ORDER OF THE SOLANO COUNTY HEALTH OFFICER DIRECTING PERSONS TO CONTINUE
TO LIMIT ACTIVITIES AND TO CONTINUE TO SHELTER AT HOME AS REQUIRED TO REDUCE
THE SPREAD OF COVID-19 AND PROVIDING REQUIREMENTS FOR LOW, MEDIUM AND HIGH
RISK ACTIVITIES, AS DEFINED, TO OCCUR AS AUTHORIZED BY THIS ORDER.

PURSUANT TO SECTIONS 101040, 101085 AND 120175 OF THE HEALTH AND SAFETY CODE, THE
COUNTY PUBLIC HEALTH OFFICER FOR SOLANO COUNTY ORDERS:
1. Effective Date. Effective immediately and continuing until it is extended, rescinded, superseded,
or amended in writing by the County Public Health Officer, this Order revokes and replaces Order
No. 2020-05 issued April 24, 2020, as amended by Order No. 2020-06 issued May 1, 2020, which
revoked and replaced or superseded all previous Orders (the Order issued March 18, 2020, the
Supplemental Order issued on March 19, 2020, and the Order issued on March 30, 2020). Unless
revoked or replaced by the County Public Health Officer earlier, this Order will be rescinded upon
the lifting of the California State of Emergency and rescission of California’s “Stay at Home” Order
(Executive Order N-33-20 as may be amended).
2. Intent and Purpose. The purpose of this Order is to direct persons to continue to limit activities
and to continue to shelter at home as required by this Order to reduce the spread of COVID-19
and to continue to mitigate the spread of the COVID-19 to the greatest extent possible while
addressing the need to gradually reopen the economy in order to ensure services when resumed
are done so in a safe manner by providing requirements that must be met for Low Risk Activities,
Medium Risk Activities and High Risk Activities to occur. The Order’s intent is to be in alignment
with Governor Newsom’s Executive Order N-33-20, subsequent and future orders that supersede
N-33-20, and with the overarching goal of controlling the COVID-19 pandemic. All persons in the
State of California are required to comply with the Executive Orders of the Governor, except as
provided in this Order. This Order is necessary to protect and preserve public health and prevent
increased transmission of COVID-19 in California and Solano County, while improving overall
public health outcomes by improving economic vitality within the County through a careful, limited
phased reopening using a risk-based approach.
3. Guiding Principles for Resuming Activities. During the period of this Order, the County Public
Health Officer will continue to promulgate guidelines for the phased reopening of Solano County’s
economy built on evidence-based public health principles for disease transmission and social
distancing including but not limited to the following:
a. Proximity, duration and frequency of potential contacts with or potential exposure to COVID-
19 and the ability to implement social distancing methods to protect from exposure for each
type of business and organization.

b. Limiting the number of persons allowed to congregate in one setting/gathering to, in the event
of a localized outbreak, limit the number of persons who are exposed and the consequences
of that exposure.
c. Mitigating factors grounded in scientific evidence to reduce individual COVID-19 exposure.
For example, the consensus of medical and public health professionals is that the evidence
supports the following interventions: maintaining physical distancing of six feet or more from
another individual as much as feasible to reduce contamination from droplets, practicing
thorough hygiene and respiratory etiquette, regular cleaning and disinfection of high use
surfaces, not touching our faces to prevent introduction of the virus from our hands to our
eyes, nose, and mouth and subsequently our bodies, and staying home when having
symptoms concerning for COVID-19 including fever, cough, sore throat and shortness of
breath to reduce the spread of the virus to others outside the household. Finally, it is prudent
to reduce the ability of asymptomatic infectious persons to spread the virus to others
unwittingly.
4. Prohibited Activities. Public and private gatherings of any number of people, including places
of work, occurring outside a single household or living unit, are prohibited, except for the following:
a. Members of the same household or living unit.
b. All businesses, organizations and services defined previously as Essential Activities and listed
in Exhibit A, provided:
(1) The business, organization or service was operating prior to this Order.
(2) All social distancing requirements and safeguards for the businesses, organization or
service continue to be implemented.
c. Businesses, organizations or activities that meet all requirements for a Low Risk, Medium Risk
or High Risk Activity and comply with the requirements of this Order and any guidelines
promulgated by the County Public Health Officer, which will be modified in response to the
acuity levels of COVID-19 in Solano County. No business, organization, or individual shall
engage in Low Risk, Medium Risk or High Risk Activity except as authorized through
guidelines promulgated by the County Public Health Officer. Each operator of a Low Risk,
Medium Risk and High Risk Activity shall ensure adherence to all restrictions described or
referenced in this Order and any promulgated guidelines applicable to the Activity and shall
deny access to and/or use all reasonable efforts to address circumstances where required
social or physical distancing is not being utilized in compliance with this Order. The failure to
effectively comply with this Order may result in revocation of authority to engage in business
activity for the extent of this Order.
d. Travel is allowed but only to the extent necessary to effectuate the intent of this Order.
5. Level of Risk. Activities that meet this Order and County Public Health Officer promulgated
guidelines may resume and be open for businesses based on the level of risk and ability to
minimize transmission of COVID-19. Level of risk will be determined by the ability to protect from
potential COVID-19 transmission and will be categorized as Low Risk, Medium Risk and High
Risk Activities as follows:
a. Low Risk Activities are those businesses, organizations, or activities that can routinely meet
six-foot physical separation for social distancing, or can implement other physical barriers,

except for very brief, incidental periods necessary to accept payment, deliver goods or
services, or as otherwise necessary and whose operation can comply with the requirements
of this this Order and any promulgated guidelines of the County Public Health Officer except
as defined as a previously designated essential activity in Appendix A. While personal
protective equipment such as cloth face coverings or gloves may be used, they are not the
principle social distancing technique necessary while services are provided to customers to
protect from COVID-19 transmission. The Low Risk designation may apply to the entire
business or organization, or only to specific areas or operations that are distinct and can meet
all Low Risk requirements and may be part of a phased implementation to opening.
Low Risk Activities may resume operations in compliance with the County Public Health
Officer Guidelines for Low Risk Activities attached here as Exhibit B as of 6:00 a.m. on May
8, 2020.
b. Medium Risk Activities include those businesses, organizations, gatherings, or activities that
require close contact with others to perform the activity, cannot routinely meet six-foot physical
separation or use barriers for social distancing and must typically rely on personal protective
equipment such as face masks, including cloth face coverings, to protect from COVID-19 while
accomplishing activities, and whose operation can comply with this Order and any
promulgated guidelines of the County Public Health Officer except as defined as a previously
designated essential activity in Exhibit A. The Medium Risk designation may apply to the entire
business or organization, or only to specific areas or operations that are distinct and can meet
all Medium Risk requirements and may be part of a phased implementation to reopening.
Medium Risk Activities may not operate until such time as the County Public Health Officer
promulgates necessary guidelines for such activities.
c. High Risk Activities are those businesses, organizations, gatherings or activities that by their
nature may not readily adhere to social distancing requirements or that have long, frequent
duration of close contact with large groups of individuals.
High Risk Activities are prohibited unless such activity can comply with this Order and any
promulgated guidelines of the County Public Health Officer except as defined as a previously
designated essential activity in Exhibit A.
6. Social Distancing.
a. Social distancing is maintaining at least a six-foot separation from all persons, except for family
members or those in the same household or living unit or by providing a comparable level of
protection against exposure to respiratory droplets or secretions through the use of personal
protective equipment, including cloth face mask and disposable gloves, or other physical or
administrative controls.
b. It is strongly recommended that community members use cloth face coverings when outside
the home to prevent asymptomatic transmission of COVID-19 from the wearer to others. At
workplaces, cloth face coverings are recommended when interacting with the public or working
in areas visited by the public or shared with co-workers where social distancing is difficult to
maintain and may be required by the guidelines promulgated pursuant to this Order for some
activities. Face coverings are not recommended for children 6 years of age or under and may
not be appropriate for individuals who have difficulty removing the covering without assistance.

c. A strong recommendation is made for persons exhibiting symptoms of COVID-19 to self-isolate
in their place of residence unless they are seeking medical care.
7. High-Risk Populations
a. Older people (65 years and older) and/or those with compromised immune systems, and
people with certain underlying health conditions, particularly heart disease, lung disease or
diabetes, for example, appear to be at greater risk of serious illness. A strong recommendation
is made that these high risk populations continue to self-isolate at home and adhere to
guidance as communicated by the California Department of Public Health (CDPH), which
includes the following (among other items) and can be found at
https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-
19/PublicHealthGuidanceSelfIsolationforOlderAdultsandThoseWhoHaveElevatedRisk.aspx:
(1) Avoid crowds, mass gatherings or large events, and public transit, and stay home as
much as possible.
(2) Clean and disinfect your home to remove germs: practice routine cleaning of frequently
touched surfaces.
(3) Use “respiratory etiquette.” Cover coughs and sneezes with a tissue or a sleeve.
(4) Review and update your personal emergency plan.
b. As the County continues to assess potential rollbacks on restrictions, additional
requirements to protect high-risk populations may be necessary.
8. General COVID-19 Business Precautions All businesses, shall enact social distancing, increase
sanitation standards, and shall make every effort to use telecommuting, or other methods for their
workforce as practical. All businesses should suspend any policy or procedure requiring doctor
verification for sick leave or other leave approval, except that any healthcare operation or health-
care related business may continue to enforce any policy or procedure requiring doctor verification
for sick or other leave approval.
9. Enforcement. Pursuant to Health and Safety Code section 120175.5(b) all governmental entities in
the County shall take necessary measures within the governmental entity’s control to ensure
compliance with this Order and to disseminate this Order to venues or locations within the entity’s
control where gatherings occur. Violation of this Order is subject to fine, imprisonment, or both
(California Health and Safety Code section 120295). To the extent necessary and feasible, this Order
may be enforced by the Sheriff or chiefs of police pursuant to Government Code sections 26602 and
41601 and Health and Safety Code section 101029.
As this is a rapidly evolving situation, this Order may be revised from time to time.

Exhibit A – Previously Designated Essential Activities
A. All businesses and organizations that are listed and the services described below that were
operating prior to this Order may continue to operate provided the following:
1. All social distancing requirements and safeguards required under previous Orders for the
businesses or organization continue to be implemented.
2. The business or organization implements the general requirements of this order immediately,
and specific requirements for a Low Risk, Medium Risk or High Risk Activity in any Appendix, as
applicable, within 10 business days of the requirement being established.
B. List of businesses, organizations and services previously defined as Essential Activities include:
1. All services needed to ensure the continuing operation of government agencies and to provide for the health, safety and welfare of the public;
2. Healthcare operations (e.g. hospitals) and essential infrastructure including critical utilities; 3. First responders, emergency management personnel, emergency dispatchers, court personnel,
and law enforcement personnel; 4. Grocery stores, certified farmers' markets, farm and produce stands, supermarkets, food banks,
convenience stores, and other establishments engaged in the retail sale of canned food, dry goods, fresh fruits and vegetables, pet supply, fresh meats. fish, and poultry, and any other household consumer products (such as cleaning and personal care products). This includes stores that sell groceries and also sell other non- grocery products, and products necessary for maintaining the safety, sanitation, and essential operation of residences;
5. Agriculture operations, including food cultivation, farming, livestock, and fishing; 6. Businesses that provide food, shelter, and social services, and other necessities of life for
economically disadvantaged or otherwise needy individuals; 7. Newspapers, television, radio, and other media services; 8. Gas stations and auto-supply, auto-repair, and related facilities; 9. Banks and related financial institutions; 10. Hardware stores; 11. Plumbers, electricians, exterminators, and other service providers who provide services that are
necessary to maintain the safety, sanitation, and essential operation of residences; 12. Businesses providing mailing and shipping services, including post office boxes; 13. Educational institutions - including public and private K-12 schools, colleges, and universities -
for purposes of facilitating distance learning or performing essential functions, provided that
Social Distancing of six- feet per person is maintained to the greatest extent possible. On June
5, 2020 the State released interim Industry Guidance for schools and school-based programs to
allow students to return to school grounds, which schools and school-based programs can
reference at https://covid19.ca.gov/pdf/guidance-schools.pdf.
14. Laundromats, dry cleaners, and laundry service providers; 15. Restaurants and other facilities that prepare and serve food, but only for delivery or carry out.
Schools and other entities that typically provide free food services to students or members of the public may continue to do so under this Order on the condition that the food is provided to students or members of the public on a pick-up and takeaway basis only. Schools and other entities that provide food services under this exemption shall not permit the food to be eaten at the site where it is provided, or at any other gathering site;
16. Businesses that supply products needed for people to work from home; 17. Businesses that supply other essential businesses with the support or supplies necessary to
operate;

18. Airlines, taxis, and other private transportation providers providing transportation services; 19. Home-based care for seniors, adults, or children; 20. Residential facilities and shelters for seniors, adults, and children; 21. Professional services, such as legal or accounting services, when necessary to assist in
compliance with legally mandated activities; 22. Childcare facilities providing services that enable employees exempted in this Order to work as
permitted. To the extent possible, childcare facilities must operate under the following mandatory conditions:
a. Childcare must be carried out in stable groups of ten children or fewer. b. Children shall not change from one group to another. c. If more than one group of children is cared for at one facility, each group shall be in a
separate room. Groups shall not mix with each other. d. Childcare providers shall remain solely with one group of children.
23. Any other essential critical infrastructure as defined by the California State Public Health Officer or the U.S. Department of Homeland Security.
24. Outdoor recreation, such as, by way of example and without limitation, walking, hiking, bicycling,
mountain biking, golfing, and running, as authorized by the California State Public Health
Officer, provided that individuals comply with Social Distancing requirements set forth in this
Order and the following:
a. Participation in outdoor recreation shall be limited to non-contact sports, unless engaged
in by members of the same household or living unit, in which case, contact sports are
allowed.
b. Golf courses must abide by the directives as promulgated by the County Public Health
Officer.
c. Sports or activities that include the use of shared equipment may only be engaged in by
members of the same household or living unit.
d. All boat ramps and launches, public or private, may be opened for limited use subject to
compliance by all facilities and individuals to the Social Distancing requirements and
directive of the California State Public Health Officer.
e. To the extent necessary to ensure individuals are able to comply with social distancing
requirements with reasonable effort, every entity that manages facilities or activities
covered by this Order shall take appropriate measures to reduce crowding by, among
other things, restricting the number of entrants and/or closing areas to vehicular access
and parking.
f. Outdoor recreation does not include public pools used for general recreational purposes.
g. Compliance with any other directive issued by the County Public Health Officer.
25. Any business listed by the State of California as having an Essential Workforce (see
https://covid19.ca.gov/img/EssentialCriticalInfrastructureWorkers.pdf), which can be found on

Effective July 1, 2020, the Governor of the State of California has rescinded authority of the

(Exhibit B, Appendix A-3).
Further, effective July 13, 2020 the Governor of the State of California also rescinded authority
of the County Public Health Officer to allow indoor operations of Offices for non-critical sectors
(Exhibit B); Places of Worship (Exhibit B); Malls (Exhibit B); and Fitness Centers (Exhibit B,
Appendix A-1). These industries may operate to the extent that their operations can be moved
outside of for pick-up only.

Businesses, organizations and activities that, by their nature, can typically provide physical distancing
(at least 6 feet separation or other engineering controls, such as barriers or screening) to meet Social
Distancing Protocol (Appendix B) between persons while providing their services pose the lowest risk of
COVID-19 transmission.
Examples of businesses and organizations in this category include retail stores and shopping centers,
manufacturing, pet grooming, fitness centers, churches, museums, galleries, zoos, aquariums, family
entertainment centers and movie theaters, hotels for tourism and individual travel, campgrounds and
RV parks, satellite wagering facilities and racetrack, day camps and county and city/local parks (except
playgrounds and, unless 6’ separation between individuals from different households is maintained,
beaches). Outdoor recreational activities (including golf, tennis, hiking, and boating) are also
considered to be Low Risk. This list is not exhaustive and any business, organization, or activity that
can operate utilizing physical distancing to meet Social Distancing requirements is Low Risk. In order
for a Low Risk business to operate or activity to occur, specific sector/industry guidance must be
released by the State (see www.COVID19.ca.gov for state guidance documents) and this Order must
allow Low Risk operations based on local COVID19 conditions and epidemiology.
Businesses and activities that meet the following requirements, as applicable, may operate as a Low Risk Activity:
• Golf Courses must abide by the requirements of Appendix A.
• Fitness Centers meeting the requirements of Appendix A-1 may commence operation effective 6:00 a.m. on June 8, 2020.
• Museums, Galleries, Zoos, and Aquariums meeting the requirements of Appendix A-2 may commence operation effective 6:00 a.m. on June 8, 2020.
• Family Entertainment Centers meeting the requirements of Appendix A-3 may commence operation effective 6:00 a.m. on June 8, 2020.
• Hotels, Lodging, and Short-Term Rentals meeting the requirements of Appendix A-4 may commence operations to service the general public effective 6:00 a.m. on June 8, 2020
• Campgrounds, RV Parks and Outdoor Recreation meeting the requirements of Appendix A-5 may commence operation effective 6:00 a.m. on June 12, 2020.
• Satellite Wagering Facilities and Racetracks meeting the requirements of Appendix A-6 may commence operation effective 6:00 a.m. on June 12, 2020.

• All other Low Risk businesses, organizations and activities with State listed industry guidance (see COVID19.CA.GOV) must meet the following requirements:
a. The following signage shall be provided:
1. Post, in areas visible to all workers, required hygienic practices including not touching face
with unwashed hands or with gloves; washing hands with soap and water for at least 20
seconds; use of hand sanitizer with at least 60% alcohol, cleaning and disinfecting
frequently touched objects and surfaces such as workstations, keyboards, telephones,
handrails, machines, shared tools, and doorknobs; covering the mouth and nose when
coughing or sneezing as well as other hygienic recommendations by the CDC.
2. Post at each public entrance of the facility to inform all employees and customers that they
should: Avoid entering the facility if they feel sick, or have a cough or fever; maintain a
minimum six-foot distance from one another; sneeze and cough into a cloth or tissue or, if
not available, into one’s elbow; wear face coverings, as appropriate; and not shake hands or
engage in any unnecessary physical contact.
b. Implement measures to protect health
1. Training on methods to prevent transmission of COVID-19, including the specific social
distancing protocol for the facility, and on COVID-19 symptoms is provided to all employees.
2. Employees are informed not to come to work if sick. General screening of employees for
COVID-19 symptoms prior to the employee entering their work space is provided.
Employees exhibiting COVID-19 symptoms are excluded from the facility.
3. Employees are provided appropriate Personal Protective Equipment for their tasks,
including cloth face masks, instructed on how to use the mask properly, and directed to use
the equipment as appropriate to protect from COVID-19 transmission.
c. Measures shall be implemented to maintain at least six feet separation between all persons.
1. The number of customers in a facility at any one time shall be limited and monitored to allow
for customers and employees to easily maintain at least six-foot distance from one another
at all practicable times.
2. Tape or other markings at least six feet apart in customer line areas inside the facility and on
sidewalks at public entrances with signs directing customers to use the markings to maintain
distance shall be provided as needed and practical.
3. All employees have been instructed to maintain at least six feet distance from customers
and from each other, except employees may momentarily come closer when necessary to
accept payment, deliver goods or services, or as otherwise necessary. Where six feet
separation cannot be routinely maintained, the use of a physical barrier shall be used.
4. Methods to provide spacing of customers within the facility shall be implemented to extent

directional paths of travel to minimize customers passing from opposite directions, or other
methods specific to the facility design.
5. Employee desks and individual work stations are separated by a minimum of 6 feet or

6. The number of employees at a facility is limited to greatest extent possible. Telework,

1. Customer self-service of any food items or of utensils, food cups, or similar food or utensil
items is prohibited. All bulk food items will be removed or otherwise rendered so not
accessible to customers.
2. Customers shall not use their own mugs, cups, or other reusable items, except that reusable
bags may be used in accordance with state law and guidance.
3. Contactless payment systems shall be used to extent feasible. If not feasible, then

All golf courses in the County may be opened for limited use. Golf may resume on all golf courses with groups of no more than four persons subject to full compliance with the requirements for golf courses and driving ranges:
a. The owner or manager of each golfing site shall provide security or patrolling to ensure golfers’ compliance with the all requirements of this Order.
b. A minimum 6-foot distance shall be maintained between all persons unless from the same household.
c. No shared equipment. d. Walking or single rider carts (unless same household). If rented drive or push/pull carts are
used, then they shall be cleaned and sanitized after each use by an assigned employee. e. No tournament style events that involve the gathering of spectators. Tournament style events
involving charitable activities or golf associations are allowed provide such events follow these guidelines and are held without spectators. Tournament score cards may be used but must be submitted in such a manner that limits contact with the cards themselves.
f. No private lessons, group instruction or clinics. g. No privately-owned golf club cleaning by employees is allowed. h. Check in for round must require no physical interaction with golf site staff, who must stay six feet
or more from golfers. i. All hand towels, ice chests with water, seed/sand bottles, on-course bunker rakes, ball washers,
community tees, scorecards and pencils, and all on-course water stations shall be removed. j. Cover cups, or create a barrier, including lifting the cup 1" above the putting surface to ensure
that the ball cannot be holed. k. Flag sticks must be removed or cups must be adjusted to prevent the ball from being holed or a
mechanism, device or other apparatus must be installed to allow removal of a cupped ball without touching the flag or cup.
l. Driving Range Restrictions: 1. Hitting stations will be a minimum of six feet apart.
2. Balls will be thoroughly cleaned with soap, bleach or disinfectant after each pick of the range and before they are placed back on the range.
3. All range staff attendants must wear gloves and are strongly urged to wear cloth face coverings.
4. Golf clubs, range buckets, and any other shared equipment must be cleaned and sanitized after each golfer use.
m. Post, in areas visible to all workers, required hygienic practices including not touching face with unwashed hands or with gloves; washing hands with soap and water for at least 20 seconds; use of hand sanitizer with at least 60% alcohol, cleaning and disinfecting frequently touched objects and surfaces such as workstations, keyboards, telephones, handrails, machines, shared tools, and doorknobs; covering the mouth and nose when coughing or sneezing as well as other hygienic recommendations by the CDC.
n. A sign is placed at each entrance to the pro shop, locker room, dining area, and other relevant buildings to inform all employees and golfers that they should:
1. Avoid entering the facility if they feel sick, or have a cough or fever 2. Maintain a minimum six-foot distance from anyone who is not a household member; 3. Sneeze and cough into a cloth or tissue or, if not available, into one’s elbow 4. Not shake hands or engage in any unnecessary physical contact; and 5. Wearing a face covering is strongly recommended.
o. Dining areas may only remain open for grab-and-go food service or delivery. p. Golfers must leave the property immediately after playing to eliminate congestion.

Effective July 1, 2020, the Governor of the State of California has rescinded authority of the
County Public Health Officer to indoor operations of Family Entertainment Centers & Movie
Theaters Refer to the State’s web site at www.Covid19.ca.gov.
On June 8, 2020 the State released amended Industry Guidance for Family Entertainment Centers to add movie theaters. Current local conditions and disease epidemiology related to COVID-19 continue to support allowing these centers to operate in accordance with the State’s guidance. The State’s guidance is not intended for the following:
• ice rinks, roller rinks, laser tag arenas, etc., where guests are less able to maintain physical distancing of at least six feet, where a central part of the activity is circulating in shared space, and which can accommodate a large number of guests who are mainly from different households.
• amusement, theme, or water parks; however, these types of parks that have stand-alone bowling alleys, miniature golf, arcades, etc., may open those operations provided they adhere to applicable state and local guidance and keep other attractions closed including amusement park rides.
The state’s guidance also provides that family entertainment centers should discontinue demonstrations, such as magic, live animal shows etc. unless physical distancing and sanitation protocols can be met. Convention space, rentable meeting rooms, and other areas for private events such as birthday parties, etc., should also be kept closed until such activities are allowed to resume modified or full operation through a specific reopening order and additional state guidance being issued. The state’s guidance also requires closure ball pits, foam pits, playgrounds, climbing structures, enclosed bounce houses, and similar play structures. The State’s June 8, 2020 guidance provides specific guidance and restrictions for the operation of movie theaters. This includes limiting the number of people to 25% of theater capacity or a maximum of 100 attendees, whichever is lower, providing a reservation system, configuring seat availability and providing ushering services to help patrons maintain 6’ social distancing. The State will evaluate the limitation on occupancy with public health officers statewide over time and may be adjust this limit at a later date. Restaurants, bars, coffee shops, gift shops, museums and interactive exhibits, etc. within or associated with a family entertainment center must meet the requirements contained in this Order for those specific types of operations to be open. Prior to re-opening the operator must ensure that their facility is clean and ready for customers by ensuring the following: A. The facility is operable, cleaned and stocked:

On June 5, 2020 the State released Industry Guidance for hotels, lodging, and short-term rentals, and current local conditions and disease epidemiology related to COVID-19 support allowing these facilities to operate in accordance with the State’s guidance. The State’s guidance contains the following restrictions related to hotels, lodging, and short-term rentals:
• Large meeting venues, banquet halls, or convention centers should be kept closed until each of those types of establishments are allowed to resume modified or full operation.
• Property managers, timeshare operators, and other rental unit owners and operators must only rent unoccupied units and cannot rent rooms or spaces within an occupied residence until otherwise notified. A residence or unit that is rented while the operator is not physically present, or has a separate exterior entrance and exit that does not require the use of shared facilities, and is otherwise unoccupied, should be considered an unoccupied unit.
• Saunas, steam rooms, and hot tubs should remain closed. The State also requires that operators consider leaving rooms vacant for 24 to 72 hours after a guest has departed. This will require operators to manage the occupancy of their hotel, lodging, or short-term rental to accommodate this provision. Restaurants (including room service and continental breakfast), bars, retail, fitness centers, barbershops and hair salons within or associated with hotel and lodging operations must meet the requirements contained in this Order for those specific types of operations to be open. Prior to re-opening or commencing expanded operations, the operator must ensure that their facility is clean and ready for guests by ensuring the following: A. The facility is operable, cleaned and stocked:
1. All equipment, plumbing, laundering, and ventilation systems are operational.
2. There is an adequate supply of PPE for staff, contractors, vendors, and, if needed,
customers.
3. The facility is thoroughly cleaned and disinfected, including all employee and customer
areas.
4. Sanitation and disinfecting supplies, including sanitizing wipes and hand sanitizer, are
provided at various locations throughout the facility for employees and customers with
attention to entrances and exits, counter areas, seating areas, and swimming pool areas.
B. Review the guidance provided in the State of California “COVID-19 INDUSTRY GUIDANCE:
Hotels, Lodging, and Short Term Rentals” (Industry Guidance) found at

On June 5, 2020 the State released Industry Guidance for campgrounds, RV parks, and outdoor recreation, and current local conditions and disease epidemiology related to COVID-19 support allowing these facilities to operate in accordance with State and local guidance. The State’s guidance does not apply to youth camps (see Day Camps Exhibit C), team or contact sports, school and educational activities, and other public gatherings. Most organized activities and sports such as basketball, baseball, soccer, and football that are held on park fields, open areas, and courts are not permitted to the extent that they require coaches and athletes who are not from the same household or living unit to be in close proximity, which increases their potential for exposure to COVID-19. Members of the same household may engage in such activities and sports together. Public events or concentrated gatherings at campgrounds or RV parks, including group bonfires, group campsites, presentations at outdoor amphitheaters, musical or other performances, or other events must be cancelled or postponed. The State’s guidance provides that playgrounds, conference spaces, or meeting rooms at campgrounds should remain closed. The operator must ensure that their facility is clean and ready for guests by ensuring the following: A. The facility is operable, cleaned and stocked:
1. All equipment, plumbing, electrical and ventilation systems are operational, as applicable, to
the site. This includes any on-site water system, which, if it has not been in use, should be
chlorinated, flushed and, at a minimum, tested to ensure water meets applicable
bacteriological state drinking water standards. For pools, this also includes ensuring that all
filtering, disinfection, and recirculating systems are operable, that disinfectant, pH, and other
chemical levels are at proper levels, and that signage and safety gear are present and in
good condition per state code requirements.
2. There is an adequate supply of PPE for staff; and if needed, contractors, vendors, and
visitors.
3. The facility is cleaned and disinfected, including all employee and customer areas, as
applicable.
4. Sanitation and disinfecting supplies, such as sanitizing wipes and hand sanitizer, are
provided at various locations throughout fixed facilities, such as a visitor center, office, and if
practical, restrooms and pool areas.
B. Review the guidance provided in the State of California “COVID-19 INDUSTRY GUIDANCE:
Campgrounds, RV Parks, and Outdoor Recreation” (Industry Guidance) found at

one household use at a time.
4. The number of people using the pool facility must be limited to ensure that 6’ separation can
always be maintained between people from different households. Pool operators may want
to establish an occupancy limit specific to their pool facility to assist them in this endeavor.
An example for consideration is limiting the number of people to 25% maximum pool
occupancy or 10 people at a time, whichever is less.
5. A monitored appointment system must be used to limit the use of the pool facility to a small
number of household groups that reside on the property at a time. This could be an
electronic web-based reservation system, sign in sheet at managers office, etc. The system
should encourage all members of the same household to use the pool during the same
appointment. This is usually overseen by the on-site manager or a member of the HOA
board who lives on-site.
6. A COVID-19 Supervisor (see F below), such as an onsite manager, designated employee or
HOA board member residing on-site, who can consistently monitor the pool facility and
ensure that social distancing is being maintained, must be designated. All employees and
residents should know who this person is and how to contact the person. This COVID-19
Supervisor must have authority to close the pool facility if social distancing is not
maintained.

County Public Health Officer to allow the indoor operations of Restaurants and Wineries,
including tasting rooms (Exhibit C, Appendix C-1) and all operations (indoors or outdoors) of

Further, effective July 13, 2020 the Governor of the State of California rescinded authority of the
County Public Health Officer to allow indoor operations of Hair Salons and Barbershops (Exhibit

operate only to the extent that their operations can be modified to operate outside or by pick-up.

1. If your restaurant, bar or winery has been completely closed since March 19, 2020 as a result of
shelter-at-home orders issued by the State and/or County, and you are completely re-opening
the entire facility, then complete sections b and c below.
2. If only the dining room, bar, tasting room, or tap room portion of your facility has been closed
while other portions of your facility continued operation, and now needs to be re-opened, then
complete section c below.
B. Reopening a Restaurant, bar or winery that was previously fully closed as a result of shelter-
at- home orders (since March 19, 2020).
Orders issued by the State of California (Executive Order N-3320) and the Solano County Public
Health Officer on March 19, 2020 required all residents to stay at home except for work in critical
infrastructure sectors or otherwise to facilitate authorized necessary activities. As a result of these
orders, restaurants, bars and wineries could no longer offer dine-in, bar, tap room, or tasting room
services to their customers. If a facility had closed completely as a result of these Orders to
address the COVID-19 pandemic and is now reopening, then prior to opening the operator will
ensure the following:
1. All equipment, plumbing, and ventilation systems are operational.
2. All food stored on-site during closure has been maintained at proper temperatures and is not
contaminated (if in doubt, food shall be discarded).
3. All food passed listed expiration dates on packaging shall be discarded.
4. Any insect or rodent infestation is abated.
5. The facility is thoroughly cleaned.
6. Staff are up to date on food handler training or certification.

Exhibit C, Appendix C-3: Requirements for Day Camps
On June 5, 2020 the State released Industry Guidance for Day Camps, and current local conditions and disease epidemiology related to COVID-19 support allowing these facilities to operate in accordance with the State’s guidance. The State’s Industry Guidance includes a caveat that the more people a camper or staff member interacts with, and the longer the interaction occurs, the higher the risk of COVID-19 spread. The risk of COVID-19 spread increases in youth camp settings as follows:
• Low Risk: Small groups of campers stay together all day, each day. Campers remain at least 6 feet apart from each other and from Day Camp staff and do not share objects. Outdoor activities are prioritized. All campers are from the same local geographic area (e.g., same city or county).
• Medium Risk: Campers mix between groups and do not remain spaced apart. All campers are not from the local geographic area (e.g., different city or county).
All effort must be made to plan and maintain a Low Risk Day Camp. However, to facilitate operation of Day Camps, this approval is based on Medium Risk, though any Low Risk Day Camp is also approved. Prior to re-opening or commencing expanded operations, the operator must ensure that their facility is clean and ready for guests by ensuring the following: A. The day camp is prepared to receive campers:
1. Any facilities used for the day camp are operable, cleaned and stocked. All equipment,
plumbing, and ventilation systems are operational.
2. There is an adequate supply of PPE for staff, contractors, vendors, and, if needed, campers.
3. All touch points are thoroughly cleaned and disinfected, including all indoor and outdoor
equipment to be used and staff and camper areas.
4. Sanitation and disinfecting supplies, such as sanitizing wipes and hand sanitizer, are
provided at various locations and available for staff and campers.
B. Review the guidance provided in the State of California “COVID-19 INDUSTRY GUIDANCE:
Day Camps” (Industry Guidance) found at https://covid19.ca.gov/pdf/guidance-daycamps.pdf.
C. Implement the Industry Guidance criteria applicable to the Day Camp. This includes staff
training, staff health monitoring, use of physical separation methods or barriers, use of personal
protective equipment (PPE) such as face coverings in areas where staff cannot maintain six feet
from campers or each other, increased cleaning and sanitation, camper health screening and
facial covering recommendations, and other applicable guidance criteria.
D. Print out the Industry Guidance and place a check mark by each bullet point that is implemented
at the Day Camp. Cross out those bullet points and associated paragraphs that are not
applicable. Attach the completed Industry Guidance and any other protocols being
implemented specific to the Day Camp provided to meet the Industry Guidance and this Order
to the cover sheet in Attachment C-3A. This will be the written plan for social distancing
(Written Plan) for the facility.
E. Designate a COVID-19 supervisor to ensure the implementation of the Day Camp’s Written
Plan. The designated COVID-19 supervisor shall be present on-site at all times the Day Camp
is operating. The COVID-19 supervisor can be a staff person who is designated to carry this
role. More than one COVID-19 supervisor may be designated to account for multiple shifts or
zones within the Day Camp. However, if multiple COVID-19 supervisors are designated, then
only one shall be responsible for the overall compliance with the Written Plan.

F. Post the COVID-19 related signage visible to staff and campers, parents or guardians as
applicable. If there is no structure, then copies of the sign (or equivalent notice) shall be
provided to each camper, parent or guardian. Electronic copies of the sign (or equivalent
notice) or Written Plan may also be provided in lieu of hard copies:
i. Post at or near each entrance door in a manner that is readily visible to the
participants and staff or provide to campers, parents or guardians as applicable
the following signs:
a. A sign stating that the facility has a Written Plan available for review and
stating the name and phone number of an on-site person who can be
contacted regarding details of the Written Plan. A sample Written Plan

and water for at least 20 seconds; cleaning and disinfecting frequently touched
objects; covering the mouth and nose when coughing or sneezing as well as

G. Provide a copy of the Written Plan to all employees and have the plan available to the campers,

H. The Day Camp may provide services to the campers once all criteria in this section are
completed.
Once open, the Day Camp must abide by all applicable Industry Guidance requirements,
requirements of this Order, and their Written Plan.

professional sports without live audiences provided it is done in accordance with the State’s
industry guidance and local criteria, which is as follows:
A. The facility is prepared for training and competitive activities:

ventilation systems are operational. This includes restrooms, showers and locker rooms.

Effective July 13, 2020 the Governor of the State of California rescinded authority of the
County Public Health Officer to allow indoor operations of Personal Care Services. Personal
Care Services may operate only to the extent that their operations can be modified to
operate outside or by pick-up.
On June 12, 2020 the State released Industry Guidance for Expanded Personal Care Services, and current local conditions and disease epidemiology related to COVID-19 support allowing these facilities to operate in accordance with the State’s guidance. Personal Care Services includes facials, electrolysis, and waxing and applies to esthetician, skin care, and cosmetology services; electrology; nail salons; body art professionals, tattoo parlors and piercing shops; and massage therapy (in non-healthcare settings). The State’s Industry Guidance contains both general requirements for the industry and specific requirements for each type of service. It is very important that both the owner/operator of the shop and any lessee or contractor understand and implement the general and specific requirements for the type of service they are providing to their customers. A. The facility is operable, cleaned and stocked:
1. All equipment, plumbing, laundering, and ventilation systems are operational.
2. There is an adequate supply of PPE for staff, contractors, vendors, and, if needed,
customers.
3. The facility is thoroughly cleaned and disinfected, including all equipment, workstations and
customer areas.
4. All workstations and front counter areas are stocked with sanitation and disinfecting
supplies, including sanitizing wipes and hand sanitizer.
5. All permits, licenses and registrations for the facility and individual operators, as applicable,
are valid.
B. Review the guidance provided in the State of California “COVID-19 INDUSTRY GUIDANCE:
Expanded Personal Care Services” (Industry Guidance) found at

being implemented. Attach the completed Industry Guidance to the cover sheet in Attachment
C-5A. and add any other specific protocols being implemented at the site to prevent the
transmission of COVID-19 by complying with the state and local Orders. This will be the written
plan for social distancing (Written Plan) for the site.

COVID-19 supervisor can be an on-site worker who is designated to carry this role. More than
