (FTA) are now working together to deliver IRTE Workshop Accreditation, an independent accreditation scheme designed to measure the procedures of independent workshops against those set by major industry stakeholders.

This scheme enables maintenance providers, such as Waldron Commercials, to demonstrate their competence and excellence whilst allowing operators and manufacturersto choose workshops that have been independently assessed to IRTE’s quality-assured standards. The scheme provides an independent benchmark and enables them to make easy and informed decisions, whilst also increasing the overall standard of vehicle repair.

With the support of Top Truck, Waldron Commercials has been able to commit to the IRTE scheme and train its staff to go that extra mile and provide a level of customer service that has made a real difference to the business; its customers have witnessed the commitment to their needs the company is dedicated to deliver.

Its proactive attitude to training and accreditation is also replicated in its apprenticeship programme, which is another opportunity that would be far more challenging without the support of the Top Truck programme. Top Truck has joined forces with Valeo, one of the group’s approved suppliers, to create a programme that really works for the Top Truck network.

With Valeo’s involvement, one of the problems normally associated with

apprenticeships, namely their cost, has been largely resolved, as it has underwritten much of the cost to the individual Top Truck outlet. The programme is run in conjunction with The Manchester College and at its conclusion, the apprentice will leave with an IMI level 3 qualification in HGV maintenance and repair.

The course comprises a combination of on the job training, which takes place during a normal working week in the Top Truck workshop, in this case at Waldron Commercials and college-based study, which is undertaken at the college in a six-week block.

The combination of block release study at the college, along with on-going assessment through site visits to observe the apprentice in the workplace with their employer,ensures that on qualifying, the apprentices are fully equipped and have the necessary skills to provide a valuable contribution to the support-ing business.

According to a warning issued by the European Environment Agency, “Parti culate matt er is the air pollutant that poses the greatest health risk to people in Europe.”The latest fi ndings by the German Federal Environmental Agency on parti culate polluti on in Germany and the associated hazards are also alarming. When it comes to road traffi c, the priority is therefore to protect occupants of cars and commercial vehicles as well as bus passengers from polluted outside air. Filter manufacturer MANN+HUMMEL has consequently developed a new generati on of cabin fi lters which ensures almost 100% removal of even the ti niest parti cles, which are parti cularly hazardous to health. The company also supplies modern parti culate fi lters to the independent aft ermarket under the MANN-FILTER brand name.

The German Federal Environment Agency (UBA) has calculated that, on average, some 47,000 people die prematurely in Germany every year as a result of parti culate polluti on. It warns that air polluti on can result in acute respiratory disease, heart and lung disease or lung cancer. “The parti culate limit value was only exceeded at around 3% of all measuring stati ons, This fi gure appears low, but it doesn’t refl ect the actual hazard posed to human health by parti culate matt er, parti cularly if

we take into account the much more stringent recommendati ons issued by the World Health Organizati on (WHO),” says UBA Vice-President Thomas Holzmann. The WHO has recommended much lower parti culate limit values than the EU for many years. According to the latest UBA fi ndings, the WHO’s guideline value for parti cles smaller than 10 microns (PM10) was exceeded at almost 51% of all measuring stati ons in Germany in 2013.

The smaller the parti cle, the greater the hazard to health Parti culate matt er (PM) is a term which refers to ti ny parti cles in the air which do not immediately sink to the ground but remain suspended in the atmosphere for a period of ti me. These are produced, for example, through brake and tyre dust on roads, or from domesti c heati ng systems. The smaller the parti cle, the greater the health hazard. “The problem is that small parti cles penetrate deeper into the airways than larger parti cles. This means that they reach areas where they cannot be breathed out again,” explains the UBA. Parti cles with an aerodynamic diameter of less than 2.5 microns (PM2.5) can thus penetrate deep into the lungs. Ultra-fi ne parti cles can even enter the bloodstream via the pulmonary alveoli.

Vehicle occupants protected by parti culate fi lters from MANN-FILTER The global market leader in fi ltrati on products, MANN+HUMMEL, is taking the latest fi ndings about the health

hazards of parti culate matt er very seriously. To protect

vehicle occupants, the company has developed

cabin fi lters equipped with the latest-generati on, highly

effi cient fi lter media. The

numerous cabin fi lters which can be relied on to trap parti culate matt er include the “CUK 26 009” combined fi lter and the “CU 26 009” parti cle fi lter, which can be used as an alternati ve in certain vehicle models. MANN-FILTER supplies both parti cle and combined fi lters in original equipment quality to the independent aft ermarket.

A vehicle’s venti lati on system acts like a vacuum cleaner, drawing in polluted outside air. Around 540,000 litres enter a car interior every hour. It is therefore essenti al to use a cabin fi lter to thoroughly purify this outside air in order to protect the health of vehicle occupants. This holds true parti cularly in the case of frequent car travellers, those who suff er from allergies and children. The latest-generati on cabin fi lters from MANN-FILTER ensure that the incoming air is purifi ed parti cularly thoroughly. The smallest parti cles with a diameter of 1.0 micron, which are parti cularly hazardous to health, are removed enti rely by the “CU 26 009” parti cle fi lter for example, and removed with an eff ecti veness of 99% by the “CUK 26 009” combined fi lter. By way of comparison, these parti cles are up to 70 ti mes smaller than the thickness of a human hair. Parti cle fi lters trap solid parti cles such as parti culate matt er or pollen, whereas combined fi lters incorporate an acti vated carbon layer which means that they can also eliminate harmful gases such as ozone and benzene, as well as unpleasant odours. It is normally easy to upgrade to a combined fi lter.

In the course of normal use, however, the fi lter medium gradually becomes clogged. To maintain proper air purifi cati on, the cabin fi lter should therefore be replaced once a year or every 15,000 kilometres at the latest.

The Vehicle Inspection Technician assessment, which is open to all technicians with three years industrial experience or a Level 3 S/NVQ (or an equivalent qualification) and a minimum of a year’s experience in a relevant industrial environment.

The Vehicle Inspection Technician route is a suitable competence accreditation for technicians that carry out vehicle inspections and scheduled maintenance on a

Our laboratory has conducted extensive soak testi ng with various blends of biodiesel. Through this testi ng, we have verifi ed that the materials used in our current fuel fi lters are compati ble with certi fi ed biodiesel blends up to and including B20.

Biodiesel, n. – a fuel comprised of mono-alkyl esters of long chain fatt y acids derived from vegetable oils or animal fats, designated B100, andmeeti ng the requirements of ASTM D 6751.

Biodiesel blend, n. – a blend of biodiesel meeti ng ASTM D 6751 with petroleum-based diesel fueldesignated BXX, where XX is the volume percent of biodiesel.

OverviewBiodiesel is an alternati ve fuel that is rapidly growing in use. However, biodiesel received a bad reputati on

aft er the problems that occurred in Minnesota in 2005 when some states mandated the use of B2 biodiesel blend statewide. One of the problems was very shortfuel fi lter life. Further research revealed that the problems encountered were not due to the use of the biodiesel blend, but rather the use of biodiesel thatdid not meet the ASTM D 6751 specifi cati ons. The use of biodiesel that does not meet specifi cati onsmay cause problems within the fuel system. One false percepti on of biodiesel is that it can be made by simply mixing raw vegetable oil, waste vegetable oil or animal fats with diesel fuel. Due to their high glycerin content, these feed stocksmust be refi ned and catalyzed to make biodiesel that meets the ASTM D 6751 specifi cati on.

Filter PluggingBiodiesel has some solvent properti es and will act as a solvent in the fuel. Blends greater than B20may have enough of a solvent eff ect to break down the varnish deposits

on the walls of the existi ng fuelstorage tanks or fuel systems. The break-down of these varnish deposits will contaminate the fuel with parti culate, which can cause fuel fi lters to plug rapidly. Once the contaminant is removed from thefuel, the fuel fi lter life should return to normal. Biodiesel blends up to B20 should have minimal solvent eff ects on existi ng fuel systems and blends below B5 should have no solvent eff ect above that of regular diesel fuel meeti ng ASTM D 975specifi cati on. Blends of B5 and below should also meet the ASTM D 975 specifi cati ons for diesel fuel.

Filter plugging problems can be prevented by eff ecti vely cleaning storage tanks before introducingbiodiesel. Filter plugging can also be minimized by using low blends of biodiesel and/or ensuring the biodiesel that you are using is from a quality source meeti ng the ASTM D 6751 specifi cati ons. BQ9000 is a quality certi fi cati on that certi fi esbiodiesel suppliers that provide quality biodiesel meeti ng the ASTM D 6751 specifi cati on.

Using High Blends of BiodieselFilters that are used in special applicati ons using high blends of biodiesel, those near B100 orunblended B100, should use solvent resistant materials. Conti nued use of standard rubber materials commonly found on most popular fuel fi lters may result in deteriorati on or swelling of the material, which may result in leaks.
