AYA ORC BULLETIN February 2016 Issue 1 Prior to the start of the first official ORC meeting of 2016, club delegates met to discuss insurance arrangements now they are able to negotiate independently of the RYA. Clubs welcomed the immense effort put in by Fiona Pascoe from M2M, whose collaborative working by sharing her knowledge and expertise with the rest of the racing disciplines has allowed clubs to strive to achieve the best possible cover for competitors, events, officials and personal liability. A successful 2015 RYA Awards Ceremony took place earlier this month and the 20115 RYA Nlational and UlM Untemational Cal,endalfS have been finalised and disseminated to the sport. 21116 RYA U¡ptitate Recommendations from the RYA PBR Revi1ewf continue to be implemented in line with the recent Report. Next steps are expected to be a restructure of the RYA working committees over the coming months. A job description for a new Powerboat Racing Committee (PBRC) Chairman will be publicised shortly. The RYA and their affiliated clubs will jointly publish a new Race Charter to include a social media policy. Blue Cards have been introduced to address unacceptable behaviour by competitors/teams at events. Clubs acknowledge the requirement to organise fully compliant races to avoid invalidating insurance. Through the appointment of suitable qualified officials, the RYA will supervise correct compliance. Powerboat Race Training is available by contacting a qualified RYA Powemoat Race Trraïnil1Jq Instmct:orr. In line with the RYA's pledge to support training, an Officials Seminar will take place on 12/13 March. A new Jersey race club (JPC) has affiliated to the RYA and makes a welcome return to offshore racing. GPA have bid to host 2017 World Championships for 3A/3B and European V-24 in Guernsey next September and we await confirmation that they have been granted the titles. The following amendments to the PB1 are to be implemented with immediate effect:

1) PB1 Q1 L (added) The minimum water depth for all canopied class boats including V24 will be 4 metres.

2) PB1 F1.7 Finishers who have missed a mark of the course or have not followed the course, as set in Racing Instructions and/or Drivers' Briefing, will be penalised. A time penalty 'Nill be applied using the average course time of the next fastest competitor. A time penalty win be ap!plli:ed in accordance with Race Instructions"

3) P81 81.3 For clarification purposes, this rule is referring to the issuing of licences by a National Authority in each calendar year. Event licence rules as described in B7 still apply.

4) PB1 P1 Superstock L 1.3.1 - This rule has been deleted in its entirety. PB1 'B' section general Licence rules will apply to P1.

5) PB1 P1 Superstock L30 - All penalty cards will be issued in accordance with PB1 'G" section general rules. Monetary fines as described in L30 will continue to be enforced.

OFFSHORE BULLETIN 25/07/16

To all Competitors, Clubs & RYA Officials:

It has been brought to our attention that there is an alleged plan to deliberately boycott National Racing so that another group can take-over as the Offshore National Authority with the UlM. It has also been alleged that the 'UlM' have confirmed that no National Racing means that the RYA are no longer the National Authority for the UK to specific individuals.

All of this information is of course completely incorrect and those individuals have been seriously misinformed. The RYA is and continues to be the only sanctioned National Governing Body for Powerboat Racing in the UK and has every intention of remaining so. I would advise that anyone involved in this stops this current destructive course of action which will only lead to further divide and chaos within the sport.

I would hope that everyone involved in Powerboat Racing will work together and correct any misinformation and assure that there is no truth in these rumours and that the RYA will be continuing as the UlM National Authority for Offshore racing.

The new PBRC committee is currently being selected and we are relying on the genuine Competitors, Clubs and Officials to help us to build our participation numbers and to work with us to get our sport functioning better for all. Everyone can playa part in the sports future success.

There are far more positives than negatives and we all need to focus on the elements that will improve the sport for everyone. We all share a common goal that is passion for Powerboat Racing.

I would like to thank you all for your continued hard work and support of Powerboat Racing in general and thank the majority of you who just want to get on and enjoy the sport and have fun.

The ORC would like to convey the following information to all Offshore Event Organisers, Officials & Competitors:

With reference to PB1 rule Q3.3: 'If National & Club Class boats are racing at the same time, there must be 2 separate courses ( 1 National & 1 Club ie: course within a course)'

Please be advised that with immediate effect, this rule is no longer valid. National & Club classes may race on the same course but must be grouped together by class at muster for the start run.

Response to recent news reports reference Powerboat Racing at Bristol Docks

It has been recently brought to the RYA's attention that there have been some advanced discussions taking place with local council representatives and dignitaries with a view to powerboat racing returning to Bristol docks.

The RYA can confirm that no authorised person or club has made contact with the relevant local authorities in Bristol which leads us to believe that the RYA & the sport has been incorrectly represented in these misleading discussions.

The event in Bristol is an important part of Powerboat Racing history and we remember the positive contribution to the local area and exciting entertainment that it provided for the public and competitors. The venue has provided the sport with plenty of good memories, pictures, footage and stories that are all fondly remembered.

Sadly, we also remember the more unpleasant aspects of this venue which we must never forget when addressing one of the most important aspects of our sport, safety. What was acceptable in the past is often not compatible with modern safety requirements and Bristol Docks falls into this category.

Since racing ceased at this venue, there has been no major redevelopment work to make the area previously raced on more suitable for our requirements. This is unlikely to ever happen and would be an unreasonable expectation for tens of millions of pounds to be spent for a minority purpose.

Therefore we confirm that the decision previously taken to refrain from racing at this venue still remains in place as there has been no significant infrastructure changes made in order for the decision to be reviewed.
