    History Of Indian National

    Congress Founded in 1885.

    Objective - Obtain greater share in government for educated Indians.

    First President - Womesh Chandra Bannerjee First Session - 28-31 December 1885

    Actively involved with the independence movement.

    Post independence, Indian National Congress remained in power for thirty continuousyears (1947 1977).

    Nehru (1947 1962) embraced secularism, socialist economic policies and a non-aligned foreign policy.

    Performance Management

    No Member shall be entitled to contest for the election to:

    All India Congress Committee

    Pradesh Congress Committee

    Executive of the District/City Congress Committee

    The Parliament, the State Legislature, Metropolitan Councils or

    Local Bodies contested on party ticket

    There are some basis of selecting a candidate for a particular post

    The system of promotion is Based on Experience, Disciplinary Rules and Performance

    General Body Meeting is used to get all feed back

    Each Member shall contribute to the Party Fund as follows : Re.1.00 per month for net monthly income up to Rs.500/- 1% of net monthly income above Rs.500/-

    Fund distributed as under: Reserved for Central Election Fund : 50% All India Congress Committee (A.I.C.C.) : 25% Pradesh Congress Committees (P.C.C.)! : 12 % District Congress Committee (D.C.C.) : 12 %

    Political Parties coordinate with Different Level with help of Working Committee. TheWorking Committee shall consist of The President of the Congress, The Leader of the Congress Party in Parliament and 23 other members of whom 12 members will be elected by the AICC, as per rules

    prescribed by the Working Committee and The rest shall be appointed by the President.

    Span of Control is attained by Basic Norms of the Party

    Working committee

    Nomination

    Has to be a member of the AICC with voting rights. Name should be proposed by the members of AICC. Nomination paper should signify the consent of the candidate proposed.

    Voting Voting shall be by ballot.

    A voter can record on the ballot paper as many as 12 votes. Provided that notmore than one vote shall be cast in favour of each candidate. A ballot paper shall be rendered invalid if a voter records more than twelve votes

    on the ballot papers. The first 12 candidates, securing the highest number of votes, shall be declared

    elected.

    Organizational effectiveness is defined as the degree to which an organization realizesits goals.

    Four Crucial Functions to be effective

    First, political parties develop policies and programmes.

    Second, parties pick up demands from society and bundle them into packages.

    Third, parties are the main vehicles for recruiting.

    Fourth, parties either oversee or control government.

    Evolutionary Change

    Congress has always responded to new challenges.

    1950s-Land reforms,community development, the building of agricultural, industrial,irrigation, educational, scientific and other infrastructure

    1960s and 1970s-A direct attack on poverty, a whole new approach to agriculturalgrowth and rural employment, the exploration and exploitation of domestic sources ofoil, and the nationalization of banks, as also to fulfill social needs and aspirations

    1980s-Renewed emphasis on science and technology .

    1990s-Bolder economic reforms and liberalization and a much larger role for theprivate sector to accelerate growth and promote Indias integration into a rapidly-changing world economic system.

    2000s till date-PPP Model,Direct Taxes Code,FDI etc.

    Horizontal Differentiation: competition amongst the members to move up vertically Vertical Differentiation: orders flow from AICC to DCC

    Suggestions to improve the

    structure Decentralizing:

    Increasing information flow from bottom to top level.

    Culture change: Increasing the number of leaders who emerge out of grass root level:

    Merit based post allocation: Avoiding bias and caste based favoritism .

    Assigning roles and responsibilities:

    Delegating more responsibilities to a wider set of members Better distribution of funds:

    Use of funds to maintain presence during non-election times.

    Evolving with time: Improve feedback mechanism.

    Conclusion

    Formerly, worked solely for welfare of the citizens which is in contrast to presentscenario.

    Governance is affected by Scandals and riots.

    Governance has largely been inefficient.

    Election manifestation never fulfilled.

    Biased towards certain castes and religions.

    Nehru-Gandhi family hold highest positions in the party. Transparency isnt there.

    No action taken on party workers when they commit (unethical) mistakes.

    Organizational structure and culture need to be revamped.
