Description:

The East of England LGA local event will take the form of a workshop and focus on the new Interreg funding

environment in Europe for 2014-2020. The event will present the new Interreg programmes of relevance to

East of England partners. Presentations will be given by various National Contact Points, Interreg facilitators

and representatives from DCLG.

Following the workshop, there will be an opportunity for 1-2-1 advice sessions for participants to explore

project ideas and to prepare for the first round of calls in 2014.

"NPP Programme Closure & NPA Programme Launch Conference"

The conference will celebrate the achievements of the Northern Periphery Programme 2007-2013 as a

foundation for the upcoming programme to build on and take further. A new publication will be launched

that discusses the (intended and unintended) outcomes of the NPP 2007-2013 and their meaning for

stakeholders as well as lessons learnt.

Where do we go?

The conference will also introduce the upcoming Northern Periphery and Arctic 2014-2020 Programme and

spark new ideas about where the Programme area could go next. More concretely, the First Call for

Applications will be (pre)announced at this conference. Day 2 of the conference will consist of a How to

Apply seminar aimed at providing technical guidance to project applicants.

The Cool North

The overall message of this conference is that the Programme area is “cool”. Not only because of its cold

climate, but also for being smart about tackling existing and new challenges and realising opportunities. The

Programme area is receiving increasing attention. This is where new possibilities are created, where

innovative ideas are born, where we turn things upside-down, and think outside of the box.

Target groups of participants:

The conference welcomes everyone who has been directly or indirectly involved in the NPP 2007-2013 and

those interested in the NPA 2014-2020.

Key note speech by former MEP Sharon Bowles

Description:

We find ourselves at the beginning of a new EU budget 2014-20 offering a range of new funding programmes

of relevance to public and private sector stakeholders. European elections were held in late May and a new

European Commission will take up office in the autumn. As we enter this new phase, Southern England Local

Partners’ European Congress 2014 held in conjunction with the University of Portsmouth’s Jean Monnet

Centre of European Excellence undertakes to examine some key issues of relevance at a local and European

level alike.

In its eighth year, SELP’s European Congress is an ideal forum in which to find out about what is going on in

key areas of EU policy and funding, share best practice and network with experts and newcomers.

Plenary Session focus (11.30 – 1.00):

Adapting to climate change, risk prevention & crisis management – a European perspective

Over the past decade the UK has suffered severe flooding on several occasions. Southern England is

particularly affected on a regular basis. What support can we derive from EU policies and funding to ensure

we are better prepared in the future in our adaptation to climate change and its disastrous consequences?

The Committee of the Regions (CoR) has drafted an opinion on managing risks to achieve resilience focusing

on preparedness/resilience, response coordination and communications and recovery. This is timely as it

leads into the UN’s post 2015 Hyogo Framework for Action on disasters’ management. Cllr Siggs from

Somerset County Council is the CoR’s rapporteur on this procedure and will present his opinion at the

Congress leading to a response by Professor Lee Miles from Karlstad University in Sweden who has

championed regional diplomacy as a key methodology to enable regions to derive more from their

engagement at EU level. Professor Miles is also Director of the Masters in International Crisis Management at

Loughborough University.

Afternoon session focus (2.00 – 4.00):

The outcome of May’s European Parliament elections and the implications for the UK of the results on EU

policies and funding - keynote speech by Sharon Bowles, former MEP and Chair of the European Parliament’s

Economics & Monetary Affairs Committee, with a panel debate and open floor.

Description:

Wales’ First Minister Carwyn Jones AM will be formally launching the Ageing Well in Wales Programme on

22 October 2014 at the Senedd (Wales’ National Assembly building). This five year programme is a national

partnership, built of five thematic networks made up of charities, voluntary groups, universities and

academics, public bodies, health boards, local and national government working collaboratively to promote

active and healthy ageing in Wales. The thematic networks are Age Friendly Communities, Dementia

Supportive Communities, Falls Prevention, Loneliness and Isolation, and Opportunities for Learning and

Employment. Through these networks Ageing Well in Wales is part of the European Innovation Partnership

for Active and Healthy Ageing and has been recognised as a three star Reference Site.

Sarah Rochira, Older People’s Commissioner for Wales and Chair of Ageing Well in Wales, will speak at the

event, at which representatives from the European Commission will also be present. All members of the

Ageing Well in Wales thematic networks will be invited, as will Assembly Members, Wales’ 22 Older People’s

Champions, 22 Older People’s Strategy Coordinators and older people from the general public.

Wales thematic networks, Assembly Members, Wales’ 22 Older People’s Champions and, 22 Older People’s

other European regions which have turned the challenge of demographic change into an opportunity for

creating new and lasting employment opportunities.

The roundtable will conclude with a consideration for the applicability of the ESIF for this topic locally.
