Hence a good rule is to use statistics to find the quality problems and to use drive test find the specific reasons for the quality problems. To make it easier to find the problems it is recommended to show the statistics geographically in MapInfo with a color legend. It is recommended using Cell Busy Hour or Daily Average values or both depending on which KPIs that are analyzed. Use Cell Busy Hour values for KPI like: o TCH Carried Traffic (for cell capacity dimensioning purposes) o SDCCH Carried (for cell capacity dimensioning purposes) o Blocking/Time Congestion (for cell capacity dimensioning purposes) o Call Drop Rate o Handover Success Rate o Handover Cause Distribution Use Daily average values for: o TCH Availabili ty o Carried Traffic I.2 DAILY STATISTICS MONITORING The RF engineer (BSC/Cell owner) should monitor daily statistics on a cell level, upon which daily optimization tasks take place in order to improve network KPIs. To find problematic cells it is recommended to check the following statistics on a daily basis: 1. SDCCH Congestion 2. TCH Congestion 3. TCH Accessibility 4. SDCCH Accessibility 5. SDCCH & TCH Availability 6. SDCCH Drop Rate 7. TCH Drop Rate 8. Call Setup Success Rate 9. HO Success Rate Apart from the daily busy hour reports, many other KPI reports can be extracted from the OMC(iM2000) and they can be used to detail analysis of the p roblem. Analysis and troubleshooting steps for the above mentioned KPIs are explored below (Next page).
