The Onslow County learning Center is committed to providing a safe and secure
environment for students and employees. The Safe School Plan along with the Crisis
Intervention Plan, is designed to assist the school staff in preparing for emergencies,
managing emergency response efforts, and maintaining a safe school environment. These
guidelines are designed to handle routine day to day classroom and school situations while
the Crisis Intervention Plan is designed to handle serious problems involving outside
agencies.
The goal of the RESPONSE/ACTIONS/SAFETY section of the Safe School Plan is to provide
direction for school staff in handling and avoiding harmful situations during the school day.
The Onslow County Learning Center recognizes that each school community has unique
needs and resources that must be addressed to enhance the Safe School Plan. School
staff will review the Safe School Plan annually.
A comprehensive Safe School Plan requires an assessment and identification of security
needs as the first phase of planning.

SAFE SCHOOLS MANAGEMENT RESPONSIBILITIES
SCHOOL SITE PERSONNEL DUTIES AND RESPONSIBILITIES
In the event of a major disaster, there is no guarantee that emergency medical or fire
personnel will be able to immediately respond to school sites. Therefore, the school staff
must be prepared to ensure the care and safety of students during the first several hours
after a major disaster without outside assistance. For actions during a specific and
significant emergency, please refer to the OCLC Crisis Intervention Plan.
It is critical to determine who does what, where and how prior to emergent situations that
occur on school grounds as well as to establish procedures to minimize the severity of the
situation.

1. OCLC Crisis Response Team is composed of the members listed above.
2. The team, or the School Resource Officer, is responsible for notifying Emergency
911.
3. The Crisis Response Team is the liaison between the school site and the Central
Office, Onslow County Schools, and maintains communication with appropriate
central office staff and/or local law enforcement agencies, fire department, and
medical assistance agencies.

4. The team reviews and initiates update of the site-level plan, with attention to the
unique characteristics of the site.
5. The team posts and regularly updates Emergency School Site Administrative
Stations, emergency phone numbers, emergency first aid and chemical
inventory lists.
6. The team plans alternate classroom evacuation routes if standard routes are
obstructed.
7. The team establishes a communications system consisting of the following
elements:
a. Use of a system of specific disaster warning signals that are well known to
staff and students, to include both bell and voice signals.
b. Use of the Sielox system for written communication with staff in the event of
a lockdown/intruder event or any event in which voice-to-voice
communication is not available.
c. Designate and enforce exclusive use of a telephone line and number to be
used only by the principal and superintendent.
d. Establish an Information Center in a location accessible to parents,
interested community members, and media to handle inquiries, rumor
control, and information in an orderly fashion.
8. It is the function of the team to ensure that teachers are trained to carry out
responsibilities during disaster and drill procedures. The team encourages
teachers to work in sub-teams through a buddy system.
9. The team ensures that other personnel who provide services to students and
staff are aware of emergency procedures.

✓ Patrol entrances to direct emergency personnel, parents, district staff, and media to
appropriate areas.

STUDENT AND STAFF PERSONAL SAFETY & SECURITY
Student and staff safety start when entering the school area. The second part of the
School Safety plan outlines safe protocols and procedures to follow during the school day.
Safety conscious staff and students can help prevent the need for response by being
proactive and prepared for incidents that may escalate to emergent situations.
SCHOOL STAFF
Working Hours
Staff working hours are established from 7:00 am until 6 pm. The Lead Custodian will
open the building at 7:00 am. Staff will not be permitted prior to 6:45 am and until after
grounds and buildings have been checked and secured. A member of the custodial staff
will close and secure the campus at 6:00 pm at which time all staff members will depart
unless prior arrangements have been made with administration. Staff and faculty hours
are 7:30 am – 3:30 pm daily.
Key Control
Keys are issued to each staff members for their assigned classrooms and all locked
furnishings and/or equipment assigned to the classroom. Keys are logged by Financial
Secretary/Receptionist. Director/Assistant Director will be notified immediately of any lost
keys. The following personnel will have master keys to the building:

Buzzer/Video System
Buzzer system with video capabilities has been installed on the entrance of the school’s
front office door. Only when person is identified/verified through the door buzzer camera,
front office staff will allow visitor access to the building.
Sielox CLASS (Crisis Lockdown Alert Status System)

Each faculty member has the Sielox CLASS installed onto their laptop. A map of the
campus is displayed in the system with the ability to mark safe or unsafe. It is also used
as a communicative tool to notify administration of the status of the classroom in an event
of a lockdown and all communication systems are quieted.
Student Safety Procedures
Procedures for safe student arrival and departure
• All staff and SRO are assigned to monitor student arrival and departure
• Separate areas are designated for parent transportation and buses
Written Policy Regarding Possession of Electronic Items by Students
The schools have a written policy that addresses the prohibition or possession of non-
instructional use of cell phones, smart watches, Bluetooth capable earbuds, and any other
device that has internet capabilities on school property or on buses. OCLC Student
Handbook provides students and parents with the school procedures regarding electrical
devices of all types. Parent signature is required to acknowledge the school’s electronic
device policy.
Serious Injury
The First Responder, highly trained in CPR and First Aid is the first point of contact in the
event a student is seriously injured. The Director or the Assistant Director (in Directors
absence) is notified of the injury. If it is deemed that additional Emergency Services or the
school nurse from the nearby school are needed to help assess the injury, they will be
notified as well as Onslow County Schools District Leadership will be notified through our
email process called “Incident Report”.
In all cases following a student injury, whether it is considered minor or serious, parents
are notified immediately.
District Incident Response Team
To maximize the effectiveness of the Safe School Plan, a team of Onslow County Schools
District personnel has been identified to act as the School Incident Response Team in the
case of school emergencies. The School Incident Response Team includes key personnel
knowledgeable of school procedures, campus layout, location of emergency equipment,
etc. The District Response Team is made up of the following individuals:

Procedures for Personal Safety and Security
The Safety Team regularly trains staff to recognize when police intervention is required.
School Resource Officers and local law enforcement become primarily responsible for
enforcing the law and will insist on final decision making in all matters involving their
sworn obligations. The Safety Team will:
• Train staff in procedures to follow in situations involving safety and security
of the campus.
• Practice the response plans to assure that the plan is comprehensive and to
identify any points of weakness in the plan
• Review the plan regularly
• Conduct drills as regulated by law
• Train new staff members on the use of the Sielox CLASS System used in
intruder/lockdown emergency
Chemical Storage. All containers must be labeled as to their contents. No chemicals,
which include cleaning supplies, should be brought on property without approval from the
Director. The Material Safety Data Sheet (MSDS) for any chemical should be forwarded to
Central Office Maintenance and/or Risk Management. Proper chemical hazard signs
should be displayed on outside of buildings that contain chemicals.
Material Safety Data Sheets (MSDS). The custodial department ensures that all MSDS
sheets are filed and placed in a binder that is accessible in the event of an evacuation to
the responding emergency service.
Chemical Spills. In case of a chemical spill, the following procedures apply:
✓ RENDER FIRST AID.
✓ CONTAIN OR NEUTRALIZE THE SPILL.
✓ FOLLOW EMERGENCY EVACUATION PLAN IF NECESSARY
✓ CALL DIRECTOR OF MAINTENANCE and/or DIRECTOR OF SAFETY & SECURITY to
report spill in case of it needs to clean by an outside contractor.
The steps should be followed below:
• Designated staff will go on duty in the assigned areas.
• Security Officer will assist the traffic in front of the building.
• Teachers will remain with students.
• Support staff will assist in the office answering the phones, calling parents,
delivering messages and monitoring bus arrivals.
• Students will remain in the designated areas until notified of their bus or
personal transportation arrives.

Emergency Training. Each staff member is trained every year through Onslow County Safe
Schools Program on the following 3 areas.

Roster and certification dates are maintained by the school receptionist.
First Aid Kits are located in the front office. Each teacher Grab and Go bag is equipped
with latex gloves, wipes, hand sanitizer and gauze.

. Fire alarms are not connected to Fire Department or Local Law
Enforcement. 911 must be called in the event of an actual or suspected fire. The Safety
Team Lead will conduct fire drills as mandated by state code and guidelines and maintain
the “School Fire Drill Record”. Maps of the campus are posted in each classroom and the
evacuation route each room should take is indicated with arrows.
INITIATION: The fire alarm will sound
➢ Students and Staff will exit the building using the exit plan denoted on the fire
evacuation plan.
➢ If designated exit is blocked, staff will escort students to nearest alternate exit.
➢ Close all classroom doors and turn off lights when leaving the room. Close windows
if time allows. Teachers will take Grab and Go bag and class roster with them.
Students should not take coats or personal possessions. Classroom doors should
be left unlocked.
➢ Students will walk calmly to the basketball court and remain in a straight-line once
student reach the court.
➢ Teachers will take attendance and hold up Green Cards if all students are
accounted for. If a student is missing or if a teacher needs assistance or direction
the teacher will hold up a Red Card.
➢ Stay in place until Ms. Walton makes the “All Clear” announcement.

Some emergency situations may require sheltering in place rather than
an evacuation. Sheltering in Place is the use of any classroom or office for providing
temporary shelter from a hazardous material release, chemical release, pipeline rupture,
nearby police/military action, or weather emergency. There are 3 designated areas on
campus as Shelter-In-Place; CTE/Art Building, English/Social Studies Building and Rm 04
located in the breezeway. Each of the Shelter-In-Place approved areas are indicated by the
Shelter-In-Place symbol.
INITIATION: Administration will make an announcement to “Shelter In Place”.
➢ Close all windows, lock the doors, turn off lights and computers.
➢ All classes will move from the trailers to the nearest designated Shelter-In-Place
area, CTE/Art Building.
➢ Once everyone is inside the shelter in place areas, all exterior doors will be secured.
➢ Shut off all ventilation systems which include air conditioners, furnaces, and any
other fans that draw outside air into the building. If necessary, seal windows and
doors with tape.
➢ Teacher should have “Grab and Go” bag and class roster.
➢ Conduct an accountability check of students and staff. Notify office immediately if
someone is unaccounted for.
➢ Remain in the shelter, in place; DO NOT LEAVE until administration makes an
announcement.

INITIATION: Tornado Alarm will sound
➢ Close classroom doors to keep debris out of interior room and hallway shelter areas.
➢ Students will move from trailers into the CTE/Art Building Rm 11 and 12.
➢ Teachers stationed at the front end of the hallways will close the fire doors.
➢ Students will assume the tornado protection “drop and tuck” position. Kneeling or
crouching on your knees and elbows, with the head between the knees and hands
clasped over the back of the head.
➢ Stay away from windows and large open rooms like gyms and auditoriums.
➢ Move all staff and campus visitors to shelter areas.
➢ Keep students assembled in an orderly manner. Remain in shelter area until
warning expires or emergency personnel has issued an all-clear signal.

Exercise necessary physical restraints to stop the incidents.
Notify an administrator/SRO/Security Officer of any threat.
Provide first aid if necessary and if bodily fluids are present follow Blood Borne
Pathogen Procedures.
School Administration and/or SRO should conduct a preliminary interview with the
student.
Document all actions taken, noting the names of those involved and the date
actions were taken.
Injury of a student or staff member must be reported to administration and followed
up with a student accident report or workers compensation form.
If any staff member is unable to calm an out of control student, contact
administration/SRO/Security Officer.
Safety and security of all personnel involved is the key and should determine how to
proceed. Depending on the situation, either remove the other students from the
class or remove the student from the class by reasonable force if necessary, with
available adults.
If further assistance is needed, support personnel such as the counselors,
psychologists and or social worker can be requested to talk to the student to calm
student down.
If student is unable to be calmed down and is a danger to self or others, notify Law
Enforcement/SRO.
If student has been removed from the scene, place the student in a secure,
secluded, monitored room.
Investigate the incident.
Parent is notified and asked to assist if student continues to be aggressive and
beyond our control.

• Call 911, OCS Director of Transportation, Superintendent, Assigned School, Public
Information Officer.
• Director or designee should take several copies of the bus roster to the scene of an
accident. One copy should be given to the investigating Law Enforcement Officer.
• Emergency Medical Services should ALWAYS be call, no matter how minor the
incident.
• Assessment of injuries should only be done by EMS workers NOT AN OCS
EMPLOYEE.
• Dispatch a school administrator or faculty member to the hospital(s) where
students have been transported.
• If any school bus accident where injuries occur, all parents of students on that bus
should be notified of the accident by letter.
• For students who have been transported to the hospital(s): Notify parent of accident
and hospital where student was taken. Advise what faculty member is present
there.

INITIATION: Announcement by Administration “Lockdown, Lockdown, Lockdown”
Safety/Security should be notified of drill 24 hrs. in advance & when in progress
• Move all students, staff and identified visitors into the nearest classroom, office, or
secure room.
• Lock all interior and exterior doors and turn off the lights.
• Move students away from windows and doors.
• Have students crouch down and remain quiet. Students who are physically unable to
crouch down may use a low chair.
• Moveable furniture can be used as a buffer between students and doors/windows.
• Once students are secure access Seilox and notify administration of your status.
GREEN COLOR CODE - Classroom is safe & all students are accounted for
RED COLOR CODE - EMERGENCY ASSISTANCE IS NEEDED ASAP
NO COLOR CODE - POSSIBLE EMERGENCY
If the LOCKDOWN occurs during lunch or change of classes, please assist to ensure the
following takes place:
CAFETERIA
Students in the cafeteria will remain in cafeteria. The cafeteria doors are to be shut and
students should be moved away from the windows. Students will then move to the shelter
in place area in the cafeteria (storage room).
CLASS CHANGE
Students should immediately be directed to the nearest classroom. Once the classroom
has been secured, the teacher should record the names of all students in his or her room
and continue to follow lockdown procedures.
**Utilize Seilox to communicate with front office and administration during
lockdown/intruder, do not use the two-way radios**
If staff members are in their personal vehicle leaving or coming on campus and they hear a
lockdown drill: Remain in your car and get your head as low as possible.

➢ All students and staff members must answer the District approved COVID Screening
Questions and have their temperatures taken upon arrival to campus.
➢ Anyone coming onto campus must wear a mask.
➢ During the screening process it is found that a student/staff member has answered
yes to any of the screening questions or has a temperature above 101 F students
will be quarantined in the COVID Isolation area or staff member will be sent home
immediately.
➢ Student and/or staff member may only return to campus when accompanied by a
signed statement from a doctor that they do not pose any risk to infecting others
with the COVID-19 virus.
