REGIONAL LOCATOR

Otsego County is locat-ed in southcentral NewYork, 60 miles north-east (via I-88) ofBinghamton, 70 milessouthwest (via I-88) ofAlbany, and 65 milessouth of Utica. Oneon-ta, the only designatedcity in Otsego, is locat-ed along four exits ofI-88. Cooperstown, theCounty Seat, is locatedjust twenty miles northof Oneonta. The currentpopulation of OtsegoCounty is stable at61,000. Oneonta’s pop-ulation is now at14,000. The village ofCooperstown has apopulation of about1,800.

TraNspOrTaTiON –Commercial Air Service

is available in Albany, Binghamton, Rome, and Syracuse and Otsego County isserved by two relatively small airports: Oneonta airport (391 Airport Road, Box721, Oneonta, NY 13820; 607-431-1076) and Cooperstown-Westville airport (982State Route 166, Cooperstown, NY 13326; 607-286-9013).

The county transit system, Otsego Express (“Gus the Bus”) provides county-wide service on a fixed route system. Oneonta public Transit (OpT) operatesbetween Cooperstown and Oneonta hourly in addition to providing bus service inand around Oneonta. The Village of Cooperstown operates a trolley to transport vis-itors from perimeter parking lots on Routes 80 and 28 to the National Baseball Hallof Fame and Museum and other points of interest.

MEdia – Otsego County is served by one daily newspaper, The Daily Star, and byseveral weekly newspapers, The Freeman’s Journal, Hometown Oneonta, and TheCooperstown Crier. The county is home to Townsquare Media, which operates WZOZ(103.1 FM), WKXZ (93.9 FM), WDOS (730 AM) and WSRK (103.9 FM). Also servingmost of Otsego County is WCDO (1490 AM / 100.9 FM) in Sidney.

GOVErNMENT – Otsego County is governed by the 14-member Otsego CountyBoard of Representatives. These representatives annually elect a chairman fromtheir membership who serves as Otsego County’s Chief Elected Official. The Boardcreates, develops, and enacts legislation through a series of standing committees.

The City of Oneonta operates under the City Manager-Council form of govern-ment. The City Manager is the Chief Executive Officer and the Chief AdministrativeOfficer. The Common Council is made up of eight Councilors, with one elected fromeach of the eight wards. 6

COMMUNITY overview

Otsego County has one city, Oneonta, 24 towns, which are are governed bytown boards (which consist of a supervisor and four council members), and ten villages, each governed by a Board of Trustees (the Mayor and two to six trustees).

ENErGY – Otsego County is generally served by the New York State Electric andGas (NYSEG) Corporation, a Rochester-based subsidiary of Iberdrola USA. NYSEGserves approximately 85-87% of the Otsego County’s population. The Otsego Electric Cooperative serves the remainder of the county.

HisTOrY – The rolling-hill country ofsouthcentral New York was home to theIroquois League of Nations, which livedthroughout southern New York and theMohawk Valley from at least 1450 CE,but recent archeological findings indi-cate the presence of native people asearly as 4,500 BCE in the area knowntoday as Otsego County.

White settlers are documented tohave arrived at Cherry Valley in 1740 inthe NE corner of Otsego County. For thefirst several decades – until the Revolu-tionary War brought an influx of settlers into southcentral New York – the totalpopulation of settlers in what was to become Otsego County did not exceed 900settlers.

Otsego County was one of three counties split off from Montgomery (the othertwo being Herkimer and Tioga). Otsego County was officially established on February 16, 1791, with Cooperstown as its county seat, although at the time thevillage of Cherry Valley was much larger. The original county consisted of threelarge townships: Cherry Valley in the northeast, Otsego in the northwest, andHarpersfield in the south.

By 1830, the population reached 51,361. Between 1792 and 1849, the 24towns that exist today were formed. During the Civil War period, the county’s

population reached nearly 60,000where it has remained during thelast century and a half.In its early years, Otsego County

was a national leader in the pro-duction of hops for breweries.Inexpensive water power encour-aged the import of cotton toproduce textiles at numerous mills.Until the 1880s, Otsego Countyremained agrarian and isolated.It was not until the arrival of the

railroad that the county began tochange. Several railroads wereconstructed, including the Albanyand Susquehanna, later called theDelaware and Hudson, an interur-ban line that extended from

Oneonta to the Mohawk Valley, and the Ulster & Delaware Railroad which broughtfreight and passengers to and from the Hudson Valley and Oneonta. After 1865,with the location of a large roundhouse and several repair shops, the railroadhelped transform Oneonta into agrowing and prosperous village.Small factories also prospered inthe area.

Railroads eventually declinedin importance. Passenger train ser-vice stopped in Oneonta in early1963. To replace the economic sig-nificance of the railroad, new jobs

and prosperity were created by Oneonta’ssuccessful encouragement of growth forHartwick College and the State UniversityCollege at Oneonta.

arEa TOpOGrapHY, WaTEr, sOil aNdWEaTHEr – Otsego County, located in thefoothills of the northern and western fringeof the Catskill Mountains, comprises justover 1,000 square miles. The county’s hillyterrain includes numerous small mountains,all less than 1,000 feet in height.

The headwaters of the North Branch of the Susquehanna River flow southfrom Otsego Lake into the Catskill Mountains in a southwesterly direction. Alongwith Otsego, there are three other lakes in the county – Canadarago, Gilbert, andGoodyear.

Winters are typically brisk and snowy. Spring is short, going from chilly days towarm ones over just three or four weeks. Anyone who has ever lived in or visitedOtsego County will tell you that we have great summers, day after day of warmdays and cool nights. Fall is a long, beautiful season, marked by spectacular foliagedisplays and steady, warm daytime temperatures.

Otsego County is home to a diverse mixture of industrial, manufacturing, and high-tech enterprises, existing side-by-side with retail, educational, and healthcareinstitutions – and with 1,000 square miles of land there is plenty of room for new

businesses to grow and prosper in Otsego County. The wide varietyof products manufactured hereincludes communications equip-ment, integrated circuits, pharma-

aGriCulTurE – In recognition of theimportant role agriculture plays in the eco-nomic and cultural life of the residents ofOtsego County, the County Agricultural andFarmland Protection Board, with assistancefrom the County Planning Department, hasdeveloped an impressive plan to protect,preserve, and enhance agriculture and family farming.

BusiNEss parks – There are three desig-nated industrial parks in Otsego County,including the Pony Farm and River CorpIndustrial parks in Oneonta, convenientlylocated on I-88. The Richfield Business Park,under development in Richfield Springs is on Route 20, and is less than 12 miles fromthe New York State Thruway.

OTsEGO NOW – Otsego County, New York is poised for an economic boom, and Otsego Now, an impressive partnership of the key economic development

organizations in Otsego County, ispositioned to help it grow. OtsegoNow is made up of the County ofOtsego Industrial DevelopmentAgency (COIDA), the Otsego Coun-ty Capital Resource Corporation(OCCRC), and the Otsego NowWorkforce Training Center. OtsegoNow’s mission is to attract andretain business investment fromestablished and growing firmsthat will bring high-paying skilledjobs to our community.

larGE EMplOYErs –Otsego County’s largestemployers – our hospitals,colleges, and insurancecompanies – equally con-tribute to Otsego County’seconomic activity; consis-tently giving Otsego Countyone of the lowest unem-ployment rates in centralNew York State.

Complementing these larger-employer jobs is a high percentage of employ-ment in the construction industry, and also in the retail and service sectors. Serviceoccupations make up 17% of the jobs in the county, and retail jobs are nearly 11%.

The 19 building, 187-acre campus is designed as a village,containing residences, diagnostic and treatment centers, vocational training centers and socialization techniques and training.

The arc Otsego offers a comprehensive network of community-based programs and services to over 450 individuals, of all ages, with a trained and dedicated staff that encourages participation in all aspects of community life.

a CariNG COMMuNiTY – The Family Services Association, Salvation Army, theBoys and Girls Club, Habitat for Humanity and several churches are very active infulfilling community needs. Meal programs are held six days a week in Oneonta.The Community Connections Food Bank – supplying food pantries to 12 locationsacross Otsego County – and several other hard-working organizations, are all partof the effort to alleviate hardship and poverty in Otsego County, improving thequality of life for all residents.

Each year about half a million visitors travel to Otsego County to visit the worldfamous village of Cooperstown, home of the baseball of fame, and the home of one of America’s best known early writers, James Fenimore Cooper. Even if
