about it, but can you say it in 20 words or less? We’re hoping you can because we would like your “Say
Something Supply Corps” in one of next year’s Quarterly Newsletters as we celebrate the history of the Supply

Officer Inventory Shortage
For a multitude of reasons, the Supply Corps is experiencing inventory shortfalls that will result in gaps in
Supply Corps billets as we begin FY20 and continue into the foreseeable future. The largest deficiencies will
be felt in the LT to CDR ranks. Therefore, to support the Chief of the Supply Corps in meeting our world-wide
responsibilities, the Office of Supply Corps Personnel (OP) will begin detailing in accordance with Navy
Personnel Command’s “Priority Officer Manning Thresholds”. The below “Priority Order” and “Manning
Target” will be used as a guideline as we continue working with each of your commands:

In the near future, OP will command representatives to review organizational manning and discuss a way
ahead. Your input and suggestions for which billet(s) can best accept the risk of a gap will be an important part
of that discussion. For your planning purposes, command-initiated/supported early rotations from organizations
will likely result in a gap until the actual PRD of that officer.
As we begin FY20, please consider and research opportunities that can minimize the impact of reduced
manning. Conducting early turnovers in a TAD status, completing school/training requirements in advance of
PCS, reducing enroute leave during PCS, careful consideration of dates for approved retirements and requests
for shortened PRDs, civilian and Reservist backfill opportunities can all potentially reduce the impact of an
upcoming gap in personnel.
We appreciate your understanding of the community’s manpower challenge and thank you, in advance, for your
advocacy within your command as we negotiate reliefs and minimize gaps. As always, please feel free to reach
out to the OP staff with any questions you might have.
CY20 CAPT and CDR Daisy Chains
As we finish the CY20 CAPT and CDR slating, we are going to focus on daisy chains to meet turnover, training
and retirement requirements to derive amenable detach and report dates. This is a complex and potentially
contentious effort due to the numerous variables and conflicting priorities between gaining and losing
commands. Once the stakeholders (“gatekeepers”) come to consensus on detach and report dates for all the
officers in a particular daisy chain, we will draft orders. Depending on the fiscal situation for both PCS and
training (OM&N), we intend to have hard copy orders released by the end of January 2020. We appreciate your
patience as we work the daisy chains this fall.
O-4 Operational / Overseas Tours
Did you know that roughly 34% (70+ billets per year) of the LCDR billets are Operational or
Overseas? Assuming two tours as a LCDR, the Supply Corps will need 68% of our LCDRs to complete an
Operational or Overseas assignment during this 5-year time in grade. These are outstanding opportunities to
lead sailors in a warfighting capacity, diversify and/or balance your career assignments and directly contribute
to the community being “Ready For Sea!”. Talk to your mentor and detailer about the value of an O-4
Operational or Overseas tour.

Post Graduate School Update
A Supply Corps Operational Planning Team (OPT) is evaluating the processes and procedures on how we detail
officers to postgraduate education, most specifically, NPS, CIVINS and the War Colleges. Your patience is
greatly appreciated as address obstacles limiting PG opportunities.

Earlier this year the NDU Joint Forces Staff College, Joint and Combined Warfighting School (JCWS)
anticipated reducing throughput in the 10 week version of JPME II. NDU has since rescinded that action.

Transition Assistance Program Changes
The Transition Assistance Program (TAP) prepares eligible Service members and their families to face the
many challenges of transitioning from active duty back to civilian life. TAP enables Service members to fulfill
the requirements of the Veterans Opportunity to Work (VOW) to Hire Heroes Act of 2012 and meet their
Career Readiness Standards (CRS) as mandated by the TAP for Military Personnel Department of Defense
Instruction 1332.35.
Note: Effective 1 Oct 2019, ALL transitioning Service members must attend an Initial Self-Assessment
Counseling (IC) no less than 365 days prior to official separation, which prepares them for their

TAP Workshop that encompasses 3-days of core mandated curriculum and a selected career track that focuses
either on Employment, Entrepreneurship Education or Vocational training.
Key changes that tailor TAP to the Sailors needs include:
A Mandatory self-assessment, initial in-person counseling by a command career counselor and
assignment into one of three pathways or tiers, 365 days or more prior to separation.
Mandatory completion of pre-separation counseling which is conducted during the first day of
transition class.
Completion of a 2-day track during days 4 and 5 of transition courses.

Golden/Silver Ticket
NAVADMIN 047/18 announced the development of the Targeted Reentry Program which is designed to
streamline the process to allow for a service member to re-enter the Navy at the same career point within the
first or second year after separation if approved by their respective community. TRP empowers commanding
officers (CO) to identify Active Component (AC) and Full Time Support (FTS) officer and enlisted personnel
who have elected to leave active-duty (AD) service and do not desire to affiliate with the Ready Reserve and
recommend them to be awarded a Golden Ticket or Silver Ticket. For more information please visit

Ruehlin Seminar
The Ruehlin Seminar is an Executive Transition Assistance Program (XTAP) which focuses strictly on the
practical aspects of career transition, including the process of managing a career and finding the right job. The
seminar is usually provided to those senior officers (05/06), enlisted personnel (E8/E9) and Warrant Officers
who have 20-30+ years on active duty who are planning to retire in the next two years. NOTE: The Ruehlin
Seminar does not replace the required Transition Assistance Program (TAP) for officer and enlisted personnel
separating/retiring from Active Duty.

Blended Retirement System (BRS)
The National Defense Authorization Act (NDAA) for Fiscal Year 2016 created a new military retirement
system that blends a defined benefit annuity with a defined contribution plan, through the Thrift Savings Plan
(TSP). The primary difference between BRS and the legacy “High-3” system is that BRS adjusts the years of
service multiplier from 2.5 percent to 2.0 percent for calculating monthly retired pay. In addition, the BRS
includes automatic government contributions of 1 percent of basic pay and government matching contributions
of up to an additional 4 percent of basic pay to a service member’s TSP account. The law also included a
continuation pay provision, which is a direct cash payout (like a bonus), in return for additional obligated
service. Changes to the Uniform Services’ retirement system went into effect January 1, 2018. Always check
with your Human Resource/Workforce Management/Personnel servicing center and visit the BRS Resource
website at http://militarypay.defense.gov/BlendedRetirement for the latest information.

Captains and Commanders, it is imperative that you have an updated and official biography! This is the first
impression you make at a gaining command when OP nominates you for an assignment. These nominations
typically include your Officer Record Brief (ORB) and biography. Lieutenant Commanders and Lieutenants are
also encouraged to have their biographies updated periodically for nominative positions as well! An official
biography should include the letterhead and a current portrait as depicted in the below example:

Update Your Assignment Preferences
Your preferences are used to assist detailers in finding the right fit for you and the Navy in your next
assignment. You may update your preferences at any time. Detailers only use your most recent update in the
detailing process. Remember, officer preferences are not a substitute for collaborating with your detailer on
your next assignment. You can send us your preferences by emailing your respective detailer.
APC Calculation & PG School Preferences
Postgraduate (PG) education is a career milestone for Supply Corps officers, and all officers should have their
Academic Profile Code (APC) calculated as soon as possible after commissioning. Its Your Education

playbook (available via eSUPPO app) provides details on how to have your score calculated and how to better
your score if required for a program you aspire towards. Once your APC score is updated, email your top three
PG school curriculum preferences to the Career Counselor at [email protected]. Once
updated, your preferences can be verified in block 94 of your Officer Data Card (ODC).
Records Maintenance – NSIPS System Update
NSIPS recently migrated to an AWS GovCloud environment. As board season is quickly upon us don’t delay
in reviewing your record for accuracy and completion. Remember, your record is your career resume.
92A/929 AQDs: Upon reporting to a second operational tour officers should contact the supply corps career
counselor to ensure their record reflects the 92A AQD. Officers should also contact the career counselor upon
successful completion of that second operational tour to ensure the 929 AQD is recorded.

Are you PCSing?
Navy Personnel Command released a new app called MyPCS Mobile that gives active-duty sailors the ability
to electronically submit travel receipts, complete vouchers and apply for government housing and childcare
during their moves between duty stations. The app, which can be used without a Common Access Card after a
one-time setup, is available to all sailors by accessing it through the Navy App Locker
(www.applocker.navy.mil) or MyNavy Portal.
We periodically send information regarding boards, graduate education opportunities, helpful reminders, the OP
Monthly, etc. Note: 11-25% of all Supply Officers are missing elements in their OP contact information
