INTRODUCTION
In Raigarh district of Chhattisgarh so many good deposit ofDolomite occur in surrounding the village - Katangpali Dolomite is adouble carbonate of calcium and magnesium ( CaCO3.MgCOs ) . It is one ofthe important raw material used in the iron and steel , ferro alloys , glass ,
alloy steels, fertilizers industry etc. Dolomite chips are also used in flooringtiles.
Dolomite is mainly used in iron and steel industry as
refractory raw material and as flux In ferro Manganese , dolomite gives
fritting effect in furnace . High grade dolomite with low iron requred in glass
industry . Calcined dolomite is used in extraction of magnesium metal .
The Katangpali Dolomite Quarry is located in the jurisdiction
oI village- Katangpali in Tahsil - Sarangarh , District Raigarh ofChhattisgarh State. The mining plan of Katangpali Dolomite Quarry u,as
approved by the Indian Bureau of Mines through their letter no. RGH /DOL/MPLN 1040 /NGP 26 May 2OO9 dated under rule 22( 4 ) of Mineral
Concession Rule 1960. The mine owner M/s Harsh Mineral prop. Sushil
Mittal granted mining iease by Chhattisgarh covt. over 4.992 hects. area invillage Katangpali of District Raigarh for 20 years period i.e. from 29dAugust 2OO9 to 28th August 2029 . The photocopy of lease deed enclosed inAaaexure - fV

OUARRY PLAN
On 10th February 2015 as per the clause (e) of section 3 of the
Mines & Minerals {Development and Regulation) Act the 31 major minerals
declare minor mineral. So the quarry plan is being submitted for approval as
required under Rule 24 Chhattisgarh Minor Minerals Rule 2015 for the
existing quarry lease. The lessee M/s Harsh Minerals Prop. Sushil Mittalsubmitting the quarrying plan and quarry closure plan for its approval.

Mahanadi is the main river of the area and flowing in north-east direction at a distance of 4.5 kms. from the mining lease area .KatangNala is the main nala oi the area at a distance of 1 km. in north-west. ofproposed lease area.
The climatic condition of the mining lease area is extreme innature . Summer season is intensively hot, where the mercury touches 440 C. The \r'inter season is quite pleasant and during the month of Decemberand January the minimum temperature 70C. The monsoon lasts lor 4 monthsfrom June to September $,ith an average annual rain fall of 1050 to 1100mm . Prevailing wind direction is NW - SE ( October to February ) to SW -NE (March to september) . wind velocity 12 km. I H. in July to 3.2 km./H. inDecember .

The dolomite of the quarry lease area belongs to the Raipur Series of
Chhattisgarh Super Group of Vidhiyan System ( Upper Purana Succession )
The rocks in large exposures of the Raipur-Durg - Bilaspur area were
originally divided in to a lo$'er Chandrapur Series and Upper Raipur Series .
The Chhattisgarh Depression covering an area of about 3O,OOO sq.kms.
extended over a large portion of Durg , Raipur , Bilaspur , Champa and
Raigarh area of Chhattisgarh and part of Sambalpur district of Orissa . The
depression consists of 1600 meters thick sucession of sand stone shale
limestone and dolomite The lower formation Chandrapur gomprises about
300 meters thick quartzite formation. The regional geological succession of
the area given by Dutta in 1964 are as follows :

Dolomite The Dolomite of this area is almost horizontal in regional scale .
Dolomite found in simple bedded form \i'ithout sho&'ing appreciablestructural feature and more or less uniform grade distribution . It is light todark grey in colour , fine grained hard , massive and thinly bedded . Thedolomite also seen apart from the proposed lease area . in nearby villagesBanjipali , Bonda and so many surrounding villages of the area . The generalstrike direction of dolomite formation measured N 300 E - S 3O0W having dipO to 50 only ( See page no. 8 of P.L. Report )

Already carried out in the Area :
Systematic geological mapping in parts of Raigarh district ra,as done bythe ceological Survey of India in the year 1966 67 . However.no specific u'orkfor the Dolomite deposit of this region so far not been done by any agency .
The lessee granted prospecting license for the 4.992 hects. Area inpart in village Katangpali oI Distt. - Raigarh. During the prospectingsystematic survey, geological mapping and prospecting carried out by pittingunder the supervision of Geologist. 5 nos. of trial pit $,ere made by thequarry owner in this area, to prove the thickness dolomite deposit andidentify the length and width of dolomite found in quarry lease area. Later ont$,'o borehole were drilled by lessee and proved the dolomite deposit upto 18
meters depth.

The Katangpali Dolomite Quarry area is a 7 years old quarryarea running from 2009. The quarry lessee thoroughly prospected bypitting and drilling and proved the thickness of dolomite deposit up to
19Om.RL. ftom MSL , so it is proposed to drill one core borehole up to 30meters depth to prove the full thickness of dolomite .

Method of Estimation of Reserrres :
The Quarry lease area is a gentle sloping ( NE ) flat ground . Thedoiomite deposit covered the r.l'hole of the mining Iease area and almosthomogenous in nature . The whole deposit covered by top soil cover havingaverage thickness of 1 meters . The actual depth of dolomite deposit is morethan 18 meters as literatures says Ho$'ever On the basis of prospectingreport of the proposed lease area, and additional exploration carried in quarrylease area alter the grant of lease, the lollowing points are considered for theestimation Geological Reserves :
(a) The quarry lease area is plane ground gently sloping to{.ards NE. Total4.992 hects . Ot 49,92O Square meters area considered for estimation ofreserves.
(b) The statutory ultimate mining iimits considered within 7.5 meters lromthe lease boundary.
(c) The average thickness of top soil/over burden considered 1 meterfound between 21O to 2O9 meters MSL. The average thickness ofdolomite lormation is considered 18 meters i.e. bet$,een 209 to 190meters above MSL for estimation of geological reseryes on the basis ofadditional exploration $,ork carried out during February 2O 10.
(d) Specific Gravity of dolomite is considered 2.5 .

DEVELOPMENT AND PRODUCTION PROGRAMME
a) Method of quarrying
This quarrying plan is being submitted for the existing lease. As
the dolomite is mainly found 1 meters below top soil cover. The dolomitedeposit of this area is horizontal thickly bedded, hard, massive strata foundupto 190 meter MSL and more , saleable as industrial material in variousindustries like steel plant and sponge iron plant etc..
The proposed quarrying operation will be of semi mechanised
open cast mining operation. The height and width of benches area proposed
to be kept 3/6 meters in production bench As there is top soil cover over seen
over the dolomite so there will be no separate soil bench of 1.0 meters heightproposed. 5 production benches proposed for the period of quarrying planhaving 3 meters height each. Overall bench slope will be less than 450 \r'iththe horizontal. Quarrying operation will be done on single shift basis. Timingol shift will be 8 hrs. from 8 am to 1 pm and 2 pm to 5 pm. Lunch time isprovided between I to 2 pm. Weekly one day is declared as the holiday as per
the local market day of the area .
The proposed quarrying operation already started from thenorthern most part of the lease area. The total working pit depth will be 16
meters up-to 194 m.RL. The working Benches will be advan'ced from northto south direction. Produced dolomite alter crushing and screening will be
transported by hired trucks to various industries as per the order.
5 meters wide Haul road will be develop in quarry area, as shownin Year wise Dev. & Prod. flan in Plate no. 6. The year-wise developmentand production for the balance 8 years as proposed are as follows :

As the mine able dolomite starts from the pit level 209m.RL. and
there is 1 meter thick top soil found above the dolomite . Pit Development willbe carried out simultaneously with production. It is proposed to stack thegenerated mining waste/reject near southern part of lease boundary Pit
reclamation ra'ill be done at the end of mine life by converting the abandoned
pit in water tank for fishery and irrigation . It is proposed to open only one pithaving 16 meters depth by 1 soil bench of 1 meter height and 5 production
bench of 3 meters height with 6 meters bench spacing. The area of stacking ofmineral rejects/ overburden shown in the Development & Production Plaa
bearing Plate No. 6 for the period of mining plan. So there will be no need of
separate development plan prior to the mining operation. The details of year-
wise generation of soil and mining waste/reject are estimated as follows :

c) Conceptual Quarry Plan:
In quarry plan a map of development and production isalready enclosed. The Production and Development Plan already showing theposition at the end of lease period So no need of additional plan . otheraspects regarding mine design, method of working, mineral utiiization andenvironment management remain un-changed .
Long Term Mine Design : Working of entire deposit of dolomite of thisquarry lease has been conceptualized keeping in view the following points :
1. Development of 5 benches of 3 meters height with double spacing
and pit slope angle will be less than 450 angle ,
2. Adequate sump capacity, proper floor level ensuring good mine
drainage .
Accordingly, the optimum pit limit, position of workingbenches presently and at the abandoned stage , position of sump , location ofoverburden, and soil dump, afforestation scheme are shown in the presentconceptual plan and conceptual sections .

Exploration : Two boreholes of 18 meters depth already drilled and thepresent proved reserve is sufficient for 10 years of quarry lease period .
Drilling: The dolomite is hard in nature but highlyjointed and fractured . Itdoes not require regular blasting operation. Blasting require occasionallyThe blast holes will be drilled with the help of compressed air operated jackhammer drill . The diameter of the hole will be 34 m.m and the depth will be2.5 to 3 meters. Blasting will be done by license holder blasting contractorunder the supervision of DGMS certified blaster. Blasting required very rarebecause rock breaker is proposed for production, so no need of daily blasting.
DumpiDg of waste materials : There is scope oI some quantity of wasteand mining reject in form of small chips generated during the mining andsizing of large dolomite boulders, called as mine $.aste/reject it is 100 %useable in future and not going to stack at quarry for long period . Temporarystorage proposed near the southern lease boundary

Open-cast Quarrying :
Mine-able dolomite starts below l meters thick soil cover. The
development will be carried out simultaneously with production.
The year wise production is being projected by considering thepresent requirement of various construction works under progress in nearby
area . In case if there is any change in the requirement pattern in the market,
then it is also likely to be change and quarrying plan rvill be modihed as per
the rules .The recovery 7o dolomite from of ROM is 95 % as seen in this lease
area .
Loading : Loading \a,ill be done by JCB loader and aiso by local labours,so
that employment will be generate for local peoples .
Haulage and Transporting: After the loading of crushed dolomite in tippers

(ii) Aesthetic Environment : The quarrying activities in quarry lease area
already in progress after the grant of lease. In quarry lease area it is proposed
to dump the waste in systematic manner near the southern lease boundary.Reclamation will be started after attaining the ma-ximum thickness ofdolomite , r.hich is economically viable .Any unsystematic dumping as \'!'e11 as
opening of pit will be avoided , so that mining activity does not violate theaesthetic sense of environment .
(iii) Soil and Land Use Pattern : The quarry lease area is a private land ofowner having no vegetation and not suitable for agricultural purpose at anycost . The area is predominantly not covered with soil . There u'ill be change

(iv) Aqriculture : The quarry lease area is private o\r'n land and due to stonyarea not suitable for agdculture. So at present there is no agriculturalactivities in the area. The surrounding area is also the same.

(vi) Vegetation :The lease area at present is devoid of any vegetation due tostony land.

ln order to ascertain the quality of air in and around the lease applied areaambient air quality will be monitored at different stations. The samples willbe collected and analysed for SPM, RPM , SOz and NO, In order tomaintain the quality of air belou, permissible limit sprinkling of *,ater wilibe done regularly at all the points of operation where air rvill be likely tobe affected. The nearest village q'ill is located at a distance of 1.00km. fromthe quarry and unlikely to be aflected .
Water Environment:
At present there is no $,ater source which is passing through the quarry leasearea. As the lease area is in small flat ground and far above the ground level.So there is no chances water accumulation q,hich start contamination ofsurface water. Social Irfrastructure : The local inhabitant are predominantly dependenton agriculture for their live hood. Paddy , Soya bean , Grams , puises are themain crops of this area . Reclamation of mined out area is the most important activity ofEMP. As a result of mining operation the original ground profile $.i11 bealtered. The applied area is not fully covered with soil and murrum andtopography of the area is flat. Reclamation activity will be commenced onlyafter attaining the optimum thickness of dolomite , which is economicallyviable , has been extracted. Prior to that whatsoever waste generated, u'ill bestacked along the western lease boundary, so that it can be used forreclamation purpose only.
Stabilization and vegetation of dumps:
As the dump area almost flat and dump height will also be less,it is proposed to be stabilized by compaction and grass plantation over thedump so that spillage of dump does not occur in the surroundings until thereclamation .
Sewerage system :
It is a small mining operation and the and total $.orker $.i11 benot more than 25 , so 2 toilets and 2 bathrooms are sufficient . therefore noneed of sewage system septic tank system is sulficient .

Reclamation of mined out area is the most important activity ofEMP. As a result of quarrying operation the original ground profile will bealtered. The qua.ry lease area is having 1.0 meter thick soil cover soil andtopography of the area is flat . Reclamation activity will be commenced onlyafter attaining the optimum thickness of dolomite, u'hich is economicallyviable. Prior to that whatsoever overburden wasie generated, will be stackedalong the western lease boundary in flat land , so that it can be used forreclamation purpose only .
Storage and Preveation of top soil
Practically there 1s 1.0 meters thick top soi1. The generatedquantity of soil u.iil be 31,800 cubic meters.. So no proposal of stacking oftop soil at mine. A11 the soil will be used for afforestation purpose.
Proposal for reclamation of land affected by quarrying activities duringand at the end of the quarry lease
Reclamation of mined out area is the most important activity ofEMP. As a result of mining operation the original ground profile will bealtered. The lease area is covered by murrum and topography of the area isundulating. Reclamation activif rvill be commenced only after attaining theoptimum thickness of quartz, u'hich is economicaliy viable. During the summerwater table goes belolr, 25 meters and in the rainy season it comes within20 meters . This is evident from the nearby well and also informed byvillage ofhcials. The proposed quarrying operation will be mainly semi-mechanised but small scale and does not including any polluting operationon the remarkable scale. There will be no beneficiation process envisaged,only hand sorting proposed, so there is no question arise any to)ricdischarge which contaminate the surface water or ground u,'ater bodies orany other things . Ho$.ever all the precaution will be observed to reducethe chances of contamination of the available u.ater bodies , during themining operation .
Air quality management
The quarry lease area is presently lree from pollution. Lightoccasional blasting proposed for production. Due to small scale miningoperation it will not affect the immediate viciniq, ol the lease area . Themethod of mining is semi mechanised in nature , small and there is no anydeployment of very large machinery, which create dust or air pollution onremarkable scale . The approach road of the proposed lease area will beprepared by murrum and boulders and tar road is passing near to the quarrysite, so no question arise of any pollution due to surface transportation.Per day trips of trucks are limited, say not more than 10 in a day.Therefore no significant impact on the quality of air in the surrounding areawill feared

The lessee u'ill follov' all the rule and regulation as perthe provisions ol Director General of Mines Safety lor safety andsecurity in this mine. To prevent access to surface opening or excavatedarea from cattle's and local people , the lessee t'ill made protectivebarbed wire fencing all around the lease boundary having 2 meters heightfrom the 56 year of quarrying operation. The lessee will appoint 2 watchmenfor twenty four hours watch, in the Iease area during the quarry operationand during the temporary discontinuance of mining operation on rainyseason, weekly off or any other off due to festival etc.
Disaster ManagerDeat & Risk AssessEent:
The quarry lease area is small and the proposed miningoperation will be also small in nature . No river or nallah is flowing directvicinity to the lease area . No seismic activities , land slide or flood etc.recorded in this area during the last 5 decade , as informed by thevillage officials . The quarrying operation u-ill not going to the muchdeeper side so chances of land slide , subsidence etc. are completely nil .
Care aod Erainterance during temporary discontinuance:
Mainly the quarry *,i11 be temporarily discontinue during therainy season and then during the time of local festival etc. The applicant willmade protective fencing around the lease boundary and appoint 2 watchmenfor twenry lour hours to watch the quarry lease area.

Briefly outline the proposed strategies (iI any) for protection of follo*,ing:
(a) River Courses: Any strate$r for protection to save dver course is notrequired. The nearest river Mahanadi is 3.5 km. away from the quarrylease area.
(b) Nalas: A small nala is passing nearby the area and it is 50 m. away. Aprotective bund with waste material will be prepared in eastern part ofthe lease area. Protective bund will be prepared from piliar 1 to 5 withthe help of soii and u.aste . No other strateg/ for protection to save nalais not required however garland drain and de-silting pit $,i11 be made atsuitable places at mine .
(c) water Tanks : Not required as the area is sulliciently away fromsensitive man made land uses like r.ater tanks, hospitals.
(d) Village / houses / hutments/ agriculture land: The project wiil haveno effect on any qrpe class of vulnerable people and being norequirement of agricultural material during anv phase of project, nowastes will be going to stack for long time The nearest village is 1.5km away.
