The Order of Nurses, Midwives and Medical Assistants in Romania

• In Romania, according to the legal regulations in force, the control and supervision of the profession of nurses, midwives and medical assistants are conducted by The Ministry of Health and The Romanian Order of Nurses, Midwives and Medical Assistants, which are the competent authorities in this field.

• The Romanian Order of Nurses, Midwives and Medical Assistants (OAMGMAMR) counts 120.000 members, including general care nurses, midwives and specialized nurses.

• Our organization keeps a record of all

the nurses, medical assistants and midwives in Romania (the Unique National Register).

• The Emergency Ordinance 144/2008 states that OAMGMAMR is the Romanian competent authority, along with the Ministry of Health, collaborating for the development of the legislation regarding the profession of nurses, midwives and medical assistants.

• The Romanian Order of Nurses and Midwives is a professional jurisdiction body, the sole Romanian organization in this field, that has the right to judge the professional misconduct of nurses, medical assistants and midwives in Romania.

• The membership is certified by our organization through the issuing of a membership certificate granting the right to practice for nurses, midwives and medical assistants.

• In order to increase their professional training, nurses, midwives and medical assistants are required to complete courses and other forms of continuing education.

• The continuing education programs are approved by our organization, in collaboration with the Ministry of Health.

• In case of establishment in Romania, applications regarding the access to the profession of nurses, midwives and medical assistants who are citizens of an EU Member State, an European Economic Area State or a Swiss Confederation State, will be resolved by the Ministry of Health in collaboration with The Romanian Order of Nurses Midwives and Medical Assistants in Romania.

• Applicants will submit a file to the Ministry of Health (which will be forwarded to our organisation).

Recognition procedure

Where there are significant differences between the professional qualification aquired by nurses in the Member State of establisment and the training for the same profession required by Romania, the Romanian competent authorities may require the provider to demonstrate, by means of compensatory measures, that they have the competences and the knowledge uncovered by their certificate of training.

Compensatory measures involve the accomplishment of an adaptation period or taking an aptitude test.

The applicant may opt between the aptitude test and the adaptation period.

• Regarding the aptitude test, the recognition of qualification is done by Order of the Minister of Health and at the end of the procedure, a membership certificate is issued, approved for the current year, representing the authorization to practice throughout Romania.

Within our organisation there is a comittee for the recognition of professional qualifications for nurses and midwives, acquired in the Member States, which approves the professional recognition.

The Commitee is composed of teachers, qualification experts and representatives of the Ministry of Health.

• The recognition of qualifications acquired in a tertiary state, is done by the Ministry of Education which issues a Certificate of Equivalency.

• Thus, the holder of this certificate is allowed to practice after obtaining the Romanian Order membership and the professional authorization.

of Education for the basic training of general care nurses, midwives and specialized nurses;

- It is the main provider of continuing education for general care nurses, midwives and specialized nurses, activity carried out under the National Program of Continuing medical education, developed by our organization;

- It represents the competent authority which assures the exchange of information related to the professional ethics (good character certificate )and the professional authorization.
