Highland #205, Fullerton, California,92632, (714) 680-9537, do solemnly swear that the information containedin this file is true and correct to the best of my knowledge. I swearthat I saw this information in 1972 in the performance of my duties asa member of the Intelligence Briefing Team of the Commander In Chief ofthe Pacific Fleet as a Petty Officer in the US Navy. I swear that Iunderwent hypnotic regression in order to make the information asaccurate as possible. I swear that I can and will take a lie detectortest or any other test by any reputable persons choosing in order toconfirm thisinformation. I swear that I can and will undergo hypnoticregression conducted by any reputable and qualified Doctor of any

reputable persons choosing in order to confirm this information. I willnot, however submit to any test or hypnosis by anyone who is now or hasever been connected with the Government in any capacity for obviousreasons.

The following is brief listing of everything that I personally saw andknow from 1972 and does not contain any input from any other sourcewhatsoever.

"MAJESTY" was listed as the code word for the President of the UnitedStates for communications concerning this information.

"OPERATION MAJORITY" is the name of the operation responsible for everyaspect, project and consequence of alien presence on earth.

"GRUDGE" Contains sixteen volumes of documented information collectedfrom the beginning of the United States investigation of UnidentifiedFlying Objects (UFO's) and Identified Alien Craft (IAC). The projectwas funded by CIA confidential funds (non-appropriated) and money fromthe illicit drug trade. Participation in the illegal drug trade was

justified in that it would identify and eliminate the weak elements ofour society. The purpose of project GRUDGE was to collect allscientific, technological, medical and intelligence information fromUFO/IAC sightings and contacts with alien life forms. This orderly fileof collected information has been used to advance the United StatesSpace Program.

"MJ-12" is the name of the secret control group. President Dwight D.Eisenhower commissioned a secret society known as THE JASON SOCIETY(JASON SCHOLARS) to sift through all the facts, evidence, technology,

lies and deception and find the truth of the alien question. Thesociety was made up of 32 of the most prominent men in the country in1972 and the top 12 members were designated MJ-12. MJ-12 has totalcontrol of everything. They are designated by the code J-1, J-2, J-3,etc. all the way through the members of the JASON SOCIETY. The director

of the CIA was appointed J-1 and is the Director of MJ-12. MJ-12 isresponsible only to the President.

MJ-12 runs most of the world's illegal drug trade. This was done tohide funding and thus keep the secret from the Congress and the peopleof the United States. It was justified in that it would identify andeliminate the weak elements of our society. The cost of funding thealien connected projects is higher than anything you can imagine. MJ-12assassinated President Kennedy when he informed them that he was goingto tell the public all the facts of the alien presence. He was killedby the Secret Service agent driving his car and it is plainly visible

in the film held from public view. A secret meeting place wasconstructed for MJ-12 in MARYLAND and it is described as beingaccessible only by air. It contains full living, recreational and otherfacilities for MJ-12 and the JASON SOCIETY. It is code-named "THECOUNTRY CLUB". Only those persons with a TOP SECRET/MAJIC securityclearance are allowed to go there.

"MAJI" is the MAJORITY AGENCY FOR JOINT INTELLIGENCE. All information,disinformation, and intelligence is gathered and evaluated by thisagency . This agency is responsible for all disinformation and operatesin conjunction with the CIA, NSA, and the Defense Intelligence Agency.

This is a very powerful organization and all alien projects are underits control. MAJI is responsible only to MJ-12.

"SIGMA" is the project which first established communications with thealiens and is still responsible for communications.

"PLATO" is the project responsible for Diplomatic relations with thealiens. This project secured a formal treaty (illegal under theConstitution) with the aliens. The terms were that the aliens wouldgive us technology. In return "we" agreed to keep their presence onearth a secret, not to interfere in any way with their actions, and toallow them to abduct humans and animals. The aliens agreed to furnishMJ-12 with a list of abductees on a periodic basis.

"MAJIC" is the security classification and clearance of allalien-connected material, projects and information. "MAJIC" means MAJIControlled.

"AQUARIUS" is a project which compiled the history of alien presence

and their interaction with Homo Sapiens upon this planet for the last25,000 years and culminating with the Basque people who live in themountainous country on the border of France, Spain and the Syrians.

"GARNET" is the project responsible for control of all information and

documents regarding this subject and accountability of the informationand these documents.

"PLUTO" is a project to evaluate all UFO/IAC information pertaining tospace technology.

"POUNCE" is the project formed to recover all downed/crashed craft andaliens.

"REDLIGHT" is the project to test-fly recovered alien craft. It isconducted at AREA 51 (DREAMLAND) in Nevada. It was aided when the

aliens gave us craft and helped us fly them. The initial project wassomewhat successful in that we flew a recovered craft but it blew up inthe air and the pilots were killed. The project was suspended at thattime until the aliens agreed to help us.

"SNOWBIRD" was established as a cover for project REDLIGHT. Severalflying saucer-type craft were built using conventional technology. Theywere unveiled to the press and flown in front of the press. The purposewas to explain accidental sightings or disclosure of REDLIGHT as havingbeen the SNOWBIRD craft.

"LUNA" is the alien base on the far side of the Moon. It was seen andfilmed by the Apollo Astronauts. A base, a mining operation using verylarge machines and the very large alien craft which have been describedin various sighting reports as "MOTHER SHIPS" are based there.

"NRO" is the National Reconnaissance Organization based at Fort Carson,Colorado. It is responsible for security for all alien or alien craftconnected projects.

"DELTA" is the designation for the specific arm of the NRO which isespecially trained and tasked with security of these projects. [Theso-called "Delta Force" has been labelled by the government [in mediareports] as an anti-terrorist special combat unit. It apparently hasother, covert responsibilities. This would also seem to tie in all tooneatly with the "contingency plans" listed below. =CSW.]

"JOSHUA" is a project to develop a low frequency pulsed soundgenerating weapon. It was said that this weapon would be effectiveagainst the alien craft and beam weapons.

[NOTE: It is known that a special experimental project was launchedsome years ago under the auspices of the US Navy to investigate aspecial low frequency, pulsed sound and radio wave system. The antennaefor such a system consisted of buried cables that extended radially for

several hundred miles in all directions from the generator site. Thelisted purpose of these experiments was to develop a system ofcommunications that could be used with our submarines world-wide thatcould neither be detected by anyone not having this specific equipmentnor jammed by any conventional source known to current technology. Thismay or may not have been a "cover story". It is equally interesting tonote that while this "national secret" was being printed in certain"popular" monthly mechanical and science magazines, articles appearedin several of the more serious scientific journals concerningexperiments with a sound-wave generating weapon that operates in the 4to 13 Hertz range that could be fatal to "enemy troops"...perhaps

reducing them, quite literally, to a mass of quivering jelly. =CSW.]

"EXCALIBUR" is a weapon to destroy the alien underground bases. It isto be a missile capable of penetrating 1000 meters of Tufa orhard-packed soil such as that found in New Mexico with no operationaldamage. Missile apogee not to exceed 30,000 feet AGL and impact mustnot deviate in excess of 50 meters from designated target. The devicewill carry a 1 megaton nuclear warhead.

"ALIENS": There were 4 types of aliens mentioned in the papers. ALARGE-NOSED GREY, with whom "we" have the treaty, the GREY reported inabductee cases that works for the LARGE-NOSED GREY, a blond human liketype described as the NORDIC and a red-haired, human-like type calledthe ORANGE. The home planets of the aliens are described as being astar in the Constellation of Orion, Barnards star, and Zeta Riticuli1&2. I cannot remember even under hypnosis which aliens belong to whichstar.

"EBE" is the name or designation given to the live alien captured atthe 1949 Roswell crash. He died in captivity.

"KRLL" OR "KRLLL" OR "CRLL" OR "CRLLL" pronounced Crill or Krill wasthe hostage left with us at the first Holloman landing as a pledge thatthe aliens would carry out their part of the basic agreement reachedduring that meeting. KRLL gave us the foundation of the yellow bookwhich was completed by the guests at a later date. KRLL became sick andwas nursed by Dr. G. Mendoza, who became the expert on alien biologyand medicine. KRLL later died. His information was disseminated under

the pseudonym O.H. Cril or Crill.

"GUESTS" were aliens exchanged for humans who gave us the balance ofthe yellow book. At the time I saw the information there were only 3left alive. They were called (ALF's) Alien Life Forms.

RELIGION: The aliens claim to have created Homo Sapiens throughhybridization. The papers said that RH Negative blood was proof ofthis. They further claimed to have created all of our major religions.The showed a hologram of the crucifixion of Christ which the Governmentfilmed. They claim that JESUS, the CHRIST, was created by them.

ALIEN BASES exist in the four corners area of Utah, Colorado, NewMexico, and Nevada. Six bases were described in the 1972 papers, all onIndian reservations and all in the four corners area. The base nearDulce was one of them.

MURDER: The documents stated that many military and governmentpersonnel had been terminated (murdered; executed without due processof law) when they had attempted to reveal the secret of the aliens, theJASON SOCIETY and MJ-12. [NOTE: Any adult human being who lives intoday's society and who still does not believe that "Our Government"would commit cold-blooded murder in order to preserve their idea of anacceptable "status quo"....that person should be placed in a secured,well-padded cell and not allowed to play with pointed or sharp objects.He/she is both intellectually and morally Brain Dead. As an example,does any sane person really believe that Karen Silkwood died in an auto

CRAFT RECOVERIES: The documents stated that many craft had beenrecovered. The early ones from Roswell, Aztec, Roswell again, Texas,Mexico, and other places.

GENERAL DOOLITTLE made a prediction that one day we would have toreckon with the aliens and the document stated that it appeared thatGeneral Doolittle was correct.

ABDUCTIONS were occurring long before 1972. The document stated thathumans and animals were being abducted and/or mutilated. Many vanishedwithout a trace. They were taking sperm and ova samples, tissue,performed surgical operations, implanted a spherical device 40 to 80microns in size near the optic nerve in the brain and all attempts toremove it resulted in the death of the patient. The document estimatedthat 1 in every 40 people had been implanted. This implant was said togive the aliens total control of that human.

CONTINGENCY PLAN SHOULD THE INFORMATION BECOME PUBLIC ORSHOULD THEALIENS ATTEMPT TAKEOVER: This plan called for a public announcementthat a terrorist group had entered the United States with an Atomic

weapon. It would be announced that the terrorists planned to detonatethe weapon in a major city. Martial Law would be declared and allpersons with implants would be rounded up along with all dissidents andwould be placed into concentration camps. The press, radio, and TVwould be nationalized and controlled. Anyone attempting to resist wouldbe arrested and/or killed.

CONTINGENCY PLAN TO CONTAIN OR DELAY RELEASE OF INFORMATION: Thisplancalled for the use of MAJESTIC TWELVE as a disinformation ploy to delayand confuse the release of information should anyone get close to the

truth. It [the name, "MAJESTIC TWELVE"] was selected because of thesimilarity of spelling and the similarity to MJ-12. It was designed toconfuse memory and to result in a fruitless search for material whichdid not exist.

SOURCE OF MATERIAL CONTAINED IN THE DOCUMENTS WHICH I SAW: Thesourceof the material was an ONI Counter-Intelligence operation against MJ-12in order for the Navy to find out the truth of what was really goingon. The Navy (at that time or at least the Navy that I worked for) wasnot a participant in any of this. The different services and the

government conduct this type of operation against each other all thetime. The result of this operation was that the Navy cut themselves infor a piece of the action (technology) and control of some projects.

As you can see, this file is only a little different from my previousfile. Only some names were scrambled previously to confuse thegovernment long enough for someone to verify that what I have said isthe truth. I have added information in this file that puts my life inabsolute danger. I have sent a copy of this file to people all over thecountry and will continue to do so. Please get this file into as manyhands as you can and maybe that will protect me but I doubt it.

HISTORY WILL BE THE JUDGE OF ME AND THIS INFORMATION AND I HAVE NOFEAROF THAT JUDGEMENT. I SWEAR THAT THIS INFORMATION IS TRUE ANDCORRECT TOTHE BEST OF MY KNOWLEDGE.

Finally, it does not matter who is right and who is wrong or if aproject name is in the wrong place. It does not matter who is working

for who or what is really what. It should be obvious by now thatsomething sinister and terribly wrong is going on involving thegovernment and the UFO phenomenon. We must all band together and exposeit now.

I have done my part in the best manner that I could. I can add nothingelse except my testimony in Congress or a court of law that what I sawand have written in this file is true and that I saw it.

Everything in my previous file that does not conflict with this file istrue and correct to the best of my knowledge and some of it is from

sources and research. You may combine the files to get the entirepicture. Throw out only that information which conflicts with thatcontained in this file.

There will be no further additions or corrections to this informationeither now or in the future. My file is complete and stands to be

judged by history. Sometime in the future the exact papers that I sawwill surface and you will all see this exact information containedwithin them.

The Origin, Identity, and Purpose of MJ-12. May 23, 1989.Updated November 21, 1990

"...I originally wrote this piece as a research paper. It was firstdelivered at the MUFON Symposium on July 2, 1989, in Las Vegas,Nevada.Most of this knowledge comes directly from, or as a result of my ownresearch into the TOP SECRET/MAJIC material WHICH I SAW ANDREADbetween the years 1970 and 1973 as a member of the IntelligenceBriefing Team of the Commander in Chief of the Pacific Fleet. Sincesome of this information was derived from sources that I cannotdivulgefor obvious reasons, and from published sources which I cannot vouch

for...(this) must be termed a hypothesis. I firmly believe that if thealiens are real, THIS IS THE TRUE NATURE OF THE BEAST.

It is the only scenario THAT ANSWERS ALL THE QUESTIONS andplaces thevarious fundamental mysteries in an arena that makes sense. It is theonly explanation which shows the chronology of events anddemonstratesthat the chronologies, when assembled, match perfectly. The bulk ofthis I believe to be true if the material that I viewed in the Navy is

authentic. As for the rest, I do not know, and that is why this papermust be termed a hypothesis. Most historic and current availableevidence supports this hypothesis.

"During the years following World War II the government of the UnitedStates was confronted with a series of events which were to changebeyond prediction its future and with it the future of humanity. Theseevents were so incredible that they defied belief. A stunned PresidentTruman and his top military commanders found themselves virtuallyimpotent after having just won the most devastating and costly war in

history.

"The United States had developed, used, and was the only nation onearth in possession of the atomic bomb. This new weapon had thepotential to destroy an enemy, and even the Earth itself. At that timethe United States had the best economy, the most advancedtechnology,

the highest standard of living, exerted the most influence, and fieldedthe largest and most powerful military forces in history. We can onlyimagine the confusion and concern when the informed elite of theUnitedStates Government discovered that an alien spacecraft piloted by

'insect-like' beings from a totally incomprehensible culture hadcrashed in the desert of New Mexico.

"Between January 1947 and December 1952 at least 16 crashed ordownedalien craft, 65 bodies, and 1 live alien were recovered. An additionalalien craft had exploded and nothing was recovered from that incident.Of these events, 13 occurred within the borders of the United States,not including the craft which disintegrated in the air. Of these 13, 1was in Arizona, 11 were in New Mexico, and 1 was in Nevada.

Sightingsof UFOs were so numerous that serious investigation and debunkingofeach report became impossible, utilizing the existing intelligenceassets.

"An alien craft was found on February 13, 1948, on a mesa nearAztec,New Mexico. Another craft was located on March 25, 1948, in WhiteSands

Proving Ground. It was 100 feet in diameter. A total of 17 alien bodieswere recovered from those two crafts. Of even greater significancewasthe discovery of a large number of human body parts stored withinbothof these vehicles. A demon had reared its head and paranoia quicklytook hold of everyone 'in the know.' The Secret lid immediatelybecamea Top Secret lid and was screwed down tight. THE SECURITYBLANKET WASEVEN TIGHTER THAN THAT IMPOSED UPON THE MANHATTAN

PROJECT.

In the coming years these events were to become the most closelyguarded secrets in the history of the world. "A special group ofAmerica's top scientists were organized under the name Project SIGNinDecember 1947 to study the phenomena. The whole nasty business

wascontained. Project SIGN evolved into Project GRUDGE in December1948. Alow- level collection and disinformation project named BLUE BOOKwas

formed under GRUDGE. Sixteen volumes were to come out ofGRUDGE. 'BlueTeams' were put together to recover the crashed disks or live aliens.The Blue Teams were later to evolve into Alpha Teams under ProjectPOUNCE.

"DURING THESE EARLY YEARS THE UNITED STATES AIRFORCE AND THE CENTRALINTELLIGENCE AGENCY EXERCISED COMPLETE CONTROLOVER THE 'ALIEN SECRET.'

In fact, the CIA was formed by Presidential Executive Order first asthe Central Intelligence Group for the express purpose of dealing withthe alien presence. Later the National Security Act was passed,establishing it as the Central Intelligence Agency.

"The National Security Council was established to oversee theintelligence community and especially the alien endeavor. A series ofNational Security Council memos and Executive orders removed theCIAfrom the sole task of gathering foreign intelligence and slowly but

thoroughly 'legalized' direct action in the form of covert activitiesat home and abroad.

"On December 9, 1947, Truman approved issuance of NSC-4, entitled'Coordination of Foreign Intelligence Information Measures' at theurging of the Secretaries Marshall, Forrestal, Patterson, and thedirector of the State Department's Policy Planning Staff, GeorgeKennan.

"The FOREIGN AND MILITARY INTELLIGENCE, BOOK 1, 'FinalReport of theSelect Committee to Study Governmental Operations with Respect toIntelligence Activities,' United States Senate, 94th Congress, 2ndSession, Report No. 94-755, April 26, 1976, p. 49. states: 'Thisdirective empowered the Secretary to coordinate oversees informationactivities designed to counter communism.'

"A Top Secret annex to NSC-4, NSC-4A, instructed the director ofCentral Intelligence to undertake covert psychological activities inpursuit of the aims set forth in NSC-4. The initial authority given theCIA for covert operations under NSC-4A did not establish formal

procedures for either coordinating or approving these operations. Itsimply directed the DCI to 'undertake covert actions and to ensure,through liaison with Senate and Defense, that the resulting operationswere consistent with American policy.'

"Later NSC-10/1 and NSC-10/2 were to supersede NSC-4 and NSC-4A andexpand the covert abilities even further. The Office of PolicyCoordination (OPC) was chartered to carry out an expanded programof

covert activities. NSC-10/1 and NSC-10/2 validated illegal andextralegal practices and procedures as being agreeable to the nationalsecurity leadership. The reaction was swift. In the eyes of theintelligence community 'no holds were barred.' Under NSC-10/1 anExecutive Coordination Group was established to review, but notapprove, covert project proposals. The ECG was secretly tasked tocoordinate the alien projects. NSC-10/1 & /2 were interpreted to meanthat no one at the top wanted to know about anything until it was overand successful.

"These actions established a buffer between the President and theinformation. It was intended that this buffer serve as a means for thePresident to deny knowledge if leaks divulged the true state ofaffairs. This buffer was used in later years for the purpose ofeffectively isolating succeeding Presidents from any knowledge of thealien presence OTHER THAN WHAT THE SECRET GOVERNMENTAND THEINTELLIGENCE COMMUNITY WANTED THEM TO KNOW. NSC-10/2 established astudy panel which met secretly and was made up of the scientificminds

of the day. The study panel was not called MJ-12. Another NSCmemo,NSC-10/5 further outlined the duties of the study panel. These NSCmemos and secret Executive orders SET THE STAGE FOR THECREATION OFMJ-12 ONLY FOUR YEARS LATER.

"SECRETARY OF DEFENSE JAMES FORRESTAL OBJECTED TOTHE SECRECY.He was a very idealistic and religious man. He believed that the publicshould be told. James Forrestal was also one of the first knownabductees. When he began to talk to leaders of the opposition party

andleaders of the Congress about the alien problem he was asked toresignby Truman. He expressed his fears to many people. Rightfully, hebelieved that he was being watched. This was interpreted by thosewhowere ignorant of the facts as paranoia. Forrestal later was said tohave suffered a mental breakdown. He was ordered to the mentalward ofBethesda Naval Hospital. In spite of the fact that THEADMINISTRATION

HAD NO AUTHORITY TO HAVE HIM COMMITTED, the order wascarried out. Infact, it was feared that Forrestal would begin to talk again. He had tobe isolated and discredited. His family and friends were deniedpermission to visit.

Finally, on May 21, 1949, Forrestal's brother made a fateful decision.HE NOTIFIED AUTHORITIES THAT HE INTENDED TO REMOVEJAMES FROM BETHESDAon May 22. Sometime in the early morning of May 22, 1949, agents of

theCIA tied a sheet around James Forrestal's neck, fastened the otherendto a fixture in his room, then threw James Forrestal out the window.The sheet tore and he plummeted to his death. James Forrestal'ssecretdiaries were confiscated by the CIA and were kept in the White Housefor many years. Due to public demand the diaries were eventuallyrewritten and published in a sanitized version. The real diaryinformation was later furnished by the CIA in book form to an agentwho

published the material as fiction. THE NAME OF THE AGENT ISWHITLEYSTRIEBER and the book is 'MAJESTIC'. James Forrestal became oneof thefirst victims of the cover-up.

"The live alien that had been found wandering in the desert from the

1949 Roswell crash was named EBE. The name had been suggestedby Dr.Vannevar Bush and was short for Extraterrestrial Biological Entity.EBEHAD A TENDENCY TO LIE, and for over a year would give only the

desiredanswer to questions asked. Those questions which would haveresulted inan undesirable answer went unanswered. At one point during thesecondyear of captivity he began to open up. The information derived fromEBEwas startling, to say the least. This compilation of his revelationsbecame the foundation of what would later be called the 'Yellow Book.'Photographs were taken of EBE which, among others, I was to viewyears

later in Project Grudge.

"President Truman created the supersecret National Security Agency(NSA) by secret Executive order on November 4, 1952. Its primarypurpose was to decipher the alien communications, language, andestablish a dialogue with the extraterrestrials. The most urgent taskwas a continuation of the earlier effort. The secondary purpose of theNSA was to monitor all communications and emissions from any andallelectronic devices worldwide for the purpose of gathering intelligence,

both human and alien, AND TO CONTAIN THE SECRET OF THEALIEN PRESENCE.Project SIGMA was successful. "The NSA also MAINTAINSCOMMUNICATIONSWITH THE LUNA BASE AND OTHER SECRET SPACEPROGRAMS.

"By executive order of the President, the NSA is exempt from all lawswhich do not specifically name the NSA in the text of the law as beingsubject to that law. That means that if the agency is not spelled out

in the text on any and every law passed by the Congress it is notsubject to that or those laws. "A third landing at Muroc, now Edwards Air Force Base, took place in1954. The base was closed for three days and no one was allowed toenter or leave during that time. A tipoff to who works for whom can be determined BY THE FACT THAT DR.J. ALLEN HYNEK SERVED AS THE TECHNICAL ADVISOR FOR THE FILM. I noticed

that the Top Secret report containing the official version of the truthof the alien question, entitled project GRUDGE, which I read while inthe Navy, was co-authored by LT. COL. FRIEND and DR. J. ALLEN HYNEK,WHO WAS CITED AS A CIA ASSET attached to Project GRUDGE -- Dr. Hynek,the one who debunked many legitimate UFO incidents when he functionedas the scientific member of the very public Project BLUEBOOK. Dr. Hynekis the man responsible for the infamous 'it was only swamp gas'statement.

"It was agreed that bases would be constructed underground for the useof the alien nation and that TWO BASES would be constructed for the
