Open Acces to Publications and Research data in H2020 – a Walk-through
This presentation is not about
• H2020 OA rules (GA Arts. 29.2 and 29.3) • Defining Open Access • Enforcement of OA rules
What is this presentation about?
Open Access to scientific information
Peer reviewed scientific
publications Research data
See Horizon 2020 Online Manual on Open Access: http://ec.europa.eu/research/participants/docs/h2020-funding-guide/cross-cutting-issues/open-access-data-management/open-access_en.htm
Summary
• Proposal!!! • Grant Agreement Preparation • Project lifetime • After end of the project
Proposal writing: some facts
Evaluation criteria
• Impact criterion: Effectiveness of the proposed measures to • disseminate the project • manage research data where relevant
Evaluators
• Researcher’s attitudes are fairly positive on OA
• Non-academic experts even more positive
Proposal template
• “Include measures to provide open access to peer-reviewed scientific publications”
• Important: Participation in the Open Research Data Pilot is not part of the project evaluation.
• In other words, proposals will not be penalised for opting out.
Guidance
• H2020 Online manual • https://ec.europa.eu/research/participants/docs/
h2020-funding-guide/cross-cutting-issues/open-access-dissemination_en.htm
• If you opt out from the Open Research Data Pilot, a valid justification is needed (risk of “opt-in” later on)
Guidance
• No fully developed DMP, but data policy addressing the following issues: • Standards • How will data be exploited &/or shared/made
accessible for verification & reuse? If data cannot be made available, why not?
• How will data be curated & preserved? • Resource and budgetary planning for data
management • Include a deliverable for an initial DMP at month
6 at the latest
Proposal and Green OA (1)
Find out which subscription publications are H2020 compliant (SSH: 12 months embargo allowed)
Proposal and Green OA (2) Check your favourite journals’ OA conditions on
journal website or SHERPA/RoMEO database: http://sherpa.ac.uk/romeo/index.php)
Proposal and Gold OA
Find other journals in the field at DOAJ doaj.org or QOAM www.qoam.eu
Check OA fees to prepare a budget estimation, but o Green OA is free of charge
o Some OA journals don’t charge publishing fees
Proposal and long text formats etc.
OA not mandatory but strongly recommended
OA fees normally eligible (if general criteria fulfilled)
Often higher visibility due to wider access (more citations)
Your choice should be consistent with your overall dissemination strategy
FAIR principles
Proposal and research data
Not all data needs to be OA even in the ORD pilot o “As open as possible, as closed as necessary
Data management fees normally eligible (if general criteria fulfilled)
Include a DMP deliverable in the planning at month 6
Engage research data management expertise from the beginning

GAP stage, Project lifetime and afterwards
GAP stage: What to expect
You will be reminded that full OA to peer-reviewed journal articles is mandatory
You might need to justify opting out from the ORD pilot o flexibility makes opt-out unnecessary in almost all cases
DMP deliverable at month 6
Project lifetime tips
Report your publications asap: avoid problems
Don't sign publishing agreements contrary to the GA
Find repositories for publications and data (self-archiving mandatory) o Publications: Registry of Open Access Repositories:
roar.eprints.org
o Data: Registery of Research Data Repositories www.re3data.org
o Researchgate or Dropbox are not valid repositories in H2020
After end of the project
Report your publications asap: avoid problems
Don't sign publishing agreements contrary to the GA
