Contract award is scheduled for November with compl etion schedul ed for January, 1974. Funding for this phase of the project i s requested .

The Pressure Systems Committee met at 9:00a.m., Friday, August 17, 1973'-;­in Roo:n 149, Lt,·ilding 1244C. The purpose of this n1ceting was to consider a request for clearance to resu'1:e design pressure op~ration of the L0\'1 Turbulence Pre~sure Tunnel (LTPT). The tunnel operating pressure is currently limited to 105 psig, whereas the original design pressure is 135 psig.

The committee unanimously recommended· approval of the request to return to opPration in t\·Jo steps. The first step \'IOuld permit immedic.tc operation at l27. 5 psig subject to a temperature restriction as shm,m on the attached figure. The second step up to the design pressure of 135 psig would be permitted after successful completion of a full ultrasonic examination and·

Le\'!lS, fracture Mechanics Engineering Section and John T. Taylor, Structural Engineering Section, of their· results for fatigue analyses, fracture mechanics analyses, and NDE tests. These presentations indicated that at 127.5 psig the · requirements of the ASME Pressure Vessel Code, Section 8, Division I, are basically met. After completion of the ultrasonic testing and replacement of two nozzle-penetrations, operation at 135 psig will be equivalent to the requir·ements of the Code. Details are given in the attached copies of the Vu-Graphs used in the presentations.

Subject: Additional engineeriDg perscmnel requirements for S-Foot Tunnels Branoh

1. ln the recent Slllmll&r1 ot eDgineering requirements submitted to the division office, the needs for experienced engineers that might be hired from industr7 were enumerated. The following needs are for less experienced Emgineering perscmnel.

2. Perhaps the greatest need for nev persoDnel is to provide add1 tional GDginears to oarry out the actual tests in the two rao111 ties of' the branch. At the present time, all ot the engineeriug persoD!lel except the Branch Head work approximatel7 20 percent of their time as shift engineers. The average rating ot these engineers is about 08-12 or GB-13. While the shift work so carried out is absolutel7 essential to the functioning of' the branch, it does not utilize the capabilities of the engineers involved to anyvhel'e near their teolmiaal oapabill ties. The use of less experienced, but competent, young eDgineers in place ot these personnel in runn1 ng the shifts in the taoili ties would provide a tar more satisfaator,y utilization of eDgineering manpower.

3. Further, because of the lack of 7oung engineers, most of the experienced engineers in the branch car.r,r out a number or aeoondar.1 analyses which require an effort signitioantly below their capabilities. Newer engineers could be assigned these eeaondary analyses.

4. The tvo facilities of the S-Foot Tunnels Branch are operated at significantly less than their capabilities. As a result, the backlog or vork tor these facill ties continues to grow rather than shr1Dk. AdcU.­tional engineering and mechanical personnel would allow us to operate

We were very pleased to receive final confirmation of approval of the continuation of our double-delta research. We continued working through September and to date in antici­pation of the approval, and I understand that our research administrator has made arrangements to bill NASA retroactively to September 1.

In August, Alan Faye of the Ames Research Center was in Hichita to pick up a Cessna 310, and he paid us a visit. He was very interested in our work, especially as it relates to their flight test program with the Ogive Wing FSD. Alan invited me to visit Ames to see some of their work firsthand, ~~-d I believe it would be in the interest of the project to dc1 so. I am therefore planning a trip to Ames in mid-November which would allow me to attend the AIAA Aircraft Design and Operations meeting in Los Angeles during the same absence. I propose to bill the grant for expenses for the Ames visit, with the University paying additional expenses incurred by the side trip to Los Angeles. Do you have any objections to such an arrangement?

We are currently engaged in the following activities under the grant:

1. Exploratory investigations of simple leading edge modifications.

2. Construction and calibration of probes for additional flow field surveys.

3. Analysis of flow field maps obtained previously.

DIREC_T LABOR RATES

The direct labor rates used in this proposal are representative of current weighted average levels which are escalated at the rate of appli.cnble percentages per annum. These percentage factors have been approved b,y the Naval Plant Representative Office, Long Reach, (riAVPLAtiTP.EPO, LD) and reflect labor rate growth experience of rrior yP.ar~.

Ho royalty payments are anticipated.

OVERHFAD AND GENERAL AND ADNINISTHATIVE RATES -----·-- ·-- ··--To explaj.n the methodology used in this proposal to project overhead and administrative rates, the following is submitted:

1. The projection of overhead rates is based primarily on an analysis of actual overhead expenses and the related actual direct labor cost. The amount of expenses indicated b.y the trends from the analysis of actual expenses for prior years is modified to reflect known or anticipated changes for such items as property taxes, payroll taxes and insurance, contributions to the employe 1 s pen­sion plan, electronic computer rentals, and research and develop­ment expenses. This method has been successfully used for maqr years and has been proven to produce the most realistic projected rates.

2. The direct labor cost used to determine the projected rates is developed b.y extending the projected direct labor hours b,y the projected wage rates for the applicable period. Projected direct labor includes firm and anticipated business and is an integral part of management p!anning. Potential new business, militar,y and commercial, together with current contracted backlogs has been analyzed to determine direct labor and indirect expense requirements during the projected performance period.

3. Under current procedure practice, bid rates are negotiated for certain periods of time and are reviewed periodically. These negotiated rates are used on all proposals vhere the additional effort represented b,y the proposal task is not large enough to affect the labor base. On file with the Naval Plant Representa­tive at Long Beach is a comprehensive detailed summar,y of the Aircraft Division rate projection. Wlwn results obtained under a grant are to he published in a technical journal, or in lrimsm:tions or proccedin~s of a technical meeting, three copies of a preprint or manuscript of each such publication shall he pro­vided to NASA prior to submission for publication, and three copies of a reprint shall he provided promptly after puhlication. Prior approval for publication is not rctluired unless security classification is involved or the grant c:ontains special conditions pertinent to publieation of results.

Material suhmitted for publicution by NASA in a forma( NASA report series must comply with the hi~hcst practicable standards of excellence. lt shall be provided initially in three draft copies. Upon agency review and approval, reproducible copy shall he submitted in the style and format specified by NASA. If the ~rantee wishes NASA to consider such publi­cation, a specific request to this effe<:t should accompany the draft copies.

Five copies of a brief, informal Semi-Annual Status Report including a concise statement of the resean~h accomplished during the report period shall he suhmit.ted. This is a minimum requirement and grantees are urged to suhmit interim reports (or to publish in the open literature l whenever the research has reached u point where it is logical to sum­marize the results or a research phase has been completed.

Upon completion of the research, the G:r:antee shall submit five copies of a Final Technical Report which summarizes the results of the entire project. ·

The status and final reports must be identified as· such and may con~ist in whole or in part of references to and absta·ads of published material resulting from the grant. All reports shall be submitted to: .

NASA research grants permit acquisition of technical equipment re­quired for the conduct of research: Title to equipment purchased with grant funds shall vest in the Grantee unless otherwise provided. The Grantee shall maintain property records in accordance with generally ac­cepted property accounting procedures. Acquisition of equipment costing in excess of $2,000 and not included iu the approved proposal },udget requires the prior approval of tbe NASA Grants Officer unless such equip­ment is. merely a different model of an item shown in the approved pro­posal budget.
