Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:
A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
As of 2014/08/19, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.
As of 2014/08/19, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.
I do not hold and have not held and my employer EXP SERVICES INC.does not hold and has not held a direct or indirect interest in the RSC property or any property which includes the RSC property and was the subject of a phase one or two environmental site assessmentor risk assessment upon which this record of site condition is based

Introduction
The Phase One Property, hereinafter also referred to as the ‘Site’ or the ‘RSC Property’, is located on the east side of Woodbine Avenue, approximately 415 m north of Eglin Mills Road East. The Phase One Property comprises the municipal addresses of 10925 and 10945 Woodbine Avenue, City of Markham, Ontario. The legal descriptions and Property Identification Numbers (PIN) of the Site are as follows:
10925 Woodbine Avenue: Part of Lot 27, Concession 4, Markham, designated as Part 1 on Plan 64R-1232; T/W Right-of-Way over Parts 3 & 6 on 64R-1232, as in No. MA72410; City of Markham, being PIN 03055-0016 (LT); and,
10945 Woodbine Avenue: Part of Lot 27, Concession 4, Markham, designated as Part 8 on Plan 64R-1232; T/W Right-of-Way over Parts 3 & 6 on 64R-1232, as in No. MA72410; City of Markham, being PIN 03055-0015 (LT).
Site Overview and Background
The Phase One Property is rectangular in shape and occupies an area of about 0.82 hectares (~2 acres) It is currently developed with two (2) single family residential dwellings with associated landscaped areas and driveways. The Site is generally bound by Woodbine Avenue to the west, agricultural land use to the north and east, as well as residential land use to the south.
Based on geological maps reviewed, the Site is underlain predominantly by Halton Till (Ontario-Erie lobe): predominantly silt to silty clay matrix, high in matrix carbonate content and clast poor, followed by Ordovician Bedrock: consisting of shale, limestone, dolostone, siltstone (Georgian Bay Formation). No suspected fill material of unknown quality from another property was identified on the Site.
No water bodies are present on the Site. The Site is not located within an area of natural significance (ANSI). The closest ANSI is a Provincially Significant Life Science ANSI identified as Lake Wilcox Kettle Wetlands & Uplands. This ANSI is located approximately 4.5 km northwest of the Site. The adjacent properties within the Phase One Study Area were either under agricultural or residential land use.

Potentially Contaminating Activity / Areas of Potential Environmental Concern
During this Phase One ESA, no potentially contaminating activities (PCAs) were identified on the RSC Property or within the Phase One Study Area.
The Phase One ESA concluded that no Areas of Potential Environmental Concern (APECs) were identified on the RSC Property, and that an RSC can be submitted based on the Phase One ESA alone.

As per Table 1 from Schedule D, Part VI of the Regulation, the Phase One CSM is further presented below:

One (1) existing water well was noted on the Phase One Property, as shown in the figures
v) Show roads, including names, within the Phase One Study Area
Woodbine Avenue, Livante Court, Living Crescent, Duke of Cornwall Drive, Helford Street, CVolonel George McLaren Drive, Bruce Thomson Drive, Prince of Wales Drive, Edward Robert Drive, Mortson Street and Thomas Reid Road, as shown in Figure 3
vi) Show uses of properties adjacent to the Phase One Property

No PCAs were identified within the Phase One Study Area

Provide a description and assessment of: iii) The potential for underground utilities, if
any present, to affect contaminant distribution and transport
No evidence suggesting presence of contaminant was identified. The presence of underground utilities is unlikely to affect contaminant distribution and transport.
iv) Available regional or site specific geological and hydrogeological information
The Phase One Property is predominately underlain with Halton Till (Ontario-Eris Lobe): predominately silt to silty clay matrix, high in matrix carbonate and clast poor. Bedrock geology consists of upper Ordovian shale of Georgian Bay Formation. The groundwater flow at the Phase One Property is expected to be southeast towards Bruce Creek.
v) How any uncertainty or absence of information obtained in each of the components of the Phase One Environmental Site Assessment could affect validity of the model
The direction of groundwater flow was inferred from review of available topographic maps.
