RECOMMENDATION

Authorize the Chief Executive Officer to amend MetroFreeway Service Patrol Contract LAT-029-33 with ClassicClub Service to increase the contract amount from $647,741to $846,720.

DBE PARTICIPATION

The DBE participation goal for the Metro Freeway ServicePatrol is 33 % of the entire program. Specific goals arenot required for each contract. ~Currently 55 % of theMetro Freeway Service Patrol contracts are operated bycertified DBE or WBE firms. Classic Club Service is not aDBE.

ALTERNATIVES CONSIDERED

Allowing the contract to expire due to lack of funds isnot recommended because it is unlikely to result in a costsavings or improved quality of service.

Classic Club service operates service at slightly belowthe Freeway Service Patrol program’s average cost pertruck hour. Providing service while a new contractor isselected would require redeployment from several neigh-boring contractors, resulting in less coordinated ser-vice.

IMPACT ON BUDGET AND OBJECTIVES

Adequate funds have been budgeted to pa l ¯ for the requesteCamendment. The Metro Freeway Service Patrol program isfunded by State Budget Change Proposal funds, HOV Viola-tion Revenues and Proposition C - 25 % funds.

BACKGROUND

In November, 1992, the former LACTC awarded a contract toClassic Club Service to operate the Freeway Service Pa-trol on Beat 33 (Route 118), with an estimated three yearcost of $647,741. Based on the current rate of expendi-ture, staff has projected that the contract amount will beexpended by September, 1996. In order to carry the con-tract through its full term, January, 1996, additionalfunds totaling slightly less than $200,000 will be re-quired.

In calculating the Beat 33 contract ceiling, staff errone-ously used a sub-total hourly rate of $32.13 rather thanthe correct total hourly rate of $42.00. The Best andFinal Offer page showing both numbers is attached. Boardaction is requested to correct this staff error. Theprocurement decision to award the contract to Classic Clubis not affected by the calculation error. A recap of theprocurement decision is also attached. Staff administra-tively corrected the hourly rate error when issuing theNotice to Proceed. The contract has not yet exceeded thecontract ceiling.

ISSUE

TOW truck contracts need to be executed in November in order to startnew, ekpanded service in January, 1993. The funding for this serviceexpansion was provided for in the recent Proposition C applicationprocess.

RECOMMENDATION

Authorize the award of contracts with the tow truck firms recommendedon Attachment A, as unanimously recommended by the Interagency Consul-tant Selection Committee composed of California Department of Transpor-tation (Caltrans), California Highway Patrol (CHp) and Commissionstaff.

~ATIONSHIP TO THE 30 YEAR INTEGRATED TRANSPORTATION PLAN

Funds for Incident Management programs such as the Metro Freeway Ser-vice Patrol are targeted in the 30 Year Integrated Transportationplan.

At its September 23, 1992 meeting, the Commission approved $6.6 millionin Proposition c funds to expand the Metro Frgeway Service Patrolprogram and its Communication system.

The Disadvantaged Business Enterprise goal for the expansion of theMetro Freeway Service Patrol tow truck contracts has been established~at 30 percent, consistent with the previous program goal. Currentrecommendations will achieve a 36 percent program goal for the expandedservice.

BACKGROUND

The Metro Freeway Service Patrol started service on July i, 1991. Theprogram is designed to reduce peak period congestion caused by disabledvehicles by expediting the removal of these vehicles. Tow truckdrivers, certified by the CHP and Caltrans, but in the employ ofprivate contractors, assist motorists by changing flat tires, jump-starting cars, or towing the vehicle to a designated droplocationnear the freeway. Service is provided free of charge to the motorist.

An Interagency committee comprised of representatives from Caltrans,CHP and Commission staff reviewed the 208 proposals received. Eachproposal was evaluated based on the following criteria:~

Between 11 and 19 proposals were received for each Beat. On many heatsthe Interagency Selection Committee found that several ~firms wereranked within the competitive range. To determine the best proposer ~3firms were asked to submit Best and Final Offers (BAFO).

The recommendations summarized on Attachment A are within the budgettargets developed for the Proposition C allocation to expand service.Attachment B lists, in alphabetical order, each fi~m that proposedservice on each new beat. Attachment C displays the location Gf theservice expansion. ;
