Recent tragedy may have brought Mindanao’s oldest city to its knees, but that only serves as motivation for the city leadership to build back a better Zamboanga - ready to face all challenges and grab all opportunities.

According to the NEDA, the country remains on track to reach its full-year growth target of between 6.5 and 7.5 percent as the government speeds up rehabilitation, construction, and recovery projects in areas devastated by Typhoon Yolanda last year, Coloma said.

The sectors of manufacturing, tourism, information technology, business process management, construction, logistics, and agribusiness will be given priority in the hope that they would create more jobs, the Palace official said.

He further said that President Aquino is slated to convene a NEDA Board Meeting on Thursday afternoon.

The meeting’s main agenda would be the discussion and approval of Investment Coordination Committee (ICC) matters: road and interchange projects in NCR, Region I, and Region IV-A of the Department of Public Works and Highways (DPWH); water district development projects of the Local Water Utilities Administration (LWUA); the Angat Water Transmission Improvement Project of the Metropolitan Waterworks and Sewerage System (MWSS); LRT Line II Operations and Maintenance Project of the Department of Transportation and Communication (DOTC), River Irrigation Project of the National Irrigation Administration (NIA) and government hospital modernization of the Department of Health (DOH). The government will pay special attention to the improvement of sectors with a competitive advantage in preparation for the

Association of Southeast Asian Nations (ASEAN) integration next year, Presidential Communications Operations Office Secretary Herminio Coloma, Jr said.

One major focus of the government is the improvement of the country’s agriculture sector, especially the production of high-quality and high-value crops, such as

coffee, cacao, and sorghum, he said during Thursday’s press briefing.

sektor na ito, at mag-increase ang productive capacity ng mga lupang sinasaka,” Coloma told reporters.

The DA also has tie-ups with food manufacturing companies to ensure a steady supply of fruits and vegetables for their processing operations, he added.

This initiative is part of the DA’s diversification program to make the agriculture sector competitive by producing high-quality crops and increasing the productivity of local farmers, he said.

The government is also looking into ways to help provinces with a high incidence of poverty, the Palace official said.

He noted that the ASEAN integration is not “one big bang” event.

“ A S E A N i n t e g r a t i o n 2015 is an a sp i r a t i o n a l objective and a continuing work in p r o c e s s , ” Coloma said.

On the c o u n t r y ’ s commitments

to ASEAN integration, he said the Philippines is about 85 to 87 percent compliant and is not lagging behind its neighboring countries.

Although there are still gaps and there are sectors that need government support, the administration is doing everything to improve their performance so they could contribute to the national economy, he said.

The government also wants to help people in the marginalized section of society so they would be able to elevate themselves from the subsistence level to become self-reliant, Coloma said, adding that once this is achieved, they would be able to attain the basic level of sufficiency and quality of life. “We are now at the crossroads of climate change that we have to decide which way to go: to inform our people of its adverse effects and ways to mitigate its impact, or to the direction of further environmental degradation,” PIA ARD Franklin Gumapon challenged the participants. He said while everyone wants to live in a clean, safe environment, the question is, how many of us really care for the environment and willing to do his share. Earlier in November 2013, DENR and PIA signed a Memorandum of Agreement to undertake an aggressive advocacy campaign for climate change. DENR Regional Director Arleigh J. Adorable cited industrialization as main contributor to climate change. “Climate change is here. It is the new normal. The most important thing to do is how to adapt to climate change,”

Adorable added that reforestation is a simple way to address the issue. “If other countries do not aggressively plant trees as we do, there would be no major impact,” he went on to explain. Admittedly, several factors are destroying our ozone layer, to mention a few: ice plants, rice fields, industries, vehicles and many others. Climate change is now being felt by everybody and people are aware that it is happening. “The ultimate impact of climate change is that it will affect food security. Kung wala na tayong makain, magpapatayan na ang mga tao,” (If we will have nothing to eat, people will be killing each other) PIA RD Noemi B. Edaga said. “If only one man acts, we will not accomplish anything. Everybody must do his share of protecting the environment,” she added.

She said the message on climate change should be delivered clearly, and we should re-echo what we know about climate change. Climate change is not just

the government’s concern. It involves the active cooperation and participation of all sectors of society and everyone living in this planet earth.

TESDA supports Zambo. Norte’s “Saulog” celebration By Alfonso T. Ruda

DIPOLOG CITY - The Technical Education and Skills Development Authority (TESDA) has lined up certain activities from June 2-5 in support of the “Saulog” celebration commemorating the 62nd founding anniversary of Zamboanga del Norte. TESDA-Zamboanga del Norte Administrative Officer Ariel Matabalan told the Philippine Information Agency (PIA) that a skills competition will be held on June 2, skills demonstration on June 3 and technical services on June 4 and 5, all at the Dipolog City Boulevard. The skills competition, which is open to bonafide students of all private and public technical-vocational training institutions duly registered with TESDA, includes bartending and restaurant services with emphasis on table skirting, table setting and flower arrangement. Each school has been allowed to send five participants - one for bartending and a team of four for restaurant service. These student-participants must not be more than 25 years old. The participating school shall also provide its own equipment, tools and materials to be used during the competition.

The criteria established by the Philippine National Skills Competition will be used to judge the participants during the competition. The winners in the bartending competition will receive the following prizes: P1,000 cash and a gold medal for first prize; P750 cash and a silver medal for second prize, and P500 and a bronze medal for third prize. For the restaurant service competition, the champion will receive P4,000 cash and a gold medal; first runner-up P3,000 and a silver medal, and second runner-up, P2,000 and a bronze medal. Each participating institution will also receive certificates of recognition. Skills demonstration will feature massage therapy, cooking, haircutting, and manicure and pedicure. Prizes for the winners will be provided by the provincial government.

Climate expert: Adapt than cope with climate change

DAVAO DEL NORTE - - - “Climate change is the new normal in Mind-anao.” Thus expressed a climate expert yesterday during the Provincial Summit on Disaster Risk Reduction Management Council (DRRMC) at Big 8 Hotel, Tagum City. Lourdes Simpol of the Tropical

Institute for Climate Studies (TropICS) of Ateneo de Davao University said typhoon and other effects of climate change will happen regularly in Mindanao and will be part of our norm. Simpol revealed historical data as early as 1905 showed that typhoons and drought frequent the country having similar patterns with the present

incidents. She cited a typhoon that struck the country on December 16-17, 1920 has similar patterns and strength as Tropical Storm Sendong on December 19, 2011. “It is not true that Mindanao is

typhoon-free; we just forgot that there were already typhoons that hit these lands in the past,” Simpol added. Simpol said that most of the typhoons were developed in the Pacific, wherein the Philippines is the closest land mass. She added that this was the reason that the country including the Mindanao has been visited by a number of typhoons yearly. Simpol encouraged the local DRRMCs to formulate measures to adapt to climate change rather than cope up with it. “If coping lang tayo, relief nang relief lang tayo forever,” she said. (If we only cope up (with climate change), we will do relief operations forever.)

Simpol added that one of the steps to be done is to learn from the past through building a database of historical data from local scientists. Simpol also advised to nuance the sensitive issues specific for an area like the culture in indigenous people’s community, anthropogenic activities and conflict zones. She added that the province has great potentials to elevate its coping capacity to adaptive capacity by placing policies for rainforestation and water management, crop insurance, and provision of climate resistant crops. PNP in Region-XI has new leadership

DAVAO CITY- A new leadership took over command of the Police Regional Office-XI Wednesday in the person of Chief Superinten-dent Wendy Rosario. Chief Inspector Jed Clamor, spokesperson of the PRO XI said Rosario takes over the command from outgoing director Chief Superintendent Wency Pascual who also retired from the service in a command and retirement ceremony officiated by Police Director General Alan Purisima. He said Pascual served the region for ten years before retiring officially after 37 years of service in the military and police. Clamor said Pascual is a recipient of two medals namely the Kapatapan sa Panglilingkod

and Pambihirang Paglilingkod and the memento from the PNP’s Salamat Kapatid Program. He said Pascual has been cited for the completion of the new Police Regional Hospital which he contributed a lot for its realization. On the other hand, Purisima vouched for the

capability of the new police regional director for his experience as the deputy regional director of PRO 3 prior to the assumption of his new post. He also gave vehicles and firearms to the President Roxas Municipal Police Station in North Cotabato whose 16 personnel defended against the attack of the rebels two weeks ago which left three rebels dead. OROQUIETA CITY, Misamis Occidental - A total of 3,504 teachers from region 10 participated the Regional Mass Training for Grade 9 of the K to 12 Enhanced Basic Education Program held in different venues of the region, this month.

Of this number, 586 teachers or 16.72 percent came from Misamis Occidental, particularly, from the schools division of the province with 286, Oroquieta City, 97, Ozamiz City, 117 and Tangub City, 84, Dr. Jonathan S. Dela Peña, Superintendent of the Department of Education, Division of Misamis Occidental, said. Conducted in two batches, May 11 -16 and May 18-23, the training aimed to upgrade the skills of the teachers in the following learning areas: English, Science, Mathematics, Music, Arts, Physical Education and Health (MAPEH), Filipino, Araling Pilipino (AP) and Edukasyon sa Pagpakatao (EsP). At least four education service providers have been tapped to serve as venues of the training, for the following schools divisions: Bukidnon State University (BSU), Malaybalay City for 803 teachers from Bukidnon, Malaybalay City and Valencia City. “We at the DOST believe that we could use science to better understand and improve our disaster planning and preparations at the national and local levels,” DOST Assistant Secretary Raymund Liboro said.

Liboro was here Monday to represent Secretary Mario Montejo as keynote speaker of the the 16th and final leg of the “Iba na ang Panahon: Science for Safer Communities” roadshow.

The two-day information campaign showcased the latest S&T tools like 3D hazard maps, flood models, Project NOAH website hazard simulation software, and mobile applications

Liboro said, through the campaign, DOST with the Department of the Interior and Local Government and the Department of National Defense – Office of Civil Defense hopes to “start an era of greater resiliency against disasters and calamities.”

“As we all know, the impact of typhoon Yolanda, by any standards, was enormous and unprecedented worldwide considering its toll on lives and properties,” he said. “Most disaster assessments have proven that while communities prepared for the typhoon, the disaster was beyond anyone’s expectations.”

This, he said, led DOST to develop a four-point agenda to guide communities in their disaster preparedness: increase of local risk knowledge, capacitate hazards monitoring, test warning and communication protocols, and build response capacities.

“This is our science-based formula in dealing with calamities: Early

warning should lead to actions. Early actions should ensure minimum loss. Therefore, minimum loss should lead to early recovery,” he said.

“Tools such as high resolution maps and flood modelling solutions allow scientists to study hazards and bring better forecast warnings which give ample lead time for community folks to take necessary actions.

“Through these tools we also hope to raise awareness of local chief executives, disaster managers, partner people’s organizations, and even local communities on these hazards and introduce new tools that will be used by the community-based preparedness based on the four-point agenda,” he said, emphasizing further that they “hope to spur the right disaster imagination.”

Liboro explained that “by anticipating the worst-case scenario, our local chief executives and disaster managers can act two steps ahead using scientific data and heavy visual estimates of the potential impact these hazards will bring to their communities.”

Director Renato Solidum of the DOST- Philippine Institute of Volcanology and Seismology (Phivolcs) presented an overview of the local geologic hazards and warning systems.

Meanwhile, DOST- Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Administrator Vicente Malano discussed local hydrometeorological hazards and warning systems.

OWWA Administrator Carmelita Dimzon personally handed the P10,000 financial assistance to the family of Pahima Alagasi Palacasi, the OFW who sustained a second degree burn after being scalded by her employer.

“We are offering a modest amount as our financial assistance for the family,” Dimzon said.

“We have an income displacement here. Based from our reports, the OFW is the breadwinner of the family. Her salary from working abroad goes to her children and her parents,” Dimzon added.

The OFW is now at the Bahay Kalinga in at the Philippine Embassy in Riyadh and is undergoing counseling, the official added.

Palacasi’s photo went viral after her cousin posted it in Facebook.

Aside from the financial assistance,

the family will also benefit from a P15,000 worth livelihood assistance for them to start a small business. OWWA will also provide a scholarship to one of Palacasi’s children from elementary to college, Dimzon stated.

Dimzon added that OFW Palacasi is determined to file a case against the employer. The Embassy and the Philippine Overseas Labor Office will assist her.

Meanwhile, the OWWA Chief reiterated her advice to those who want to work abroad to be emotionally, technically, physically and mentally prepared.

If you want to work abroad, your decision must be an informed decision, you must be ready and prepared to face life abroad away from your family, the official said.

Gov. Mendoza expressed this comment at the graduation of the members of the Special Action Force (SAF) of the Philippine National Police (PNP) at the provincial capitol recently.

“The PNP SAF is a strong partner of the provincial government in maintaining peace and order and in the attainment of development. We have common goals and in the process, we face the same obstacles and it is imperative for us to be partners along the way,” Mendoza said.

She is also optimistic that even though the five-month training has ended and that the graduates will be back to their respective places, still their commitment to serve and protect the constituents will remain in their hearts.

North Cotabato was this year’s venue for the Urban Counter Revolutionary Warfare Course (UCRWC) of the 101 SAF members from different areas in the Philippines.

P/Insp. Seth Mark Dugan Alob, UCRWC director stated that the graduates were trained with the government’s counter-terrorism program and anti-insurgency campaign.

The training program also included the internal security operations, waterborne rescue, police intervention, barangay module, operational testing and field training exercise, which they took up for four months and a test mission held up for one month.

“The course was designed to give the troopers combat capability in both rural and urban areas in response to calls for help in times of emergencies and crisis,” Alob noted.

This time around, the following services offered were: libreng tuli, libreng gupit, feeding, optical, dental, medical and gift pack distribution benefiting the residents of Barangays Rajah Soliman, Maon, Ampayon, Mahogany, Salvacion, Diego

Silang, JP Rizal and Datu Silongan. The group also participated in the Brigada Eskuwela of the Department of Education (DepEd) in Salvacion Elementary School. A total of 452 children were able to avail of the free circumcision and around 566 availed of the free

In partnership with the City Population Office of Butuan, Commission on Population (PopCom) Caraga has designed the training to enhance the capability of the local government units in developing appropriate tools, processes, and methodologies to have a systematic support in rendering social intervention for their respective constituents.

PopCom regional director Alexander A. Makinano stressed the importance of integrating population and development and its impact in the community which contribute to achieving population outcomes and processes in balance with socioeconomic conditions and development patterns.

The training anchored on the actual experience of Iloilo Province which resulted to the publication of updated socio-demographic profile for the province and its municipalities. Part of inputs shared by Ramon C. Yee, Provincial Population Officer of Iloilo Province, were the strategies along with the implementation of the said project. He also presented how they updated

their demographic, socioeconomic data as basis of policy formulation and program management of the LGUs.

Furthermore, participants were taught on the techniques in conducting thorough interview and collecting relevant data from respondents. Based on the data they have gathered, Population /Planning and Development Officers encoded the processed forms, analyzed and interpreted the data using Statistical Packages for Social Sciences (SPSS).

With the technical assistance of the Population Office Staff of Iloilo Province, the transfer of technology on Population Data Banking and Management was concretized as the Provincial and City Population and Planning and Development Officers of Caraga Region translated their knowledge into action through field workshop on data gathering and came up with an analysis using SPSS.

SurSur DepEd: No collection policy standsTANDAG CITY- The Department of Education (DepEd) in Surigao del Sur reiterated anew its reminder to all concerned public school heads that “no collection policy” has continued to be in effect.

However, Schools Division Superintendent Teofila Cabatuan said that starting August, authorized but voluntary contributions for organizations like the Philippine Red Cross (PRC), Boy Scouts of the Philippines (BSP), Girl Scouts of the Philippines (GSP), Anti-TB Fund as well as collections agreed upon by PTA (parent-teachers association) may start to be accepted but no school officials are allowed to get involved.

Also, Cabatuan clarified that DepEd Order No. 41 s. of 2011 and DepEd Order No. 18 s. of 2008 state that no fees shall be collected from kindergarten to grade four pupils throughout the school year.

Meanwhile, the local education chief believed that there are only a few more enrollees to get listed before classes start on June 2 since early enrolment has already been done in January.
