Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:
A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
As of 2014/10/06, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.
As of 2014/10/06, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

1.0 INTRODUCTION
Cambium Inc. (Cambium) was retained by Mason Homes Limited (Mason Homes) to complete a Phase I
Environmental Site Assessment (ESA) of the property located at 410 Yonge Street and 343 Little Avenue, Barrie,
Ontario (Site). Cambium understands that the Site is currently owned by Mason Homes, who intends to develop
the property for residential use. Section 168.3.1 of Part XV.1 of the Environmental Protection Act requires a
Record of Site Condition (RSC) to be filed in the Environmental Site Registry for a property when a change in land
use occurs to a more sensitive land use, such as commercial to residential.
The work program was completed for the purpose of completing a Phase I ESA in order to ensure that the
requirements of Ontario Regulation (O. Reg.) 153/04, as amended, were met. The following report was prepared
for the purposes of providing the supporting documentation for the RSC.
1.1 PHASE ONE PROPERTY INFORMATION
The Site is located at the southwest corner of Yonge Street and Little Avenue in the City of Barrie, Ontario. The
legal description of the Site is as follows:

The property is municipally known as 410 Yonge Street and 343 Little Avenue, Barrie, Ontario, and the Property
Identification Numbers (PIN) are 58747-0009 (LT) and 58747-0110 (LT), respectively. The Universal Transverse
Mercator (UTM) coordinates located at the centroid for the Site are Zone 17 T, 606508 metres (m) north, 4913364
m east; a Regional Location Plan is included as Figure 1. As the Site is considered one (1) land parcel owned by
Mason Homes, and will be developed simultaneously, the parcel has been assessed as one (1) Phase I property,
despite separate addresses. Moreover, the Site will have one (1) RSC submitted for the full parcel.
There are no Areas of Natural or Scientific Interest located in whole or in part in the Phase I study area. No water
wells were observed on-site during the initial Site reconnaissance and no records of drinking water wells on-site
were encountered during records review.
The Site occupies approximately 4.5 hectares and is bound by Yonge Street to the east, Little Avenue to the
north, Firman Drive , and Harwood Drive and residential properties to the south. Commercial strip mall properties
reside north and east of the Site, beyond Little Avenue and Yonge Street. The adjacent strip malls contain
various retail businesses such as a convenience store, pet grooming, fast food restaurants, a salon, paint store, a

tire and auto centre, and a blinds store. On the west side of Firman Drive is a stormwater pond and park area.
Surrounding land uses are shown on Figure 2.

1.3 CURRENT AND PROPOSED FUTURE USES
Historically, the Site was used for agricultural lands, and currently, the Site is a vacant lot, zoned C4 – General
Commercial. The Site is owned by Mason Homes, a property developer, who intends to develop the Site for
residential purposes.

2.0 REVIEW AND EVALUATION OF INFORMATION
2.1.1 CURRENT AND PAST USES
The aerial photographs indicate that the land was first developed for agricultural purposes prior to 1946, with
minimal change to 1981. It was reported by a City of Barrie utility locator that a building previously existed at 410
Yonge Street possibly as late as 1985. This claim cannot be confirmed through aerial photography, and Mason
Homes Limited staff indicated that no buildings were on-site when they purchased the land in 1986.
Mason Homes (then Mason & Pfahl Construction Company Limited) purchased the Site in 1986, and indicated
that the Site has been vacant and relatively unused since that time. The 1995 image shows increased
development of residential lots to the south and east of the now vacant and unused subject Site. The 2012 image
shows the area as it is at the time of this report, with mostly residential properties surrounding the site, as well as
a commercial lot to the west. Refer to Table 1 for the Current and Past Uses.
It was confirmed by persons knowledgeable of the Site that the Site has been vacant since at least as far back as
1986.
2.1.2 POTENTIALLY CONTAMINATING ACTIVITY
No PCAs have been identified on-site related to former Site operations or observations made during the Phase I
Site investigation. One (1) PCA was identified off-site; the Superior Tire and Auto, which is an automotive service
centre, is located in the commercial strip mall north of the Site. The contaminants of potential concern would be
related to automotive servicing, and include petroleum hydrocarbons and metals. As the PCA is located greater
than 70 m, hydraulically down-gradient of the Phase I property, this is not considered an APEC. The PCA is
identified with an “A” on Figure 10. Refer to Table 2 for the PCAs, including a description of the activity and
contaminants of concern, as defined in O. Reg. 153/04, as amended, in Table 2 of Schedule D, for the area of the
Site and the area immediately surrounding the Site in a 300 m radius.
2.1.3 AREAS OF POTENTIAL ENVIRONMENTAL CONCERN
No APEC have been identified related to former Site operations or observations made during the Phase I Site
investigation. Refer to Table 2 for the APEC, including a description of the activity and contaminants of concern,
as defined in O. Reg. 153/04, as amended, in Table 2 of Schedule D, for the area of the Site and the area
immediately surrounding the Site in a 300 m radius.
2.1.4 PHASE ONE CONCEPTUAL SITE MODEL
The following descriptions and discussion are in reference to the Conceptual Site Model (CSM) included with this
report as Figure 10, and described below. The CSM is required for a Phase I ESA to assist the QP in illustrating

the results of the Phase I ESA to the readers of this report and to provide a basis for further work, if required. The
CSM figure must include or illustrate the following information:

ii. identify and locate water bodies located in whole or in part on the phase one study area,
iii. identify and locate any areas of natural significance located in whole or in part on the phase study
area,
iv. locate any drinking water wells at the phase one property,
v. show roads, including names, within the phase one study area,
vi. show uses of properties adjacent to the phase one property,
vii. identify and locate areas where any potentially contaminating activity has occurred, and show tanks in
such areas, and,
viii. identify and locate any APEC.
Furthermore, the CSM must provide a description and assessment of:
i. any areas where a PCA on or potentially affecting the phase one property has occurred,
ii. any contaminants of potential concern,
iii. the potential for underground utilities, if any present, to affect contaminant distribution and transport,
iv. available regional or site specific geological and hydrogeological information, and,
v. how any uncertainty or absence of information obtained in each of the components of the Phase I
ESA could affect the validity of the model.
For the Site, a CSM was developed and is described herein, and graphically included as Figure 10.
2.1.4.1 EXISTING BUILDINGS AND STRUCTURES
No buildings or structures were reported or observed on-site at the time of the investigation.
It was reported by a City of Barrie utility locator that a building previously existed at 410 Yonge Street possibly as
late as 1985. This claim cannot be confirmed through aerial photography, and Mason Homes Limited staff
indicated that no buildings were on-site when they purchased the land in 1986.
2.1.4.2 POTENTIALLY CONTAMINATING ACTIVITIES
No PCAs have been identified related to former Site operations or observations made during the Phase I Site
investigation.

2.1.4.4 CONTAMINANTS OF POTENTIAL ENVIRONMENTAL CONCERN
No contaminants of concern have been identified related to former Site operations or observations made during
the Phase I Site investigation.
2.1.4.5 CONTAMINANT DISTRIBUTION AND TRANSPORT – UNDERGROUND UTILITIES OR
STRUCTURES
No underground utilities or structures were identified in the Phase I ESA. Electrical power and other utilities were
supplied via an above ground cable from adjacent power lines. According to the Chain of Titles Report, a portion
of the property was established as an Easement for Bell Canada in 1988, and for the Corporation of the City of
Barrie in 1989. It is unknown if Bell Canada or the City of Barrie have established any buried utilities on-site. As
no APEC or PCA have been identified, contaminant transport is not a concern at this time.
2.1.4.6 GEOLOGICAL AND HYDROGEOLOGICAL SETTING
The following sections describe the local topography, hydrology and geology of the Site and surrounding area.
2.1.4.6.1 TOPOGRAPHY
The local topography of the Site slopes from east to west towards Firman Drive, accumulating at least a 10 m
difference in elevation from Yonge Street to Firman Drive. For topographic and watershed information refer to
Figure 4.
2.1.4.6.2 PHYSIOGRAPHY
The Site is located within the Peterborough Drumlin Field physiographic region (Chapman & Putnam, 1984),
characterized as a rolling glacial till plain including approximately 3,000 good drumlins and many other drumlinoid
hills as well as a number of sand and gravel eskers. Specifically in the general Site area, the overburden is
composed of typically sandy till soils overlying limestone bedrock of the Simcoe Group. Within 500 m north of the
Site, the physiography surrounding Lake Simcoe is denoted as the Simcoe Lowlands.
A geotechnical investigation was completed by Cambium at the Site in July 2014 and the overburden consisted
primarily of sand to sand and silt soils with a trace to some gravel, extending to 9.3 m below ground surface.
Bedrock was not encountered within the investigation depths. Based on well records from surrounding properties
obtained from the MOE database, the bedrock is assumed to be greater than 100 m below ground surface.

2.1.4.6.3 GEOLOGY
A Bedrock Geology Report was provided by ERIS, which indicates that the subject area is dominated by a
Phanerozoic bedrock region. The entirety of the 2000 m radius surrounding the Site is characterized by one
bedrock region composed of limestone, dolostone, shale, arkose, and sandstone.
A Surface Geology Report was provided by ERIS and describes the subject Site as till of the Newmarket Till
formation, with material described as stoney to stoney silty sand to sand till with low-medium permeability. Based
on well records from surrounding properties obtained from the MOE database, the bedrock is assumed to be
greater than 100 m below ground surface.
The local groundwater flow in the shallow aquifer was observed to be directed to the northwest, based on water
levels in the monitoring wells established for the geotechnical investigation.
2.1.4.7 UNCERTAINTY OR ABSENCE OF INFORMATION
All aspects of the Phase I ESA were conducted in accordance with Ontario Regulation 153 (O. Reg. 153/04), and
as such, the Site was investigated thoroughly to the best of the assessor’s abilities. As access to the entire Site
was granted, adequate historical information was available through the interviewee’s, and no buildings exist on
the property, no uncertainty or absence of information is suspected.

3.0 CONCLUSIONS
Conclusions regarding the current environmental conditions at the Site located at 410 Yonge Street and 343 Little
Avenue, Barrie, Ontario, are based solely on the results from the document review, regulatory records review,
Site interviews, and Site reconnaissance conducted as part of this Phase I ESA as described in this report.
3.1.1 PHASE ONE STUDY CONCLUSIONS
This report has been prepared as supporting documentation for the filing of a RSC, for the property identified as
410 Yonge Street and 343 Little Avenue, Barrie, Ontario. The PINs are 58747-0009 (LT) and 58747-0110 (LT),
respectively. Conclusions drawn from the completion of the Phase I ESA are provided below.
Historically, the Site was used for agricultural lands, and currently, the Site is a vacant lot, zoned C4 – General
Commercial. The Site is owned by Mason Homes, a property developer, who intends to develop the Site for
residential purposes. The first identified use of the Site was as for agricultural purposes. To support this, a
review of the aerial images from 1946 to 1981 reveals the Site in a vegetated and largely undisturbed state. The
1995 aerial image shows increasing development at surrounding properties for residential use. Mason Homes
(then Mason & Pfahl Construction Company Limited) purchased the Site in 1986, and indicated that the Site has
been vacant and relatively unused since that time.
No buildings were reported or observed on-site at the time of the investigation. It was reported by a City of Barrie
utility locator that a building previously existed at 410 Yonge Street possibly as late as 1985. This claim cannot
be confirmed through aerial photography, and Mason Homes Limited staff indicated that no buildings were on-site
when they purchased the land in 1986. Given that much of the topsoil from the Site has been removed in the
area of the purported structure, no potentially contaminating activities are expected in relation to the structure.
The Site occupies approximately 4.5 hectares and is bound by Yonge Street to the east, Little Avenue to the
north, Firman Drive, a stormwater pond and park to the west, and Harwood Drive and residential properties to the
south. Commercial strip mall properties reside north and east of the Site, beyond Little Avenue and Yonge Street.
The adjacent strip malls contain various retail businesses such as a convenience store, pet grooming, fast food
restaurants, a salon, paint store, and a blinds store. Based on the site activities, these adjacent land uses do not
pose an environmental liability to the Site. The strip mall to the north, across Little Avenue also contains a tire and
auto service centre; however, it is located greater than 70 metres, and hydraulically down-gradient, from the
Phase I property. As such, it does not pose an environmental liability to the Site.

3.1.2 REQUIREMENT OF A PHASE TWO ENVIRONMENTAL SITE ASSESSMENT
Based on the observations and information obtained about the Site for the Phase I ESA and reported herein,
Cambium has concluded that there is no evidence to support a consideration of adverse environmental impact at
the Site. As such, Cambium has concluded that no Phase II ESA is required prior to the submission of a RSC.
3.1.3 RECORD OF SITE CONDITION BASED ON PHASE I ESA ALONE
Cambium concludes that the subject Phase I property does not have any associated environmental liability, based
on the above assessment. As such, the Site is suitable for any of the types of property use listed in O.Reg.
153/04 subsection 1(2), as amended.
3.1.4 SIGNATURES
