PROJECT LOCATION This project would improve 12.41 miles of US Highway 81 (US-81) in Polk County. The proposed project limits start 0.19 miles east of the west junction of US-81 and Nebraska Highway 92 (N-92) at mile marker (MM) 83.11 and extend past MM 95.26, the east junction of US-81 and N-92, onto N-92 in Butler County from MM 408.27 to MM 408.45. PURPOSE AND NEED The purpose of this project is to preserve the transportation asset, improve the reliability of the transportation system and perpetuate the mobility of the traveling public. The need for this project is based on the age and condition of the existing pavement and bridge structures. SCOPE OF WORK The improvements on this project would consist of milling and resurfacing the roadway and surfaced shoulders with asphalt, repairing and resurfacing the bridge at MM 85.78, replacing the bridges at MM 85.43 and MM 84.90, removing and replacing guardrail, and extending culverts. CONSTRUCTION SCHEDULEConstruction is tentatively scheduled to begin in spring 2020 and be completed in fall 2021.

ACCOMMODATION OF TRAFFICThe proposed project would be constructed primarily under traffic; however, several temporary closures are anticipated to accommodate construction:• During paving operations

at the east junction of US-81 and N-92, ramps would temporarily close while transition work occurs.

• During the replacement of the bridge at MM 84.90, County

Road N would be closed. Access to County Road N would be maintained via County Road M and County Road 129.

• During the replacement of the bridge at MM 85.43 near Nance Street and the bridge repair at MM 85.78 near Kimmel Street, single lane closures and temporary signals would be used on US-81. Kimmel Street and Nance Street would be closed when signals are in use and traffic is limited to one lane. Due to the proximity of the bridges, work on the two bridges would be phased to occur at different times.

RIGHT-OF-WAYThe project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property would be impacted by this project, you would be contacted by a representative once the design footprint has been established.

Access to adjacent properties would be maintained during construction but may be limited at times based on traffic phasing requirements. Driveways may be temporarily closed during adjacent pavement activities, resulting in a need for on-street parking by residents within Osceola and Shelby. This project would not restrict access to emergency service facilities or providers.

POTENTIAL IMPACTSMinor wetland and channel impacts are anticipated with this project. No mitigation is anticipated.

ESTIMATED COSTThe estimated cost of the proposed project is approximately $9.1 million and would derive from state and federal funding.
