The awarded project, called OCEAN2020, was signed on 28 March 2018. Led by Leonardo S.p.A. (IT), its consortium encompasses 41 other participants from 15 Member State countries and one international organization. OCEAN2020, which has a duration of 43 months, is the biggest PADR project and will receive an EU grant of roughly €35 million. OCEAN2020’s main objective is indeed to develop integrated system concepts that culminate in large-scale technology demonstrations for enhanced situational awareness in a maritime environment. The planned demonstrations in the Mediterranean and Baltic seas will show how innovative solutions for fusion of multiple data sources can be integrated with Combat Management Systems (CMSs) into a secure network to create a Recognized Maritime Picture. It will also show how collaborative autonomy between multi-domain unmanned vehicles can provide a force multiplier. This will provide End Users with the advantage of interoperability for joint missions and at the same time offer industry an opportunity to build Command and Control (C2) modules in a multi-company environment. To be successful in reaching these goals, the OCEAN2020 Consortium will solve the problems of integrating EU systems as well as integrating the individual organisations into a coherent team. OCEAN2020 – A TECHNOLOGICAL DEMONSTRATOR FOR ENHANCED SITUATIONAL AWARENESS IN A NAVAL ENVIRONMENT

OCEAN2020 (Open Cooperation for European mAritime awareNess), funded by the European Commission’s Preparatory Action on Defence Research and implemented by the European Defence Agency, represents the ambition and vision of a European maritime initiative establishing an effective model of pan-European cooperation between a large number of EU entities for Military Research & Technology.OCEAN2020 demonstrates how to enhance the situational awareness in a maritime environment through the integration of legacy and disruptive technologies for Unmanned Systems, Intelligence, Surveillance, Target Acquisition, and Reconnaissance

(ISTAR) payloads, Combat Management Systems, Naval Communications and Maritime Operation Centres.OCEAN2020 proves the feasibility of a project of substantial complexity in a demanding timescale through EU wide cooperation of End Users, large industries, research institutes and Small/Medium Enterprises.Coordinated by Leonardo, the team involves 43 participants from 15 European countries, with a project duration of three years (2018-2021) and a total budget of 35 480 000 €

Work StrandsThe project objectives were pursued by using a specific methodology, based on consolidated and proven systems engineering lifecycle with an accurate and detailed work break down. System requirements were thoroughly analysed by incorporating the End Users’ perspective. A common architectural vision has been developed by designing an open, modular and scalable reference system architecture that covers communications, data distribution, asset integration and information processing.The project put a strong effort in modelling and simulation to test innovative technology and verify the system architecture against environmental, operational, technical and functional obstacles.System usability and the training processes were also addressed, analysing operator tasks and operator training needs, and designing prototypes of future operator interface and effective training tools.A first large scale live demonstration was held in November 2019 in the Gulf of Taranto, involving 5 Warships, 9 Unmanned Systems, 4 Communication Satellites and 1 Earth Observation Satellite constellation, 4 National Maritime Operation Centres and the prototype of a future EU Maritime Operation Centre. The Project will culminate in a second large scale live demonstration in the Baltic Sea, off coast of South Sweden. which will be held at the end of August 2021.

Way AheadOCEAN2020 Consortium succeeded in integrating EU systems as well as heterogeneous organisations into a coherent team.OCEAN2020 will pave the way towards future EU Defence cooperation by integrating legacy and new technologies for unmanned systems and ISTAR payloads. Data from multiple sources will be exploited into a Recognised Maritime Picture (RMP) at European level, to secure maritime dominance. The aim is to have a common RMP shared between national CMSs and MOCs from the front line up to a future EU Maritime Operation Centre. OCEAN2020 will help EU to lead innovation in the maritime domain and reduce reliance on non-EU countries.
