In declaring the VOICE, PIA 11 Regional Director Efren F. Elbanbuena expected members to help DENR 11 monitor violations on environmental laws, as well as, report significant accomplishments on environmental protection and preservation. The declaration of the VOICE came after the two-day learning event on “Cellular Phone Videography and Photography” sponsored by DENR 11 conducted on July 30-31 through the Program Monitoring and Coordination Center National Task Force Diwalwal (PMCC NTFD). PMCC NTFD regional coordinator, Atty Joan Sonza-Alug explained that the conduct of such learning event was in support of the Bantay Lasang

(Forest Watch) project of DENR 11. DENR 11 re-launched this year the Bantay Lasang Project “to further intensify the forest protection efforts in the Davao Region”. Among other forest areas, such project covers the 8,100-hectare Mt. Diwalwal declared through Presidential Proclamation No. 297 as mineral reservation area. Mt. Diwalwal straddles in the provinces of Compostela Valley, Davao Oriental and Agusan del Sur. Initial members of the VOICE were information officers of LGUs in Compostela Valley and representatives of members agencies of PMCC NTFD created through Executive Order 217.

Issued in June 2003, E.O. 217 tasked PMCC NTFD to oversee the development of DMRA on behalf of the national government and to address mining, social, economic, political, peace and order , and information concerns in the mineral reservation area. Elbanbuena lauded DENR 11 for sponsoring the learning event which made use of cellular phones to document and feature events and activities, and to transmit information through social media platforms. “As always, Davao Region takes the lead while others, follow,” he said in emphasizing that DENR 11 and PIA 11 got ahead of their regional

counterparts in forming a network of citizen-

journalists.

The learning event covered the presentation of the Diwalwal Mineral Reservation Area (DMRA) Development Plan, familiarization of cellular phones, photography and photojournalism, videography and video-journalism and the Code of Ethics, practicum, presentation of outputs and critiquing. Resource speaker Richelieu V. Umel, a photojournalist from Iligan City viewed the learning event as useful not only in transmitting photos and information on environment but also in documenting and transmitting information on disaster concerns. Meanwhile, the learning event participants signed a commitment dubbed as “Lakas Kalikasan Natin” through which they expressed their allegiance to help preserve and protect the environment particularly the forests.

MANILA - Six Overseas Voter Registration Centers (OVRCs) in the Philippines were opened on the month of July 2015 to process overseas voter applications for registration/certification in preparation for the 2016 National Elections.

Violators will be fined P3,000 on their first offense; P5,000 on

second offense; and P10,000 on third and succeeding offenses.

On the third offense, a violator’s driver’s license will be suspended for a month. Violation beyond the third time will result in the automatic revocation of the offender’s driver’s license.

DA, MinDA ink pact to boost cacao production

The MOA seeks to help cacao-producing provinces in Mindanao to address cacao 2020 challenge which aims to produce 100,000 metric tons (MT) quality

cacao beans by the year 2020.

The volume will be used to supply the ten percent global deficiency of 1 million MT.

QUEZON CITY - The Department of Agriculture and the Mindanao Development Authority (MinDA) signed a Memorandum of Agreement (MOA), on July 31, to enable Davao region, and the whole of Mindanao to rise up to the Cacao 2020 challenge.

The MOA mandates the two agencies to carry out policies and action plans that will double the land areas planted to cacao, thereby increasing production and income of cacao farmers and stakeholders, DA said in a statement.

Aside from production, the DA will assist growers in various value adding activities.

Undersecretary for Operations and Marketing Atty. Emerson U. Palad said that the DA is keen in teaching farmers on how to be entrepreneurs.

“You have to be business minded. Don’t stop at production, you have to invest in processing and value-adding so can maximize your income,” he said.

Palad said that DA together with MinDA will look into the expansion and improvement of

production to enable increase in productivity.

“We will also provide training support as well as postharvest and research and development assistance,” he said.

The DA, under the High Value Crops Development Program, will also explore export market opportunities to sustain a competitive and viable industry.

Data from DA-HVCDP (High Value Commercial Crops Development Program) shows 90% of the total cacao production in the country is mostly sourced from Mindanao, 80% of which comes from Davao Region.

“Aside from banana and durian, we are prioritizing support to cacao industry so that we can position the region as the country’s cacao capital,” DA-Region XI director Remelyn R. Recoter said.

KABACAN, North Cotabato, Aug. 6 --- More than 600 residents of this town recently availed of free medical and dental services from the local government unit in partner-ship with the provincial government, non-government organizations and private sec-tors.

Particularly, the beneficiaries were children and senior citizens of Sitio Litton in Baran-gay Kayaga.Among the services offered to them were medical and dental consultation, tooth ex-traction, eye screening, and blood tests such as random blood sampling (RBS) and com-plete blood count (CBC).The activity dubbed as “Unlad Pangkalusu-gan Program”, is aimed at providing health services to those who could not afford to see a doctor.Aside from the personnel from the Integrat-ed Provincial Health Office (IPHO), LGU- Ka-bacan and University of Southern Mindanao (USM) Hospital, a team of volunteers from Care Channels International, a non-profit or-ganization that helps poor and less fortunate communities, also extended help through the distribution of vitamins and medicines to the beneficiaries.

COTABATO CITY, Aug 6 – Some 900 new classrooms will be con-structed all over the Autonomous Region in Muslim Mindanao (ARMM), the Department of Education said.

ARMM Education Secretary Dr. John Magno said, DepEd has al-lotted over P500 million for the construction of new classrooms

starting this year.Aside from the classrooms,

giene facilities in ARMM’s schools, Magno said.

“Bangsamoro children deserve quality teachers and school facili-ties,” the official added.

The support of the Australian government through its Basic Education Assistance for Muslim Mindanao (BEAM-ARMM) pro-gram, he said, helps a lot to de-liver quality education in the re-gion.

The BEAM-ARMM is a com-prehensive education and youth development program designed to contribute to the alleviation of poverty and to promote peace in the region.

It delivers accessible and healthy learning facilities, quality teachers, learning materials, and a protective environment for chil-dren in need, through effective, transparent, and accountable management systems.

To date, 123 classrooms were already rehabilitated and 50 new classrooms were constructed by BEAM-ARMM across the re-gion benefitting more than 8,000 student-beneficiaries each school year.

A series of supplemental train-ing to over 9,000 teachers on Enhanced Basic Education Curric-ulum under the K to 12 program were also conducted. This initia-tive also provides skills training to out-of-school youth and senior

high school students.“My son is one of the lucky

students who will occupy the newly rehabilitated classrooms at Portholland Elementary School,” said Hja. Thandzmahal Idan, 35 years old and mother of Al Jake Idan, Grade 3 student in the town of Maluso in Basilan. Maluso is one of the recipients of projects under DepEd-ARMM and BEAM-ARMM program.

Amella Jalani, Portholland school head, said the school has 28 classrooms but only 16 are being used. “Last school year, 1,900 students merged to only 16 classrooms, which resulted in a classroom-student ratio of over 1:100,” said Jalani. She under-scored that this problem results in students skipping class and leads to severe absenteeism.

Based on data from the DepEd’s Enhanced Basic Educa-tion Information System, ARMM has 989 schools classified as “black and red” in 2012. The black schools are without existing instructional classrooms while red schools need either classroom repairs, or new classrooms.

DOH-Caraga campaigns for pulmonary diseases’ awareness By: Daisy Jane M. Apit

BUTUAN CITY – The Department of Health (DOH) Caraga is celebrating the National Lung Month this August to heighten the public’s attention on the pulmonary system and illnesses of the lungs. DOH Regional director Jose Llacuna said that this is also the month that all awareness programs about pulmonary diseases are being conducted.

One of the highlighted activities for the celebration is the “Orientation of Tuberculosis for Preteachers”. Together with the National Commission on Indigenous People (NCIP) and Northeastern Mindanao Mission of Seventh Day Adventist, the volunteer educators of tribal communities will be taught on proper hygiene and sanitation. This activity will equip them in disseminating correct information when deployed in geographically isolated and depressed areas. As part of the advocacy campaign against Tuberculosis (TB) there will be a film showing entitled “Flying Kiss” at Robinsons Butuan on August 7. This comedy-drama advocacy movie will be a medium for

education and public awareness on how TB can be prevented. There will also be series of orientations to be conducted for the TB task force and coalition officers on TB and other pulmonary diseases. Moreover, to recognize the efforts and accomplishments of all Directly Observed

Treatment, Short-Course (DOTS) implementers at all level either private or public partners, a competition entitled “Yell the Yields” is to be rendered. This encompasses programs based on the Philippine Plan of Action to Control Tuberculosis (PhilPACT). “TB affects adults in their most productive years. Fortunately, the DOTS program is continuously addressing the needs for a cost effective strategy readily available even to the poorest communities in the region,” Llacuna said. The theme for the National Lung Month Celebration this year is TB-Free Phil.: Continuing Challenge from Childhood to Adulthood.

Crime volume drops in SurSur; PNP marks PCR Month

TANDAG CITY, Surigao del Sur – The crime statistics in Surigao del Sur has dropped by 17.96 percent during the first half of 2015 as compared to the same period of last year.

P/SSupt. Narciso Verdadero, PNP provincial director, cited that index and non-index crimes for the period January-June 2015 were posted at 738 and 705, respectively, or a total of 1,443 while noting on the same period of last year index and non-index crimes at 963 and 796, respectively, or also a total of 1,759.

Index crimes include homicide, rape, robbery, theft, and similar offences while non-index crimes consist of non-physical confrontation such as drug possession, driving under the influence of liquor, and the like. The provincial police chief attributed the fall in crime rates to police visibility.

ISABELA CITY, Basilan – More than two thousand students and teachers of Lamitan National High School (LNHS) in Lamitan City, Basilan were mobilized to participate in the national earthquake drill recently.

Lamitan City joins nat’l earthquake drill

The Office of Civil Defense-BASULTA led the local participation to the nationwide s i m u l t a n e o u s earthquake drill or Oplan Pagyanig 2015 with the Department

of Education-ARMM and Lamitan City, Bureau of Fire Protection, City Social Welfare and Development Office, city DRRMC, local police and military personnel, among

others. The drill followed in the wake of efforts to make the public aware of the imminent danger of a strong earthquake from the Sulu and Cotabato Trenches. Dionisio D. Mondejar of OCD-BASULTA explained the procedure for the drill and the roles that each agency will undertake. “Every teacher must know their role and responsibility during emergency situation. The school must be aware of who are the members of the school disaster and emergency response team,” Mondejar said. At the sound of the siren, the drill commenced and immediately students executed the duck-cover-hold position. After few minutes, students began the evacuation towards the open field of the campus. Emergency response teams were immediately deployed and arrived at classrooms where victims were simulated for first aid treatment and evacuation

procedures. Health personnel and ambulances were dispatched to bring simulated injured students to the local hospital. The drill was completed for about 30 minutes. While conducting debriefing session and exit conference to assess the drill conducted, a real emergency scenario occurred when some students collapsed. The students stayed at the open field under the heat of the sun for about 20 minutes, which may have caused some of them to faint. Overall, the team assessed the drill as very successful with all the expected responders have done their tasks. However, some gaps need improvements. The team noticed that some

students are not very aware of evacuation procedures and the attitude needed to execute the drill. Some failed to execute the duck-cover-hold position. Responders also noticed the lack of participation of the personnel from the St. Peters Hospital. “The hospital was not serious about the drill. Its personnel and nurses did not respond to the patients brought to them. This should have been an opportunity for them to test their ability to respond to emergency situations,” the responder noted. Communication between and among the members of the CDRRMC and other responders need to be strengthened. The team suggested that the local

The 4Ps beneficiaries were identified thru the National Household Targeting System for Poverty Reduction (NHTS-PR) also known as Listahanan. Mohammad informed, per Listahanan, Zamboanga del Sur ranked second among the highest number of beneficiaries in the entire country, with a total of 140,804 Pantawid household-beneficiaries. “It is the Listahanan’s objective to make sure all 140,804 are already in the database hence the need to validate,“ she said. It can be recalled, DSWD Regional Director Zenaida Arevalo gave a directive to continue the assessment until all the names on the list are

validated. She said there are key factors which constraints data integrity that is why it is important that beneficiary-respondent should answer the instrument/assessment questions truthfully. Deputy Regional Program Management Officer-Listahanan, Pilar F. Francisco said, “We are hoping that beneficiaries would be truthful in answering the assessment questions as the result will be instrumental in the allocation of public resources.” “A genuinely poor household may be tagged as non-poor if there are inconsistencies in the Family Assessment Forms,” Francisco said. NHTS-PR / Listahanan is a data bank and an information management system that identifies who and where the poor are in the country. With the use of the Listahanan database, the government’s intervention programs and projects can be concentrated on areas with high incidence of poverty, uplifting the community’s economic sustainability and reducing poverty.

Atty. Jose Edgardo Uy, CPCC co-chairman, said that it is the aim of the surprise inspection to know if the dealers have regulatory and certificate compliance from DOE including their business permits from the city, calibration, cleanliness and sanitation. During the inspection, it has been verified that several gasoline stations have violated some regulations and the worst infringement was the insufficient gas up of products. With this, DOE temporarily prohibits the petroleum merchandise of five dealers out of the ten gasoline stations that

are situated in the East Bound Terminal in Barangay Gusa not until they will be calibrated by the City Finance Office. Meanwhile, DOE and CPCC recognized and appreciated the dealers who have passed the inspection such as the Juan Fuel located at JR Borja Extension street. There were also other offices that took part in the inspection which include the City Finance Office, Department of Trade and Industry Provincial Office and the Cagayan de Oro City Police Office. The DOE inspection will continue until August 7.

Of this number, 38 will act as census area supervisors (CAS), while the others will act as enumerators (ENs) and team supervisors (TSs) who will be fielded to the different local government units (LGUs), during the census starting Aug. 10, this year. All these personnel have been made to undergo the 4th Level Training for Enumerators, held in different batches and venues of the province, from July 27 to Aug. 8, 2015, Julito F. Pilar, Provincial Statistics Officer of MisOcc, said. Each EN will be tasked to conduct the house-to-house interview, while the TS will supervise a group of ENs and the

CAS, mostly, regular personnel of the PSA in the province, particularly, the Statisticians will supervise a group of TSs and ENs, he said. On the other hand, he said of the three cities in the province, the highest number of POPCEN 2015 personnel is noted in Ozamiz City, with more than 160, followed by Oroquieta and Tangub, both with 82, each. Of the towns, Clarin, Plaridel, and Bonifacio have more than 40, Aloran, Sapang Dalaga and Tudela, more than 30, Baliangao, Calamba, Lopez Jaena, and Sinacaban, more than 20, and Concepcion, Panaon and Don Victoriano, more than 10, Pilar added.

DAVAO DEL NORTE, (PIA) - A federation of farmers coopera-tive in the province received re-cently a Shared Service Facility (SSF) worth P150,000 from the Department of Trade and Indus-try. Davao Federation of Fishers and Farmers Cooperative (DA-COFARM), an alliance of 38 co-operatives in the province with over 600 members, obtained a vacuum sealer for the organ-ic rice production, which was turned over at their project site in Tagum City. Judecia Ponio, information officer of DTI-Davao del Norte, said that the vacuum sealer will

upgrade the current packag-ing of the cooperative’s prod-uct from just plain to vacuum sealed packaging. Ponio also said that the vacuum sealed packaging will improve the shelf life of the or-ganic rice, thus enhancing its competitive advantage in the market.

Efforts to help evacuees at Haran yields positive result

DAVAO CITY (PIA)- The security sector is satisfied to the result of the inter-agency effort to rescue members of the indigenous peo-ples staying at the Haran Com-pound of UCCP Church in Davao City even if most of them still prefer to stay in the place. Officers of the Police Re-gional Office 11 and the Eastern Mindanao Command described the result as a big step forward since the IPs who are in the city to seek refuge for alleged claims of militarization in the country-

side, can now be reached by the services of government. Earlier, personnel from the Department of Social Welfare and Development (DSWD) and the National Commission on the Indigenous Peoples (NCIP) com-plained of being barred from en-tering the compound to evaluate the needs of the IPs particularly the vulnerable women and chil-dren. The entry of government was made possible on Thursday after Acting Mayor Paolo Duterte intervened to ease the grow-ing tension when police forced themselves into the compound. While asserting government’s authority, Duterte facilitated negotiations between DSWD, the pastors of UCCP and groups supporting the IPs to look into the welfare of the women, chil-dren, persons with disabilities and old folks in the compound. He stressed to respect de-cisions of the IPs either to go home or to stay at the Haran compound. A mother and child seized the opportunity of bolting out

the Haran compound through an opening on a cyclone fence and decided to seek refuge at the DSWD Regional Office where they were brought by the au-thorities. Duterte ordered the police to keep anyone off the fence surrounding the compound to avoid separation of family mem-bers.He observed as a consequence, husband and one child were left in the compound when the mother and another child es-caped. “The family is now united here at the DSWD to decide whether to go home or stay in the city,” Duterte said. He said the 14-year-old daughter of the family will also undergo post-traumatic stress debriefing at the DSWD. Duterte said the DSWD will appraise him of the decision of the family. In his assessment, he said that no one among the IPs ex-pressed to go home. “One father was even fetched by his son and even told the latter, that he would not leave,” Duterte said. He said the medical needs

of the women and children are currently attended by a medi-cal team from the Central 911 with the assistance from the DSWD and lumads’ own support groups. Duterte said that momen-tarily, he awaits the decision of Mayor Rodrigo Duterte to relo-cate the IPs to a more comfort-able place. “We may ask the barangay captains with good gymnasiums to accommodate them, I will confer with the tribal leaders if they will agree,” he said. Duterte also expressed ap-preciation to the effort of North Cotabato Representative Nancy Catamco, chair of the house committee on the indigenous peoples welfare to assist the IPs at the Haran saying, “she is just doing her job.” He however asserted that as the local government unit of the city, it must be the local au-thority’s decision that must pre-vail. “When it comes to decision-making, it is not her decision but our decision as LGU must be followed,” Duterte said.
