    he Oregon Department o ransportation is primarily known or its highways and bridges, but the

    agency also oversees other modes o transportation, such as rail, and we are always on the lookout oropportunities to update routes or pedestrians and cyclists as we work on the motor vehicle inrastructure.

    Bundle 210, I-84: Sandy River to Jordan Road, gave us a chance to improve the saety and accessibility

    o a juncture or several popular paths on the edge o the Columbia River Gorge National Scenic Area.

    Te project lies just south o the delta o the Sandy River with the Columbia River, adjacent to the

    oten-visited U.S. Forest Service Tousand Acres park. Scenic bike routes intersect there that run along

    both rivers.

    o travel between these routes, cyclists and pedestrians were negotiating a single narrow tunnel and local

    roadways with blind corners and no bike lanes, or riding alongside vehicles travelling at highway speeds.We were able to vastly improve these hazardous situations as part o the design and construction o the

    new I-84 bridges.

    Both east- and westbound cyclists can now ride on a 16-oot-wide multi-use path separated rom the

    eastbound interstate bridge by a barrier railing that meets design guidelines or projects in the scenic area.

    Below the new bridges, two tunnels will allow access between Tousand Acres, north o the I-84 bridges,

    and Lewis and Clark State Park and its parking and picnic acilities south o the bridges; they are parallel

    to but separate rom Jordan Road, or saety. Final paving o all paths will take place in summer 2014, as

    construction on the westbound bridge winds down.

    West o Bundle 210, ODO Region 1 will continue improving cyclist and pedestrian access in this

    area with a Jobs and ransportation Act project or I-84 exit 17 in routdale. A marked bike lane and a

    sidewalk will be added to the west side o Marine Drive under the interstate. We are happy to be able to

    help keep all kinds o trafc moving in Oregon.

    GOAL 1: STIMULATE OREGONS ECONOMY

    Job Creation

    Job numbers on the bridge program jumped in

    August, as expected or the summer construction

    season. Te team on Bundle 220, I-5: Willamette

    River Bridge, pushed to nish major work on the

    project in August and open the Whilamut Passage

    Bridge to trafc. In all, 782 jobs were created or

    sustained, 722 ewer than in August 2012. Te

    majority o jobs continue to be created or sustained

    in construction and in indirect and induced jobs;

    design expenditures are complete, and program

    management expenditures continue to stay

    relatively low.

    As illustrated in Figure 1, there were no design jobs

    in August, and program management jobs dropped

    back to a lower level. Construction sustained 292

    jobs, 99 more than in July but 297 ewer than one

    year ago. Indirect and induced jobs totaled 460, an

    increase o 112 over July but 420 less than August

    2012.

    Figure 2 shows the orecasted bridge program

    jobs based on the budget approved by the Bridge

    Oversight Committee and the cost-loaded schedule

    or delivery o the bridge projects. Program

    management as a portion o the total jobs is based

    on the July quarterly cash ow analysis.

    Based on the IMPLAN model, between 2009 and

    2011 the average number o jobs associated with

    the bridge program was just under 2,150 annually.

    Job numbers in 2012 were nearly identical to those

    in 2011 and will continue to decline as the bridge

    program nears completion in 2014.

    Te bridge program created or sustained nearly

    1,100 jobs in 2011 and approximately the samenumber in 2012. For the duration o the bridge

    program, the average number o jobs created or

    sustained annually is orecast to be about 2,200.

    Estimating the Impact of the OTIA III

    State Bridge Delivery Program

    Te bridge program generated more than $3.3

    million in total income and just under $267,000

    in tax revenue or state and local governments

    in August (jobs and income data are derived

    rom IMPLAN, using expenditures rom the

    ODO EAMS Report). August 2013 gures

    are signicantly lower than those o August 2012

    due to reduced construction expenditures, which

    is expected. Expenditures will continue to all as

    bundles are completed.

    Figure 3 shows income and taxes paid in August

    or the bridge program; Figure 4 shows income and

    taxes paid to date.

    Investing in Oregon

    Oregonians and Oregon-based companies continue to benet rom activities related to the bridge program.

    Work is progressing on Bundle 220, I-5: Willamette River Bridge, with both spans now open to trafc and only

    minor tasks remaining beore the project reaches second note. Te most recent payment data or the project

    shows that prime contractor Hamilton Construction has spent 93 percent o its unds on Oregon companies.

    Tus ar, Hamilton has paid out more than $86 million, and $80.4 million o that has gone to Oregon-based

    companies. wo o the Oregon rms beneting rom the expenditures were Deerwood Building Supplies o

    Eugene and EZ Grade Inc. o Stayton.

    Helping DMWESB FirmsFigure 5 shows the total dollar amounts ODO has paid to date to construction, design and program

    management rms. Because ODO contractors have increased their use o disadvantaged, minority, women

    and emerging small businesses, the percentages o DMWESB payments in Figure 5 are higher than the

    percentages o initial DMWESB commitments in Figure 6, which represents ODOs anticipated perormance

    in the allocation o contracts.

    Schedule and Budget Performance

    Schedule and budget perormance constitute an

    essential part o measuring the efciency o the

    bridge program.

    Figure 7 shows the relative percentage o bridges

    on schedule and on budget or the 13-monthperiod ending July 31. Figure 8 identies the

    average percentage o bridges on schedule and on

    budget on the bridge program annually rom 2005

    through 2012.

    In August, one bridge in an active work zone

    had a temporary weight restriction.

    GOAL 4: BUILD PROJECTS SENSITIVE TO THEIR COMMUNITIES AND

    LANDSCAPE

    A ier advertised Karl Wiesekes presentation on the Whilamut Passage Bridge at a recent Oregon APWA luncheon.

    Program Communications

    On Sept. 20, Karl Wieseke, ODO project manager or Bundle 220, gave a presentation at the Oregon

    Chapter o the American Public Works Association lunch. About 40 people attended, including consultants

    and public works employees. Wieseke and Hamilton Construction Project Manager Con OConnor were

    invited to speak about the OIA III program and the Whilamut Passage Bridge.

    Wieseke had spoken about the project at the APWA in 2009; this time he updated listeners on challenges andsuccesses in the past our years. He talked about the bridges 27 mixes o concrete; the customized parts o the

    bridge, including the arches; and the delivery method used.

    Te most signicant update Wieseke shared was that the project continued to be ahead o schedule and under

    budget. Additionally, he discussed the strong public support that was crucial to the projects success. Attendees

    were surprised and inspired to hear that more than 1,000 people attended the bridges opening ceremonies.

    Environmental Programmatic Permitting

    Te bridge program took advantage o a streamlined process or environmental permitting to design projects

    that are sensitive to their environment, save money and accelerate the completion o work. Figure 12

    summarizes the programmatic permitting or bridge program projects.

    1) wo bridges in Bundle 215 were permitted beoretransitioning to no work; thereore, the number ocompleted permits is 208.

    2) Bundle 210 ollowed the programmatic process. Dueto design constraints, that project ended up obtainingindividual permits, but they met and ollowed theintent o bridge program standards and thereore willbe recorded as complete. Regulatory agencies haveapproved the necessary documentation.

    PROJECT STATUSOverall Status Definitions

    In the Project Status Summary table, the overall status of each bundle is identified under the following colors:

    Bundle status is green if both Schedule and Budget are green.

    Bundle status is yellow if either Schedule or Budget are yellow and neither are red.

    Bundle status is red if either Schedule or Budget are red.

    Bundle status is complete if no further project bundle activities are reported.

    Design and Construction Completion Definitions

    Project Bundle Scope Summary:This bundle consists of two replacement bridges (06875 and 06875A) and twrepair bridges (06945 and 06945A). Work also includes a pedestrian tunnel aJordan Road.

    Project Bundle Status:Programmatic Permits: The Sandy River bridges (06875 and 06875A) areoutside the parameters for programmatic permits due to the large volumes omaterial required. Individual permits for Department of State Lands and USArmy Corps of Engineers have been acquired.

    Project Bundle Activities/Accomplishments:Eastbound Sandy River Bridge: Finish work on the eastbound Sandy RiverBridge is ongoing which includes painting the splice plates and staining. Surftexturing (shot-blast) of pedestrian pathway is complete. Painting of crossbea

    at Bent 4 is complete; prep work at Bents 2 and 3 crossbeams is underway.

    Westbound Sandy River Bridge: Installation of drilled shafts is complete.Reinforcement tied, columns formed and concrete placed at Bents 2, 3 and 4Pile driving and installation of launcher beams for WB gantry system is inprogress. Riprap placement is underway at Bent 1. Wall 5 sheet pile and riprinstallation are underway, and structure excavation for placement of Class 70riprap within the width of the WB Sandy River Bridge is in progress. Removawork bridge slips is underway. Forming of Bents 2 and 3 crossbeams hasbegun. Demolition of old WB structure is complete.

    Eastbound Jordan Road: Overcrossing bridge widening is complete. Theeastbound portion of the pedestrian tunnel is complete.

    Westbound Jordan Road: Completed driving pile for wingwall D at southeastcorner. Installed lagging between pile and placed controlled low strengthmaterial (CLSM) behind wingwall. Installation of reinforcement is underway.

    The contractor is maintaining erosion control measures project-wide.

    Project Bundle Notes of Interest:The contractor was directed to use an overhead construction method in lieu oconventional work bridge and crane delivery. This revised approach adds anadditional year of contract time to the project (added by CCO).

    The project received federal transportation enhancement funds to complete asection of bicycle path under the Sandy River bridges.

    The contract has received approval for a revised in-water work timeframe ofMay 1 to Nov. 30.

    Issues Being Worked:The state is reimbursing local residents the cost of flood insurance.

    Project Bundle Scope Summary:Bundle is for replacement of two bridges located on I-5 in Eugene/SpringfieldThe Willamette River Bridge (08329) will be replaced with separate northbouand southbound bridges (21038 and 21039).     traffic. All gawk screens have been removed. Travel lanes are in temporaryalignment. Work bridge removal is underway.

    Patterson Slough Bridge: SB 21041 - Bridge is open to public traffic. Travellanes are in temporary alignment. NB 21077 - Bridge is open to public traffic.Travel lanes are in permanent alignment.

    Roadway: FN1 (Franklin I-5 NB off-ramp) is open to public traffic. Travel lanein permanent alignment. LS1/LN1 - southern median work: barriers are slipformed, inlets are raised, and base paving is complete.

    Right-of-Way: Remaining tasks for the Roadway Weather Information Systeminclude fencing and camera installation.

    Project Bundle Notes of Interest:P20 (Viaduct) (Structure 21327): Construction on all crossbeams has beencompleted. All salvaged beams have been placed.

    Project Bundle Scope Summary:This bundle consists of one OTIA III replacement bridge (07188), threenon-OTIA III replacement bridges (07185, 07186, and 07187), and lowering tfloor of an adjacent tunnel (02539). All structures are located on Oregon 58 nOakridge (mile post 56).

    Project Bundle Status:Programmatic Permits: The BOC approved alternative permitting.

    Project Bundle Activities/Accomplishments:The pile footings for all the viaducts are available to traffic. The project is neaready for winter shutdown.

    The contractor has successfully completed lowering the tunnel floor.

    The contractor has completed work on the tunnel liner and is set to beginpainting and lighting repair.

    The project work requires full closures of Highway 58, Monday throughThursday nights 8 p.m. to 6 a.m. and flagging operations when the highway iopen. Check for project information at http://www.58tunnel.com.

    Project Bundle Notes of Interest:ODOT Region 2 staff is managing this project and performing CEI services.Chuck Lemos is the ODOT project manager.

    Numerous short-term road closures and restrictions involving single-lane trafconfiguration are anticipated.

    The project will receive Forest Highway Program funds to install variablemessage signs (VMS) on each side of the tunnel.

    A revised staging plan calls for paved surfaces throughout most of constructi

    Mobile home traffic will be allowed on Highway 126 when Highway 58 is closfor construction.

    Issues Being Worked:Due to project delays, work will extend into the 2014 construction season.ODOT and the contractor are in discussions for completing this work.

    Discussions on traffic requirements for next year are ongoing.

    Project Bundle Scope Summary:This bundle consists of one repair bridge (00449A) that was originally repairein Bundle 206, and also includes a non-OTIA funded project.

    Project Bundle Status:Project awarded to Oregon Mainline Paving on April 29, 2013.

    Project Bundle Activities/Accomplishments:All design work is complete.

    Only the westbound portion of the structure will be completed in 2013 due todelays in obtaining a Right of Entry from Union Pacific Railroad. (See IssuesBeing Worked for details.)

    The eastbound portion of the bridge will be completed in 2014.

    Project Bundle Notes of Interest:Bid letting delayed at the request of bidding community due to two large proje(over $50 million) being let on the same date.

    Issues Being Worked:The Class 2 preparation process specified for the bridge deck is being modifiand will result in a cost reduction.

    Class 3 preparation will be required for areas of the existing bridge deck.Because a portion of this work will occur over railroad right of way, thecontractor will require a Right of Entry. ODOT will have to compensate thecontractor for obtaining the ROE and for the additional insurance not requiredthe original contract. The ROE from Union Pacific is still pending.
