The battle for the White House has entertained, outraged, and baffled the Republican voters. It’s been the battle of the schoolyard bullies. Some of the rhetoric has been shameful. We catch ourselves alternating between candidates, not sure who will be the strongest choice to lead the free world.
The presidency of the United States of America has one third the power in our system of government, so every election is important. But when you consider everything that’s at stake in this moment of history, this election has the potential to be truly pivotal. Pervasive evil is wrapping its arms around the United States, an insidious plan to turn our great nation into a socialist society. Those candidates representing the Democrat Party have no intellect and no soul. They focus on perceived climate change, entitlements for those unwilling to work, presumed police brutality against black Americans, gun control, abortion, and the “evil” Wall Street. On the other hand, we Republicans emphasize illegal immigration restrictions, religious liberty, ridding our country of Obamacare, destroying the Iran Nuclear deal, and preserving our right to bear arms.
What is in the balance? Obamacare, amnesty, federal funding of Planned Parenthood, decreased military spending, higher taxes, and more government regulations. Equal distribution of wealth = SOCIALISM! The winner of the 2016 presidential election will likely get the first opportunity to shift the Supreme Court’s balance of power. It’s not just the country’s future that is on the line – it is ours as well.
So, put down those golf clubs, those Maj Jong tiles, and that TV remote! On Tuesday, March 22nd, registered Republicans will vote in the AZ Presidential Preference Election. This is your only official opportunity to let the Republican Party know who you prefer as the presidential candidate for the General Election on November 8th. The chasm between the two parties is the widest it’s ever been. You need to make a choice. Who will best serve our nation as the strongest Conservative president? Who will protect our borders, our finances, our future? Vote!
Note: The August 30th Primary Election ballot contains U.S. Senate and U.S. House of
Representatives, state, and local candidates and will not contain any presidential candidates.

Medicare Fraud is Rampant
A rule which went into effect January 1st, is the culmination of a long
running effort by hospitals and other health care providers to mortally
wound the auditing system, and they’ve succeeded. But why? The
auditors are private contractors who get paid a portion of any wrongful
payments they find. That makes them very motivated to actually find
fraud. Under the new rules, the auditors are only allowed to review 0.5% of each health
care provider’s Medicare payments. The ludicrous new rule from the Obama
administration is crippling the ability of auditors to monitor Medicare fraud. The question
is, who would want to thwart investigators in their quest to uncover fraud and abuse in
government?
The tiny review size won’t provide a statistically significant sample size to determine
whether the provider is following the rules. The rule says that if the provider is a bad
actor, they will be subject to a broader review in the future. A spokeswomen for the
Council for Medicare Integrity argued it could backfire. A large hospital would be
submitting about 26 claims every 45 days in their billing cycle. The point is that a
random review that small could easily misrepresent the general billing practices of the
hospital.
All this rule does is make it easier to steal from the government. Anyone tricky enough,
who is both willing and capable of defrauding the government of millions of dollars in
Medicare payments, is going to be able to produce a sparkling clean sample of 26
billing claims from thousands.
The lunacy of all this is that the vast scale of Medicare fraud, each year, is estimated to
be about $60 billion dollars.

We draw strength and inspiration from you. Thank you for working so tirelessly and unselfishly to make our county and our state a "Desert Jewel."
Often you are told to keep track of your volunteer hours.
BUT….do you know why and how?
If you have ever worked for pay by the hour, you know how
important that is. It determines how much your paycheck will be. Your employer may
have kept track with a “Time Clock” or by signing you in. Employers now utilize
computer sign in or magnet badge scanning, but the results are the same – someone is
keeping track. In the political volunteer world, it is up to each individual to keep track.
Tracking the hours helps candidates and organizations know about the manpower or
the womanpower involved. If we as Republican Women keep track of our volunteer
hours, it gives added value to our organization. It often makes the difference in whether
our opinions and contributions are important. We rely on each member to track
volunteer hours and submit them to the Club Awards Chairman to tally Club results.
A form is available – ask your President or Awards Chairman and please do keep track.
If you are carrying petitions, making phone calls for your favorite candidate or any other
political or club activity, please KEEP TRACK OF YOUR TIME. (NOTE: A form is
elsewhere in this newsletter and is double-sided – one side to track your hours, the
other side with an explanation of activities counted.)

Republican “War on Women”
Republican policies have always far outpaced those of Democrats in terms of women. It is very interesting to take a look at the history of women in the Republican Party.
1872 the first official recognition of women in a major political Party platform appears in the Republican Party Platform. 1878 At the personal request of Susan B. Anthony herself, a Republican Senator introduces into Congress the 19th Amendment to the U.S. Constitution giving women the right to vote. 1894 Republicans elect the first woman to a State office. 1895 Three Republican women in Colorado are the first women to serve in a State legislature.

1896 The first equal rights of women plank carried in any major political party platform is contained in the Republican Party Platform. 1916 The first woman elected to Congress is a Republican. The first major Party to favor federal women’s suffrage is the Republican Party.
1919 The first act of Congress after a Republican majority was regained was the passage of the 19th Amendment. The Sargent Amendment, as it was known, had been defeated four times by a Democrat-controlled Senate. When the 19th Amendment was submitted to the States for ratification, 26 of the 36 States that ratified it had Republican legislatures. Of the nine States that voted against it, eight were Democratic. 12 States, all Republican, had already given women full suffrage.
1924 The first women mayor of a major city, Seattle, was a Republican woman.
1940 The Republican Party becomes the first major political Party to endorse an equal rights amendment for women in its platform. 1948 The first woman to hold a high position in a presidential election campaign is a Republican 1953 The Republican Party is the first to appoint a U.S. ambassador to a major power: Italy. 1960 For the first time in the history of any political convention, a Republican woman serves as the director of the convention 1964 Republican Margaret Chase Smith is the first woman to serve in both the House and the Senate The first woman to have her name placed in nomination for the U.S. Presidency by either of the two major political Parties is a Republican woman. 1965 The first woman to be elected State Party Chairman of any major political Party is a Republican. 1978 The first woman to be elected to the U.S. Senate without her husband first preceding her or without first being appointed to fill an unexpired term is a Republican Woman. 1981 Republicans appoint the first woman to the United States Supreme Court. Republicans also appoint the first woman U.S. Representative to the United Nations. 1984 The first female head of the Commodity Futures Trading Commission is a Republican woman. The first woman high commissioner of the U.S. Territories is Republican. Republicans appoint the first female U.S. Marshall. 2001 A Republican President appoints the first female National Security Advisor. 2014 Republicans elect the youngest woman ever elected to Congress. The first female veteran to serve in the U.S. Senate is a Republican.
Armed with all of these facts, it is time we stand up to the Democrat hypocrisy of alleging there is a Republican war on women. Democrat unexcused and un-chastised sexual harassment, rising sexual harassment incidents in Democrat-controlled government agencies, affiliation through Clinton Foundation donations from governments which suppress and deny even basic rights of women, paying males more than paying female workers while claiming to support equal pay for women, shows without a doubt which Party is the biggest threat to the advancement of women in this country. Republicans have long-championed the rights of women, as history proves, and Republicans promote women in leadership with respect and energy.
Caring for America December and January have been very busy for CFA. We are so proud to say, because
of YOU, our generous members, we were able to donate 487 pairs of socks for our
Vets!!! Truly, there are now veterans walking around in your socks, feeling warm and
toasty! I wish I could have captured the smiles on their faces! Your socks went to: Elks
Club, the converted Travel Lodge apartment, and the StandDown Arizona. There were
three of us that represented ARW at StandDown: Jacky O, Ginny Shick, and myself.
This time we did not take a veteran around, but rather was assigned “Food Services.”
We WILL be back next year, and hope you will join us.

by caroling and making ornaments for them, we have
been busy making felt heart valentines filled with
glittery hearts and individual cards for them. Our
seamstress was Gretchen Torres, who is quite the
thrifty one in getting free materials.
New Project for CFA:
There was a definite need for this next project, creating pockets that attach to the
Grandview resident’s walkers. They will be able to put their glasses, phones, etc. in
these and not lose them. I’m calling this project: “Pockets on Wheels”. If you would
like to contribute material or sew, please see me at the mtg. Our seamstress here is
Nancy Mc Cree -Speciale.

Candidate’s Corral – By Jan Martinson, 1st Vice President Well, the event was something to remember! We carried all our stuff 300 yards, across dirt, grass and rock. We had the canopy and four heavy tables. We finally asked some men to help us and we got the job done. We really did look nice. There was a very light show of people, so we didn't have much traffic. Our sales were $145.00. We did talk to people and hand out materials. There were about two dozen Candidates who spoke, and I was able to talk to them about the two Candidates Forums to be held in Sun City West. I picked up quite a few names I didn't know before. I talked again to Kelli Ward. I had Sheriff Joe's petitions for signing, so I walked around and talked to most everyone.

Senator Lesko’s Legislative Update
I'm very happy to report that Governor Ducey has signed my pension reform legislation that I have worked on for over a year! The reforms will help sustain the system for our employees and will save taxpayers over $1 Billion. This year I plan to run for National Delegate to the Republican National Convention and would greatly appreciate your vote! If you are a precinct committeemen, you can run for state delegate
in your district's election. Your district should be having the election at their March meeting. State delegates vote for the National Delegates at the State Convention on April 30th. From the Desk of Rep. Phil Lovas As we head toward the end of February, it’s been a fairly quiet year at the legislature. By now, the session usually focuses around one or two big controversial issues but this year it’s been a little different. There have been very few controversial social issues on the House side and most of the work has focused around smaller bills focused on fixing various problems.
The issue which would have dominated the session – education – was taken care of in a special session last fall. Prop 123 relies on increased distributions from the land trust to fund K-12 education. In addition, it ends the lawsuit filed by education entities against the state. Two non-controversial bills dominated the headlines at the Capitol the first month. Changes to the pension system for firefighters and police passed the legislature in a near unanimous vote. The legislation, signed by Governor Ducey and headed to the
ballot in May, makes changes to eligibility and benefits for members of the public safety personnel retirement system. The other issue which generated most of the interest the first month was the restoration of funding for JTEDs (joint technical education districts) which had been cut in last year’s budget. JTEDs provide career and technical education programs to high school students throughout Arizona. West-MEC services high school JTEDs in the west valley. I had a chance to tour their facility a few years ago and it offers top-notch training for students looking to enter the workforce from high school. The big issue looming is, as always, the budget. Based on early discussions, not many on the House side expect a quick resolution to the 2017 budget. Not only are the Governor’s office and legislature not in synch on their projections for the next year, but with the state in better financial position than in years past, some are seeking to increase spending on their pet projects. In the end, I hope we can settle on an austere budget which saves money and pays off debt. As always, it is an honor to represent you. County Supervisor’s Corner
As Chairman of the Maricopa County Board of Supervisors, I’ve had the opportunity to meet with many legislators at the Capitol, and specifically, our West Valley legislators. The message I’ve been conveying is this: the State must stop relying upon Maricopa County’s taxpayers to fund the needs of State agencies. I was able to pen a letter with County Attorney Bill Montgomery and Sheriff Joe Arpaio to State Legislators stressing that the County
has its own mandated duties to its residents, including public safety, and we cannot continue paying for the operating budgets of State departments. One of the great West Valley legislators that I have been meeting with regarding the County budget dilemma is Senator Debbie Lesko (LD-21). I have worked closely with Senator Lesko for many years on policy issues and budget concerns alike…you may recall that she recently sponsored an important public safety bill for the citizens of Sun City regarding the use of golf carts on roadways. This past year, Senator Lesko has been working tirelessly with multiple stakeholders on critical pension reform, an issue you will see on the May 17 special election ballot. With pension reform headed to the ballot, the time is ripe to refocus on the state budget and putting a stop to the use of
local property tax revenues to pay for state functions. We will continue to meet with legislators to educate them on this important topic as budget discussions begin at the legislature. Clint Hickman Maricopa County Supervisor

February 10, 2016 Briarwood Country Club
Call to Order: President Bonnie Hochberg called the meeting to order at 11:35 A.M.
Invocation & Pledge: Chaplain Gayle Salter gave the invocation and Arizona Speaker of the House, David
Gowan, led the pledge of allegiance to the flag of the United States of America.
Secretary Pro Tem: In the absence of Secretary Jacky Ohligschlaeger President Hochberg appointed Jan
Hermsmeyer as Secretary Pro Tem for the meeting.
Welcome: President Hochberg welcomed the guests and introduced new members.
Speaker: David Gowan, Arizona Speaker of the House, was the program speaker.
Lunch was served.
Officer’s Reports:
Secretary: The minutes of January 13, 2016 were approved as printed.
Pro Tem Secretary Jan Hermsmeyer reported:
Marcia Ferko has resigned as Member at Large. The Executive Committee recommends Lezlee Alexander be
appointed to fill the position. m/c
Treasurer: The Treasurer, Marilyn Sage, reported a bank balance of $9,727.11 as of January 31, 2016.
1st VP & Programs: 1st Vice President/Programs Jan Martinson reported State Treasurer Jeff DeWitt will be
the program speaker in April. Jan asked for volunteers to sign up for the Candidates Forum on June 11.
2nd VP & Membership: Arlene Goldblatt, 2nd Vice President/Membership reported 106 active members and
16 associate members as of February 10th. The Membership Tea was very successful. Arlene thanked the
program speakers NFRW Past President Rae Chornenky and AzFRW President Loraine Pellegrino. She thanked
hostess Gherrie Routzahn for opening her lovely home for the event. Janet Heinz won a prize for bringing the
most guests.
3rd VP &Ways & Means: Barbara Melkin, 3rd Vice President/Ways & Means gave an update on the upcoming
fashion show in March. She encouraged the membership to sell tickets. The success of this fund raising effort
depends on the number of tickets sold.
Caring for America: Jan Buchkowski, Caring for America Chairman, reported the ARW participation in the
Arizona Stand Down For Homeless Vets. ARW members contributed 487 pairs of socks. Jan reported on the
continued activities for the “My Nail Friends” project. The Committee made felt valentines to give to the ladies
at Grandview Care Home. Jan introduced a new project called “Pockets on Wheels” which would be given to
the residents of Grandview Care Home. Jan showed a sample of the “pockets” which would fasten onto their
walkers. She asked for donations of material.
Secretary: The Executive Committee recommends the adoption of the Caring for America project “Pocket on
Wheels”. m/c
The Executive Committee recommends a Life Membership be presented to Frosty Taylor in appreciation for her
many years of service to the Republican Party and Arrowhead Republican Women. m/c
Region VII Director: Carol Jones Region VII Director gave an update on Legislative Day March 30th and
encouraged all members to attend. This is an all state event and it is the custom to wear red. She also explained
the importance of keeping a record of volunteer hours. The time frame is July 1, 2015 to June 30, 2017.

NFRW Policy for Counting Volunteer Hours
The Campaign Award Program is an effective tool to demonstrate the power of Republican Federated
women at the local, state and national levels. The program honors individual Clubs and State
Federations that spend tremendous amounts of time volunteering (non-paid) for our Republican
Party, our Republican candidates, and our Federation of Republican Women.
The following policy details which activities can be included in your volunteer campaign hours:
1. All non-paid campaign activities benefiting our Republican Party, candidates, and/or the Federation.
2. Campaign work done at home, i.e. mailings, preparing campaign posters, phone calls, computer work, etc.
3. Work at and/or for a special campaign event – but NOT if you attend as a paid guest OR if you are compensated for the event.
4. Attendance at (and travel portal to portal) State or National Federation Board of Directors Meetings and Conventions – as well as time spent in preparation for Federation meetings if you serve on a committee.
5. Time in session at (and travel portal to portal) municipality, precinct/ward, county, district, or state party conventions.
6. Time in session at (and travel portal to portal) RNC conventions.
7. Time spent as a county, state, or national party committee member or as a temporary member, i.e. Rules Committee, Resolutions Committee, etc.

12. Working as a poll watcher on Election Day – but NOT if you are paid.
13. Involvement in a Campaign Management School, i.e. training to be a faculty member, teaching and organizing a campaign school, etc.
