Yours being the biggest left party in the country, the future course of Indian left movement depends much on your decisions and subsequent implementation. Long back great Lenin observed that once capitalism was attached to democracy and individual freedom, but in the stage of imperialism it is more attached to bureaucracy and militarism. Great Stalin, just before his demise, pointed out in the 19th Conference of CPSU that the “We want left unity not for deriving electoral mileage, but only for developing militant class and mass struggles” — Comrade Provash Ghosh (This is the speech delivered by Comrade Provash Ghosh, General Secretary, SUCI(C), at the CPI (M) Party Congress in Vishakhapatnam on 14 April, 2014) bourgeoisie had thrown overboard the banner of liberal democracy. Now, we see that parliamentary democracy is nothing but a shameless hypocrisy, the much trumpeted free and fair election is a total deception. Not the verdict of the people, but the verdict of the bourgeoisie decides everything in election. The ruling bourgeoisie selects, appoints, reappoints and replaces one faithful political servant by another in the name of election. The last vestiges of bourgeois democracy have already been demolished. The goals were set: they were set to accomplish anti-capitalist socialist revolution and free the masses from the tentacles of ruthless capitalist exploitation. It was that exploitation that bestrode the country like a dead weight following transfer of power through compromise in 1947. On this day was born the SUCI (C), the vanguard detachment of the Indian working class, its own instrument of struggle. It was the revolutionary Party of India, the best creation of Comrade Shibdas Ghosh, one of the foremost Marxist thinkers of the era and a great leader of the proletariat. Here was the leader of 68th Party Foundation Day observance throughout the country was marked by solemnity and determination the Indian revolution who emerged as one of the foremost Marxist thinkers of the era. In course of concretizing Marxism-Leninism on this soil he developed it, enriched it and elevated its understanding to a new height. 24th April earned its historic significance as embodiment of all these. In the current phase of the era of imperialism and proletarian revolution, as great Lenin had called it, world imperialism-capitalism is stricken with an insolvable daily and hourly crisis. The crisis has driven it to become ruthlessly oppressive, suppressive and unbridled in its despotism particularly in absence of mighty socialist camp, ushering in more and more economic-political-administrative-cultural exploita- tion. In course of time, it has plunged into utter corruption, leaving no stone unturned in blunting the mental process through continuous fomenting of depraved rotten thoughts and is bent upon erasing even the last trace of human essence through incessant injection of vulgar and obscurantist preachings. Everywhere, in almost every capitalist country fascism casts its dark spell on hapless humanity. The Indian scenario is also equally murky, as Indian capitalism is an inseparable part of the decadent moribund reactionary world imperialist- capitalist system. country. According to the need ofthe ruling bourgeoisie, the Congresswas replaced by the BJP. The BJPis committed, on the one hand, tocontinue and to help furtherintensification of the ruthlessbourgeois economic exploitationand monstrous political oppression,and on the other hand, toaccelerate the ongoing process offascisation in our country.

Perhaps you know when fascistHitler was condemned by all greatpersonalities of the last century likeRomain Rolland, Einstein, BernardShaw, Rabindranath and others, itwas M S Golwalkar, the Guruji orthe ideologue of Sangh Parivarwho was effusive in praise forHitler and said that by purifying theGerman nation by driving away theJews, he had shown as to how topurify the Hindus in India.Golwalkar had criticized IndianRenaissance and freedom strugglebecause it was not a Hindu nationalstruggle and directed only againstthe British rulers. The BJP is theinheritor of that tradition. It haslaunched severe attacks in thesphere of ideology and culture. TheRSS-BJP are reviving, highlightingand encouraging old obsoletemedieval religious ideas andculture. They ridiculously claim thatall modern scientific truths werediscovered in ancient Hindu India.They are replacing science bymythology and accordingly schooltext books and even syllabus arebeing rewritten with the object offomenting Hindu jingoism, ancienttraditionalism and destroyingscientific bend of mind andreasoning faculty to inculcate blindfaith. This is a very dangerousattack. On the other hand, they areinstigating and actually organizingcommunal riots and precipitatingtension to divide the exploitedpeople over religious faiths in orderto obstruct the growth of massstruggles and to create Hindu votebank. This is their sinister design.

Further in the interest ofcapitalism, they are concentratingattack on the field of culture todestroy all human values, ethics andmorals. They are demoralizing theyoung generation. It is notaccidental that eve- teasing, rape,gang rape, murder and even rapeof girl children and old women aregrowing menacingly and rapidly. Isthis the land where onceRammohan, Vidyasagar, Phule,Rabindranath, Saratchandra,

Premchand, Subramania Bharatiwere born? It is complete ruinationof the country. This is the darkestperiod of our country.

It is also to be noted that theIndian state as a rising imperialistpower has been moving hand inglove with US imperialism,developing more close economic,political, military relationship withUSA in its bid to expand Indianinfluence in South Asia, Indianocean states, Middle East, Africaand other countries in order toexport more finance capital andcommodities. India, at the sametime, is also keeping its partnershipwith BRICS combination toincrease bargaining capacity withUSA. So the situation demandspowerful, long drawn, militant leftand democratic movement againstthe Indian ruling class, USimperialism and along with it,powerful ideological and culturalstruggle to resist BJP and RSS’smenacing ideological-cultural attack.I agree with Comrade PrakashKarat on the question of LeftUnity. But here one point is veryimportant. I raised this in the CPICongress too. Who are left, whoare secular and who aredemocratic? On this there is muchconfusion among the people. Theremust not be any vagueness anddiffuseness in understanding. Wethink the parties who regardthemselves as Marxist in spite oftheir fundamental differences inunderstanding and applications ofMarxism are to be considered asleftists. Parties like the Congressand other regional, parochial,casteist combinations oppose theBJP in the elections. But that doesnot necessarily mean that they aresecular and democratic. Concept ofsecularism came from the West.Historically it emerged at the timeof Western Renaissance andbourgeois democratic revolution.Philosophically secularism meansnon-recognition of any supernatural power and recognition ofonly nature and material world asreality. Politically secularism meansthe state, political affairs, cultureand education must be kept freefrom religious practices. Statewould neither encourage anyreligion nor interfere in the religiousactivities. Religion should remain apersonal affair. During our freedomstruggle, the national bourgeoisiebeing afraid of revolution not onlycompromised with Britishimperialism politically, it also

compromised with religionideologically and culturally andadvocated secularism asencouragement to all religionswhich is nothing but pseud-secularism. Democratic parties arethose who uphold seculardemocratic values, fight communal-ism, casteism, parochialism,consistently oppose imperialism,support leftism and whether inpower or in opposition, encouragedemocratic struggles of the toilingpeople. In the name of left, secular,democratic unity there cannot beany hotchpotch combination eyeingonly electoral benefits.

I recall that just afterindependence there was a gloriousperiod of left movement in ourcountry. In those struggles manyhad shed their blood and becamemartyrs. At that time, the lefts wereconsidered as the only alternative tothe Congress. In those days leftmovements developed incontinuation of the left current inthe freedom movement and furtherstrengthened by the powerful worldcommunist movement led by GreatStalin and Great Mao Zedong. Buttoday the situation is altogetherdifferent. On the one hand, theLefts in our country committedserious deviations and blunders oneafter another creating distrust andconfusions among the people. Onthe other, the revisionists as theagents of the bourgeoisie, attackedStalin not only to destroy hisauthority but also to undermine theauthority of Lenin and thusprepared the ground for restorationof capitalism and destruction ofsocialism.

But it is heartening to note thatin the erstwhile Soviet Union andthe Eastern European countries,thousands and thousands of peopleare coming out in the streets indemonstrations, carrying theportraits of Lenin and Stalin andcrying for return of socialism. It isalso to be noted that the scheme ofglobalization intended to savecapitalism from crisis, has insteadaggravated the crisis globally.World imperialism-capitalism is inthe grip of unprecedented recessionalmost for a decade and now is putin ventilation to survive. There is nodoctor who can cure the disease.Market economy is faced withcrisis of ever shrinking market.There is unprecedented bursting ofanger of the people. Surging wavesof mass struggles are sweepingspontaneously across USA, Europe

and everywhere. People are cryingfor leadership. The objectivecondition is prepared for revolution.The subjective condition i.e. theproletarian parties armed with therevolutionary teachings of GreatMarx-Engels-Lenin-Stalin-Mao-Zedong are yet to come forward.Sooner or later they are sure toemerge according to the law ofhistory.

Comrades, in our country too,whatever may be the political crisisthere are sparks of discontentvisible around us. There areperiodic outbreaks of spontaneousmovements here and there. Needof the hour is correct leadership tolead those struggles to logicalculmination. Who can lead? Onlythe left parties jointly can lead.Movements are to be led bystruggling ideology and higherethics.

Our Party always was and isfor united left movement.Previously we were in united leftmovements. But since 1974 we arenot in unity with your party. Whenyour party was in power in WestBengal and Kerala, we haddifferences with you and we hadorganized movements on people’sburning issues. Our relationsbecame bitter. Unhappy thingsoccurred. Yet, even at those timeswe tried to forge unity with you atthe all India level and in otherstates. But our efforts were notsuccessful. Now that phase is over.I appreciate and thank ComradePrakash Karat who had taken thetrouble to come down to Kolkata tomeet us with the appeal of jointmovement. We heartily respondedto issue-based joint movement. Wewant unity not for deriving electoralmileage, but only for developingmilitant class and mass struggles.Yes, there will be ideologicaldifferences and accordingly therewill be ideological struggle too, butnot to weaken rather to strengthenthe unity and struggle. Organizingmilitant working class struggles andmass movements on the edifice ofhigher ideology and culture is theneed of the hour.

Before I finish let me recallLenin’s teaching that the realstrength of a proletarian party doesnot lie in number of members inParliament but only lies in the fireof class and mass struggles.

criminalization of politics and makingelection a total farce with completemanipulation of the verdict throughdomination of money-mafia-media-administrative power and therebylimiting electoral choice within theparties subservient to and backed bythe ruling monopolists. The politicalfield is dominated by opportunists,liars, cheats, and self-servers.Besides, there is a menacing attackon culture to break the moralbackbone of the people particularlythe youth so as to scuttle anyconscious upsurge against theoppressive capitalist rule. Theincumbent BJP government, rightnow in charge of the governance asthe political manager, has unleasheda calculated onslaught on the realmof mind and thinking process byfomenting worst communal-fundamentalist thoughts, fanning upreligious fanaticism and obscurantistbackward revivalist thoughts,distorting history and pandering to allkinds of unscientific thoughts andblind faith.

When darkness seems to beeverywhere, there is one beacon oflight before the people, and the darkerit seems around, the brighter the lightshines. This is the SUCI (C), the onlygenuine communist party on theIndian soil, founded, reared andsteered by Comrade Shibdas Ghosh.The SUCI (C) proudly holds high thenoble banner of Marxism-Leninism.It espouses that to achieve thehistorical task of bringing about theanti-capitalist revolution to put an endto exploitation of man by man, there

is only one path and that is to build updemocratic mass movements on theburning problems of people’s lives inthe light of the enriched understand-ing of Marxism-Leninism provided byComrade Shibdas Ghosh Thoughtand based on higher proletarianmorality-ethics-culture conducive tothe anti-capitalist revolution.

The contrast was showing up inthe horizon. When the ruling classweighed heavily on the toiling masseswith all its arsenals, venoms andtreacheries, the exploited people inlarger and larger numbers weregradually looking up in more andmore expectation towards their onlygenuine ray of hope, the SUCI (C).It was evident when the Party cameout to observe the Party FoundationDay throughout the country withsolemnity and determination.Everywhere, besides garlandingportrait of Comrade Shibdas Ghosh,rendering of the songs composed onComrade Ghosh and theInternationale, pledges were takenanew to further the cause of massand class struggles on the strength ofMarxism- Leninism- ComradeShibdas Ghosh Thought. Leaders ofthe Polit Bureau and CentralCommittee of the Party addressedthe Foundation Day meetings indifferent states.

West BengalBeloved General Secretary of

the Party, Comrade Provash Ghoshtook the lead as he rose to addressthe observance meeting in WestBengal convened by the WestBengal State Committee of the

Party in Kolkata on 24 April. Themassive gathering was attendedalso by the Polit Bureau memberComrade Manik Mukherjee,Comrades Debaprasad Sarkar andGopal Kundu, both CentralCommittee members. ComradeSaumen Basu, Central Committeemember and West Bengal StateSecretary presided over the

meeting. In his brief introductoryremarks, Comrade Basu recalledthe critical situation in which theobservance was taking place andexpressed happiness that many left-minded people including thosebelonging to the fold of other leftparties had gathered to acquaintthemselves with the analysis and

Comrade Provash Ghosh, General Secretary, SUCI(C), issued thefollowing statement on 23-04-2015 —

We strongly condemn the most autocratic decision of the BJP-ledcentral government that the organizers booking any public place for anysocial, political or family event, will be required to submit securitydeposit ranging from Rs 10,000 to Rs 1 lakh which will be forfeited incase they are deemed to have defaulted in cleaning up the venue withinsix hours after the programme. Camouflaged as a standard operatingprocedure (SOP) circulated under the Swachh Bharat Mission (SBM)in urban areas, this very decision is cunningly aimed at putting fetterson the political rights of the people to raise burning demands of life orvoice legitimate protest against any anti-people move or action of thegovernment or quarters of vested interest adopting prevailingdemocratic forms and norms of organizing meetings, rallies ordemonstrations. This very decision, therefore, smacks of administrativefascism that the Modi-led BJP government is poised to graduallyestablish trampling underfoot all democratic values and principles innaked subservience to the sinister class interest of the rulingbourgeoisie and dispossess people of all of their whatever hard-earneddemocratic rights.

It is, therefore, imperatively necessary for the democracy-lovingright-thinking people to understand that if such noxious moves gounchallenged, fascism will take a strangulating hold. So, they need toclose their rank with due expediency and unitedly rise against this mostatrocious decision of the government. We also appeal to all the left-democratic parties to realize the gravely perilous implication of thisgovernment measure and immediately come forward to build up apowerful organized united resistance movement involving people andcompel the government to reverse the decision.

In hispresidential speech, Comrade ShivShankar said that now sporadicoutbursts of people’s wrath arewitnessed at different places. Whatis required is right leadership totransform these spontaneousoutbursts into conscious organizedmovement. In order to expedite thematurity of the subjective conditionfor revolution, it is necessary tostrengthen SUCI(C), therevolutionary party of the proletariat.Comrade Arun Kumar Singh, seniormember of Bihar State Committeealso spoke.

meeting was organized at SCM Halltoday by the Bangalore DistrictCommittee of SUCI(C). A largenumber of supporters, well-wishers,members and workers of the Partyparticipated in the programme.Comrade H G Jayalakshmi,Karnataka State CommitteeMember, presided while ComradeManik Mukherjee, Member, PolitBureau, SUCI (C) was the mainspeaker. At the outset, Comrade KRadhakrishna, Member, CentralCommittee and Karnataka StateSecretary, SUCI(C), in his briefspeech said that the present BJPgovernment has been moreaggressively pursuing the samepolicies of capitalist globalization asdid the Congress. Now, they aresnatching the land from the farmersand handing them over to capitaliststhrough an ordinance andsystematically diluting the IndustrialDispute Act, Contract LabourersAct etc. to give a free hand tocapitalists to ‘hire and fire’ whiletaking away all security of theworkers. Our Party has been tryingfor left unity for many decades andnow a possibility of that has arisenwith other left parties responding toour call. A powerful left-democraticmovement alone can resist the

viewpoint of our Party. Other StateSecretariat members were alsopresent. It was a strikinglyenlivened gathering held in anambience of devastatingly inclementweather in the districts of the stateas also in the city. Thunderstormand incessant rain preventedthousands of villagers from theirliving homes and fields; the cropswere imperilled, communicationdisrupted. Yet while thousands hadto stay back, they urged theirthousands more compatriots to jointhe state rally in Kolkata. Thegathering at the historic venue ofthe Shaheed Minar Maidan satsolemnly under a heavily laden darksky to listen to their beloved leaderon what to do next and how.(Complete speech of ComradeProvash Ghosh will be publishedlater). Elsewhere in the country,too, the response had been thesame. Below we publish a fewreports, so far received by us.

BiharOn 24th April the 67th

anniversary of SUCI (Communist)was observed through a massmeeting at IMA Hall, Patna.Comrade Ranjit Dhar, Member, PolitBureau, SUCI (Communist) was themain speaker. Comrade ShivShankar, Bihar State Secretary,SUCI (Communist) presided overthe meeting. Today lakhs of peasants arecommitting suicide and governmentis bent upon snatching the lands ofpeasants for the benefit of thedomestic and foreign capitalists. Thedreams of the renaissance stalwartslike Raja Rammohan Roy,Vidyasagar, Mahatma Phule,Narmad and others remainunfulfilled. On the contrary, thetrusted political parties of the rulingclass like the BJP, Congress andothers are fomenting all kinds ofdivisiveness, backwardness andbigoted thoughts to doom people todarkness and emasculate them fromwithin so that they are disposed of themoral courage to protest. You have already heardComrades Jayalakshmi andRadhakrishna explaining the purposeof the meeting today. ComradeRadhakrishna has dealt with somany points. I shall try to dwell onsome more important points.Comrades and friends, today youknow that this 24 April marked the68th Foundation Day of our belovedParty, SUCI(C) founded by ourbeloved leader Comrade ShibdasGhosh. Based on the teachings ofLenin and following Marxistmethodology of analysis, ComradeGhosh concluded way back in 1940sthat in the name of independence,power was going to be transferredto Indian capitalists throughcompromise and there was nogenuine communist party in India.And without a genuine communistparty, the cherished anti-capitalistrevolution to free the Indian peoplefrom the yoke of capitalistexploitation could not beaccomplished. He showed thatundivided CPI though wasrecognized by the then internationalcommunist leadership never grew asa communist party. So, to fill up thevoid, Comrade Ghosh took uponhimself the historic task of buildingup a genuine communist partythrough conduction of an arduousall-embracing struggle. But, it wasvery difficult to convince peoplethen that the CPI enjoyinginternational recognition was not acommunist party. However,Comrade Ghosh doggedly upheld therevolutionary line and painstakinglywent on convincing people about thetruth. In the process of Partybuilding, he concretized Marxism-Leninism on our soil, enriched anddeveloped it and brought itsunderstanding to a new height. Hetaught us that Marxism is not just apolitical theory but a comprehensivephilosophy of life based on scienceand scientific truth. Whoever wantsto become a communist, grasp theessence of communist ideologywould have to change himself orherself first. Since most of us comefrom petty-bourgeois families, wecarry the vices of petty-bourgeoisthoughts and life. So, we have to getrid of those vices by conducting a

struggle covering all aspects of lifethereby remould ourselves asproletarian revolutionaries toorganize Indian revolution. Today,many people acknowledge that oursis the only genuine communist partywhich is fighting relentlessly anddeveloping class and mass struggleson all burning issues of life. It is alsono tall a claim that in course ofbuilding the Party, both ideologicallyand theoretically, Comrade ShibdasGhosh provided us with a developedunderstanding of Marxism-Leninismin finest continuation of Lenin-Stalin-Mao Zedong. We thus havethe rich and contemporaryunderstanding of Marxist ideologyand on this historic occasion of

observance of Party FoundationDay, it is worth recalling.

In the light of Marxian science,it can be proved that ours is a class-divided society marked byexploitation of man by man. Andwithout overthrowing rulingcapitalism by revolution, thisexploitation cannot be ended. And solong capitalism is not overthrown, allthe burning problems of lifeemanating from ruthless capitalistoppression cannot be solved. NoCongress, no Modi can solve this.We have to go to the masses andexplain this truth patiently. We havelearnt from Comrade Shibdas Ghoshwhat should be the entire course ofrevolution and how each of usshould conduct struggle, bothinternal and external, to accomplishrevolution, establish socialism andthen gradually proceed towardscommunism.

The ruling bourgeoisie and its

political agents like Modi have oflate been deliberately dishing out abountiful of anti-science anti-historytrashes like jet aeroplanes, plasticsurgery and such other innovations,modern mathematics having beenmade in ancient India and we should,therefore, go backwards. Suchnonsensical utterances by thecountry’s Prime Minister are makingour country’s position ridiculous atthe international level. But there isa sinister class motive behind this.As Comrade Ghosh had shown, theruling reactionary bourgeoisie todayis trying to invoke a fascist culturethrough fusion of spiritualism andtechnical aspects of science. Oncethis is established, thinking processwill be blunted and revolution wouldbe kept at bay. So, we must becareful and we should theoretically

combat these sorts of rotten ideas.Civilization has to march onward andforward through development. Itcannot go backward. Our demandshould be that students must betaught in a way that scientificreasoning develops among them.Otherwise people will not be able tounderstand in which way the countrywill develop and in which way we allwill have to struggle.

When Comrade Shibdas Ghoshstarted building up the Party, wewere a tiny force. Other parties likeundivided CPI were very big. But allof them have disintegrated. CPI isnow split into so many factions likepresent CPI, CPI (M) and so manyNaxalite groups. CPI could notremain consolidated because of itsideological bankruptcy. On the otherhand, we can feel proud that armedwith and guided by Marxism-Leninism-Shibdas Ghosh Thought,our Party is growing from strength

to strength. Today when we areobserving our Party Foundation Day,we should not forget that from anucleus, ours is an All India Partytoday.

Earlier, the CPI, CPI (M) andothers used to ridicule us by callinga party of Joynagar of West Bengal.But today you can see that both CPIand CPI (M) are inviting our Partyto their party congress. Because,they cannot ignore us today. Theyhave to accept our growth anddevelopment. They cannot butrecognise that a sizeable section ofthe toiling people throughout Indiaaccept SUCI (C) as the genuinecommunist party on Indian soil. OurParty organization is now spread toalmost all the states of India. Whileothers are disintegrating and evenscared of maintaining theirexistence, we are growing. Thisvindicates the correctness of ourideology. Our growth in Karnatakaand other states means growth ofrevolutionary forces growth of realmass and class struggles. So, this isa very bright situation for us. Youknow that Comrade Provash Ghosh,our present General Secretary, whileaddressing the party congress ofboth CPI and CPI (M), openlypointed out the ideologicaldifferences we have with them. Heclearly said that we do not considerthem as communist parties and alsopointed out that left unity should bebased on the Marxist principle ofunity-struggle-unity. representative to Iraq, Hans vonSponeck. Regime change is a termcoined by western governments,especially the US, to describe apolicy that has no basis ininternational law. Externally inducedregime change has never solvedinternational conflicts. On thecontrary, it has intensified themwherever they have beenattempted. Innocent civilians areinvariably the victims. There aremany examples, with Iraq beingrecently the most prominent.

Following years of clandestineco-operation between US spies andIraqi opposition groups, the USCongress came out into the open byapproving the Iraq Liberation Act,which stated that US policy shouldseek to “support efforts to removethe regime headed by SaddamHussein”. The US legitimized thisinvasion by insisting that Saddam’sIraq harboured weapons of massdestruction and cooperatedwith terrorism networks, includingal-Qaeda.

US think-tanks promoted fear.Statements released to the publicincluded: “Because of the limitedcapability of Iraqi conventionalmilitary forces, its WMDprogrammes loom even larger,” and“There is... a general suspicion thatIraq is working on a variety ofterrorist contingency plans in caseSaddam finds it necessary to strikethe United States.” The Bushadministration welcomedwholeheartedly such insinuationsadvanced by alleged scholarsincluding Kenneth Pollack, a fellowfor the US Council on ForeignRelations. It is now a fact of historythat Iraq had no WMD. Some UNarms inspectors hadindeed confirmed that since 1995Iraq was not a threat.

Links with terrorist groups alsowent unproven, and many knew theclaims to be false even before theinvasion. Iraq, a secular republic,had no interest in allying withfundamentalist groups like al-Qaeda.

Without these WMD andterrorist fabrications, there wouldnot have been any basis for USauthorities to argue that Iraq posed“a threat to many of its neighboursin the absence of US forces”.

Facts are stubborn things.Thirteen years of sanctions had kept

the government of Saddam firmly inplace, the UN “oil-for-foodprogramme” had become a politicaltool and the people of Iraq werebeing exposed to “unavoidablecollateral damage”. JohnNegroponte, the US ambassador, didnot hesitate to confirm this to theUS Senate in April 2004: “Althoughthe flow of humanitarian and civiliangoods to Iraq was a matter of stronginterest to the US government, itshould be emphasized that an evengreater pre-occupation throughoutthe period of sanctions was toensure that no items be permittedfor import which could... contributeto Iraq’s WMD programme.”

Following the 2003 invasion andthe lifting of sanctions, the full scaleof human misery became known. In2002, 132 of every 1,000 Iraqibabies died before the age of five,according to UNICEF - second onlyto Afghanistan.

In 2003 the government ofSaddam had been eliminatedand Iraq had been “liberated”.According to US authorities, Iraqwas finally eligible for democracy.In 2015, 12 years after the invasionand four years since the end ofoccupation, Iraq is facing myriaddifficulties at national, regional, localand personal levels.

While the Islamic State group isfeatured as “the” issue in Iraq, thereare other serious problems. Wars,sectarianism, civil conflict and crimeare shaking the country’sfoundations.

Many children are not in school,the education system is permeatedby religious divisions, Iraqiacademics have been subjected toabductions, extortions and randomkillings, Iraq has become one of thetransit points for opium andcannabis, millions of Iraqi childrenare orphans and there are anestimated one million female-headedhouseholds.

With reports like these layingbare the crimes committed in thename of “regime change” and the“war on terrorism”, now is the timefor political accountability. Thirteenyears after the invasion there hasbeen a shift from US unilateralismto multi-polar international decision-making. This provides importantnew perspectives for the end ofimpunity. The Iraqi popular forces whoshot down a US helicopter carryingweapons for the ISIS forces in Al-Baqdadi region released the photosof the shot down chopper throughthe Internet. A group of Iraqipopular forces known as Al-HashadAl-Shabi shot down the US Armyhelicopter that was carryingweapons for the ISIL in thewestern parts of Al-Baqdadi regionin Al-Anbar province on Thursday.

Last week, Head of the IraqiParliament’s National Security andDefense Committee Hakem al-Zameli announced that thehelicopters of the US-led anti-ISIScoalition were dropping weaponsand foodstuff for the ISIL terroristsin the Southern parts of Tikrit. Heunderscored that he had documentsand photos showing that the USApache helicopters airdroppedfoodstuff and weapons for the ISIL.

The senior Iraqi legislatorfurther unveiled that thegovernment in Baghdad is receivingdaily reports from people andsecurity forces in al-Anbarprovince on numerous flights by theUS-led coalition planes that airdropweapons and supplies for ISIL interrorist-held areas.

“We have discovered weaponsmade in the US, European countriesand Israel from the areas liberatedfrom ISIL’s control in Al-Baqdadiregion,” the Al-Ahad news websitequoted Head of Al-AnbarProvincial Council Khalaf Tarmouzas saying.

He noted that the members ofhis committee have already provedthat the US planes have droppedadvanced weaponry, including anti-aircraft weapons, for the ISIL.

The Iraqi lawmaker furthernoted the cause of such westernaids to the terrorist group, andexplained that the US prefers achaotic situation in Anbar Provincewhich is near the cities ofKarbala and Baghdad as it does notwant the ISIL crisis to come to anend.

Also in January, another seniorIraqi legislator reiterated that theUS-led coalition is the main causeof ISIL’s survival in Iraq. “Theinternational coalition is only anexcuse for protecting the ISIL and

There is a system calledchakbandi in Uttar Pradeshmeaning that disjointed pieces ofcultivable land are consolidatedthrough a process. But in course ofsuch a process, there have beenlarge scale irregularities, nepotismand corruption in Udpur Gelwavillage under Badlapur tehshil of UPas a result of which more and moreland was getting concentrated in thehands of the rich peasants and ruralkulaks endangering life andlivelihood of poor peasants in peril.Naturally discontent brewed up andthe deprived poor peasantsparticularly the women built up amassive protest movement under theleadership of AIKKMS. But thecrooked administration tried tofrustrate the movement byundertaking construction of a roadon the disputed lands. When theprotesters came and resisted, thepolice pounced upon them andarrested many including 28 womenand slapped false case againstmany. Enraged, the peasants led byAIKKMS leaders ComradesDinesh Kant Dubey, PramodKumar and others organized amassive rally in front of theBadlapur Tehsil office and handedover a memorandum demandingimmediate redressal to additionalDistrict Magistrate for sending toUP Chief Minister. This militantmovement has a very good impacton the poor peasants of the area.

AIDSO MadhyaPradesh successfullyorganizes statewideSemesterHataoYatra

AIDSO Madhya Pradeshorganized state level “SemesterHataoYatra” covering 16 districts, 6universities, various colleges. Thefirst phase of Yatra started from P.G.College Guna (M.P.). From GunaYatra moved to Ashoknagar,Rajgarh-Bioara, Shajapur, Devas,Ujjain and Indore. Second phase ofyatra started from Gwalior on 23March to 27 March covering Bhind,Morena, Datiya and Dabra. Lastphase of Yatra was from 6 April to10 April starting from Sagar to Bina,Vidisha, Sihore and Bhopal. On9April, various colleges of Bhopalwere covered. PEASANTS’ ANDAGRICULTURALLABOURERS’RALLY INBANGALORE

Raitha KrishikarmikaraSanghatane (RKS), the Karnatakaunit of All India Krisak KhetMajdoor Sanghathan (AIKKMS)organized a massive state level rallyof peasants and agriculturallabourers in Bangalore on 9 April2015 to protest against the anti-peasant ordinance promulgated byModi-led BJP Governmentamending Land acquisition Act2013.

Thousands of peasants andagricultural labourers from differentparts of the state who came toBangalore assembled in the CityRailway Station and took out aprotest rally from there to FreedomPark where a protest meeting washeld. Comrade K Radhakrishna,Member, Central Committee andKarnataka State Secretary, SUCI(C) addressed the demonstration asthe main speaker. Severelycondemning the Ordinance, he saidwith much anguish that thisordinance would put the lives of thetoiling people on the burning pyre!He called upon the peasants andagricultural labourers to developmighty militant movements againstthe ordinance. Comrade SuneethKumar T S, President, RKS,presided over while other RKSleaders also spoke on theoccasion.

Bureau report, average daily incomeof peasants of Gujarat i.e. themoney they get in hand is Rs 169.32which is the lowest in India. Of the20 states surveyed, Gujarat is at 19th

position in this regard. Incidentally,the minimum daily wage stipulated in

CAG Report-2015 and‘Gujarat Model’ of EducationModi and his ‘Gujarat model’

are posed synonymous withdevelopment. The audit reporttabled in the Gujarat Assembly onTuesday, by the Comptroller andAuditor General (CAG) revealed afew vital aspects about this claim.

In its compliance audit of theSarva Siksha Abhiyan (SSA)scheme in Gujarat for the year2013-14, the CAG stated that in thestate 64 schools having 5,698students run without any teacher;874 schools with just one teacher.As an alternate arrangementteachers of nearby schools areassigned with additional duties. “thestate has not ensured availability ofadequate teaching staff as per thenorms” added the CAG.

In more than 6,000 state-runprimary schools and upper-primaryschools in five tribal-dominateddistricts of Gujarat namely Dangs,Dahod, Panchmahal, Tapi andValsad, “Pupil-Teacher Ratio” wasfound to be 156:1, even 363:1 asagainst desirable 40:1 in primaryschools with at least two teachers ,or 35:1 in upper primary schools withat least one teacher. Poor PTR wasfound in more than 80% upperprimary schools. Only 3.44 lakh(78.72 per cent) of students could beretained in class five to class eightup to 2013-14,” due to “non-maintenance of pupil-teacher ratioand inadequate basic amenities inschools”, the CAG report said.(Courtesy PTI)

In connection with governmentschools salary of 80,000 staffmembers is delayed, just Rs. 400/- isallocated for a school as cleanlinessgrant; plots allotted for schools andtheir playground are sold out to thereal estate builders at 50% price;GCERT provided the governmentschools with substandard textbooksprinted in low quality paper. Nowonder there are 74-76 lakhilliterate in the state and in thecountry Gujarat stands 16th inprimary education and 23rd inSecondary Education.. ravaged by an unprecedented devastating earthquake. More than threethousand people are reported to have lost life while many more areapprehended to be buried under the debris. Thousands more aremarooned and unknown number of people are yet to be rescued. Nepalpeople never faced such a big natural calamity. The tremors have alsobeen felt in the entire North and East India particularly in the provincesof Bihar, U.P. and Bengal and that have caused substantial damage tolife and property. Already 60 deaths are reported. At this hour of gravecrisis, it is incumbent on all sensitive people to extend a helping hand tothe earthquake-affected people. Responding to the need of the hour, theCentral Committee of the Socialist Unity Centre of India (Communist)urges upon the people of the country to come forward and contributegenerously to the relief fund in cash/cheque and medicine.

SUCI(C) vehemently opposes BJPgovernment’s decision to invest 5% of PF

money in stock marketComrade Provash Ghosh, General Secretary, SUCI(C), issued the

following statement 0n 25-04-2015 :We vehemently oppose the decision of the BJP-led central

government to allow retirement fund body EPFO to invest 5% of itscorpus in exchange traded fund, an instrument of speculative stockmarket. This very decision taken ignoring the protests from all centraltrade unions and the workers’ representatives on the Board of trusteesof Provident Fund would expose the hard earned savings of the salariedemployees to the vagaries of stock market fluctuation risking possibilityof complete erosion of the invested money and thus imperiling the safetyof this social security fund. It cannot be ruled out that in future, there willnot be gradual escalation in the percentage of PF corpus to be divertedto stock market making things even worse for the PF contributors. Themotive behind this decision is to pump more funds into stock speculation,increase the pie and thus allow domestic and foreign speculative investorsto reap benefit of widened scope of gambling on the bourse.

We call upon the working people to offer organized powerfulresistance to this pernicious move and exhort all the central trade unionsto take initiative in building up this resistance movement unitedly and forcethe government to reverse the decision.

SUCI(C) strongly condemns killing of twoyouths in Kashmir during an army campaign,

renews demand for scrapping AFSPAComrade Provash Ghosh, General Secretary, SUCI(C), issued the

following statement on 21-04-2015 :The Central Committee of the Socialist Unity Centre of India

(Communist) in strongest terms condemns the killing of the two youths inTral during an army campaign recently and another 16 year old youthduring the protest demonstration at Narabal in Budgam district on 18April, 2015. These incidents clearly demonstrate the unbridled powersgiven to the army and para-military forces in the valley to do anything attheir will. As far as the death of the 16 year old youth named Suhail isconcerned, it has been reported in the media that he was first detainedby the security forces and asked questions before he was shot dead.These incidents again stress on the need to scrap the draconian anti-people Acts like the Armed Forces Special Powers Act (AFSPA), 1990,the Kashmir Public Safety Act, 1978 and finally the J&K Disturbed AreasAct.

The Central Committee appeals to the people of the country includingKashmir to build up a strong and united democratic-secular peoples’movement against these anti-people Acts and force the Central and stategovernments to withdraw these Acts. Such a movement, the CentralCommittee considers, will pave way for the real integration of the peopleof Kashmir with the people of India.

Kerala State Committee, SUCI(C) organized a big rally in Trivandrum on 10 Aprilprotesting against the pro-capitalist anti-people policies of Modi government andthe corrupt Congress-led UDF government of the state. At the call of the Guardians' forum supported by AIDSO and SUCI(C)a successful bandh was observed on 27 April last against exorbitant fee hike

even to the extent of 10 times, forcible extraction of hefty development feeand compulsory readmission in every class in the private schools.Enraged at the massive response to the bandh, Jharkhand police

has slapped false case against 36 bandh organizers.

AIUTUC supports nationwide strikeon 30 April against proposed Road

Transport and Safety Bill 2014Criticizing the proposed RoadTransport and safety Bill, 2014,Comrade Sankar Saha, GeneralSecretary, All India United TradeUnion Centre (AIUTUC) hasissued the following statement on27-04-2015:

We strongly condemn thesinister design of the uniongovernment as contained undervarious provisions of the Bill whichnot only lead to death knell ofexisting Road TransportUndertakings but also open upprivatization of state-owned RoadTransport Sector making life andlivelihood of lakhs of workers totallyuncertain and pave way for entry ofmonopoly houses and corporatebehemoths into the Transport sectorand their taking over the entirecontrol of the Road TransportUndertakings including the vastlanded property which they will use

as per their best suited interest. Asa result, small transport operatorsbeing unable to compete with thegiant corporates would have theirnatural death. Moreover, as the Billstipulates that repair work of twowheelers, three wheelers and fourwheelers will be restricted to theauthorized service stations of themanufacturers, huge number ofrepair workshops will be forced toclose down causing unemploymentto millions of workers now engagedin such services. Precisely, the Billwould go against the interest ofpublic in general and the smalltransport operators in particular.

In this backdrop the AIUTUCcalls upon all section of workers toplunge into action to make thenationwide Transport Strike a totalsuccess on 30th April, 2015 and takesteps for united action until the anti-people Transport Bill is withdrawn.
