True to achieve its goal, the organizer made sure that invitedresource persons were themselves “authorities” in the field of naturalhazards.

Understanding Hydrometeorological Hazards AnianitaFortich,seniorweatherspecialist,PAGASAMindanaoRegionalServicesDivisionexplainedthedifferenthazards which are thunderstorms,monsoons, cold fronts, intertropicalconvergence zones (ITCZ), andtropicalcyclones. She said examples ofthunderstorms include tornado, the“nature’smostviolentwind”andhailwhich forms a small ice pellet in a region of the thunderstorm wherethereexistssupercooledwater. Monsoons,however,areseasonalreversal ofwinds blowing from onedirection (from the southwest) in

summer and from the oppositedirection(northeast)inwinter. Monsoons are composed ofsouthwest monsoons (habagat) which bring heavy rainfall from July to September while the northeastmonsoon(amihan)ischaracterizedbywidespreadcloudinesswithrainsandshowersusuallyduringthemonthsofOctobertolateMarchoftheyear. Fortich also explained the coldfront of the tail end, which is theboundarylayerbetweencoldairandwarm air wherein the warmer air rises andthecoldairgoesdownmeetingin a region called “Front,” formingcloudsandbringingheavyrains. Meanwhile, the intertropicalconvergence zone, which occurs in the monthofMaytoOctober,isdescribedasthemeetingoftradewindsofthenorthern and southern hemispheresnear the equator and the “breedingground for tropical cyclone,” locallyknownasBagyo. Tsunami, on the other hand,is a giant seawaves due to verticallarge-scale displacement of the seafloorassociatedwithastrongshallowearthquake. “Tsunami’simpactcanbeglobal,crossing political boundaries whichmeans a tsunami in one country can impact other countries,” heexplained. Shesaidman-madehazard likedenudationofforestalsocausesthemassive incidence of flashflood andlandslidesandotherhazards. Manzano also emphasized theimportance of mitigating hazardsby conducting massive informationdisseminationatthecommunitylevelandsustainingit.

More needy families in Southwest Mindanao to receive CCT

Some 8,000 needy families in Southwest Mindanao (Region 12) would be added as beneficiaries to the modified conditional cash

transfer (CCT) program of the government.Julieta Clavel, regional coordinator

of the Pantawid Pamilyang Pilipino Program (4Ps) in Region 12, said beneficiaries will start receiving their subsidies on the last quarter of 2012.

“The national government has already allotted funds for the beneficiaries, from the last quarter of 2012 until next year,” Clavel said.

At the same time, Clavel said there would be additional 13,927 beneficiaries for the regular CCT in Region 12 in 2013.

“The full blast release of the cash grants for the additional beneficiaries would be next year. Funds were already allocated for that,” she said.

Clavel was jubilant when she was informed that the Congress has

already approved the budget for the CCT in 2013.

“This means that we are certain the program would continue until next year,” she said.

Under the modified CCT program, the target beneficiaries the families of street children, child laborers, abused children and women, or those in difficult circumstances that need special protection.

It also targets migrant families of the indigenous peoples (IPs), families of children with disabilities, and families displaced by natural and man-made calamities.

Clavel explained that the program hopes to help families and children in difficult circumstances overcome their situation.

“But there are conditions set. The children who are beneficiaries to the program should attend classes to any alternative mode of learning of formal school and their mothers should pay a regular visit to health centers,” she stressed.

Identification of beneficiaries are done through the help of civil society organizations and the local government units. PNA

BUTUAN CITY -- The Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST), in cooperation with DOST-Caraga Regional Office, has conducted the Regional Dissemination Forum on the 2011 Survey on Updating of the Nutritional Status of Selected Filipinos on Wednesday in one of the local convention centers here.

FNRI-DOST orients Caraga stakeholders on the results of 2011 Nutritional Status of Selected Filipinos

Theactivity isaimed toupdatekey stakeholders in the governmentandprivatesectors involved in food,nutritionandhealthprogramsonthesurveyresults.Throughthis,theycanrecommend possible action pointsfor application of the results in local policy-makingandprogramplanning. As to the household profile inCaraga region, it was learned thatabout 34 in every 100 householdshave4-5memberswhile9in100haveonlyacouple.Mainsourceofdrinkingispipedwater (25.1%), followedbytubewell or borewell (23.2%) andprotected spring (21.1%), whilegarbagedisposalisbycollectionsystem(39.8%), followed by compost pit(38.0%),andbyburning(36.7%).Therestisbydumpinggarbageelsewhere. FNRI Senior Science ResearchSpecialist Lilibeth Patalen-Dasco,bared that 7.6% or 1 in every 10Filipino adults in Caraga is chronicenergydeficient(AgusandelNorte–7.4%;AgusandelSur–6.5%;SurigaodelNorte–7.2%;SurigaodelSur–9.3%).Theprevalencedecreasedby1.5 percentage points from9.1% in2008to7.6%in2011butthedecreaseis not significant. All the provincesin the region have prevalence rates lower thatn the national average of 10.0% but the differences are onlysignificant for Agusan del Norte,AgusandelSurandSurigaodelSur. Alongwith theothersignificant

highlightsofthesurveyresults,FNRI-DOST also revealed that 27.5% orabout3inevery10adultsinCaragaareoverweightorobese.Theprevalencedecreased by 2.1 percentage pointsover the past three years since in 2008, Caraga has 29.6% while in2011 is decreased to27.5, towhichSurigaodelNortehastheprevalenceof obesity of 28.9% higher thanthe national average of 28.4% butthe difference is not significant. The result also showed thefollowing:37.8%orabout4inevery10 Filipino school-age children inCaragaareshort-for-ageorstunted;23.0% or about 2 in every 10Filipino children aged 0-5 years areunderweight-for-age;37.3%orabout4 in every 10 Filipino children aged0-5yearsinCaragaareunderheight-for-age or stunned; and 1.9% or2 in every 100 Filipino childrenaged 0-5 years are overweight. It also showed that there are93.4%ofchildreninCaragaage1to4yearsoldwhoarefullyimmunized. As to the nutritional statusof the pregnant mothers, 25.0%or 1 in every 4 pregnant women is nutritionallyatrisk.Thepoorhealthofpregnantwomenmakesthematrisktodeliverlowbirthweightbabiesandother negative pregnancy outcomes like still births and miscarriages. agencies and partner stakeholdersshould be poured to curb chronicmalnutrition particularly in the firsttwo years of life to prevent riskto delayed mental development,poor school performance andreduced intellectual capacity. Havingpresentedthehighlightsof the survey results for Caraga, FNRI-DOSTSeniorScienceResearchSpecialist Chona Patalen alsoemphasized that the S&T BasedInterventionstoaddressMalnutrition(SulongPINOY)ProgramistheDOST’sresponse to address the persistentproblem of malnutrition among 0-5 yearold children in the countryandtomeettheMillenniumDevelopmentGoal of halving between 1009 and2015,theproportionof0-5yearoldchildrenwhoareunderweight-for-age. “The S&T Sulong PINOYProgram aims to reduce theprevalence of undernutrition among6 months t 35 months old children

through the following strategies: 1)Production and technology Transferof Complementary Food Blends andSnackFood;andDOSTPINOY(packagefor the Improvement of Nutrition of Young Children) as a NutritionIntervention Strategy,” said Patalen. Meanwhile,theparticipantsalsoexpressedtheircommitmentstohelpthe FNRI-DOST in its fight againstmalnutritionintheregionandimprovetheir nutrition and health programs. About 50 representatives ofdifferentsectorsattendedtheactivity.Participants are comprised of themembersoftheRegionalDevelopmentCouncil(RDC),theRegionalNutritionProgram Coordinator (RNPC),Provincial Nutrition Action Officers(PNAOs), representatives from thenon-governmental organizations (NGOs) in Caraga region involvedin food, nutrition and health, andPhilippine InformationAgency (PIA).

Caraga towns to benefit peace projectby Social Marketing Unit

BUTUAN CITY -- Six (6) municipalities in Caraga region are set to implement Payapa at Masaganang Pamayanan (PAMANA), the national government’s framework for peace and development. The municipalities of Gigaquitin Surigao del Norte; Veruela, La PazandEsperanza inAgusandelSur; andTagbinaandSanMiguel inSurigaodelSur will continue their engagementwithPAMANAfor thesecondyear.Theproject implementation, which will beadministeredbytheDepartmentofSocialWelfare and Development (DSWD),falls under Pillar 2 of PAMANA, whichrefers to the “micro-level interventionsthat promote the convergent deliveryof services and goods focused onhouseholds and communities bynational, regional, and local agencies.” PAMANA will be using thecommunity-driven development (CDD)approach of Kapit-Bisig Laban sa Kahirapan -ComprehensiveandIntegratedDElivery

of Social SErvices (Kalahi-CIDSS), oneof the flagship anti-poverty programsofthe national government administeredby DSWD, in project implementation.CDD empowers communities to promote peacebuilding and social cohesion. Project implementation willcommence this month following a simultaneoussigningofthememorandumof agreement (MOA) between DSWDand the respective municipal LGUs. Some 76 baranagays in CaragahavebeenidentifiedbytheOfficeofthePresidential Adviser on Peace Process(OPAPP)asconflict-affectedareas(CAAs)in the region.Eachof thesewill receiveagrantofPhp300,000forvariouspeaceanddevelopmentprojectsunderPAMANA.

ZAMBOANGA CITY - To protect and preserve the dipterocarp trees inside the Pasonanca Watershed and Natural Park (PWNP), the Department of Environment and Natural Resources (DENR) Region IX, in partnership with the Zamboanga City Water District (ZCWD) recently forged a Memorandum of Agreement (MOA) for the purpose.

And if the stems rot disease is left unabated, it will yield considerable losses in terms of economic, ecological and aesthetic value of the Watershed and Natural Park,” Ascura confirmed. DAVAO CITY- The Land Trans-portation Office XI (LTO-XI) has urged the motorcycling public to bring their in-use motorcycle hel-mets to the Department of Trade and Industry regional office for inspection. This is in consonance with the provisions of Republic Act 10054 which is known as the Act Mandating All Motoryclce Riders to Wear Standard Protective Motorcycle Helmets While Driving and Providing Penalties Therefore.” The nationwide implementation of the law is set to begin by January 1, 2013. By this period only those standard protective helmets bearing the PS (Philippine Standard) or Import Commodity Clearance (ICC) of the Bureau of Product Standard shall be allowed. Failure to do so will result in apprehensions

and the imposition of the appropriate fines and penalties. Owners/Drivers/Riders with in-use helmets must present these to the DTI Regional Office ( DTI-XI Office Sales corner Monteverde Streets, Davao City) or its nearest field office for the purpose of inspection, marking and certification of these protective helmets. While those buying new helmets, they must purchase those which bear the required PS or ICC stickers.In an earlier interview, LTO-XI Director Gomer Dy said at there are at least 66,000 registered motorcycles in the region. Pangilinan recommended that clustered farming and fishing communities must be the first priority in the releases of the ACEFunds.He said it must be realized through the assistance of cooperatives, local government units which will do the matching. “It must be a synergy of cooperation among local government units, cooperatives and the farmers or fisherfolks,” Pangilinan said.He said being a clustered community is one of the criteria in releasing grants. Pangilinan encouraged farmers who tend one to two hectares must organize with other farmers with

same farm size in order for them to get the necessary support from government through the ACEFUND. “There must be synergy in the grassroots communities focused on mobilizing the farming or fishing communities,” he said. Pangilinan said that with the budget hearing of the Department of Agriculture set on October 16, he will raise the benchmarking of the income of the farmer this year up to 2016. He said that in other countries, one of the mandates of the Ministry of Agriculture is to increase the income of farmers in a period of seven year. “We have to set specific targets, in order the grasp the realities besetting the farming sector,” Pangilinan said. He said increasing of farmers’ income can be done by clustering them, making them bankable in terms of credit and connect them to the market. Pangilinan said government through the DA must provide farmers with market support, seedlings, post-harvest facilities in order to improve their lot. He said that the corn congress must also look into improving the corn products to meet global standards and improve demand for Philippine corn. Gov’t moves to address concerns on water classification of Lake Lanaoby Apipa P. BagumbaranThe Environmental Management Bureau (EMB) of the

Department of Environment and Natural Resources (DENR) in Region 10 gathered recently various stakeholders as it seeks to

address the final water classification of Lake Lanao.

The conduct of the public hearing, aimed at soliciting comments on the most beneficial use and dominant water utilization of Lake Lanao, is the second step before the government can finally declare the water usage and classification of the lake, Dr. Sabdullah Abubacar, regional director of the EMB-10 said. He said DENR Administrative Order (DAO) No. 34 provides for the classification of freshwaters so as to maintain their satisfactory condition according to their best usages. The final water classification of Lake Lanao will serve as a guide for the enforcement activities of the government to stop the degradation of the lake, he added. Abubacar said Lake Lanao is currently categorized as Class C since all freshwaters not yet classified are assumed to be Class C. The usage of Class C freshwaters includes the propagation and growth of fish and other aquatic resources, recreational water activities, and

industrial water supply particularly for manufacturing purposes. However, results of the water quality sampling conducted by the EMB-10 in 28 sampling stations show that Lake Lanao passed the Class A classification. Class A freshwaters fall under the Public Water Supply Class II category and can be sourced as drinking water provided they undergo some treatments in order to meet the National Standards for Drinking Water (NSDW) of the Philippines. Gemma Rivera, assistant regional director of DSWD 12, said these partners assist them in promoting and implementing poverty reduction programs of the agency such as the Pantawid Pamilyang Pilipino Program (4Ps), Self Employment Assistance - Kabuhayan (SEA-K) and many others.

“We are happy of the achievements of the centers and service providers. This is a sign that we have many partners that are already upgraded in terms of the quality of services they provide to the community,” Rivera said.

Among the local government-run centers accredited by DSWD were the senior citizens centers of the municipalities of Tupi, Tantangan and Brgy. Sulit in Polomolok town, all in South Cotabato as well as similar centers in Poblacion 7, Midsayap, North Cotabato.

A c c r e d i t a t i o n certificates were also given to Thelma Monderondo of

General Santos City Social Welfare and Development Office (MSWDO) and Grechen Abedin of Polomolok MSWDO as newly accredited social workers who manage court cases.

Benjie Noel Señas of General Santos City Population Management Office was named as accredited pre-marriage counselor.

Several social welfare and development agencies operating in the region also received Registration, Licensing and Accreditation certificates.

South Cotabato Tri-People Gentud Foundation Inc. was awarded registration and licensing certificate,

while the Sarangani Province Empowerment and Community Transformation Forum, Inc. received registration certificate.

Southern Mindanao Adventist Community Services, Inc. received an authority to conduct fund drive.

“The centers, service providers and social welfare agencies were validated and assessed last July and August, this year,” Grace Ysulat of DSWD 12 Standards Unit said.

Centers were judged according to their organizational structure and administration, program management, structure and safety, services provided and case management, she

added.“A thorough

assessment of documents was done prior to issuance of certificate to accredited service providers. Ricky Bunao, regional monitor from DSWD Central Office Standards Bureau reviewed the pre-assessment and validation results,” Ysulat added.

This program provides farm inputs for vegetable production of school beneficiaries.

Begun last month, the program is a partnership between the DA and the Department of Education in the region.

These establishments were the Willshire Inn, King William Inn, Kyross Inn, Will’s Place, Westin Inn, Will’s Bar, and Gab’s KTV. The seven establishments under the Willshire Group of Companies, Inc. (WGC, Inc.) were temporarily closed for failure to register as VAT taxpayer, failure to issue receipts as

VAT-registrable taxpayer,

and under-declaration of receipts by 2,153 percent of the correct amount,

said BIR-RR16 Director Alberto S. Olasiman. Olasiman, who led a team of BIR staff, served the notice of closure at Willshire Inn while closure orders were also simultaneously served by other BIR teams in the six other establishments. Prior to the closure, a surveillance was conducted by the BIR’s Special Investigation Division to monitor and determine the actual receipts of WGC, Inc. after its preliminary investigation showed that the corporation was engaged in the business of operating two hotels, three inns, and two bars and that it only declared an average daily receipts of P549 covering all its business establishments. According to the BIR, a 48-hour notice was then issued to the said taxpayer to inform it of the investigation findings. It was also given ample time to make the necessary rectifications, however it failed to do such. A five-day VAT Compliance Notice was also issued afterwards to again afford the corporation to explain its side, but it likewise failed to comply the terms of the five-day VCN. A final notice was served to WGC, Inc. giving it another 10 days

to comply with the five-day VCN and/or to refute the findings of the BIR, but still it ignored the final notice. Olasiman said the failure of the corporation to comply with the notices led to the issuance of a closure order signed by BIR Operations Deputy Commissioner Nelson Aspe last September 20. The closure of the seven establishments was part of BIR’s Oplan Kandado program aimed at intensifying the BIR’s enforcement operations through strict imposition of prescribed administrative sanctions for noncompliance with the basic tax requirements. Under the program, business operations of non-compliant taxpayers will be suspended and their establishments will be temporarily closed if found to have violated certain tax laws.

Soldiers support Youth’s Mangrove PlantingCAMP EVANGELISTA, Cagayan de Oro City - The 4th Civil-Military Operation Battalion of the 4th Infantry “Diamond” Division supported the National Youth Commission (NYC) and the Association of Youth Leaders in Northern Mindanao in planting trees along the coastal area of Barangay Taytay, El Salvador City, September 23.

More than 150 youth from the different municipalities of Misamis Oriental volunteered and joined the mangrove planting activity. Mangrove not only provides protection from natural disaster such as erosion, storm surge and tsunamis it also offers a marine region for young organisms. It serves as a host to algae, barnacles, oysters, sponges, and bryozoans which are all important in maintaining the ecological balance of the sea. Planting trees in our forests to give back what we have taken in

our environment had been the usual activity done in the spirit of social responsibility and with this we are able to improve the condition of our forests. While on the other hand, planting mangrove is a good help to numerous creatures in our coast, it is home to some, while food to others. In doing this activity, we are able to improve the condition of our bodies of water and help increase the number of fish and other sea creatures. Brigadier General Romeo L. Gapuz, Acting Commander, 4ID said, “Our environment had done so much

in providing us what we need, it is high time now that we give the environment the care that we should have done even before. The disaster that had passed has taught us the lesson that caring for environment is synonymous to taking good care of our life and those of our families.
