SHORT TERM: Use the Great Ideas process as a jump-ing off point for civic engagement.Through the Call for Great ideas you will have activated the imagination of the world and alerted them to all the amazing possibilities for this area of untapped potential. Build on this engagement with an ongoing process of Urban Prototyping and Creative Placemaking, which will continue to excite and engage people. Use this process of continuing outreach, coupled with implementation of ideas all along the way to build an enduring civic infra-structure for engagement that will last well beyond the completion of the project.

Some ideas:

» Hold a mural competition to paint the silos with art that reflects the area’s transformation. Maybe the mural itself changes every year and reflects new ideas about where this area should go.

» Create a functional urban farm which will provide food to the residents of Sydney from their very own backyard.

» Build a floating dock-bridge to connect two places which were previously unconnected. You can move this bridge around to test different connection points and see what works. You could even build on this bridge and make it a series of floating gardens, cafes, and play areas. If this bridge has a large, positive impact, it can become a per-manent installation.

BAYS PRECINCTOUR BIG IDEA:Use the development of this area as a way to build a lasting framework for civic engagement, urban prototyping, and creative placemaking. The legacy of this project will be as a place where creativity and innovation meet to continually effect positive urban change.

» Hold an Urban Prototyping Festival like Market Street in San Francisco, to test different ideas for urban interven-tions along the waterfront to activate public places and bring people to the water during special times (much like Vivid has done for Circular Quay).

Implementing the Idea:

» Create an organization whose responsibility it is to ensure ongoing excitement and activation of this area through the short, medium, and long term stages of plan-ning and implementation.

MID TERM: Plant the seeds of changeLook at this area as a great incubator for its own future. Think of creative ways of using the existing form to sup-port future plans for growth.

Some ideas:

» Use the Powerhouse as a generator of the area’s future industry. Repurpose this building as an incubator like Oakland’s Impact Hub. This project was subsidized by the City (check this) to support emerging companies and provide a collaborative, creative space for them to grow.

» Begin to deploy environmental change – investigate passive ecological systems to restore the area’s ecol-ogy to health. Perkins + Will is a leader in research on Phytoremediation, which is the use of plants to naturally clean up pollutants and restore health to an ecosystem.

LONG TERM: Grow smarter over time to ensure a thriving, resilient, and regenerative dis-trict that embodies the vision of Sydney as a world-class city.Thriving: Ensure a diverse and creative mix of uses that will activate this area in dynamic ways. Consider uses that don’t easily find homes in other parts of the city like affordable or workforce housing, maker spaces for small artisans and craftspeople, spaces that incubate innovation and creativity like test kitchens and discovery museums.

Resilient: as a district that is so closely intertwined with the waterfront, sea level rise should be a big part of the future design. Think about raising areas of the site, and using different heights as a way to change the pedestrian’s interaction with the waterfront.

Regenerative: think beyond sustainability, and aim for de-velopment of this area that will actually help improve and regenerate the health of the rest of the city. Can this area house a graywater treatment facility that supplies other parts of the city? Can new development use bay source cooling to help offset energy use throughout the rest of the city? Can it be a district that is so energy efficient that it actually offsets carbon from uses beyond its boundar-ies? Can it be Sydney’s first car-free district that is so well connected transit that it adds no new parking spaces?

The Impact Hub in Oakland provides incubator and coworking

space to form a community that values radical inclusivity, reci-

procity, and effectiveness.

Prototype a floating dock-bridge that could connect two parts

of the Bays District that weren’t previously connected. Besides

bringing access to new places, it could be a place for greater

access to the harbour. Imagine...it could become floating gar-

dens, a floating cafe, maybe even a paddle-up bar!

The Market Street Prototyping festival was part of the Better Market Street project - which looked at long term

solutions for improving San Francisco’s main street. This incredibly popular event was an opportunity to proto-

type different ideas for urban interaction by engaging the area’s most creative thinkers and designers.
