METHODOLOGY

Ad hoc face-to-face survey with interviewing performed at respondents’ home

Data collected on representative sample for population of Montenegrin citizens aged 18 and more

Target population size is 498,385

Sample size is 1057 (with 131 sampling points)

Sample type is stratified 3-staged probability sample with sampling stages:

Polling station territory – approximately size of 200 HH (PPS with probabilities proportional to size)

Households by random route technique starting from the given addresses (SRSWoR)

Households member with same probability (SRSWoR) – Kish scheme

Stratification is done according to

Type of settlement – urban/rural

4 geo-economical regions

Post stratification is performed regarding: gender, age, type of settlement, geo-economical region

Fieldwork control is done in 12% of totally interviewed in all strata proportionally to sample size, and logic and consistency control of collected data is performed in 100%

Data collection is performed form 30th of November to 05th of December 2010

95% confidence interval for incidence of 05% is (03.5%, 06.5%)

95% confidence interval for incidence of 20% is (17.3%, 22.7%)

95% confidence interval for incidence of 40% is (36.7%, 43.3%)

•In comparison with the period before realization of campaign “It’s about ability” this wave records a significant increase of percentage of the citizens who think that, in population of children aged up to 18 years there are between 5% and 10% of children with disabilities.

•Besides that, this wave records significant decrease of the citizens who do not have a clear idea about the number of children with disabilities.

Which of the following relations are more acceptable for you

Social distance towards different groups of children with disabilities differs:•Similar to previous wave citizens have the biggest social difference towards children who have severe emotional disorders (neuroses, psychoses, etc), as well as the children with severe disorder of socialization (socially unacceptable behavior). •On the other hand, they do not have a social distance towards children with severe impairments of vision and hearing, as well as the children with speech disorders.

When individual relationships are observed, in comparison with the period before realization of campaign “It’s all about ability” degree of acceptance of certain categories of children with disabilities records statistically significant increase: •Regarding the children with severe emotional disorders this wave records statistically significant increase of acceptability of all relationships.•Acceptability of all relationships, except readiness for coexistence in the same settlement has increased significantly for the following groups of children with disabilities as well: children with severe impairments of vision, blind children, children with severe impairment of hearing, deaf children, children with physical disability such as permanent deformation or lack of body part, children who have difficulties to move or are completely bedridden and children with speech impairment. •Also in case of children who suffer from some chronic disease which is not communicable this wave records increased acceptability of all relationships except acceptability of coexistence in the same settlement and readiness of the citizens to have their children in the same class with children who suffer from some incommunicable chronic disease. •This wave also records increase of acceptability of relationship with children with intellectual deficiencies and impairments except coexistence in the same settlement and readiness of the citizens to allow their children, in adult age, to get married with children who have intellectual deficiencies and impairments.•Even in case of children with disorder of socialization this wave records increase of the readiness of citizens to have their children in the same class with such children. Unfortunately, in this category this is the only recorded improvement of relationships.

• 22% of Montenegrin citizens think that the state and society are not able to significantly help children with disabilities, no matter how much they try and how much money they invest, which represents a 14% decrease in comparison with the previous wave. This wave also records a 12% decrease of percentage of the citizens who think that Regardless of the pain and the effort that they and their families make, children with disabilities can not be fully fit in society, the way in which other children do.

Schools in Montenegro are not built to be accessible to children with disabilities,and architectural adaptation of institutions to the needs of these children should

Attitude towards inclusive education

Citizens have more positive attitude towards inclusion than was the case in the period preceding the campaign “It’s about ability”

•80% of Montenegrin citizens think that these children should go to the special educational institutions, in which curriculum and access would be adjusted to them, which is one of more important tasks of the state. This represents a 6% increase in comparison with the previous wave.

•64% of the citizens think that attending regular schools by children with disabilities has positive impact on their development. In comparison withy the period before realization of campaign “It's about ability” this increase of 7% represents a significant increase.

If we observe these results through average scores we can conclude that this wave records a significant increase of agreement with the following statements:

•Architectural adaptation of institutions to the needs of these children should be one of the important tasks of the state and society (average grade in August 3.9 and in December 4.2).

•Attending regular schools by children with disabilities has positive impact on their development (average grade in August 3.5 and in December 3.9).

•Even when children with disabilities go through their education, they have less chances to get a job than the other citizens of the same level of education. (average grade in August 3.7 and in December 3.8).

• Opinions on whether it is better for children with disabilities to live in specialized institutions or in own families are still divided – it is important that percentage of the citizens who support institutionalization has decreased by 6% in comparison before the campaign “It's about ability”(40%). Besides that, this wave records a 9% increase of percentage of the citizens who disagree with the statement that In families where a child with disabilities is growing up, other children are usually neglected.

• Percentage of the citizens who think that families with a child with disabilities are victims of unfortunate circumstances has decreased by 8%.

• 52% of the citizens think that If a child with disabilities is left without parental care, it is better to put it in a sustainer family than in a home – which represents an identical percentage of the citizens as in the previous wave.

• Majority of the citizens (85%) think that families of children with disabilities can not be expected to overcome all the challenges alone, they must be supported by the wider society. If we examine in more detail the perception of these families we will also see that 73% of the citizens think that Parents who are raising children with disabilities, usually have to dedicate their life to them completely. 59% of the citizens think that Parents of children with disabilities often take too patronizing attitude towards their child, which leads to isolation of that child from other children.

• Regarding the perception of position of other children in these families, 40% of the citizens think that these other children are usually neglected. Nevertheless, 84% of the citizens think that such children learn to be more attentive and more tolerant..

If we observe these scores through average grades we can conclude that, in comparison with the previous wave, this wave records significant decrease of the level of agreement with the following statements:

• In comparison with the previous wave, citizens of Montenegro have a significantly more positive opinion about conditions for normal life of children with disabilities in Montenegro.

• In August 45% of the citizens evaluated these conditions negatively and in December just 32% of the citizens evaluated these conditions negatively.

• Percentage of the citizens who think that rights of children in Montenegro are respected has increased significantly.

• In August just 27% of the citizens thought that that rights of children in Montenegro were respected, and in December this percentage increased significantly (39%).

• Opinions about respect of rights of children with disabilities in comparison with other children are still divided – 44% of the citizens think that the rights of children with disabilities are respected equally as the rights of other children, which is a 7% decreased compared with previous wave, while 43% think that the rights of children with disabilities are respected to a lesser extent than the rights of other children.

• Positive attitude towards institutional protection of children with disabilities has been reduced significantly after the campaign. Namely, putting children with disabilities in specialized institutions was mentioned by 40% of the citizens in August as the best way to care about them. In December this percentage increased significantly (21%).

• While in the previous wave 30% of the citizens thought that only a minority of more difficult cases of children with disabilities should be put in special institutions while majority of children with disabilities should be included in all regular activities, along with other citizens, after the campaign this percentage has increased significantly (43%).

categories, the least favorable opinion is that of the age group 65+ (4.6) and those aged 18 to 29 have somewhat less unfavorable opinion (4.2). Summary

• Same as in the previous wave, citizens are at the strongest social distance from children with severe emotional disorders (neurosis, psychosis etc) and children with severe socialization disorders (socially unacceptable behavior).

• On the other hand, citizens are at the smallest social distance from children with severely impaired eyesight and hearing, as well as children with impaired speech.

• Relative to the period before launching of the campaign “It's about ability”, level of acceptance of all categories of children with disabilities is significantly statistically increased now.

• Additionally, relative to the previous wave, percentage of citizens who believe that children with disabilities are equally valuable members of society, same as all other citizens, has increased for 10%, which is statistically significant at the level 0.05.

• Great majority of citizens (95%) think that the state and society should do everything in their power to ensure equal opportunities and chances for children with disabilities (increase of 3% relative to the previous wave).

• That the state and society are not able to significantly help children with disabilities is the opinion of 22% of citizens of Montenegro, which is for even 14% less than in the previous wave. Additionally, even 12% less citizens, compared with the previous wave, think that regardless of the pain and the effort that they and their families make, children with disabilities can not be fully fit in society, the way in which other children do.

• Every fifth citizen of Montenegro thinks that by providing professional assistance and through special relation of society and institutions, it is possible to FULLY enable a child with disabilities for life in society (which is for 6% more than in the period before launching of the campaign “It's about ability”.)

• Citizens have more positive attitude towards inclusion now than before launching of the campaign “It’s about ability”. If we observe these results through average rates, we may conclude that, relative to the previous wave, level of agreement with the following statements has increased significantly:

• Architectural adaptation of institutions to the needs of these children should be one of the most important tasks of the state and society (average grade in August 3.9 and in December 4.2).

• If children with disabilities attend classes in regular schools, it has positive influence on their development (average grade in August 3.5 and in December 3.9).

• 64% of citizens believe that if children with disabilities attend classes in regular schools, it has positive influence on their development. Relative to the period before launching of the campaign “It's about ability”, this increase of 7% is very significant.

• 44% of citizens think that the rights of children with disabilities are respected equally as the rights of other children, which is for 7% less than in the previous wave, and 43% that their rights are respected to a lesser extent. The remaining 13% believe that the rights of children with disabilities are respected to a greater extent than the rights of other children.

• Positive attitude towards institutionalized protection of children with disabilities is significantly reduced after the campaign. So, putting children with disabilities in special institutions as the best way to help them was the opinion of 40% of citizens in August, while in December this percentage was significantly reduced to 21%.

• While in the previous wave 30% of citizens believed that only minority of rather difficult cases of children with disabilities should be put in special institutions, while majority of children with disabilities should be included in all regular activities, along with other citizens, this percentage increased significantly to 43% now, after launching of the campaign.
