Throughout the week-long festivities, which hit the ground running on October 1, the festival area, particularly the party zone, was thronged with revelers out for a good time, and the kiosk operators and vendors had never it so good, making a killing from sales on foods, drinks and other fun items. The festival atmosphere was so thick you could cut it with a knife.

“The festival mood was unprecedented. People from all walks of life, from far and wide, turned up in almost all events we had put on for this year’s celebration. I promise you we will go one better nextLubi-Lubi,” said Mayor Victor James “Tata” Yap, Sr. The festivities opened at 7 p.m., October 1, with a great basketball game at the Atty. Enrique D. Yap, Sr. Cultural Center, followed by a pop & rock concert at Plaza

Rizal by the DXMD band. Day 2 and 3 saw two other great basketball matches and a Moro song and dance contest, which the town’s multi-ethnic public enjoyed to the hilt. Early morning of Day 4 was greeted with a fun run from the Municipal Ground to the Marker, where a Thanksgiving Mass was held, then back to the municipal gym at 7 p.m. for the Global Glanians Social Night, where they danced

the night away. Another concert, featuring the town’s very own Glanians Band and sponsored by SMB/Coca-Cola, wrapped up Day 4. October 5 was literally a red-letter day for the SK Federation of Board Member James P. Yap, which conducted a blood-letting at GlanTraining Center between 8 a.m. and 12 noon. At 1 to 6 p.m., it was the turn of the senior citizens and the womenfolk for their own show and celebration. Serving as finale forthe day’s events was the

hilarious DOBLE KARA & Hip-Hop Dance Contest conducted jointly by the SK Federation and Bombo Radyo at the Atty. Enrique D. Yap, Sr. Cultural Center. Day 6 and 7 came and went with amateur boxing, basketball and concert,on the one hand, and a safari photo contest, coco fun game, the much-awaited Mutya ng Glan and another concert, featuring the highly popular Alamid band, on the other. On Day 8, Foundation Day, it was showtime, kicking off with a civic military parade at 7:30 a.m., followed by the

spectacular Lubi-Lubistreet dancing, the basketball final,adiscoconcertandadazzling fireworks displaythat had the crowd “star-gazing” until the wee hours of the morning. “The festival was beautiful while it lasted. We look forward to the next Lubi-Lubihan sa Glan,” said a visitor, who came all the way from North Cotabato. In his message following the Inaugu-ration of the Phase 2 building and ground-breaking ceremonies for the Phase 3 of the Eulogio Rodriguez Integrated School in Mandaluyong City, President Aquino not-ed the innate skills of the Filipinos as a very important tool in nation-building. “Tinitiyak na-tin na ang pera ng taumbayan ay ma-pupunta sa kanila, makapagdudulot ng kaalaman at mag-bubunga ng kabu-hayan… kaya na-man sa ating mga estudyante, huwag sana ninyong palam-pasin ang magan-dang pagkakata-ong ibinigay sa inyo upang makapag-aral at umasenso,” the President said. “Taglay ang in-yong mayamang kaalaman at kasan-ayan, talaga naman pong malaki ang

The President also noted the gov-ernment’s unyield-ing efforts to effect reforms in the coun-try’s educational sys-tem. He called for the people’s support in these efforts that will eventually re-sult to the country’s sustainable progress and development. “Hindi po tayo magpapa-diskari l , nagagawa na po natin ang sinasabi nilang imposibleng pagba-bago, nawa’y patuloy po tayong magdama-yan at magtiwala sa isa’t-isa, sa ganitong paraan hindi po ma-layong matamasa na natin ang matagal na nating mithiin na ma-iangat ng husto ang Pilipinas at ang sam-bayanang Pilipino,” the President said.

NAPC working double time to finalize housing settlement for North Triangle folkIn line with the Aquino administration’s

program for the informal settlers, the National Anti-Poverty Commission (NAPC) on Tuesday said the government is working double time to

finalize an agreement aimed at providing tenurial security for informal settlers of North Triangle in Quezon City.

NAPC Assis-tant Secretary Gina dela Cruz said an inter-agency tech-nical working group (TWG) composed of the commission, the Department of the Interior and Local Government (DILG), the Depart-ment of Social Wel-fare and Develop-ment (DSWD) and Housing and Urban Development Co-ordinating Council

(HUDCC) has been exploring ways to come up with a so-lution that is just, feasible and accept-able to all stake-holders. “We in NAPC have been engaged in a series of talks with various infor-mal settler organi-zations in North Tri-angle since October last year and espe-cially when Presi-dent Aquino called

for the creation of a body in December tasked to craft a housing framework for the urban poor in light of the de-molition that took place in the area and the many is-sues that concern the informal settler families,” dela Cruz said. Some 4,000 to 5,000 families are facing demolition in North Triangle

to make way for a P22-billion develop-ment project, which includes the entire 30-hectare Sitio San Roque in Barangay Bagong Pag-asa. The project is a joint venture of the Ayala Land Inc. (ALI) and the Na-tional Housing Au-thority (NHA) to de-velop and transform North Triangle into a central business and commercial district. The NHA is the listed owner of this property. The inter-agen-cy task force has succeeded in get-ting the approval of President Benigno Aquino III to allo-cate P10 Billion in 2011 as part of the

P38-billion proposed funding package for the resettlement of some 106,000 in-formal settler fami-lies living in danger zones such as este-ros and floodwaysaround the country. The amount will be used to construct low-cost housing in suburban and in-city resettlement areas. For North Tri-angle, the President has given an addi-tional P450 million for the construction of a medium-rise building in Cama-rin, Caloocan City intended to house some 1,500 fami-lies. Dela Cruz said that NAPC, the

DILG and the NHA have been work-ing together with North Triangle in-formal settlers for an amicable settle-ment, including the possibilities for on-site, in-city or near-city relocation plan. The Commission on Human Rights has pitched in as well by providing guide-lines for a rights-based approach to the resettlement of informal settlers. “With these so-cial processes un-derway, NAPC and the other members of the task force are confident that theproblem is being handled carefully,” dela Cruz stressed.

Majority of youth favor divorce--NYCA greater number of 27.8 million Filipino youths nationwide favor the legalization of divorce

in the country, a high ranking government official said Tuesday.

During the pro-gram “Talking Points” held aired over Ra-dyo ng Bayan, Na-tional Youth Commis-sion (NYC) chair Leon Flores said that major-ity of Filipinos aged 15 to 30 now agree that married couples who are incompatible and have separated should be allowed to file fordivorce. Although Flores did not give an exact figure,hesaidthattheyouth’s overwhelm-ing support for divorce was just one of the many perceptions the commission was able

to cull after it conduct-ed a nationwide survey of 5,800 young Filipino respondents as part of NYC’s annual youth as-sessment program. He said data from the national survey, which the NYC would be releasing soon, will be used in the Philippine Medium Term Youth Development Plan in line with the Philippine Development Plan of the administration of President Benigno S. Aquino III. He said the Phil-ippine Youth Develop-ment Plan will also help ensure that the recom-

mended policies, pro-grams, and courses of actions are carried out by government. Aside from favor-ing divorce, Flores said the youth’s perception on other issues reveal that the younger sec-tor of the population are active online users involved in social net-working sites, even in the rural areas. Likewise, the same survey shows that young Filipinos opt to be passive observ-ers than active leaders and initiators in soci-ety, he said.

No need to reform juvenile justice law, says National Youth Commission

This was the position taken by an official of the National Youth Commission regarding

calls in Congress to lower the “age of discernment” to nine or 10 years old, from the present 15 years old, as stated in the juvenile justice law.

The Juvenile Jus-tice and Welfare Act of 2006 states that chil-dren under the age of 15 cannot be charged with a crime. A number of crimes involving chil-dren have recently hogged the headlines, that had some legisla-tors calling for a review of the law.Leon Flores, Chair of the NYC, said that in-stead of amending the law, it should instead be implemented fully. The problem lies, he said, in the imple-

mentation of the law. “LGUs do not hire qual-ified social workers.Instead, they hire unli-censed social workers, who are relatives of the mayor or governor.” He said unquali-fiedsocialworkersarenot capable of provid-ing proper intervention for children. Flores was guest today at the “Talk-ing Points” radio pro-gram aired over Radyo ng Bayan and PTV 4, and sponsored by the Philippine Information Agency and the Presi-

dential Communica-tions Operations Of-fice.“Lowering the age of discernment is not the solution (to juvenile delinquency),” Flores said. “Even if the chil-dren nowadays are more exposed to infor-mation, physiologically, they are still young...(Exposure to more in-formation) does not make them more dis-cerning.” Locking them up in jail together with hardened criminals will make things worse,

he said, will only in-crease the number of criminals in the coun-try. “(The children) will be marked for life,” he said. A restorative or reformative justice should be applied in these conditions. Regarding police assertion that children

are being used by crimi-nal syndicates, he said, “Then, we should run after the syndicates, not the children.” He admitted, how-ever, that this should be a community effort. “But we all have to take ownership in rais-ing the child,” he said.

“This is a land-mark law, which earned for the coun-try the commendation of international agen-cies because it is com-pliant with the United Nations Convention on the Rights of the Child,” he said

Re-think “break time” in schools to subdue bullying – NYCBullies are everywhere, but it is in schools

where they really thrive on. And teachers, in particular, play a vital role in controlling the impact of bullying to school children.

National Youth Commission (NYC) Chairman Leon G. Flores III offered his insight on what bully-ing is and how we can quell it during today’s “Talking Points” aired over Radyo ng Bayan and Philippines Tele-vision (PTV – 4) Net-work.

According to Flores, anyone can be bullied and be a bully at the same time. He pointed out, though, that in their study they noticed that it is among students where bullying is very prevalent. Flores said that oneoutoffivehasbeen

a victim of bullying. And one out of three, at one point, has been abused or exploited.A similar study com-missioned by the De-partment of Education (Dep Ed) showed simi-lar results. Flores noted that re-thinking the con-cept of “break time” or

lies and the ones being bullied and therefore be able to track down bullying incidents. He added that some schools are al-ready implementing this practice and is urging other schools to follow and re-think their “break time” con-cept. Flores added fur-ther that it is of par-

amount importance that students are able to understand what is bullying and why it is wrong. In view of this, NTYC feels elated that the Anti-Bullying Act is now being fast-track in Congress as this would create awareness to the public about bully-ing and penalize those who will commit it.

In a statement the POEA has warned the public particularly students of higher education institutions to be on the lookout for unscrupulous individuals offering schemes that arranges students to undergo practicum overseas particularly in Singapore without the required documentary processing from the POEA and the CHED. The suspension came as CHED has

monitored the rise of Filipino students/ trainees and graduates of higher education institutions who became victims of cheap labor and human traffickinginSingapore. The said trainees and students have been abused and exploited under the SIAP arrangement. While graduates of higher-education institutions are recruited illegally and are treated and unjustly compensated as student-

interns. The suspension of the SIAP is effective the second semester of School Year 2011-2012. The SIAP program CHED’s accredited local and foreign partner entities who have tied up with participating higher education institutions can recommend, process and monitor student-interns who will undergo international practicum in Singapore.

Groups to Congress: Put RH bill to a vote!Agroup of sectoral leaders who are

gathered today for the civil society press conference on the highly clamored Reproductive Health (RH) bill calls on

Congress to heed the call of the majority of the Filipino people, stop the hypocrisy and pass the RH bill now.

According to Ramon San Pascual, Executive Director of the Philippine Legislators’ Committee on Population and Development Foundation, Inc.

(PLCPD), civil society groups are now challenging lawmakers to vote on the RH bill. “More than ten years of continuous and repeated debates on it is too much already,” San Pascual

said. “Stretching the legislative process on such an important piece of legislation is detrimental not only to women but to the country as a whole.” The RH bill is a very crucial piece of legislation that responds to the country’s long-standing need for a national law that will provide stable universal access to medically safe, legal, affordable, effective and quality RH care services and information. That is all to it, San Pascual explains. “All you read

in the bill is all you get, no other agenda. All these talks coming from the anti-RH lawmakers are part of the grand design to block the imminent passage of the bill,” he stressed. RH bill is supported by no less than the President of the Philippines, his cabinet members, government agencies and by almost all sectors—academe, economists, youth, women, faith-based groups, business, labor, development agencies, n o n - g o v e r n m e n t o r g a n i z a t i o n s , local government units, civil society groups, community o r g a n i z a t i o n s , celebrities and personalities—while various surveys conducted by prestigious survey institutions have shown time and again that majority of Filipinos want RH education and services and they want the government

to fund it, San Pascual said further. “Yet, there are some lawmakers who are stubbornly refusing to understand that point,” he said. “Is it because the very powerful Catholic bishops and groups affiliated to them areopposing it? It is the poor, especially poor women who are denied with the RH services and are needlessly dying every day who willbenefitfromit,”headded. San Pascual stressed, “Why can’t Congress pass the RH bill which is broadly and strongly supported by various sectors? Dr. Rogelio Aturdido Jr., provincial health of-ficer, said he immedi-ately ordered a team to go to SitioLibi, Barangay Lambuling, T’boli to help determine the cause of food poisoning of a fam-ily that led to death of two children and hospi-talization of four others. Norberto Lapastora,

administrative officer of T’boli LGU, identified the victims who are now under observation at the South Cotabato Provincial Hos-pital as parents Jomari and Mary Ann Fundo and their children Saida and Lorie. Fatalities were iden-tified as Narjun Fun-do and Maila Fundo. Initial reports that

reached T’boli LGU said that the family experi-enced severe abdominal pain, headache and vom-iting after eating a meal of porridge allegedly made from NFA rice distributed under the Municipal Social Welfare Office’s supple-mental feeding program. However, Dr.Aturdido said this report has yet to

They were intro-duced to the basic prin-ciples of raising swine and chicken as an ad-ditional means to earn family income. They were also exposed to the provincial govern-ment’s animal produc-tion and processing center where they ob-served technologies for profitable pro-duction of pigs, chick-en, cows, and goats. training, 13 of the wom-en received P2,300 startup capital specifi-cally for the purchase of a piglet and the ini-tial feed requirements. The grant is cov-ered by a memorandum of agreement (MOA) to ensure proper im-plementation of the project , return of the capital, and later repli-cation of the project for the other women ARBs. Another group

of women ARBs were trained on processing of fruits like papaya and pineapple in Tupi town. Training fo-cused on prepara-tion of products like jams and pickles. Both trainings are part of the program of the Department of Agrarian Reform un-der Gender And Devel-opment (GAD) which aims to provide capa-bility and livelihood

Kabawasan sa IRA ng mga LGU sa 2012 pinaghahandaan KORONADAL CITY – Pinaghahandaan ng pamahalaang panlalawigan maging ng mga municipal at city LGUs ng South Cotabato mas maliit na budget sa susunod na taon dahil sa malaking kabawasan sa kanilang mga internal revenue allotment (IRA).

Tinatayang nasa 4.2 porsiyento kasi ang mababawas sa mga IRA ng mga LGU sa 2012 dulot ng karagdagang labing-anim na bagong lungsod sa bansa batay sa desisyon ng Korte Suprema na pinal na nagsasabing naayon sa batas ang kanilang cityhood conversion. Ang pamahalaang panlalawigan halim-bawa makakatang-gap lang ng P751 mi-lyon na IRA sa susunod na taon. Ito ay P104.5 milyon na mas maba-ba sa kasulukuyang IRA na 787.8 milyon. Samantala, aabot

naman sa P67.4 mi-lyon ang mababawas sa IRA ng sampung bayan at isang lung-sod ng South Cotabato. Pinakamalaki ang awas sa IRA ng Kor-onadal City LGU na tatapyasan ng P20.39 milyon. Sa 2012 makatatanggap lang ito ng P405.2 milyon sa halip na P425.59 milyon. Mula P2.45 mi-lyon hanggang P7.5 milyon naman ang mababawas sa IRA ng sampung bayan dito. Ayon kay South Cotabato Provincial Treasurer Elvira Ra-fael maapektuhan ng

pagtapyas sa IRA ang maintenance and op-erating expenses ng mga LGUs. Sa MOOE kinukuha ang gastos sa office supply, gaso-line, travelling, training expenses, repair and maintance ng kagami-tan, at marami pang iba. Siniguro naman ni Gov. Arthur Y. Pingoy Jr. na hindi dapat maapek-tuhan ng kabawasan sa budget ang pag-bibigay ang batayang serbisyo ng pamaha-laang panlalawigan. Naghahanap na rin um-ano sila ng mapagku-nan ng karagdagang pondo. Reg’l. DRRMC prepares for tropical depression “Ramon”BUTUAN CITY -- Office of Civil Defense (OCD) Regional Director Dr. Blanche Gobenciong said today that the Regional Disaster Risk Reduction and Management Council (RDRRMC) in Caraga is already prepared for tropical depression “Ramon”.

In a radio interview this morning, DepEd-Butuan City Division spokesperson Prof. Israel Reveche said they have directed all elementary schools in Butuan to sus-pend classes today. However, Reveche said teachers are directed to report to their respec-tive classrooms. “Only pu-pils are advised not to at-tend classes and teachers must report to their class-rooms,” Reveche said. As of press time, classes in the elementary

level in other provinces in the region are also sus-pended. Board Member Mamerto Galanida, acting Surigao Norte Governor, has ordered the suspen-sion of classes in pre-school and elementary in the entire province, in-cluding Surigao City and Siargao islands. Surigao del Sur OIC Division Superintendent Gloria Su has also told all District Supervisors espe-cially in the municipality of Hinatuan to suspend their classes. Su said the

District Supervisors are now tasked to announce the suspension of classes in their areas of responsi-bility. Tropical depression “Ramon” is expected to hit Caraga Region tomor-row, Wednesday, Octo-ber 12. Aside from Bu-tuan City and Agusan del Norte, storm signal no. 1 was also declared in the provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte, Siargao Island, and the Province of Dinagat Islands.

In an interview, Dr. Gobenciong said the DRRMC in all the local government units in the region were already giv-en advisories last night. “This is to ensure that as early as last night, they will be able to give warnings to the public,” Gobenciong said. Aside from the ad-visories, Gobenciong said LGUs were informed to keep in touch with the

RDRRMC any time. At 11:00 a.m. to-day, Philippine Atmo-spheric Geophysical and Astronomical Services (PAGASA) reported that tropical depression “Ra-mon” has maintained its strength as it contin-ues to threaten Eastern Visayas and Northeast-ern Mindanao (Caraga Region). Based on satellite and surface data , the

center of the tropical de-pression was estimated at 245 kilometers East of Hinatuan, Surigao del Sur. It is expected to be at 30 kilometers North of Hinatuan by tomorrow morning and at 30 kilo-meters South of Romblon by Thursday morning. DSWD releases cash assistance to 713 CFW beneficiaries by Gideon C. Corgue

PAGADIAN CITY- Filled with excitement and joy , the 713 ‘cash for work’ small scale farmers and fisherfolks from barangays Balintawak, Buenvista, Kawit, Lumad, Napolan and San Pedro flocked at the covered court on Monday to receive their cash assistance from the Department of Social Welfare and Development (DSWD9).

In a press release, the Bureau of Public Information (BPI) disclosed that Lanao Sur Governor Mamintal “Bombit” Adiong Jr. was set to fly to Manila tomeet the administrator of the Philippine Coconut Authority (PCA) for the possible crafting of a plan to include coconut production in his administration’s farming drive. “I would meet with the PCA hierarchy for its possible assistance in our desire to include massive coconut production in line with the President’s expressed impetus for production of buko juice, oil and other coco byproducts,” Adiong told journalists in an interview. Upon his reelection

in 2010, Governor Adiong said he had developed a provincial nursery in his hometown of Ditsaan-Ramaincapable of accommodating 300,000 seedlings at a time, but the distribution and planting works have been stalled because of unstable peace and order affected by pervasive local feudal politics and other lawless activities. “With the creation of the Task Force Ranao, which the President has suported, to contain all sorts of criminal activities in our province, we now unleash our full efforts in planting, rubber and fruit-bearing trees. Very soon, we will include coconut farming,” Adiong said. Presently, he said, the provincial

nursery contains more than 50,000 assorted seedlings that will be distributed free to all towns with known vast idle lands. Eleven people were injured in the separate bombings with no casu-alties.

Zambo. Norte schools division beefs up computer training for school headsDIPOLOG CITY- With the advent of modern technologies, the Department of Education (DepED) is now intensifying the conduct of computer operation workshops for secondary school heads to catch up with the demands of times.

Secondary school heads from more than 102 high schools in Zam-boanga del Norte have been required to under-goafive-daytrainingoncomputer operation to be conducted in three batches starting Oct. 10 until Nov. 5. According to Dr. Elsa Refugio-Cruz, of-ficer-in-charge of theZamboanga del Norte provincial schools divi-sion, the training aims to

equip the school heads with the knowledge and skills in using desktop and/or laptop comput-ers to be able to run Mi-crosoft word, excel and power point applica-tions. Like other govern-ment agencies, DepED also aims to implement paperless transactions through the use of com-puters and internet. In a related devel-opment, the Department

of Science and Technol-ogy (DOST) has also recommended the use of laptops and/or tablets to the students instead of using papers, note-books and other school supplies made of wood. DOST said using lap-tops/tablets in schools is environment-friend-ly, as this would reduce the demands for papers, thereby protecting the trees and the environ-ment.

VALENCIA CITY, Bukidnon – Some 24 displaced and returning Household Service Workers (HSW’s) in Bukidnon attended the Skills Training on Haircutting, held at the BHW-Multi Purpose Hall, here, last Sept. 26-27.

The 2-day training was done under the Balik Pinay, Balik Hanapbuhay (BPBH) Livelihood Pro-gram of the National Re-integrationCenterOffice(NRCO), Regional Direc-tor Petrona M. Bergado of the Overseas Work-ers’ Welfare Administra-tion (OWWA), region 10, said. Bergado said the BPBH Program is one of the income augmentation

strategies of the Department of Labor and Employment (DOLE) to returning Overseas Fil-ipino Workers (OFW’s) by providing them livelihood opportunities through skills training and starter-kits. The livelihood proj-ects under the program are funded by NCRO through the its direct ad-ministration or through accredited OFW coopera-

tives, family circles and other associations. The municipality of Sugbongcogon was accorded the Seal of Good Housekeeping (SGH), this year, along with 20 other municipalities, one (1) province and one (1) city, of the region as a precondition to access the PCF. The PCF, on the other hand, is accorded to LGUs who have exhibited strong performance in the following areas of evaluation: Good Planning, Sound Fiscal Management, T r a n s p a r e n c y , A c c o u n t a b i l i t y , Valuing Performance Management using LGPMS results, and General Impressions on the LGU. Other SGH qualifiers who haveyet to submit the required documents before receiving the award are: Province of Camiguin and Mahinog, Camiguin.

K a u s w a g a n , Kolambugan, Linamon, Magsaysay, Matungao, Munai and Salvador, all of Lanao del Norte, and Tangub City, Aloran, Bonifacio, Don Victoriano, Lopez Jaena and Tudela, all of Misamis Occidental. Damulog and Sumilao, both of Bukidnon, and Alubijid, Gitagum, Laguindingan and Libertad, all of Misamis Oriental. These LGUs have all the reason to celebrate considering that a window of opportunity has been opened for them to access the PCF, which is worth Php1.0M per SGH-qualifiedmunicipality, Php3.0M for the SGH-qualifiedcity, and Php7.0M for the SGH-qualifiedprovince. The PCF is a financial incentiveawarded to qualifiedLGUs to jumpstart local development initiatives that are aligned with the

national government’s programs for the attainment of the Millennium Development Goals (MDG), tourism and local economic development, disaster risk reduction and management, and solid waste management projects, among others. Projects that may be financed by thePCF include school buildings, rural health units, water and sanitation systems, local roads and bridges, slaughterhouses,floodcontrol, reforestation, postharvest facilities, cold storage facilities, among others. Under the guidelines, each eligible LGU should provide a counterpart fund that is equal to or greater than the PCF granted by the national government to be sourced from their 20% development fund or from other sources.

This, after the Sangguniang Pan-glungsod, during its recent regular session presided over by Ka-gawad Ramon Tabor, approved Ordinance No. 12139-2011, pre-scribing the issuance of OVR or Citation Ticket for violators or offend-ers of city laws. The ordinance was authored by Ka-gawad Ian Mark Naca-ya, Chairperson of the Committee on Police, Fire and Public Safety and Councilor Simeon Licayan, noting that many penal and regu-latory ordinances of the city have not been ef-fectively implemented for lack of appropriate and practical mecha-nisms especially in the apprehension of viola-tors. The authors said the issuance of the OVR will facilitate the ap-prehension of offend-ers and imposition of applicable penalties. The ordinance au-

thorizes all the enforce-ment personnel from the apprehending of-ficerstothedeputizedpersonnel to issue the OVR as entrusted to them and prepared by the city mayor through the city treasurer. Sanitationofficersof the City Health Of-fice, private individu-als duly authorized by the Mayor to issue OVR, barangay health workers, members of the barangay police, tax inspectors and gar-bage inspectors will be deputized to issue cita-tion tickets to violators caught in the act or in “flagrantedelicto.” The ordinance provides that persons violating any provision shall be issued a Cita-tion Ticket. Duplicate copies of Citation Ticket shall be turned over by the apprehending officertotheOfficeoftheCityTreasurer and the City Legal Officer withintwenty four hours from

thetimeitwasconfis-cated or issued. The apprehend-ing officer shall de-mand presentation of anyvalididentificationcard, who shall then indicate in the citation ticket the name and address of the offend-er and shall stipulate thereinthespecificvio-lation and furnish copy of the citation ticket to the person apprehend-ed. In case of busi-ness establishment found violating the or-dinance, the appre-hending officer shalldemand the presen-tation of Mayor’s or Business Permit, and indicate the name and address of the owner and the corresponding Mayor’s Permit Num-ber, the particular pro-vision violated and fur-nish copy of the said citation ticket.
