Emerging Innovation to Accelerate Smallholder Mangosteen Farmer Participation in to
Sustainable Globalized Market

Abstract
Surge of international demand for mangosteen has increased active participation of farmer and new innovation to capture the opportunity. Demand for mangosteen was started to increase rapidly since 1998, especially from the international market. The production of mangosteen has been continually to grow and its export also increasing steadily. From an earlier study, it was indicated that farmer responding to strong market demand by cultivating mangosteen in a commercial orchid and innovating in seed development and cultivation technology. With lack of government policy direction to support the commodity other than main strategic food, an active role of farmer responding to global demand is very interesting. The main objective of the study is to identify factors and innovative practices affecting
s decision to participate in a globalized market. The study selected randomly 350 mangosteen farmers as samples from mangosteen farmer population in North Sumatera Province, the second largest mangosteen production zones in Indonesia. The probit model with endogenous regressors is employed in the analysis. The study is expected to shed new understanding on the factors constraining small holder mangosteen producers in participating to globalized market and suggesting more supporting policy for the inclusion of small farmers.
Keywords: globalized market, small-holder farmer, channel choice, mangosteen
1 IntroductionIn the period of 1997-2012, Indonesian mangosteen production increased by 66%
annually. During this period, the export increased by 15% per year. The increased was especially become more significant after the implementation of ASEAN-China Free Trade Agreement (ACFTA) in 2004. The mangosteen export from Indonesia to China has increased drastically, from 5.95 tons in 2004 to 4,717.56 tons in 2010. Similarly, mangosteen exports to Hong Kong also growing very rapidly (by 428%) in the period 2004 to 2010 (BPS, 2013).
West Sumatra province has contributed on the average of 10% to the annual national mangosteen production. This province has becoming the second largest contributor to the national mangosteen production after West Java Province (37%). In the Province of West Sumatra, the main production areas are district of Sijunjung, Lima Puluh Kota, Padang Pariaman, Agam, Solok, Pasaman and Pesisir Selatan.
From the interview with key informants in Lima Puluh Kota and Sinjungnjung Districts, the local traders illustrated that since 2000, several large wholesale buyers from Jakarta, the capital city, and looking for mangosteen. The phenomena were quite a surprise to the local traders in that time since traditionally until the 80s, mangosteen has been mainly for domestic and local traditional markets. The mangosteen fruit commonly bought from farmers without grading.
