With the anniversary of September 11 comes a renewed interest in keeping our homes and families safe. Please join PFC Liz Barrington, Crime Prevention Officer from the Fairfax County Police Department on Thursday, September 12th at the CHHA Community Center. Officer Barrington will speak to our com-munity about crime prevention and the value of a Neighborhood Watch program. The presentation will begin at 7:00 PM. All Chan-tilly Highlands residents are encouraged to attend. Pamphlets will be available containing information on how to better protect your-self, your family, and your home. This is such a small commitment for such a large return.

CHANTILLY HIGHLANDS HOMES ASSOCIATION Board Meeting Minutes
August 1, 2002
Meeting was called to order at 7:40 PM. The Board accepted the official minutes from the July meeting. COMMITTEE REPORTS: ACC: Committee will meet on Wednesday, August 7. There was a discussion on ACC policies and procedures. Treasurer: Six homeowners have not paid their 2002 HOA dues and four homeowners still owe late fees. Social Activities: The annual community day is scheduled for Saturday, September 7 with a rain date of Septem-ber 8. Details about the fun-filled event will be published in the September newsletter. Neighborhood Watch: In September, a Fairfax County crime prevention officer will visit the CHHA community and speak to residents about the Neighborhood Watch Program. Details and dates will be published in the Sep-tember newsletter. Long Range Planning: Nothing to report. Land Management: The contracts for common ground mowing/snow removal, landscape design, and land-scape maintenance were advertised in the August newsletter. Community Facilities; Mulch has been added to the playground equipment area. Several deteriorated play-ground deck platforms will be replaced. Newsletter: The position of newsletter editor has been advertised in the August Highlander. New Business: Community Girl Scout troop leader requested permission to hold a memorial parade in early September. Board approved the request. Meeting was adjourned at 9:40 PM for executive session.

Well, the walk through is done. We are now compiling the results and we will get them published as soon as we can. As Wendy Osborn and I walked around our area we met several people who seemed pleased that we were out and looking around. I think we both got some new land-scaping ideas as well. On the whole the neighborhood looks really nice! We all appreciate your cooperation. We will be examining proposals for three contracts at the next board meeting. The first is for a new landscape design around the community center focused on the transformer and the sign. The second will be for the main-tenance of the landscaped beds by the community center and the entrances. The final contract will be for mowing and fertilizing. So keep your eyes open for the changes coming in the fall and spring. Cox Communications The contractor hired by Cox Communication (GDI) has recently finished putting in our new fiber optic cable. According to GDI we should already be hooked into it. Last time I looked the GDI crews had cleaned up pretty well. GDI will probably be back in the spring and through the summer making connections down the streets. I am trying to get the plans early so we can take a look and dis-cuss concerns before they become problems. The GDI project manager does not believe that Cox has permits yet and the permits specify where the digging will happen. Dominion Virginia Power Contractors for Dominion Virginia Power have been digging a rather substantial ditch through the front yards of several residents by the north Kinross Circle entrance. This is the scope of the project. DVP is burying an 8 inch conduit that will house the main power line running around Kinross Circle. The whole line is not being re-placed just the trouble areas where bedrock is close to the surface. By the time you read this the work may even be done, although certainly the lawns will not have grown back. General Information GDI and DVP both buried conduit which means that the next time a line needs to be replaced, the old one will be pulled out of the conduit and a new one will be pushed in. No ground should need to be disturbed. The green-topped vaults installed by GDI are necessary so access to the cable junctions is available. The GDI representative
tells me that some of the vaults will actually be buried a few inches under the ground and sod placed on top of them. The contractors that utility companies use are re-quired to notify residents in advance of any work that would disturb the yard. If you do not receive a notice that probably means that your yard is not affected. If you do receive a notice, please let Land Management know so we can keep an eye on our common grounds. Contractors are also responsible for restoring your property to your satisfaction. This does require us to be reasonable. If seed or sod is used to restore the lawn, it is probably in our best interest to be willing to water when necessary. Concerned about the challenges, great and small, your children face as they go to school? Consider a ministry with a simple purpose: prayer. Moms In Touch International (MITI) is an interdenominational, non-profit organization in which two or more moms meet together for one hour each week to pray for their chil-dren and their schools. There are over 80 groups of moms in Fairfax County who are already meeting. We currently have groups for Franklin MS, Carson MS, Chantilly HS, Greenbriar West, TJHSST, and even one for moms of college students. We would also love to help a new group start for Oak Hill Elementary. The Fairfax Connector is now offering free fares with free transfers on 12 routes throughout the Dulles corridor. Included in the free fares is the Chantilly High-lands route 929. The free fares are expected to remain in effect through June 2003. Route 929 has numerous stops along Kinross Circle with 9 runs in the morning and 9 runs in the afternoon/evening, usually 30 minutes apart. The 929 route buses provide a comfortable and relaxing ride, with air-conditioning and heat, and are usually nearly empty, all now completely free of charge. What a deal! You can leave your car at home while sav-ing money, lowering your stress, and helping lessen con-gestion and car emissions. The 929 route terminates at the Herndon-Monroe Park & Ride, where you can trans-fer for free to other bus routes, including the West Falls Church Metro express route 980. In Fairfax County, where residents have a reputa-tion for being active in community groups and PTAs, there were more than 400 Neighborhood Watch groups before September 11. Many neighborhoods including Chantilly Highlands have a renewed interest in the program since Attorney General John Ashcroft announced in March he was recruiting Neighborhood Watch members nationwide to help detect terrorists.
�What this did is refocus attention on Neighbor-hood Watch,� said Josh Brown, president of the Vir-ginia Crime Prevention Association and former Fairfax police officer. �People who took the program for granted are putting resources in to shore it up.�
�Obviously the safest communities are those where the citizens take an active part,� said John Marshall, Virginia�s secretary of public safety.
So, to bring our community up to speed, the Neighborhood Watch Committee is hosting PFC Liz Barrington, Crime Prevention Officer from the Fairfax County Police Department at 7:00 PM on Thursday, September 12th, at the CHHA Community Center. Her presentation will focus on rejuvenating the Neighbor-hood Watch Program in Chantilly Highlands and keep-ing our homes safe. Please come out and show your support.

Toad Repents
Clarissa: Who is the insensitive toad that inaccurately and incompletely pub-lished the Herndon Olympic results in last month�s Highlander?
Answerman: That would be me. Please forgive me. As men go, I am relatively sensitive, just inaccurate in said situation. In my defense, I had to go through 1,000 names over 38 pages with a highlighter looking for all the Dolphins� swimmers who finished in the top 12. One of the pages was miss-ing in the copy I was given, and it was down hill from there. My children�s school seldom puts out a correct honor roll the first time, and that is put out by women with above average educa-tions. Not that that is any excuse for my personal failure in this instance.
Clarissa: Just what are you going to do about it Mr. Sensitive?
Answerman: I am going to list the oversights.
Clarissa: Are you going to get it right this time?
Answerman: Boy, I sure hope so. If not, I will turn it over to a woman.
Clarissa: Did the swim team do any-thing else that was a big deal?
Answerman: Yes of course. We fin-ished the season in 2nd place in our division with a 4-1 record. Our 13-14 age group boys team of, Steve Con-nor, Chris Giovinazzo, Nick Larry, Jason Long, and Brad Siragusa were undefeated. I think that is a big deal.

The Chantilly Highlands Dolphins Swim Team will once again hold it�s Winter Swim program at Oak Marr Community Center. Head Coaches Terri and Bill Mar-lin will be reinforcing stroke technique and building up the endurance of our swimmers each Saturday evening from 6:00 to 7:00 PM. This has been a great way for many swimmers to improve their strokes and build up their confidence in the water.
The winter season will begin in mid-September and go until the middle of May. The Dolphins will have sev-eral lanes which can accommodate a limited number of swimmers. A number of the Dolphins improved their overall times by taking advantage of this terrific oppor-tunity. Time in the water does count! Call Ellen Lidwin at 703-736-0808 for more details.

Did you know that there is an inline roller hockey league just a few minutes from Chantilly Highlands? Potomac Inline Hockey, Inc. sponsors roller hockey for all ages and abilities. PIHI operates out of Planet Splash and Play and offers leagues beginning at the U8 (eight years old and under), U10, U12, U14, and Adult level. JV and Varsity High School teams participate as well. The house leagues are available for skaters with all abili-ties and there is even a travel program for the more skilled participants. In fact, the travel team has just fin-ished a highly successful summer season. On July 19-20th at the Virginia Commonwealth Games in Roanoke, the U12 team came away with the gold medal! You may have seen them in the Washington Post on August 4th as the �Team of the Week.� The following week at the 2nd Annual Busch Gardens Shootout in Williamsburg the U12 and U10 teams each took second place while the U8 team won their age group championship. And to cap the summer travel season on August 3rd and 4th
at the Susquehanna Summer Showdown in Harrisburg, PA, the U10 team came away victorious. So join the fast growing sport of roller hockey. Here are some de-tails:

Vogues Finish Number 4 Again By Roger Furr
The 11 and under Potomac Valley Vogues National basketball team, which is comprised of girls from Chan-tilly, Vienna, and other parts of Fairfax County, finished 4th in the nation at the AAU basketball championship held in Kingsport, Tennessee between 28 June and 5 July. The AAU tournament begins each year with a local qualifier and the top teams from each region advance to the championship tourney. Beginning on 28 June, over 75 teams from across the country competed for the 11 and under girls champion-ship. The Vogues made it to the Final 4 for the second consecutive year. Chantilly Highlands resi-dent Melissa Furr (seated 2nd from left) is a member of the U11 Vogues. Congratulations to Melissa and the entire Vogues team for a very suc-cessful year!

CHHA Contracts Open for Bid
Newsletter Editor: The Board is accepting bids for the position of editor. The editor creates and arranges for printing and distribution of the community news-letter on a monthly basis. Services include maintaining and soliciting advertisers and re-cording funds received; gathering newsworthy materials, calendar of events and meeting min-utes; attending community events and taking pictures; obtaining crime reports; submitting completed publication to a Board liaison for re-view; providing content to the webmaster; and adhering to the Association policy regarding the position. Webmaster: The Board is seeking a Webmaster to maintain the content of the Chantilly Highlands website to standards set by the Board and be responsible for interfacing with a service provider that hosts the site. The position would require publishing community materials on the website as requested by the Board website liaison, and adding new features to the website as requested by the Board to develop the potential of the website as a resource for effective communication in the Chantilly Highlands community. Land Management Contracts:
Common Ground Maintenance-mowing and snow removal. This contract will be a 1 year base with 2 option years. The proposals must include pricing for the base year and each of the two option years unless pricing will remain the same across the life of the contract. Landscape Design around the community center including the area around the transformer and the pool enclosure. This contract will be for the design and installation of a low maintenance landscape design around the community center, around the transformer located on the parking lot side of the front door and the pool en-closure. Emphasis should be placed upon slow grow-ing, hardy perennial plants that require little pruning and maintenance, and incorporates with existing plants.
Landscape Maintenance This contract will be to weed, mulch and trim the fol-lowing areas: both beds at the south Kinross Circle entrance, both beds and the median strip at the north Kinross Circle entrance, Stone Heather entrance bed, and screening bed east of the Cobra Drive entrance. Each of these areas will be maintained at least twice between March and August. This contract will also include emptying of the 5 trash cans in the play-ground at the back of the community center parking lot once a week. All Chantilly Highlands businesses are encour-aged to participate in this proposal request.
