Saptagram Nari Swanirvar Parishad: Organizational Profile

About us SAPTAGRAM NARI SWANIRVAR PARISHAD (SNSP) was established in 1976 by late Professor Rokeya

Rahman Kabeer an Educationalist, Prominent Social and Women Development Activist in Bangladesh.

She was the founder Executive Director. We lost our beloved founder Executive Director, who died on

July 28’ 2000. Amidst irreplaceable loss and great sadness, side by side all efforts were also continued by

the hard work of the team members for the sustenance and growth of the organization.

SAPTAGRAM NARI SWANIRVAR PARISHAD (SNSP) translated as Saptagram women’s self-reliance

movement is a Bangladeshi nonprofit making development organization. From beginning seven villages

were selected from Komorpur to Gerda by discussion with local elite persons. Seven dedicated women

came forward to join in this organization leaded by Professor Rokeya Rahman Kabeer. This is the

background of organization’s name “Saptagram Nari Swanirvar Parishad (SNSP). From our beginning we

have aimed to empower grassroots women who are facing violence and discrimination in day to day

lives, so they can take action on the social and economic challenges they face. It is the only rural based

NGO where every stage of administration, policy making decision and implementation in the fields is in

the hands of women. The organization is for the women, of the women by the women.

Mahmuda Begum is the present Executive Director. She is the key person to run all development

activities as a competent Executive Director. She faces all challenges and takes necessary steps to

overcome situation. She maintains linkage with other development organizations and network. She

directly participate and coordinate in all forms of development activities and programmes arranged by

own organization, donor, GoB and also network.

Since our establishment, we have successfully completed more than three decade as a non-

governmental, non-profit and non-political organization. We are now a leading local NGO in Faridpur

District, and have experience in undertaking a range of short and long-term projects on women

empowerment, gender discrimination, women entrepreneurship development and livelihoods,

functional & post literacy education, general education, child & maternal health, health & SRHR,

agriculture development, natural resource management, water and sanitation, good governance, and

issues.

We value efficiency and excellence in all our work.

Strategic Areas:

Our work is currently focused in five key strategic areas:

Secure Livelihoods: The majority of people in the Faridpur region includes Rajbari, Gopalgonj, Magura, Jessore Jhenaidh and Kustia districts live in poverty, and find it difficult to earn enough income to support themselves and their families. We support communities to develop and diversify their livelihoods activities, so they can increase and secure their incomes, and improve their quality of life. The livelihoods activities includes transfer of technologies, tools, knowledge and micro-credit to women beneficiaries organised in group `Primary Organisation'. To build up women as an earning member of her family, SNSP support them by forming groups. SNSP arranges training for skill development connecting with professions they need. Trained group members are given financial support for running their professions through Income Generating Programmes.

Functional Education: It’s on going challenge is to maintain professor Rokeya Rahman Kabeer’s fundamental and courageous vision of leading the poorest women forward while remaining adapt to changing needs, demands and trends in the course of this transformation by adopting post literacy and continuing education program. SNSP started functional education for rural illiterate adolescent, women & men. SNSP prepared its own method, syllabus and curriculum for them. At present we are continuing support to early child education, primary and higher education. We are also ensuring quality education through civic engagement – School Management Committee (SMC), Parents, Civil Society Representatives, Community leaders, Local Government Representative, overall government stakeholders and policy makers.

Climate change and Natural Resource Management: Destruction of the environment and global climate change have serious implications for people’s lives and livelihoods, including their ability to earn incomes, and grow sufficient food for themselves and their families. We work together with communities, encouraging sustainable natural resource management practices, helping them to protect their land and environment, and improve their futures.

Health, Water and Sanitation: Throughout the region, many communities do not have access to safe health, water and sanitation facilities. We provide new technologies and community health facilities, working to prevent common diseases, and eradicate the health problems brought by unsafe drinking water and poor sanitation. We also raise awareness of heath and hygiene issues, mobilizing communities to change their behavior, and improve their health through courtyard meeting using different kind of tools i.e. posters, flipchart and video clips.

Responsive and Good Governance: Communities has limited access to government services including union parishad, upazila parishad and different GoB departments/agencies that affect their lives. However, we believe that sustainable development cannot be achieved without communities’ participation in public decision-making processes, and work to build links between communities and local government, and enhance responsive governance & promote good governance and skilled leadership at community levels.

Our Approach:

Women Empowerment: We believe that communities are best-suited to identify their needs, and the steps required to change their lives. In line with our Mission, we work to build the capacity and self-reliance of grassroots women so they are able to lead their own development activities. This includes building and supporting `Primary Organisation'; running awareness-raising campaigns; organizing skills development trainings; supporting with micro credit; linking with market; developing socio-economic

infrastructure; and building links between communities and local government, so they can access the services they deserve.

Inclusion: In each of our strategic areas, we take steps to address socially exclusion issues, including religious minority, Dalit, widow, women and indigenous people's participation in decision-making, awareness on inclusion amongst communities, and facilitate inclusion sensitive platforms and development initiatives. We took initial steps towards gender mainstreaming within SNSP, and are committed to expanding these to our projects in the future.

Activism: We believe the ‘activism' approach helps individuals and organisations engaged in development to understand the effects of their work, and re-design their activities to protest violation against human rights. We apply the Human Rights based framework in our organisational project planning, monitoring and evaluation, and management systems, and encourage its use within development throughout communities.

Who We Work With

We work to improve the lives and livelihoods of those most in need of our support, women and widow. We work with disadvantaged and marginalized groups, including religious minorities, landless and marginal farmers, unemployed youth, girls, and day laborers. In implementing our activities, SNSP believes in working together with individuals, networks and organisations that share our vision and values. We have experience of working with a range of local, national and international network, platform, NGOs and donor organisations, as well as government departments/agencies and officials.

We are based in Faridpur District, and currently work in Seven districts and 15 Upazillas. We have experience working throughout Dhaka and Khulna Division.

Our Governing Bodies:

Our General Committee: The SNSP General Committee is our top decision-making body. It has twenty (21) members and meets annually to discuss and approve our budgets, programmes, strategic, programmatic and organisational development, and constitutional amendments.

Our Executive Committee: The SNSP Executive Committee is responsible for ongoing monitoring and review of our activities. Its seven (7) meet monthly, to review activities and take decisions on new SNSP projects and directions. Members are elected by the SNSP General Committee members every one year. SNSP currently has 115 staff and volunteers (81 Female and 34 Male).

Based on needs the staffs of the organization sit weekly, monthly and half yearly basis. They review the progress of activity, finding out problems and challenges, finding out solutions and finalizing action plan for the next course of action.

development platform for community people's awareness rising, community peoples involve in development & decision making process, responsive service delivery through line department/agencies and advocacy (local and policy) activities organize & implementation.

SNSP has gained relationship and also maintaining regular communication with district based organizations and different network & development platforms. So such kind of experiences of networking with other forum and coalition will help and also insist SNSP to design the proposed project. On the other hand, SNSP has adequate officers and staffs of the targeted district level. SNSP also know the culture and norms of the proposed districts. Since inception SNSP has been working on rights issues especially focusing on women, children and minority people's rights and ensure their secure livelihoods.

Policy Documents & Manual: The organization run the management functions based on approved policy documents and manuals such as Human Resource Policy, Financial Policy, Purchase Policy, Staff Welfare Fund Policy, Credit Manual/Policy, Internal Audit Policy, Vehicle Policy, Gender Policy, Ultra Poor Policy, Disaster Management Policy, Child Safeguarding Policy, Organizational Strategic Plan etc.

Training and Capacity building: Staff training on different issues is going on continuously with a view to develop the skills of the staff members of the organization. Besides, the organization has been conducting training to develop the skills as well as aware the group members and community people on different issue from the very beginning of the organization. Training aims to change the consciousness level, skill and outlook of the neglected and disadvantaged people. Motivational activities are also going on for motivating group members as well as community people on different activities.

Organization and Institution Building: This is the main activity of SNSP. Most of the development efforts of the organization are offered through the process of organization building. Most of the people of the working areas are very poor. Lack of unity and unconsciousness are the prime obstacle towards socio-economic development of poor people. They are deprived from their basic need. So, the deprived men and women are organized into groups to create their savings fund. They meet together one in a week. They discuss their present problems in the weekly meeting and take positive steps to solve the problems. They take most of the decisions in the weekly meeting. Most of the activity of the organization is implemented through grassroots level group or organizations. Community Development Organizer (CDO) of SNSP facilitates the meeting. They collect weekly savings and installment of loan. Different development issues are discussed in the weekly meeting. Awareness session on women empowerment, agriculture, health, education, human rights and legal aid etc. is also take place in the weekly meeting.

Human Resource Development (HRD): Human Resource Development is aimed to foster institutional development and resource management activities of SAPTAGRAM NARI SWANIRVAR PARISHAD (SNSP). SNSP has a training center at its Head Office in Faridpur. There are good numbers of professional trainers in the HRD division of SNSP who have sufficient skills in the art of imparting training. The center is well equipped with training instruments and materials. Staff training on different issues is going on continuously with a view to

develop the skills of the staffs. Besides, the organization has been conducting training to develop the skills as well as to aware the group members and community people on different issue since 1976. Training aims to change the consciousness level, skill and outlook of the neglected and disadvantaged people. The HRD of SNSP also emphasizes on to develop carrier plan of staffs to increase their capacity.

Organization’s Transparency and Accountability:

Existing Monitoring and Evaluation system:

The organization has its Monitoring and Evaluation (M&E) Unit lead by M&E Coordinator based in the Head Office to facilitate, support and assist the M&E activities of programmes and projects. This central M&E unit mainly support developing and implementing M&E systems for the programmes and project following the activities and indicators defined for projects/programmes. In addition, the unit also has an M&E Framework to monitor and evaluate the relevance, effectiveness, efficiency and sustainability of projects/programmes and monitor to ensure that the projects/programmes addressed inclusion (gender, elderly, persons with disability and children) issues. The central M&E unit visit fields regularly and share their feedback with the project/programmes teams to review implementation strategies if required.

The project/programme level M&E done through developing project/programme based M&E Framework. This mainly covers the progress of activities (planned versus achievement) with quality to contribute the objectives and goal of the project/programmes and the progress of values set at indicator level. The project/programmes based M&E focal persons and other team members accomplish the M&E activities of the particular project/programmes.

The monitoring outputs and feedback shared in coordination meeting at project and central level for management decision and review at project/programme level. Planning versus achievement reporting is done in monthly basis, shared in team’s monthly coordination meeting and finally shared at central level coordination meeting.

Short-term projects those do not afford full-time M&E persons are supported by the central M&E Team.

Internal and External Audit Systems: SNSP has it Internal Audit Team reportable to the Executive Director of the organization. The Internal Audit Team regular visit the project offices to check and verify the bills, vouchers and accounts book including process (compliance of procurement policies of both organization and donors/partners) and prepare audit reports to share with the Executive Director and Project responsible persons (Accountants and Project Coordinators). The External Audit is done annually by the Government enlisted Audit Farms and following the project requirement. However, a central compiled audit is done annually covering all projects and programmes of the organization.

Reporting and Publication: Weekly, monthly, quarterly, half yearly and yearly reporting system is in practiced in SNSP. SNSP is able to produce and provide report to the donor as per their requirements. Analytical and human story based report including situation report are the regular practice in the management system of reporting. SNSP has regular publication of Annual Report, Brochure, Booklet, leaflet and posters highlighting implementation status of different program/project(s).
