1.7 Resident Technical officer, M&E/C&S (Site-Based) (136946BR) Responsibilities

Assist the Resident Engineer(s) in supervisory and coordination for all M&E/C&S works on-site including compiling all necessary documents for inspections

Expected to know the prevailing Building Control Act, Building Control Regulations and should be conversant with all the requirements concerning supervision, quality control, reports and other documentation whichever applicable

Report to RE/QP and record any deviations from the contract or approved design/drawings

Inspect drawings, documents and reports on discrepancies, on-site safety, security and general housekeeping

Maintain accurate and timely work site progress records including signing off mandatory quality records

Establish client’s requirements and undertake feasibility studies

Attend onsite and consultants’ meetings and liaise with clients, architects and associate consultants in the administration of projects

Interpret engineering drawings and specifications to calculate project costs

Prepare various main building contracts, piling contracts and nominated sub-contracts for tender and contract formalization

Measure and take off quantities for architectural and structural work elements

To assist the project Director in all electrical & related Control related activities and documentation management of assigned project to ensure that they comply with the related Code and Standards, and project specification requirements. May work on a number of projects, all at various stages through to installation and final commissioning, at any given time in the local and/or regional markets

Attend Factory Acceptance Test (FAT) of control panels and software program validation at supplier’s place to ensure assigned project requirement

To develop/modify PLC & HMI/ SCADA programs for water treatment related process automation projects like modular skid RO, Desalination, Ultra-filtration membranes, RO Reclaim recovery

Prepare/ develop/ supervise automation engineering documentation such as functional design specifications and control system architecture for control panel designs

Review vendor design documents like circuit designs, control panel wiring diagrams, panel layout and Motor Control Center (MCC) design to ensure compliance with requirements

Participate in the development of P&IDs, logic diagrams, cause & effect and control narratives. Prepare and review instrumentation & control electrical documents, eg: Instruments lists, specifications, control panels, control valves, process functional description and electrical load list

Prepare Input/ Output (IO) signal list and field cables termination list

Prepare user manuals for the developed PLC & HMI programs, if required to modify in future

Responsible for handling existing clients and increase sales margin on all contract renewal

Actively source for potential major clients by doing cold call and follow up with them closely

Accountable for attaining targeted sales objectives

Provide preliminary design, cost analysis, cost calculations

Increase sales in existing customer accounts and develop new customer accounts

Carry out sales presentations to prospective customers and conduct roadshows

Monitor and report on the sales performance on a monthly basis

Prepare sales forecasts and budget on yearly basis

Ensure outstanding payments from aged accounts are collected. Aging list to be updated monthly, highlight on critically aged clients

Carry out plant performance monitoring, water quality checking, data trending, process analysis, trouble-shooting and submit the analysis report to system owner

Participate relevant in-house quality and environmental training program

Follow all activities/ processes performed according to quality and environment policies, safety and environmental rules and regulations requirements
