after the January and February 2011 floods that claimed millions of pesos damaged both lives and

properties.

According to a report presented by Yasmin Reyes of PAO, they received some 21,300 kilos of Zinc Sulfate fertilizer amounting to some P1,034,410, and another 5,000 liters of organic liquid fertilizer amounting to P625,000. PAO also received some 3,740 bags of certified rice seeds from DA as part of Alcala’s commitment amounting to P4,488,000. “For certified rice seeds, we budgeted one bag per hectare and as per our inventory, most affected areas all over the province of Agusan del Sur totaled to 3,740 hectares, where

we also delivered the same figure of bags to farmer recipients,”

Reyes said. She added that for the

fertilizer there were two batches.

The first

batch of 10,000 kilos of fertilizer was delivered to the 13 municipalities and the lone city of Bayugan. For the second batch, 11,300 kilos were distributed to the same municipalities. On January 3, 2011, the whole Caraga Region was hit by floods, and one of the most affected was this province, leaving nine persons dead, with 32,598 families or 160,439 persons affected. But another similar calamity came along after 26 days, hitting old and new victims. Although lesser families (20,926 or 110,489 persons) compared to the January 3 floods were affected, another millions of peso damages to agriculture and infrastructures were recorded, reaching up to more than P95 million. This prompted Alcala to visit and evaluate the damages brought by floods, bringing along with him some P8 million worth of farm materials which he turned over to Gov. Plaza upon his arrival and pledged farm inputs that the PAO received recently, in order that farmers can recover immediately.

Palace defends VAT on oil, says removing the measure will impact on pro-poor govt programs

Malacañang defended the imposition of value added tax (VAT) on oil saying removing the measures will impact on government programs that help the poor.

said the country’s ranking improved from 35 percent to 39 percent in terms of the number of female senior executives in the country. Russia tops the list of countries with the most number of female senior executives.

Grant Thornton’s International Business Report showed that 39 percent of senior managers in the Philippines are women, a level tied with the Thailand

and Botswana and just behind the 46 percent rate recorded for Russia.

Despite the high rank of the Philippines and Thailand, the firm said that for Southeast Asia, the proportion of women in senior management fell to 32 percent this year from 36 percent in 2009.

In Europe however, the level has increased to 24 percent this year, compared with 20 percent in 2009. (AS)

The government has been criticized for not considering removing or at least reducing the percentage on the tax on oil products in the midst of the continuing increases in the prices of petroleum products.

There are reports saying Vice President Jejomar Binay called on the administration to cut VAT on oil. Also, a well-known economist proposed for a temporary reduction of VAT on oil being imposed by the government.

In a radio interview Saturday over state-run dzRB Radyo ng Bayan, Deputy Presidential Spokesperson Abigail Valte said the continuous imposition of VAT is not

anti-poor and those opposing it are jumping to a wrong conclusion.

“But the fact is, if we take it away… if we temporarily suspend imposing the VAT on oil, may mawawalan po ng revenue, meron pong mga programang mawawalan ng pondo at merong mga taong matitigil yung kanilang benepisyo na kinukuha doon sa mga programang yun,” Valte said.

“And then there is also no solution to that. Parang ang gusto ho nilang (critics) gawin is to take funding from another project at the expense naman of those

people who are benefiting from those projects.”

While some consider the lifting of VAT on oil a populace measure, Valte said the public must also think of the implications once the government removes the tax measure being imposed on oil.

“We have to remember that there are implications. You cannot just remove VAT on oil and act as if it is in a vacuum. The reality is if you take away a funding source merong mawawalan, merong mabubutasan, merong maaapektuhan,” she said.

But with regards to the suggestion of the vice president, Valte said they will mention it to the President. Also, she said they’ll ask for the guidance of the finance department on the proposal to reduce the percentage of the tax being imposed on oil. (AS)

CSC Chair inaugurates “Botika Para sa Taumbayan

As a joint project, the Civil Service Commission (CSC) and the Department of Health (DOH) forged a Memorandum of Agreement creating the BPT Program.

Under this program, the DOH shall grant the CSC an initial P15 million worth of medicines to initiate the establishment of drug retail stores in

300 government agencies nationwide. These outlets will sell low-priced but high quality medicines.

perspective that a healthy and sound bureaucracy is an effective and productive bureaucracy.

City Mayor Ferdinand M. Amante Jr., a medical practitioner himself, accepted the medical

products worth P50,000 in behalf of the City Government of Butuan.

The BPT will be operated by the Butuan City Government Employees Multi-Purpose Cooperative, Inc. (BCGEA) under its Chairman Samuel P. Carampatana who manifested their commitment to the program.

The 50-bed capacity hospital worth P15 million was relegated by Asec. Romulo Busuego to Agusan del Sur Gov. Adolph Edward Plaza, then to Talacogon Mayor Isaias Masendo in a simple ceremony. According to Plaza, the hospital will serve mostly the people from La Paz, San Luis and Talacogon towns and even Loreto. “The turn over ceremony would mean more responsibility for the leaders of this province. This would mean additional budget for its modern facilities and equipments in order to deliver the best health services to our people. And it is not only the responsibility of the provincial government to

provide all these facilities and equipments but the entire local government in the province because this is our hospital. I am therefore encouraging the municipal governments specially La Paz, Talacogon and San Luis to set aside funds for the personnel who will operate this hospital and the procurement of facilities and equipment,” Plaza said. In his message, Busuego said, it is not really a big problem in filling the hospital with the modern equipment. He added that one of the priority programs of P-Noy’s administration is to deliver the best health care and services to the Filipino people and therefore, the DOH has funds for this

purpose. The only thing that the local government will do is to pass resolutions and requests in order that funds will be downloaded to them. “Having now the building, there is no reason that the DOH will not extend its assistance by providing the hospital with the needed facilities. Of course, we cannot expect them to be there right away, because of the processes that will incur. But I am very sure the help will be there,” Busuego said. Presently, patients coming from San Luis, Talacogon, Lapaz and Loreto are brought to the D.O. Plaza Memorial Hospital where modern facilities are set. But because the DOPMH serves not only patients from Agusan del Sur but also from the neighbouring provinces, it can hardly accommodate the all the patients. With the establishment of the Talacogon District Hospital, it would mean lesser burden now for the DOPMH.

BUTUAN CITY-- The Working Committee from the Office of the Vice Mayor and the Sangguniang Panlungsod of Butuan City have geared up its preparation for the Vice Mayors’ League of the Philippines (VMLP) 3rd Mindanao Island Congress slated on June 20-23, 2012 at a convention center in the city.

The conference, which will be hosted by the VMLP Caraga Regional Chapter, will espouse the theme: “Protect the Natural Environment: Preserve the Natural Wonders, Promote Eco-Tourism.” This year’s conference will have a different twist as tour packages has been prepared by the organizing committee in lieu of the usual break-out sessions done on conferences. In this manner, actual site seeing of the region’s eco-tourism destinations will be experienced by the participants while in-depth understanding and

awareness on these areas is e x p e c t e d t h r o u g h the mobile l e c t u r e s in the course of the tour to be made by Caraga’s tour guides. A meeting of the Working Committee was held recently to beef up plans for the said event. Around 1,000 delegates are expected to grace the event. According to Fortun, not only vice mayors from Mindanao will attend the conference as others from

the other parts of the country are also expected to attend the congress. Fortun added that during the VMLP National Convention he attended recently, several Vice Mayors from Luzon and Visayas have already expressed interest to attend the said event as they are also excited to discover Caraga region.

The participating schools divisions are coming from Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Dapitan City, Dipolog City, Pagadian City Isabela City and Zamboanga City. It can be recalled that Dapitan City hosted the Palarong Pambansa 2011 which was participated in by

all the 17 regions in the country. The National Capital Region (NCR) emerged as the over-all champion in that national athletic competition. In a related development, the private Schools Athletic Association (PRISAA) also held its regional athletic competitions here in Dipolog City last Feb. 24-28 with the Zamboanga City athletic delegation as general champion. ZAMBOANGA CITY - The City government of Zamboanga and the 1st Infantry (Tabak) Division of the Philippine Army, represented by its commanding general, Brig. General Ricardo Rainier G. Cruz III, recently signed a memorandum of agreement to renew the presence of the Special Citizen Active Auxiliary (SCAA) unit in Zamboanga City.

Robredo said. Robredo ordered Estilles to conduct manhunt operations against 10 fully armed men led by a certain Amie Andi, leader of a lawless element group operating in Zamboanga del Sur, who was tagged as responsible in the murder of six people in Sitio Bihing, Barangay Tininghalang, Lapuyan, Zamboanga del Sur at 5 pm on February 23, 2012. In an interview, Estilles said the victims earned the ire of suspect Andi’s group of cooperating with Police and Army personnel during an operation in said village two weeks ago that led to his brother Commander Samang Andi’s death. Reports said Andi and his group arrived at Sitio Bihing at about 5 pm

February 23, and started shooting and lobbing explosives to everyone in sight before fleeing the area under cover of darkness. Initially, five people including three children died on the spot due to gunshot wounds, and they were identified as Daryl Daano, 2 years old, Henrito Bayamban, 11, Rex Langhay, 9, Jun Jun Banghulot, Raquel Langhay. While seven others were rushed to the nearby Margosatubig Regional Hospital they were Regine Banghulot, 2 years old; Ranran Banghulot, 6; Larabelle Banghulot, 12; Judy Ann Banghulot, 14; Benedict Banghulot,10; Justine Siay, 7; and Monjour Tambagel, 15. The signing of the accord was done during Gen. Cruz’ courtesy call in City Hall and witnessed by Task Force Zamboanga Chief Col. Buenaventura Pascual and other Army officers. Under the agreement, the city government shall be responsible for the monthly allowance of the SCAA which must be coursed through the Armed Forces of the Philippines unit commander having the authority over the SCAA. In addition, the city government shall provide the SCAA with complete uniform and equipment, and shall also be responsible for any claim arising from personal injury, damages or death caused by or to any of the SCAA when such injury or death is incurred in the course of lawful performance of duty. The 1s Infantry (Tabak) Division of the Philippine Army, on the other hand, shall provide the city government of Zamboanga with SCAA in order to secure and maintain peace and order in the city against terrorists, insurgents and

other lawless elements. It shall also be responsible for the screening and selection of SCAA members, with the commanding general exercising direct control and supervision over the SCAA assigned in the city in accordance with the rules and regulations promulgated by the AFP. In the event of imminent or actual attack on the city of Zamboanga by insurgents and lawless elements, the 1D, PA shall have the authority to muster the other SCAA units under its operational control to secure the city. Furthermore, the 1ID, PA shall also provide the SCAA with firearms and ammunitions during the conduct of the training until its actual deployment. Nonetheless, due to budgetary constraints of the government, the city government may, at its own expense, shoulder the necessary expenses for the purchase of ammunitions during the training and actual deployment of the militiamen. Northern Mindanao will once again be engulfed in darkness for one hour on

March 31, starting 8:30 p.m. as the region joins forces for Earth Hour, sending a powerful global message that is imperative to take a positive action on global warming.

The Department of Energy (DOE), in partnership with world Wildlife Fund Philippines (WWFF) and in coordination with the Philippine Information Agency (PIA) shall be holding a half-day orientation seminar on energy efficiency and conservation program with multi-sectoral participation from the local government units, students/teachers, business, non-government organizations, various consumers and the media in Cagayan de Oro City. The seminar primarily aims to inspire the public to go beyond the hour and make long-term commitments to do more for our planet. Earth Hour is a global event organized by WWF and is held on

CAGAYAN DE ORO CITY - The key role of women in disaster risk reduction and management shall be among the highlights of the activities that will be conducted by local governments as they celebrate Women’s Month this March.

“It is high time that we accentuate women’s involvement in disaster preparedness, risk reduction, recovery and rehabilitation,” said Interior and Local Government Secretary Jesse Robredo, adding that “they (women) too play an equally important role in these efforts.” The theme for this year’s celebration, “Women weathering climate change: Governance and accountability, everyone’s responsibility,” underscores the role of women as powerful agents of change in disaster risk reduction. In his directive to provincial governors, city and municipal mayors and barangays leaders, Robredo also urged them to undertake activities that will help contribute to the building of gender-responsive, resilient, and accountable communities that are prepared for disasters. He said local governments should ensure that local disaster risk reduction and climate change adaptation strategies

and plans are gender-responsive. He also encouraged them to focus their activities on sustaining the national and local advocacy on the implementation of RA 9710 or the Magna Carta of Women and the Millennium Development Goals focusing on MDG7 which is ensuring environmental sustainability. For greater community awareness and participation, the DILG Chief said local government units may

CAGAYAN DE ORO CITY - The City Government of Cagayan de Oro has lined up several activities that will highlight the month-long “Women’s Month” celebration in March this year, anchoring on the theme: “Women Education-Women Empowerment.”

An early morning mass at the St. Augustine Cathedral and a simple opening program at Calaanan Tent City on March 8 will kick off the celebration. On the same day, a simultaneous medical/dental mission, feeding program for children, and free haircut for evacuees will be held in Calaanan Tent City and covered courts in barangays Kauswagan, Barangay 24 and Macasandig. On March 14, members of the executive committee, to be led by city councilors Annie Daba, Nadya Emano-Elipe and Dante Pajo, will conduct a tree planting of ‘bakhaw’ (mangrove) and golden bamboo at the riverbank in Barangay 13, including the sowing of fingerlings in Cagayan de Oro River. Barangay chairmen and members of the Barangay Women Development Councils (BWDC) from the city’s 80 barangays will also

undergo a one-day seminar on local disaster risk reduction management at the City Tourism Hall on March 16. Women seek assurance of involvement in disaster risk reduction measuresDAVAO CITY – Women from vari-ous sectors here have sought as-surance of their involvement in the planning and implementation of the local disaster risk reduction measures in the city. The women leaders and advocates have articulated in the 2012 Women Summit Resolutions their assertion for women’s participation in special bodies such as in the disaster, rescue, relief, and rehabilitation management council. The drive was raised during the 13th Citywide Women Summit on March 1 in Davao City, which tackled women’s active involvement in environmental decision-making at all levels. Davao woman leader and advocate Rosena Sanchez has shared the same advocacy to push for more women at the ranks of decision makers in the council “in order to formulate policies on environment.” Sanchez emphasized the need of the women’s participation to environmental decision-making, noting that women get the multiple burdens and are more at a disadvantage during calamities. “Women are often left at the evacuation centers to attend to their children, with no privacy, no food and no water, while the men continue to work for a living. But it is usually the

women who could solve the problem,” she told the 500 women participants to the women summit. Geologist Beverly Mae Brebante of the Mines and Geosciences Bureau in the region affirmed Sanchez statement, saying that “the consequences of hazards often turn out to be more severe for women than men due to culture and tradition.” Exclusion of women from the disaster risk reduction measures has detrimental effects to women, she said, citing that early warning systems fail to reach women. She pushed for a gender and development to be mainstreamed in all stages of the disaster risk reduction program, to include both men and women as decision makers from prevention to recovery planning. “Regard women, just like men, as providers instead of passive receivers of support and protection,” stated Brebante, adding that “Women know more of the needs of the family and the community, especially on what to provide for their children.” Sanchez and Brebante were among the resource persons during the 13th Citywide Women Summit where the 2012 Women Summit Resolutions were endorsed to Mayor Sara Duterte-Carpio through City Social Services and Development Office.

BFAR announced this week that they are still looking for scholarship grantees in Region 12 for its Fisheries Scholarship Program (FSP), implemented in cooperation with the Department of Education and local government units.

The 20th National Competitive Examination for the FSP will be held on March 17, 2012 at Irineo L. Santiago National High School in General Santos City.

The scholarship is open to graduating high school graduating students or high school graduates in the Region who have not earned any unit in college.

Applicants must not be more than 20 year old and should belong to the top 10 of their graduating class to qualify in the said scholarship, the announcement said.

S u c c e s s f u l examinees shall be entitled to a scholarship package and will be allowed to enroll with the degree of Bachelor of Science in Fisheries in any of the following

schools in June this year: University of the Philippines in the Visayas in Miag-ao, Iloilo; Central Luzon State University in Munoz, Nueva Ecija; or Zamboanga State College of Marine Sciences.

The scholarship package is inclusive of free matriculation and other school fees, allowances, and other support provided they satisfy the minimum requirements that are stipulated in the contract between BFAR and the scholars.

BFAR 12 Regional Director Sani D. Macabalang said that the scholarship is one way of searching and molding future key players and potential leaders who will promote the development and welfare of globally

competitive fisheries and aquatic resources in the Philippines.

Jean Griengo, a parent of one of the aspirants said that the offered scholarship is indeed a great help for to parents.

“I am praying that my daughter would be one of the fortunate students who will acquire the scholarship and if that happens I would be much thankful,” Griengo said while submitting the filled out application form of her child.

The examination will be conducted simultaneously in 17 regions nationwide.

Only the top 10 passers from each of these regions will be identified. Their names shall be published in national dailies before the opening of classes for the first semester of school year 2012-2013.

DOLE-12 undertakes BOSH training for workers’ safetyGENERAL SANTOS CITY- Department of Labor and Employment (DOLE)-12 recently conducted a 40-hour Basic Occupational Safety and Health (BOSH) training for 53 frontline workers from different companies here.

The BOSH training aims to equip participants with the knowledge on the basic concepts and principles of occupational safety and health for them to improve workplace condition. It also aims to increase worker’s productivity and promote a healthy and happy workforce.

The BOSH training modules is a course “ideal for Engineers, Supervisors, Safety Officers, Safety Practitioners, members of the Health and Safety Committee, Human Resource and Administrative personnel, Internal OSH Auditors” or any individual who wants to learn the basics of occupational safety and health.

The 40 hours DOLE

BOSH training is also required by the DOLE- Bureau of Working Conditions (BWC) when a particular person intends to apply for accreditation as an occupational safety and health practitioner.

According to DOLE-SarGen the graduates of the GenSan BOSH training are expected “to improve workplace condition and be able to reduce, if not eliminate, work-related injuries and illnesses” at their respective workplace.

DOLE-Sarangani and General Santos City Field Office said the training was supported by the Organization of Safety and Health Network (OSHNET) Region 12 and the Occupational Safety and Health Center (OSHC).

Patricio Blanza, DOLE SarGen provincial director commended OSHNET-12 for espousing g o v e r n m e n t ’ s advocacy on “safety first and zero accident in all workplaces.”

O S H N E T - 1 2 president Engr. Jimmy Tolimao said all business establishments and companies should aim for a zero accident in their area of responsibilities. He said it is important to always put as top priority the safety of the employees or workers during working hours.
